GOVERNMENT OF INDIA No.2011/M(N)/951/14 MINISTRY OF RAILWAYS RAILWAY BOARD New Delhi, dated 10.10.2011 The Chief Mechanical Engineers All Indian Railways Sub:- Freezing of Group ‘C’ & ‘D’ vacancies CRB has desired that keeping in view the large number of vacancies on date in Group ‘C’ & ‘D’, an attempt should be made to freeze those posts which are not required so that these can be utilized for creation of posts required for future development and expansion of the Railways. In this connection, all the Zonal Railways are requested to undertake the following exercise: 1. Identify the categories where vacancies exist and which are not required to be filled up and can be frozen (kept in a separate pool) 2. Identify the activities which can be outsourced and the corresponding posts involved in these activities can be set aside for freezing/declaring surplus. Information regarding surplus/vacancy position of Group ‘C’ & ‘D' posts (in the enclosed format) along with detailed justification for retaining the vacant posts (so that they may not be frozen) may be furnished so that necessary review can be undertaken at Board’s level.
