Railways Launches Toll Free Helpline Number for Catering Related Complaints

The Ministry of Railways has set up a central monitoring cell with the toll free number i.e. 1800-111-321 for the convenience of railway users to register their complaints regarding railways’ catering services like food quality, over charging etc., both at railway stations and in running trains. Announcing this, here today, the Minister of Railways, Shri Pawan Kumar Bansal said that this facility is available all seven days from 7 A.M. to 10 P.M. when during this time generally the food is served to the passengers.

The Minister said that as soon as the complaint is registered, all possible actions will be taken on real time basis to address that complaint. This facility has started functioning, he added.

Subject: Acceptance and depositing of Bank Draft/Pay Order in the Government account on account of booking charges of holiday homes by different Booking Authorities.

Booking of rooms/suits of holiday home at Shimla, Agra, etc.is made by different booking authorities (i.e. EM, Kolkata’ AEM’ Chennai and AEM, Nagpur) but demand draft/pay order is received in the name of Assistant Estate Manager, Shimla or Assistant Director of Estates (Cash), New Delhi as the case may be. After confirmation of booking of holiday home, the demand draft/pay order received by the aforesaid booking authorities is then sent to AEM, Shimla or Assistant Director of Estates (Regions), New Delhi for deposit in the Government account. Such practice takes considerable time in actual realisation of revenue to the Government.

2. Recently, RBI has reduced the validity period of Bank Draft/Pay Order/Cheque from six months to three months. After reducing the validity period of draft/pay order/cheque by RBI, it has now become more difficult to realise the revenue suitably through the practice being adopted as mentioned at first para above.

3. It has now been decided with the approval of Directorate of Estates that following change in respect of above matter would come into effect with immediate effect:

(i) EM/AEM, Kolkata; AEM, Chennai and AEM, Nagpur will accept the bank draft/pay order towards booking charges of holiday homes/guest houses in favour of the concerned booking authority itself who is looking after the booking and not in favour of other authorities and O/o concerned booking authority will itself deposit the booking charges ¡n the Government account.

(ii) NIC will modify the online booking application form in respect of rooms/suits of holiday homes/guest houses at the disposal of EM/AEM, Kolkata; AEM, Chennai and AEM, Nagpur accordingly.

4. AIl prospective applicants are also advised to note the above changes and to ensure the correctness of bank draft/pay order in favour of appropriate authority. Failure to comply with the above changed norms will lead to rejection of booking request.

The Ministry of Railways has now issued circular giving details of its decision to revise Passenger Fares w.e.f. 22.01.2013.  Details of the fare revision are as under:-

2. Minimum Fare: The Minimum fare chargeable will be Rs. 5.

3. Development Charge: On the revised basic fares which shall become effective from 22.01.2013, development charge shall not be leviable.

4. Rounding off of Fares:

(i) Fares of all classes except Second Class Ordinary (Suburban):- Chargeable Fares, as obtained after adding Miscellaneous Charges like Reservation Fee, Supplementary charge for Superfast trains, Catering Charge, Service Tax etc. To the Basic Fare, will be rounded off to the next higher multiple of Rs. 5.

(ii) Second Class (Suburban) Fares:- Chargeable Fares for Second Class Suburban passengers as obtained after adding applicable miscellaneous charges like MUTP Surcharge etc. (as and where application) TO THE Basic Fare, will be rounded off to the next higher multiple of five rupees, except that in cases where  either ‘1’ or ‘6’ comes up as the last digit (i.e. in unit’s place) it will be rounded off to the immediately lower multiple of Rs. 5, i.e. Rs. 11.00, Rs. 21.00, Rs. 31.00 etc. would respectively become Rs. 10.00, Rs. 20.00, Rs. 30.00 etc. and Rs. 6.00, Rs. 16.00, Rs. 26.00 etc. would respectively become Rs. 5.00, Rs. 15.00 and Rs. 25.00 etc. and Fare values ending in Rs. 2, Rs. 3 or Rs. 4 would be getting rounded off to Rs. 5 and those ending in Rs. 7, Rs. 8, or Rs. 9 to Rs. 10 and so on and so forth.

5. It is also decided that the existing fares of train services like Rajdhani, Shatabdi, Garib Rath, Jan Shatabdi, Duronto, Rajya Rani and Yuva Expresses will similarly be revised to the extent of the proposed increase in class-wise fares.
6. As per earlier circular of Railway Board dated 26.12.2012, as a special case to facilitate the passengers of Muhakumbh Mela it has been decided if any passenger purchases an unreserved reverse ticket through UTS from any station on Indian Railways for journey to any one of the 12 stations in Allabhbad region serving Mahakumbh Mela and back the reverse ticket will be allowed to be booked upto 15 days in advance excluding the day of journey subject to levy of Mela Surcharge as per extant instructions.  In this case also the difference of fare will be collected on board in the trains in case tickets are booked in advance and before 22.01.2013 in respect of above.

