Comrades,
There are lot of discussions about the date of Gazette Notification for implementation of 7th CPC & Office Memorandum, It usually takes about 15 to 20 days after cabinet approval of the pay commission report .Let us examine the 6th CPC dates.
The union cabinet gave its approval for implementation of the recommendations of the Sixth Central Pay Commission on 14th August 2008.
Gazette Notification for implementation of 6th CPC was issued on 29th August 2008 & Office Memorandum was issued on 30th August 2008, after 16 days after cabinet approval
The 7th CPC
The union cabinet gave its approval for implementation of the recommendations of the Seventh Central Pay Commission on 29th June 2016.
Hence the Gazette Notification for implementation of 7th CPC & Office Memorandum is likely issued in next week.

OROP: Ex-servicemen Warn of Upping Ante
BENGALURU: Around 1,500 ex-servicemen descended on the Town Hall in the city on Sunday demanding that the government implement the one-rank-one-pension (OROP) scheme.
This was the second such agitation by the veterans in the last few weeks.
The veterans were miffed that the government has not implemented the scheme from 1973 when the issue was first raised.
The scheme entitles uniform pension for armed forces personnel retiring in the same rank with the same duration of service, irrespective of the date of retirement. On Sunday, many of the veterans expressed hope that OROP will be implemented soon. Col K D Shelley (retd) told Express that Defence Minister Manohar Parrikar had recently said funds were not a problem.
“However, it is appalling that not one government representative visited us during our agitation. We, being a disciplined force, do not resort to arm-twisting tactics like rasta/rail roko. However, we will be forced to take up such measures if there is a delay in implementation of OROP,” added Shelley.
Most of those present blamed the delay in implementation of the scheme on bureaucrats, who they said, are throwing a spanner in the works.
Shelley was also surprised that the city police did not grant permission to the veterans to take out a rally.

Dear Sir,
I, on behalf of Staff Side, National Council(JCM), greet you on your joining as Cabinet Secretary, Government of India.
Sir, you are aware that, more than 26 lakh Central Government Employees, working in the Railways, Defence, Postal and other Central Government Organizations, are facing lots of problems, which are unresolved due to non-functioning of the NC/JCM.
More than 05 years have passed, there has not been a single meeting of the Departmental Council.
Non-resolution of the problems of the Central Government Employees has forced them jointly to resolve for a National Indefinite Strike from 23rd November, 2015.
I hope, you will take keen interest in resolution of the problems, submitted through our agenda as well as Charter of Demands at an earliest to keep industrial peace in the country.
I do not feel good to write all these issues in my first letter, but I am forced by the circumstances to write all this.

Dear Comrades,
The National Executive Committee meeting of the Confederation of Central Government Employees & Workers was held at New Delhi on 12.07.2015. Affiliated organizations, General Secretaries of State Committees (COCs) and CHQ office Bearers attended the meeting. Com. K. K. N. Kutty, National President, Confederation, presided. After detailed deliberations for about six hours, the meeting took the following important decisions.
(I) 2nd SEPTEMBER 2015 NATIONAL STRIKE:
1. Confederation and all its affiliated organizations shall participate in the Nationwide one day strike on 2nd September 2015 as per the call of all Central Trade Unions and independent Federations.
2. Charter of demands on which the strike is being organised on September 2nd by Confederation shall include
(1) 12 point common charter of demands affecting all sections of the Indian working class and
(2) 10 point charter of demands of the central government employees formulated by the National Joint Council of Action.
(See Charter of demands attached – Annexure-I)
3. Intensive campaign should be conducted among all Central Government Employees by each individual organisation by holding General body meetings, conventions, office-to-office campaign and gate meetings. Notices, pamphlets and posters should be printed and circulated to all offices and employees. Wide publicity should be given through print and electronic media. All websites of affiliates shall exhibit the campaign details, photos etc.
