Special Journal Articles Data Entry Tool

Special Journal Tool's Introduction
1. This tool is designed for Special Journal Users.
2. This tool can also be useful to any post offices to maintain outward mails. (The file generated by this tool is easily uploaded in ‘Meghdoot Despatch’ Program).
3. This tool will auto generate BARCODE and Receipt No.
4. First Double Click on ‘Special Journal.exe’. It will open Tool like this




5. Tool is divided in two parts.

6. You do not need to enter Date. Tool will automatically consider you system date as Entry Date.

7. In First part (primary part) enter First Receipt No. of Special Journal. ( i.e. if yesterday Last Receipt No. was 1401 then enter 1402 in First Receipt No. field)

8. In ‘Barcode Prefix’ enter the 2 Character of Barcode that you are pasting on article. (i.e. RG)

9. In ‘ 8 Digit after Barcode Prefix’ enter 8 Digit of First Barcode after Prefix that you are using today. (Purpose of this entry is to Auto Generate Barcode No. If today on Article you pasted a Barcode having no. ‘RG111774106IN’ then you have to enter ‘11177410’ in this field’. The remaining no. of Barcode Sheet will be auto generated by this Tool.)

10. Press ‘OK’ Button to Activate Secondary Data Entry Portion.


11. You will see the Receipt No. and Perfect Barcode No. is generated.
12. Enter Addressee Name, Addressee’s Address, Destination, Pincode, RL or RLD, remark as per Special Journal Booking. (Take care while data entry. You cannot DELETE Saved Entry)


13. Press ‘Save’ Button to save the entry.
14. You will see the next Receipt No. and Barcode will auto generated. As below



15. After Completion of data entry click on ‘Export to Notepad’ button to generate a file that can be uploaded in ‘Despatch’ Program.

16. After that you can take Report by clicking Report Button. Enter date in ‘dd/mm/yyyy’ format Enter your office name and then click on generate.

17. A report will be displayed. You can take print out from that window.

18. If you file is not generated properly then you can also you option ‘Re-Export file to Notepad’.


19. The most important thing is whenever your receipt no. or barcode no. series breaks then you have to exit from this tool and you must use Re-Export to notepad option to generate file.
(The purpose to exit from tool is that you can reinitialize you barcode series and receipt series)


Configuration

1. Computer in which you are using this tool should compitible with Meghdoot Millennium Softwares.
2. Change Date format of Computer to 'dd/mm/yyyy'.
3. Install Printer and set Default Paper size to 'Gernam Standrad Fanfold'.
4. Whenever this Tool asked for date, enter in 'dd/mm/yyyy' format.
5. To install this tool, just copy 'Special Journal Tool' folder to any Local Hard Drive Location.

Guidelines for Departmental Promotion Committee (DPC)

The regular promotions of the government employees are generally decided on the basis
of recommendations made by the Departmental Promotion Committees. The
Departmental Promotion Committees are constituted to judge the suitability of officers
for –
(a) promotions to “Selection” as well as "Non-selection" posts
(b) assessment of the work and conduct of probationers for the purpose of determining
their suitability for retention in service or their discharge from it or extending their
probation and subsequent confirmation if found suitable for retention in service.
The UPSC should be associated with DPCs in respect of all Central Civil Services/posts
belonging to Group 'A' where promotion is based on the principles of “Selection cum
Seniority” unless it has been decided by the Government not to associate the UPSC with
a Group 'A' DPC. The UPSC need not be associated in respect of the posts belonging to
Group 'A', if the promotion is based not on the principles of "Selection" but on
“seniority-cum-fitness” only.
Whenever the UPSC is associated with a DPC, the Chairman or a Member of the
Commission will preside over the meeting of the DPC.
Where the Recruitment/Service Rules lay down promotion as one of the methods of
recruitment, some period of service in the feeder grade is generally prescribed as one
of the conditions of eligibility for the purpose of promotion.
The eligibility dates for determining the eligibility of officers for promotion would be
the first day of the crucial year, i.e. January, 1 irrespective of whether ACRs are
written financial year-wise or calendar year-wise.
Guidelines for DPCs
The following guidelines are laid down to regulate the assessment of suitability of
candidates by DPCs:
While merit has to be recognised and rewarded, advancement in an officer's career
should not be regarded as a matter of course, but should be earned by dint of hard
work, good conduct and result-oriented performance as reflected in the annual
confidential reports and based on strict and rigorous selection process.
Confidential Reports are the basic inputs on the basis of which assessment is to be made
by each DPC. The evaluation of CRs should be fair, just and non-discriminatory. Hence,
the DPC should assess the suitability of the employees for promotion on the basis of
their Service Records and with particular reference to the CRs for five preceding years
irrespective of the qualifying service prescribed in the Service/Recruitment Rules. (If 2
more than one CR has been written for a particular year, all the CRs for the relevant
years shall be considered together as the CR for one year).
Where one or more CRs have not been written for any reason during the relevant
period, the DPC should consider the CRs of the years preceding the period in question
and if in any case even these are not available, the DPC should take the CRs of the
lower grade into account to complete the number of CRs required to be considered as
per above para. If this is also not possible, all the available CRs should be taken into
account.
Principles to be observed for preparation of panel:
In case of ‘selection’ (merit) promotion, the hitherto existing distinction in the
nomenclature (‘selected by merit’ and ‘selection-cum-seniority) is dispensed with and
the mode of promotion in all such cases is rechristened as ‘selection’ only. The element
of selectivity (higher or lower) shall be determined with reference to the relevant
benchmark (“Very Good” or “Good”) prescribed for promotion.
The DPC shall determine the merit of those being assessed for promotion with reference
to the prescribed benchmark and accordingly grade the officers as ‘fit’ or ‘unfit’ only.
Only those who are graded ‘fit’ (i.e. who meet the prescribed benchmark) by the DPC
shall be included and arranged in the select panel in order of their inter-se seniority in
the feeder grade.
Those officers who are graded ‘unfit’ (in terms of the prescribed benchmark) by the
DPC shall not be included in the select panel. Thus, there shall be no supersession in
promotion among those who are graded ‘fit’ (in terms of the prescribed benchmark) by
the DPC.

