New Delhi-110 003, 27th October 2011 OFFICE MEMORANDUM Sub : Select List of Section Officers’ Grade for the year 2006, 2007 and 2008 against Examination Quota on the basis of Combined Limited Departmental Competitive Examination, 2006, 2007 and 2008 held by the Union Public Service Commission.
The undersigned is directed to say that the Department of Personnel & Training had reported 406 vacancies to be filled up in the Section Officers grade of Central Secretariat Service (CSS) on the basis of the results of the Combined SOs/Stenographers (Gr ‘B'/Gr.'I') Limited Departmental Competitive Examination, 2006, 2007 and 2008 conducted by UPSC. UPSC vide their letter No.1/16(2)/2011. E.VI dated 4th October, 2011 sent the dossiers of 330 candidates for inclusion in the Select List of Section Officers Grade of CSS(Category-I) on the basis of the above mentioned examination. The details of qualified candidates are as under :-

Out of the 330 candidates recommended by the UPSC, only 328 (Gen-237, SC:75,ST:16) candidates are effectively available for consideration for appointment as Section Officers in the Select List of the years 2006, 2007 & 2008. Allocation of candidates has been made having regard to the vacancies reported by various cadre units vis-a-vis candidates available, and the same are indicated in the Annexure to this O.M. 2. The candidates included in the Select Lists of 2006, 2007 & 2008 of the Section Officers Grade of the respective cadre units as in the Annexure to this OM may be appointed to the Grade immediately subject to being clear from vigilance angle. 3 The cadre unit authorities are requested to initiate the process of appointment of the candidates immediately. It may be ensured that the officers concerned are relieved within 45 days from the date of issue of this OM to take up the new posting in the cadre unit allocated, failing which their appointment/promotion shall be cancelled and the dossier(s) of the candidate(s) Concerned returned to the UPSC. 4. Some of the Ministries/Departments have requested for retention of the officers within the same cadre unit. All requests from individuals, Ministries/Departments for posting/retention have been taken into consideration while deciding the postings and wherever found feasible and in public interest have been accepted. Allocation of the officers have been made in accordance with the Rotational Transfer Policy for CSS personnel. 5. It may also be brought to the notice of all the officers who figure in the Annexure that their appointments shall be subject to the outcome of the following Court cases: (i) OA No.1083/2007, MA No 1171/2007 & MA of 2011 filed by Shri. Sauranshu Sinha Vs U0I in CAT, New Delhi. (ii) OA No 2136/2010 filed by Shri A K Nandy & Ors. Vs. UOI in CAT, New Delhi (iii) OA No. 2469/2010 filed by Shri Vikas Tripathi & Ors Vs. UOI in CAT, New Delhi (iv) OA No 1253/2009 filed by Shri A Prakash & Ors Vs UOI in CAT, New Delhi (v) OA No. 2584/2011 and MA No. 1987/2011 filed by Shri Prodip Kumar Mondai Vs. UOI & ors. in CAT, New Delhi 6. The examination dossiers of the candidates are sent herewith for retention as a part of personal file of the officer(s) concerned. A copy of the appointment order may be endorsed to both the UPSC and this Department for record. 7 The receipt of the OM along with enclosures may please be acknowledged. 8, With the issue of this OM all requests from individuals Ministries/Departmentson the subject are disposed off.