4. Confederation CHQ Leaders shall visit all important centres throughout the country between August 16 to 31st and address Joint Conventions/meetings of the employees. Meetings should be organised by the state/District level units of the Confederation (C-O-Cs). Advance planning should be made by the C-O-Cs to make the campaign programmes of Al India Leaders a grand success, by ensuring maximum participation of employees from all affiliated organisations (Details of the campaign programme will be published in the website within two days.)
5. State/District Units of the Confederation shall plan and organize their own campaign programmes at state/District level.
6. Strike notice will be served by Confederation CHQ to the Cabinet Secretary, Government of India on 11th August 2015. On the same day each individual affiliated organsiation of the Confederation should also serve strike notice to their respective Departmental heads. Demonstrations in front of all important offices should be held on 11th August 2015. Copy of the strike notice served by each organisation should be sent (email) to confederation CHQ.
7. All affiliated organisation shall make maximum efforts to ensure participation of maximum number of employees in the 2nd September strike. More than 10 crores organised and unorganised workers will be participating in the strike.
8. All affiliated organizations should issue their own separate circulars to all the lower units directing the Branch/District/Divisional/
(II) 23rd NOVEMBER INDEFINITE STRIKE:
1. Confederation and all its affiliated organizations shall commence their own independent intensive campaign especially among grass-root level workers from now onwards.
2. At the same time Confederation state/District level leadership (C-O-Cs) should take initiative to organize joint conventions of National Joint Council of Action at maximum possible centres.
3. Immediately after the 2nd September strike and after submission of report by 7th CPC, the Confederation National Executive will meet again and decide further programmes to intensify the campaign programme for the success of 23rd November indefinite strike.
4. A Resolution adopted by the National Executive regarding 2nd September one day strike and 23rd November indefinite strike is enclosed herewith.
(III) OTHER DECISIONS:
1. The All India Two days Women’s Workshop of Confederation will be held at Hyderabad on 9th & 10th October 2015. About 150 lady delegates from all affiliates and C-O-Cs will attend the workshop. Quota fixed for each affiliate and C-O-Cs will be circulated shortly. Delegate fee per head is fixed as Rs. 500/- (Rs. Five Hundred only). All affiliated organizations and C-O-Cs are requested to ensure maximum participation in the workshop. Travel tickets of the delegates may be booked well in advance.
2. Next National Conference of the Confederation will be held at Chennai (Tamilnadu) before September 2016. The Tamilnadu state Committee of the Confederation (C-O-C) shall finalise the dates/month in consultation with CHQ. Efforts may be made to hold the Conference in July itself.
3. Financial position of the Confederation CHQ was reviewed. It is noticed that many affiliates have not remitted their due quota. It is decided to instruct all affiliates to clear their quota arrears before 31st August 2015. Delegates to the National Conference will be fixed based on the quota remitted by each affiliated organizations and C-O-Cs. Needless to say that for smooth functioning of the CHQ and also for undertaking campaign programmes funds is a must.
4. Decided to nominate Com. R. Seethalakshmi, Convenor, Women’s Sub Committee, Confederation to the Women’s Committee of the Trade Union International (TUI)-Public an allied services functioning under world Federation of Trade Unions (WFTU)
5. Decided to grant affiliation to the following organizations
(a) Forest Survey of India Employees Association Dehradun (Uttrakhand).
(b) Employees Association of Directorate of Forest Education Dehradun Staff, Dehradun (Uttrakhand)
6. Decided to extend full support and cooperation for the successful conduct of the Asia-pacific region meeting of the Trade Union International (TUI) – Public and Allied Services at Delhi during the month of November 2015.

ANNEXURE – I
2ND SEPTEMBER 2015 STRIKE CHARTER OF DEMANDS
PART-I
1. Urgent measures for containing price-rise through universalisation of public distribution system and banning speculative trade in commodity market.