Procedure to be followed by DPC in respect of government servants
under cloud:
At the time of consideration of the cases of government servants for promotion, details
of government servants in the consideration zone for promotion falling under the
following categories should be specifically brought to the notice of the Departmental
Promotion Committee:
i. Government servants under suspension;
ii. Government servants in respect of whom a charge-sheet has been issued and the
disciplinary proceedings are pending; and
iii. Government servants in respect of whom prosecution for a criminal charge is
pending. 3
The DPC shall assess the suitability of the government servants coming within the
purview of the circumstances mentioned above along with other eligible candidates
without taking into consideration the disciplinary case/criminal prosecution pending.
The assessment of the DPC, including “Unfit for Promotion”, will be kept in a sealed
cover.
The same procedure outlined in the above para will be followed by the subsequent
Departmental Promotion Committees convened till the disciplinary case/criminal
prosecution against the government servant concerned is concluded.
It has been decided that the “Sealed Cover Procedure” prescribed in the Department of
Personnel and Training, OM No. 22011/4/91-Estt.(A) dated
14.9.1992 referred to above may be followed at the time of consideration for ad hoc
promotion also in the case of government servants –
(i) who are under suspension;
(ii) in respect of whom a charge-sheet has been issued and the disciplinary proceedings
are pending; and
(iii) in respect of whom prosecution for a criminal charge is pending.
Processing of recommendations of DPC :
The recommendations of the DPC are advisory in nature and should be duly approved by
the appointing authority. A clearance from the Vigilance Section of the
Office/Department should also be obtained before making actual promotion or
confirmation of officer approved by DPC to ensure that no disciplinary proceedings are
pending against the officer concerned. Promotion should be made strictly in the order
in which the names of the officers appear in the panel.

Refusal of promotion:
When a government employee does not want to accept an offer of promotion, he may
make a written request to that effect and the same will be considered by the
appointing authority. If the reasons adduced for refusal of promotion are acceptable to
the appointing authority, the next person in the select list may be promoted.
However, since it may not be administratively possible or desirable to offer
appointment to the persons who initially refused promotion, on every occasion on which
a vacancy arises, during the period of validity of the panel, no fresh offer of
appointment on promotion shall be made in such cases for a period of one year from the
date of refusal of first promotion or till a next vacancy arises, whichever is later.
On the eventual promotion to the higher grade, such government servant will lose
seniority vis-a-vis his juniors promoted to the higher grade earlier irrespective of the 4
fact whether the posts in question are filled by selection or otherwise. The above
mentioned policy will not apply where ad hoc promotions against short-term vacancies
are refused.
In cases where the reasons adduced by the officer for his refusal for promotion are not
acceptable, the appointing authority should enforce the promotion of the officer and in
case the officer still refuses to be promoted, then even disciplinary action can be taken
against him for refusing to obey the orders of the appointing authority.

guidelines on grant of family pension to the eligible member of the family of a pensioner vide Memo No.F.No.1/17/2011-P & PW(E) dated14/09/2011

DOPT issued fresh guidelines on grant of family pension to the eligible member of the family of a pensioner vide Memo No.F.No.1/17/2011-P & PW(E) dated14/09/2011.
The order clarifies as follows:

It is hereby clarified that as the previous instructions did not make any distinction between the gevernment servant and the pensioner, the family pension to teh family of a missing pensioner would accrue with effect from the date of lodging the FIR or from to the date immediately succeeding the day till pension had been last paid to the pensioner, whichever is later. Accordingly, arrears in past cases would also be admissible.