7. Other Charges:- There is no change in charges for reservation fee etc. Such charges, wherever applicable, which shall continue to be levied additionally.   However, the second class superfast Surcharge shall be rounded off to Rs. 10/-.

8. The changes in fares as above shall come into force w.e.f. 22.01.2013.

9.  Service tax will be levied as applicable as per instructions issued in this regard.

10.     Instructions issued earlier that in the case of Rajdhani/Shatabdi/Jan Shatabdi/Duronto Express trains, the concession wherever admissible and in child fare also, it will be granted only in the basic fares and that all other charges (Catering, Reservation Supplementary charges like Superfast Surcharge, Enhanced Charges, Service Tax (if any) etc.) shall be collected in full.  This will be applicable from 01.04.2013.

11. The revised fares will also apply to tickets issued in advance for journeys to commence on or after 22.01.2013.  Until new tickets are printed, old printed card tickets will be issued after having necessary corrections in fares made on them in advance.  Such alterations by the staff would be made preferably by stamp or in ink.

12. In the case of tickets already issued at pre-revised rates, it should be ensured that the difference in fares and other charges on or after 22.01.2013 will be recovered either by TTEs on the trains or by the Booking/Reservation Offices before the commencement of journey by passengers.

The detailed revised passenger fare table effective from 22.1.2013 is available on the  Ministry of Railways website i.e.www.indianrailways.gov.in.

Passenger Friendly Train Service in Kashmir Valley
Integral Coach Factory of Indian Railways has designed and manufactured Diesel Electric Multiple Units (DEMUs) rakes which are already running in Kashmir Valley. These DEMUs have been specially designed to operate in subzero conditions and also have been furnished aesthetically keeping in view the tourist traffic in Srinagar Valley. Various features have been incorporated in these units, keeping in view all prevailing circumstances of the region to make the services passenger friendly. Specially designed roof mounted heating units to take care of comfort of passengers during winter season and stainless steel chequered sheet below the first window of the compartment of physically handicapped passengers so as to enable visually challenged passengers to identify the coach, have been provided.

This information was given by the Minister of State for Railways Shri Kotla Jaya Surya Prakash Reddy in written reply to a question in Rajya Sabha today.

Focus on Consumer Instead of Destination Says Union Tourism Minister
India Tourism has launched two new campaigns : an International Campaign called ‘Find What You Seek’ and a Domestic Campaign called ‘Go Beyond’. These campaigns where launched at the recently concluded “World Travel Market-2012”, which was held at London. The Union Tourism Minister Shri Chiranjeevi who attended WTM- 2012 told media persons here today that the launch of these campaigns reflects a very important paradigm shift in our strategy to promote India within the country and abroad. The ‘Go Beyond’ campaign focuses on promoting lesser known destinations to domestic as well as international tourists. He said “Till now, we had been promoting India internationally from the point of view of the destinations. The Incredible India campaigns which we launched in 2002 has been extremely successful. In our ‘Take II’ of the Incredible India campaign, we are going to focus on the consumer”. The Tourism Minister said the second phase of Incredible India campaign is “Find What You Seek”. He said “Tourists from the world over can find the destination or product of their desire in India, be it heritage sites, forts, beaches, backwaters, lakes, mountains, adventure, wildlife, culture, festivals, medical, wellness, MICE, religion or shopping. India offers something for everyone and that is why we proudly say that India is an incredible destination with a range of products as found nowhere else. It is truly in India, you will find what you are seeking”.

Reffering to WTM he said this year Ministry of Tourism participated in WTM by taking a space that was about 15% higher than last year’s space. Private stakeholders from India had taken space of a similar size. This year, there were over 110 Indian participants from the trade, State Governments and Union Territory Administrations in WTM for doing serious business.

Shri Chiranjeevi also announced that during WTM 2012, India was conferred with three awards by the World Travel Awards organization. These awards were, Asia’s leading destination, Asia’s leading tourist attraction – Taj Mahal and Asia’s leading tourist Board.

Coinciding with the WTM Event 2012, the Minister also attended UNWTO Ministers’ Summit held to discuss the subject ‘Open Borders and Open Skies: Breaking Barriers to Travel’ and held discussions with Mr. Taleb Rafai, Secretary General, UNWTO; Mr. Hugh Robertson, Minister of Sports and Tourism, UK and Mr. Marthinus Van Schalkwyk, Tourism Minister of South Africa. He assured them that India will continue to play an important and pro-active role for promoting global tourism.