2. Containing unemployment through concrete measures for employment generation.
3. Strict enforcement of all basic labour laws without any exception or exemption and stringent punitive measure for violation for labour laws.
4. Universal social security cover for all workers
5. Minimum wages of not less than Rs. 15,000/- per month with provisions of indexation.
6. Assured enhanced pension not less than Rs. 3000/- P.M. for the entire working population.
7. Stoppage of disinvestment in Central/State PSUs.
8. Stoppage of contractorisation in permanent perennial work and payment of same wage and benefits for contract workers as regular workers for same and similar work.
9. Removal of all ceilings on payment and eligibility of bonus, provident fund; increase the quantum of gratuity.
10. Compulsory registration of trade unions within a period of 45 days from the date of submitting applications; and immediate ratification of ILO Convention C 87 and C 98.
11. Against Labour Law Amendments
12. Against FDI in Railways, Insurance and Defence.
PART-II
1. Effect wage revision of the Central Government Employees from 01.01.2014 accepting memorandum of the staff side JCM; ensure 5-year wage revision in future; grant interim relief and merger of 100% of DA; Include Gramin Dak Sevaks within the ambit of 7th CPC. Settle all anomalies of 6th CPC.
2. No Privatisation, PPP or FDI in Railways, Defence Establishment and no corporatization of Postal services.
3. No ban on creation of new posts. Fill up all vacant posts.
4. Scrap PFRDA Act an re-introduce the defined benefit statutory pension scheme.
5. No outsourcing, contractrisation, privatization of governmental functions; withdraw the proposed move to close down the printing presses, the publications, form stores and stationery departments and medical stores Depots; regularize the existing daily-rated/casual and contract workers and absorption of trained apprentices.
6. Revive the JCM functioning at all level as an effective negotiating forum for settlement of the demands of the Central Government Employees.
7. Remove arbitrary ceiling on compassionate appointment.
8. No labour reforms which are inimical to the interest of the workers.
9. Remove the ceiling on payment on bonus
10. Ensure five promotions in the serve career.
ANNEXURE-II
RESOLUTION ADOPTED BY THE NATIONAL EXECUTIVE COMMITTEE MEETING OF THE CONFEDERATION HELD ON 12.07.2015 AT NEW DELHI.
1. The National Executive of the Confederation which met at New Delhi on 12.07.2015 decided unanimously to endorse the call of the Central Trade Unions and independent Federations in the country for organizing one day nationwide strike on 2nd September 2015 to oppose the ongoing aggressive neo-liberal economic policies of the Government of India. The National Executive has decided to call upon all its affiliates to organise intensive mobilization campaign to reach out to each and every Central Government employees. The National Executive has also decided to deploy the National and state leaders of Confederation for a wider campaign amongst the Central Government employees in all states and District capitals of the country.
2. The meeting also noted with grave concern the rejection of a 5 years wage revision for Central Government Employees by the 7th Pay Commission and consequent demand of the benefit of merger of DA an Interim Relief. The meeting also noted the advisory articles appearing in the corporate/controlled media against the wage revision of Central Government Employees to influence the recommendation of the 7th CPC. The meeting noted with grave concern the negative attitude of the Government towards three lakhs Gramin Dak Sevaks of the Postal Department by refusing to include them in the 7th CPC. The meeting decided to exhort the affiliates to bring the contents of the memorandum of the staff side JCM once again to the employees and prepare them for the proposed indefinite strike action of the CGEs including Railways and Defence workers from 23rd November 2015. It was also decided that besides the National charter of demands of prepared by the Central Trade Unions, the 10-point Charter of demands of the JCM staff side National Council shall form the combined charters of demands of the Central Government employees for the strike action on 2nd September 2015.
3. The meeting decided to appeal to all state committees and affiliated organizations to take active part in all meetings and conventions organised by Central Trade Unions, jointly with state Government Employees Federation, Bank, Insurance and other public sector undertakings. The Confederation and its affiliates shall serve strike notice for the 2nd September strike on 11th August 2015 by holding massive demonstrations at the respective work places.

