Ref:- Govt. of India, Ministry of Finance, Department of Expenditure F.No. 19030/3/200–E.IV dated 23-09-08. Sir, I would like to bring it to your kind notice that many PAOs have kept the TA bills pending due to the indecisiveness of the competent authorities on the above referred O.M. They are reluctant to implement the O.M. in respect of the enhancement of TA/DA rates by 25% whenever D.A. goes up by 50%. The above said O.M. clearly enjoins that "the TA/DA rates mentioned in Para 2 D(b) and (c) (mileage for road journey by taxi/own car/ auto rickshaw/own scooter/bicycle etc.), Para (3) (all components of daily allowance on tour including rate of DA for journey on foot) and Para 4 (c) (rates of transportation of personal effects) of the Annexure, shall automatically increase by 25% whenever Dearness Allowance payable on the revised pay structure goes up by 50%." It is perplexing to know that the PAOs like Cuttack, in spite of repeated requests from the Circle Association, are not ready to settle the bills till instructions are received from the PA wing. Hence, it is requested to cause necessary immediate instructions to all the PAOs to implement the stipulations relating to 25% increase in the rates of TA/DA mentioned in the O.M. under reference.