The Union Tourism Minister said that India would be hosting the next meeting of the UNWTO Regional Commission for South Asia and Far East & Pacific in April – May next year in Hyderabad. India is currently the chairperson of the UNWTO Regional Commission for South Asia.

Shri Chiranjeevi expressed his happiness over the fact that UK has withdrawn its advisory against travel to Jammu and Kashmir. He said “We are going to initiate a fresh dialogue for entering in to a Memorandum of Understanding with UK on Tourism Cooperation”. The Minister said India and South Africa have agreed to work together for protecting the tourism interests of developing nations jointly. He said “We have also agreed to hold the first meeting of the Joint Working Group on Tourism Cooperation with South Africa at the earliest with the objective of enhancing tourist traffic between the two countries”.

Shri Chiranjeevi said India’s position was 38th in the world in terms of World Tourist Arrivals and 17th in terms of World Tourism Receipts. Expressing conern over this fact he said our endeavor is to increase India’s share to 1% in the World Tourist Arrivals by 2016.

The Union Tourism Minister said “My efforts would be to make tourism as India’s main economic and political agenda taking all state governments, union territory administrations and stakeholders on board and establish India as round the year destination. Our focus would be to further develop and promote niche products like Rural Tourism, Wellness and Medical Tourism, Cruise Tourism, Adventure and Wildlife Tourism, Film Tourism, Sports Tourism and MICE Tourism”.

Reffering to his priorities the Minister said his endeavor would be to: facilitate development of synergy between various Departments / Ministries, State Governments, Union Territories and Industry for development of Tourism, make India affordable destination by facilitating development of Budget Accommodation, ease Visa Regime and expand Tourist Visa on Arrival Scheme to additional important source market countries, expand human resource base and create new employment opportunities.

Shri Chiranjeevi said “Our effort should be to give and promote experiential tourism and show case true India. The visitors to India should be compelled to come again and again and revisit the experience because of its rich diversity”. The Tourism Minister said he is aware of hygiene and sanitation concerns. To improve these standards, Tourism Ministry has launched ‘Campaign Clean India’. “I would be especially focusing for the success of this campaign”, the Minister added.

Air India Domestic Fare list updated with LTC Scheme – LTC Fare List 2012

Journey by Air Travel while availing LTC, stipulating that the orders insisting to travel by Air India only.

Group ‘A’ and Group ‘B’ officers (Gazetted and Non-Gazetted) are entitled to travel by Air to NER on LTC. Other employees are entitled to travel by Air to NER from Guwahati or Kolkata airport only.

One more restriction of travel by Air India only need not apply to non-entitled employees who travel by air and claim LTC reimbursement by entitled class of rail.

An employee can avail LTC to visit NER by conversion of one block of home-town LTC.
Reimbursement of the actual expenses on air travel while availing LTC, will be restricted to cost of travel by the economy class only.


To visit J&K by any Airlines subject to their entitlement being limited to LTC-80 Fares of Air India.
Employees who are entitled to travel by rail by 2nd AC class for availing LTC to Andaman & Nicobar Islands can travel by air.

Air India has now updated once again the fare list for LTC Scheme. The table for LTC Scheme has been classified in three columns such as, HLTC, DLTC and Airline Fuel Charge.

Railway Administration Making Local Arrangements to Implement New Tatkal Booking Timings

The Ministry of Railways has further streamlined the delivery of tickets under Tatkal Scheme and the new amendment in the scheme will come into effect from tomorrow i.e. 10th July 2012 (Tuesday). Under the new amendment the booking of Tatkal tickets will start at 10.00 hours on the previous day of journey from train originating station instead of 0800 hours at present. For example, if a train is to depart from the originating station on the 2nd of the month, the Tatkal quota booking both through Internet (IRCTC Website) and reservation counters for that particular train shall open at 1000 hours on the 1st of the month. In addition, it has also been decided that no authorised agents, including agents of IRCTC and RTSAs/RTAs will be allowed to book Tatkal tickets from 1000 hours to 1200 hours from counters as well as from Internet.