Pay revision recommendations
Pay revision recommendations evoke mixed response
Kottayam: The recommendations submitted to the state government on Monday by the 10th Kerala Pay Revision Commission, headed by Justice Ramachandran Nair, evoked mixed response from employees associations of both ruling and opposition parties.
The report drew flak from opposition party’s employees association, while the association affiliated to the ruling party approved it raising the flag over some points.
The main concern raised against the report was that it overthrows the current wage system of a revision every five years. Left-lenient Kerala Secretariat Employees Association (KSEA) members lambasted the pay panel report and complained that despite the fact they have tried to indicate a revision, the report has got many disapproving details.
KSEA general secretary M.S. Bijukuttan told Onmanorama that 'the supposedly revised report topples the existing wage system of the government employees.'
“The present wage system is based on a change in every five years, which is the base for Kerala’s development and it resulted in better job facilities. That has been squashed by this report that suggests a 10-year change instead, which will create a disagreeable situation amongst the people in Kerala,” Bijukuttan said.
The pro-UDF Kerala Secretariat Association cautiously welcomed the pay panel's suggestions, which according to them would work well for the workers in the lower levels of pay structure.
Kerala Secretariat Association general secretary Sarath said, “The pay panel commission's proposal, in its initial analysis, appears to be useful for the public. An appreciable hike in wages can be observed in the first 13 stages, especially for the employees in the lower-levels of pay package.”
Five or Ten
Top officials of both the associations disagreed to the ten-year revision suggested by the 10th pay panel.
Clarifying why the commission recommended a 10-year revision in place of a five-year, member secretary of the commission K.V. Thomas said, “The Finance Commission is against it, State Expenditure Review Committee is against it, Government of India is against a revision every five years. So having considered all that and having given a good revision, the Commission thinks that a next revision is needed only after ten years.”
“We have given a considerably good revision. We expect that the government will accept the recommendations with least modifications.”
Leave Transfer Concession
Presently, the Kerala government employees are entitled to leave encashment every year entitling them for 13 months salary for the 12 months work. However, no such benefit is available for Central Government employees, states the Commission report.
The Commission has now proposed, “Leave Travel Concession (LTC) will be given at the central rate only in lieu of accrued leave encashment. Employees, who have completed 15 years of service are eligible for LTC. It is allowed once in an employee’s service,” and this has disheartened both the parties' trade unions.
“This is totally objectionable as surrendering the leave is entitled to us. It reminds us of 2002, when A.K. Antony was the chief minister and he too suggested a similar move,” said Bijukuttan.
According to Bijukuttan, the number of days which could be surrendered previously was 45 days, it was reduced to 15 during the course of time and the LDF government increased it to 30 days later.
Responding to this issue, K. V. Thomas said, “We have not said anything against leave surrender.”
“The state government employees have an extra benefit, which is encashment of leave unlike the central government of employees. This is not right, you cannot have both,” he added.
The employees associations can have a discussion with the state government and decide what they want accordingly, added Thomas.
Special Pay Discontinued
The commission report also recommends discontinuing the special pay in Higher Time Scale.
K. V. Thomas, the only one who has disagreed to this rule in the report, explained, “It is given under the rule 12 of Kerala Services. It states that if a person is discharging some higher responsibilities then they can take a Class 1 special pay which includes people such as deputy secretaries, joint secretaries, additional secretaries of the secretariat. They are given this pay as their duties involve—attending to cabinet papers, confidential files going to the cabinet. They are also members of several committees constituted at the government level, they are members of the board of directors of several government companies, they act as company directors, they have assembly duties to look after, etc. No other officer is fulfilling duties of this stature. It is very important and serious which is to be done with precision and quality. This is why special pay is given to them.”