How to Uninstall Symantec Antivirus without a Password?

This can be a very big pain if you've forgotten the password or if the original install was done by an administrator that has long since left. As usual, there is a work around. Here's how to remove SAV without supplying a password:

- Press Windows Key + R (This brings up the run dialog box)

- Type regedit and press Enter (This will open the Registry editor)
- Navigate to:
HKEY_LOCAL_MACHINE\SOFTWARE\Intel\LANDesk\VirusProtect6\CurrentVersion\AdministratorOnly\Security

- Look for a DWORD value called UseVPUninstallPassword. Once you find it, double click it.
- Change the value of UseVPUninstallPassword to 0 (zero) and click OK[See pic below]

This Department has been receiving references regarding revision of Special Allowance and Cash Handling Allowance subsequent to increase in the rate of DA @ 51% w.e.f. 1.1.2011.
2. This Department’s O.M No.4/6/2008-Estt.(Pay II) dated 1st October,2008 states that the rates of Special Allowance and Cash Handling Allowance will be automatically increased by 25% every time the Dearness Allowance payable on revised pay scales goes up by 50%.
3. All Ministries/Deptts. are, therefore, advised to take necessary action accordingly.

I dreamt that I went to Heaven and an angel was showing me around. We walked side-by-side inside a large workroom filled with angels.

My angel guide stopped in front of the first section and said, "This is the Receiving Section. Here, all petitions to God said in prayer are received."

I looked around in this area, and it was terribly busy with so many angels sorting out petitions written on
Voluminous paper sheets and scraps from people all over the world.

Then we moved on down a long corridor until we reached the second section.

The angel then said to me, "This is the Packaging and Delivery Section. Here, the graces and blessings the
People asked for are processed and
Delivered to the living persons who asked for them."

I noticed again how busy it was there. There were many angels working hard at that station, since so many
Blessings had been requested and were
Being packaged for delivery to Earth.

Finally at the farthest end of the long corridor we stopped at the door of a very small station. To my great surprise, only one angel was seated there, idly
Doing nothing. "This is the Acknowledgment Section," my angel friend quietly admitted to me. He
Seemed embarrassed "How is it that? There's no work going on here?" I asked..

"So sad," the angel sighed. " A fter people receive the blessings that they asked for, very few send back acknowledgments.

"How does one acknowledge God's blessings?" I asked.

"Simple," the angel answered. "Just say, "Thank you, God."

"What blessings should they acknowledge? " I asked.

"If you have food in the refrigerator, clothes on your back, a roof overhead and a place to sleep you are richer than 75% of this world. "If you have money in
The bank, in your wallet, and spare change in a dish, you are among the top 8% of the world's wealthy.

" And if you get this on your own computer, you are part of the 1% in the world who has that opportunity. "

    UNION CABINET APPROVED 7% DEARNESS ALLOWANCE HIKE FOR CENTRAL GOVERNMENT EMPLOYEES
    CABINET COMMITTEE APPROVED 7% DEARNESS ALLOWANCE HIKE FOR CENTRAL GOVERNMENT EMPLOYEES AND PENSIONERS
    The Union Cabinet today approved to increase Dearness Allowance by 7% to Central Government employees.
    The rate of Dearness allowance shall be enhanced from the existing rate of 51% to 58%.
    Revised rates effective from 1.7.2011.
    Finance Ministry will publish detailed Office Memorandum regarding this issue within this month.
    The amount of additional instalment of Dearness allowance and the arrears for two months will be paid in cash to all Central Government employees.
    This will benefit more than 50 lakh serving employees and 38 lakh pensioners.
    This hike was made on the basis of the calculation of All India Consumer Price Index (Industrial Workers) published by Labour Bureau.
    This DA hike will be impact in the Transport allowance also, according to the classes of cities (5400 GP and above = Rs.3200 + DA thereon, below 4200 GP = Rs.600 + DA thereon and above 4200 GP = Rs.1600 + DA thereon).
    The highest rate of additional Dearness allowance of 10% from July, 2010 and the least of these 2% from July, 2006.
    The calculation of Dearness allowance is with the Pay in the pay band plus Grade Pay multiple with 58% is equal to Revised payment of DA from July, 2011.
    The additional DA calculation is based on the previous six moths of AICPIN(IW) from Dec-2010(185 Points) to June-2011(189 Points).