At the Zonal Railway and the Divisional Railway level, the local Railway administration is also making arrangements at the reservation counters for orderly implementation of the amendment in the scheme like segregation of Tatkal buyers through separate queues, separate counters etc. as per the local requirement and feasibility. The travelling public is being informed about the new arrangements through Press Releases, Press Advertisements, Announcements and Notice Boards. Moreover, installation of CCTVs in all major booking centres to monitor any unusual activities, inspection of the reservation centres by the senior officers, display of helpline numbers for complaints, raids by the vigilance squads are some of the measures being taken to prevent misuse of Tatkal facility. The requirement of indicating Mobile number of the passenger in the application form is also being insisted to cross verify the genuineness of the passenger.

These new measures are in addition to the previously taken measures to revamp Tatkal system from November 2011. In November 2011, the following measures were introduced to reduce/minimize the possibility of booking of tickets by touts/miscreants and which are still continuing:

1. Advance Reservation Period of Tatkal scheme was reduced from two days excluding the day of journey to one day excluding the day of journey.
2. Refunds are not granted on cancellation of confirmed Tatkal tickets except in case of special circumstances like late running of train by more than three hours, cancellation of trains etc.
3. Duplicate Tatkal tickets are not issued under normal circumstances. In exceptional cases Duplicate Tatkal tickets can be issued on payment of full fare including Tatkal charges.
4. Tatkal tickets are issued only on production of self attested photocopy of one of the 9 prescribed proofs of Identity mentioned in the scheme, at the computerised Passenger Reservation System (PRS) counter. While booking e-ticket, the passenger has to indicate the number of identity card in the system. The passenger is required to carry the same proof of Identity during the journey.
5. A restriction of booking of a maximum of four passengers per PNR on Tatkal ticket has been imposed.

The Indian Railways Catering and Tourism Corporation (IRCTC), a Public Sector Undertaking of Ministry of Railways which manages Railways e-ticketing website namely www.irctc.co.in has also implemented following additional steps to streamline Tatkal ticket bookings:

1. High capacity Database servers have been installed.
2. Internet Bandwidth has been increased from 344 mbps to 450 mbps
3. Single user registration on one e-mail ID with email verification has been implemented.
4. Mobile validation of users and single user registration on one mobile number has been implemented.
5. Web service agents have been permitted to book only one Tatkal ticket per train per day on internet after 12.00 A.M.
6. Individual users are permitted to book only two tickets between 10.00 A.M. to 12.00 A.M.
7. Only two tickets can be booked per IP address between 10-12 AM. IP address check has helped in preventing multiple bookings from same office complex/internet café etc. This also helps in facilitating bookings by genuine users and prevents bookings for commercial gains.
8. Single session per user ID check has been implemented. With this step, a user on irctc.co.in will be able to open his account for booking of e-tickets only once. Multiple sessions with single user ID cannot be opened thereby enabling maximum users to access website and reduce congestion.
9. Captcha has been put and strengthened for booking in the ‘Plan My Travel’ to check fraudulent booking through automation software.
(CAPTCHAs is a technology used in attempts to prevent automated software from performing actions which degrade the quality of service of a given system)
10. Quick Book Option and Cash Cards option has been stopped between 10.00 A.M. to 12.00 A.M.
11. An IT-Anti Fraud Squad has been created at Internet Ticketing Centre to detect cases of fraud and fraudulent activity and also for constant cyberspace surveillance to detect possible threats to the system.
12. Upon receipt of complaint against the sub-agent, the user –id is deactivated and the sub-agent is black-listed. The details of the black-listed agent are put on the IRCTC website. All the Principal Agents have been instructed not to take on such black-listed agents.
13. For any complaint, against the e-ticket agents, one may contact agentcomplaint@irctc.co.in (011-23745962) orcare@irctc.co.in (011-39340000)
14. The Ministry of Railways has also initiated steps to augment e-ticket handling capacity of its website through short term and long term measures. Both IRCTC and CRIS are working jointly in this direction. Due to these steps, the present e-ticket capacity will increase from existing about 3.5 lakh bookings to around 5 lakh bookings per day in about four months period in the short term which will further be increased to about 8 lakh bookings per day in the long term plan.

The total number of passenger carrying trains cancelled due to Bandhs/blockade/agitations during 2009-10 was 3934; during 2010-11 it was 7100 and during 2011-12 it was 3399.

The loss is not calculated train wise of passenger carrying trains. The loss due to disruption of goods trains from 2009-12 is estimated to be Rs. 1933 crore approximately. In case of cancellation of trains and late running of trains by more than three hours, full refund of fare is permitted to passenger holding reserved tickets, subject to the condition that the ticket is surrendered within the stipulated periods.