Both the association secretaries were of the same opinion when it came to special pay for senior secretariat employees. Bijukuttan said that they are not happy with special pay being discontinued and Sarath said that they could not agree to this point at all.
Voicing his aversion to the point, Thomas said that it has been mentioned in the report even though he has not agreed to it as 'other members might have felt the need for it'.
“Those who spoke against the special pay must have done it because they must have heard from representatives that it is not needed simply because they don’t get it and somebody else is getting it,” Thomas added.

Sub: Restoration of the erstwhile Group-D posts and regularization of the services of Contract/ Casual Employees
Introduction
During the course of oral evidence of the Staff Side of the National Council(JCM), with the 7th CPC, while discussing on Chapter 17, para No.17.1, 17.4.2 to 17.5.5 of the memorandum submitted by the Staff Side of the National Council(JCM), the Staff Side stated that a large number of contract/casual, contingent and daily rated workers are deployed in various Central Govt. Establishments including Railways, Defence, postal, Income Tax and Accounts & Audit etc. especially in the jobs performed by the erstwhile Group-D Employees such as Chowkidar, Safaiwalas, Peons, Mali, Washerman etc. The Chairman of the 7th CPC after listening to the views put forth by the Staff Side in this regard has desired that the Staff Side may give their views in writing for restoration of the erstwhile Group-D posts in Central Govt. Establishments. Accordingly the following note is submitted for the favourable consideration of the 7th CPC.
Background
Till the beginning of the 1980's the nature of duties like sweeping, gardening, Watch Ward, Peon, Orderly, Messenger, Duftry etc., were performed by permanent Group-D Employees. However, after imposition of ban on recruitment from 1984 onwards, many Government Department, as mentioned above, stopped recruitment in the above mentioned posts and have started outsourcing all these jobs, resulting in large scale scam and corruption and also exploitation of labour. It is reliably learnt that more than 35% contract/casual workers are employed in all the Central Govt. Departments. The 6th CPC after considering the fact that the above mentioned Group- D posts also require certain amount of skill recommended for upgradation of all Group-D posts to Group-C by upgrading the pay scales. Accordingly these employees after suitable training were re-designated as Multi Tasking Staff (MTS). The 6th CPC further recommended that recruitment in the erstwhile Group-D posts will be from amongst Candidates possessing minimum qualification of either 1oth pass or ITI certificates.
Although the pay scales of erstwhile Group D employees were upgraded, the recommendation relating to multi tasking could not be given effect in letter and spirit in many of the Central Govt. Departments due to practical problems and functional difficulties in view of the fact that the job profile of all the erstwhile Group-D categories has not only been distinctly different from each other, but majority of the posts have full time jobs leaving very little scope for carryout multi tasks.
Employment opportunities for School dropouts
Prior to implementation of recommendation of 6th CPC, the educational qualification required for most of the erstwhile Group-D posts with 8th Std. passed or less qualification as the job profile of these posts did not demand high standards of education. The maximum education qualification for the erstwhile Group-D posts was prescribed at 8th Std. passed in keeping with the aims and principles of inclusive growth and economic empowerment of poor and the downtrodden who are unable to afford higher education due to socio economic reasons and conditions. Recently the Skill Development Ministry has taken a decision to impart training for the school dropouts, so as to make them eligible for employment opportunities.
Proposal of Staff Side
In view of the facts mentioned above the Staff Side propose the following for the consideration of the 7th CPC:-
(i) Minimum qualification for all the posts shall be 8th standard pass or less and that persons possessing educational qualification beyond 10th Std. may be debarred from seeking employment in all the above posts.
(ii) All the outsourced workers at present employed in various erstwhile Group-D posts either through contractors or through the system of outsourcing, Casual/daily rated workers may be absorbed against the existing vacancies subject to possessing the educational qualification or by imparting them in-house training. This will go a long way in curbing corruption and also exploitation of the poor contract and casual workers.
We hope that the 7th CPC may consider our proposals in its true perspective.