Maintenance of law and order in the Railway premises is the statutory responsibility of the State Governments concerned. Railway through Railway protection Force (RPF) supplements the efforts of the State Governments to ensure smooth running of train services. Punitive action is taken by the State Police (Civil Police and Government Railway Police) against the agitators under various laws of the land. RPF also register cases under the provisions of the Railways Act. Besides, Railways are maintaining close coordination with the civil and police authorities of the State Governments at Railway Board, Zonal and Divisional level to ensure smooth running of train services.

Shri Ajit Singh, the Minister of Civil Aviation informed Lok Sabha today in a written reply that Air India offers 50% discount on basic fare component of full normal economy class fare to Senior Citizens who have attained the age of 63 years and above on the date of commencement of travel and 50% discount on basic fare component of full normal economy class fare to students upto 26 years of age, applicable for travel between home town and place of study only.

The Minister further informed that Air India also offers concessions to other categories on domestic sectors to Senior Citizens, Students, Blind passengers, Cancer patient, Armed Forces, Armed Forces Bravery Awardees, Locomotor Disability, General Reserve Engineering Force, Sport Personnel –North East, Water Disabled Officers, Arjuna Awardees, War Widows, Para Military Force, Police Medal for Gallantry, Civilian Gallantry Awards and Youth passenger. Besides this, Air India also offers 100% discount on total fare to Bharat Ratna Awardees, Golden Tributes Card Holders (living members of Constituent Assembly of India) and Ex-Andaman Freedom Fighters or to Widows of Ex-Andaman Freedom Fighters.

Air India estimates that approximately 811 persons travelled during the period January to March 2012 which accounts for about 0.036% of its total carriage. It is not possible to estimate a loss as the carriage on account of these discounts would possibly be incremental and not termed as a loss, the Minister informed the Members.

Shri Ajit Singh, the Minister of Civil Aviation informed Lok Sabha today in a written reply that Air India offers 50% discount on basic fare component of full normal economy class fare to Senior Citizens who have attained the age of 63 years and above on the date of commencement of travel and 50% discount on basic fare component of full normal economy class fare to students upto 26 years of age, applicable for travel between home town and place of study only.

Air India estimates that approximately 811 persons travelled during the period January to March 2012 which accounts for about 0.036% of its total carriage. SMS sent by IRCTC enough to travel with E-Tickets


Accepting SMS Sent by IRCTC on Par With Electronic Reservation Slip (ERS) for Undertaking Train Journey on E-Tickets
In a move to further make Train Reservation Ticketing System passenger friendly, the Ministry of Railways has decided to permit Short Messaging Service (SMS) sent by its PSU, Indian Railways Catering & Tourism Corporation (IRCTC) containing vital details as an instrument on par with the Electronic Reservation Slip (ERS). This has come into effect from 1st February, 2012.

The mandatory features of the authorized SMS are (a) SMS sent by IRCTC/Railways will be considered for this purpose and (b) The SMS would contain all the vital ticket details like PNR, Train Number, Date of Journey, Class, Name & Number of Passengers, Coach & Seat Number and Fare paid. (c) Also if feasible, the SMS will accommodate the names of all passengers booked on the e-ticket, otherwise maximum number of passengers.

Earlier the Railways has decided to treat the screen shot of the e-ticket displayed through laptops/palmtops/mobile phones referred to as virtual reservation Message (VRM) and the Mobile Reservation Message (MRM) for tickets booked on mobile phones combined with valid photo-id in original, as an instrument on par with the Electronic Reservation Slip (ERS), even for tickets booked through the IRCTC website. Now the SMS sent by IRCTC will also be accepted.

The authorized SMS containing all the aforementioned vital details when displayed through laptops/palmtops/mobile phones combined with valid photo-id in original shall be treated as an instrument on par with the ERS.

The ERS/SMS/VRM/MRM along with (i) confirmed/RAC reservation, (ii) Valid ID-proof and (iii) Appearance of name of the passengers on the chart, will be the components of a valid authority to travel.

The list of valid proofs of identity to be produced in original during the course of on-board and off-board checking are as under:

Voter Photo identity card issued by Election Commission of India.

Passport

PAN card issued by Income Tax Department

Driving Licence issued by RTO

Photo identity card having serial number issued by Central/State Government.

Student Identity Card with photograph issued by recognized School/College for their students.

Nationalized Bank Passbook with photograph

Credit Cards issued by Banks with laminated photograph

Unique Identification Card “Aadhaar”

The SMS will also have to be displayed during the course of On-board/Off-board checking. If the passenger fails to produce/display this SMS due to any eventuality (loss, discharged mobile/laptop etc.) but has the prescribed proof of identity, a penalty of Rs. 50/- per ticket as applicable to such cases will be levied. The ticket checking staff On board/Off board will give EFT for the same.
