New Delhi: There is no proposal to either raise or reduce the retirement age of central government employees from the present 60 years, Lok Sabha was informed Wednesday.
"No, madam," Minister of State in the Prime Minister's Office Jitendra Singh said in his reply to a question on whether government proposes to increase the retirement age of central government employees. His reply was the same to another part of the question on whether there is a proposal to fix the retirement age at 58 years. In the run up to the Delhi assembly polls, Prime Minister Narendra Modi had on two occasions scoffed at suggestions that his government planned to reduce the retirement age. 'No proposal to raise, reduce retirement age of government employees': Lok Sabha Minister of State in the Prime Minister's Office Jitendra Singh said,"There is no proposal to either raise or reduce the retirement age of central government employees from the present 60 years." Terming it as a "misinformation campaign", he had told the electorate that lies were being spread. Easy Registration for Mobile Banking Services to Customers by Banks
The Reserve Bank of India (RBI) has asked the banks to make registration process for mobile banking services easy and activate the services at the earliest to expand the reach of mobile banking. The RBI vide its circular dated 4.12.2014 has asked banks to strive to provide options for easy registration for mobile banking services to their customers through multiple channels, thus minimizing the need for the customer to visit the branch for such services.
Banks have also been asked to ensure that the time taken between registration of customers for mobile banking services and activation of the same should also be minimized. Further details in this regard are available at RBI’s website www.rbi.org.in. Digital Life Certificate for Pensioners; More Than One Crore Pensioners May be Benefitted by the Scheme
Under the ‘Digital India Mission’, Government has launched ‘Jeevan Pramaan – an Aadhaar based Digital Life Certificate’ for pensioners on 10.11.2014. This facility provides an option to the pensioners to submit their life certificate digitally by authenticating biometrically using UIDAI Database. The pension disbursing agencies integrated with the Jeevan Pramaan Portal will get access to digital life certificate. The pensioners need not go to the pension disbursing agency in person.
Aadhaar numbers is used for bio-metric authentication of pensioners. All pensioners having Aadhaar number may avail this facility. More than one crore pensioners may be benefitted by the scheme. Government has taken a number of steps to bring awareness among the pensioners regarding the digital life certificate scheme such as publicity through leading newspapers, organization of camps for pensioners, regular meetings with pension disbursing agencies etc. This was stated by Shri Jayant Sinha, Minister of State in Ministry of Finance in written reply to a question in the Lok Sabha today. One Rank One Pension Scheme
The principle of One Rank One Pension for the Armed Forces has been accepted by the Government. The modalities for implementation have been discussed with various stakeholders and are presently under consideration of the Government. Financial implication could be calculated, once the modalities are finalized and approved by the Government.
Possible amendments to the pension policies are being examined with a view to reduce litigation for removing disparities in pension of various ex-servicemen. Indian Railways Identifies Eight Stations for Provison of ‘RO’ Drinking Water Units on Experimental Basis
It is Railways’ endeavour to provide drinking water at all stations on Indian Railways. Instructions exist for periodical check on quality of water and corrective action to be taken, if any deficiency is found. As Reverse Osmosis (RO) process involves substantial wastage of water depending upon its quality and will require uninterrupted power supply, eight stations viz. Bhopal, Dwarka, Gadag, Guwahati, Hazrat Nizamuddin, Madurai, Patna and Tirupati stations have been identified for provision of RO drinking water units on experimental basis.
As per guidelines, Maximum Retail Price per bottle of Packages Drinking water (BIS) other than Rail Neer of 1000ml is Rs. 15 only.

Free Treatment Facility for Children with Cancer
The treatment of children with Cancer in various Government Hospitals is either free or subsidized both for the Central and State Government Hospitals. Cancer can be diagnosed and treated at various levels in the Government health care system. Hence the number of such facilities for the States is not centrally maintained.
Government of India provides facilities for treatment of cancer through Central Government Hospitals/Institutions in different parts of the country such as All India Institute of Medical Sciences, Safdarjung Hospital, Dr. Ram Manohar Lohia Hospital, PGIMER Chandigarh, JIPMER Puducherry, Chittranjan National Cancer Institute, Kolkata etc. Oncology in its various aspects has focus in case of new AIIMS and many upgraded institutions under Pradhan Mantri Swasthya Suraksha Yojna (PMSSY). The proposal of setting up of National Cancer Institute at Jhajjar and development of 2nd campus of Chittranjan National Cancer Institute, Kolkata has also been approved. 27 Regional Cancer Centres were recognized and supported under the erstwhile National Cancer Control Programme (NCCP) for treatment of cancer patients.
In addition, Government of India has in the year 2013-14, approved a scheme for enhancing the Tertiary Care Cancer facilities in the country. Under this scheme (Tertiary component of NPCDCS), Government of India will assist 20 State Cancer Institutes (SCI) and 50 Tertiary Care Cancer Centres (TCCC) in different parts of the country. The maximum assistance inclusive of State Share for SCI is Rs.120 crores and for TCCC is Rs.45 crores. The Central and State share will be in the ratio 75:25, and for North East and Hill States this ratio would be 90:10. Financial assistance to patients is also provided under the Health Minister’s Discretionary Grant and Health Minister’s Cancer Patient Fund under Rashtriya Arogya Nidhi.
The MoS, Ministry of Health and Family Welfare, Shri Shripad Yesso Naik stated this in a written reply in the Rajya Sabha here today.

Reservation to SC/ST in Private Sector
A high level Coordination Committee under the Chairmanship of Principal Secretary to Prime Minister was constituted in October 2006, to carry forward the dialogue with the Industry on Affirmative Action, including reservation in Private Sector. The Coordination Committee is serviced by the Department of Industrial Policy and Promotion. The Coordination Committee has been holding meetings with the apex Chambers from time to time. The Industry Associations viz. Federation of Indian Chambers of Commerce and Industry (FICCI), Associated Chambers of Commerce and Industry of India (ASSOCHAM) and Confederation of Indian Industry (CII) have developed their respective Voluntary Code of Conduct (VCC) for member companies wherein stress has been laid on equal opportunities in employment for all section of society, removing bias in employment to disadvantaged sections of society, increasing employability of socially disadvantaged sections through skill upgradation, continuous training and providing scholarships. The details of the actions taken on Affirmative Action in the Private Sector in respect of three Industry Associations as provided by the Department of Industrial Policy and Promotion (DIPP) is as follow:
i) Confederation of Indian Industry (CII)
a) Affirmative Action Council (AAC) has been formed under the aegis of Chief Executive Officer and Managing Director of Hero Honda Motors Ltd. The AAC has identified 4 areas of Affirmative work- Employability, Entrepreneurship, Education and Employment.
b) Affirmative Fund has been set up.
c) 198610 candidates from SC/ ST community have been trained in various vocational skills.
d) 97697 Scholarships have been provided to SC/ ST students.
e) 101 Entrepreneurship development training programmes have been held
f) Mid day meal programmes have been started in backward districts in all four zones of the country.
g) 395 Industrial Training Institutes (ITIs) have been adopted for upgradation.
h) 892 companies have adopted Voluntary Code of Conduct.
i) 85080 SC/ST personal have been employed.
j) 5 districts have been adopted for interventions under affirmative action.
ii) Federation of Indian Chamber of Commerce and Industry (FICCI)
a) 131416 candidates from SC/ ST community have been trained in various vocational skills.
b) 1469 Scholarships have been provided to SC/ ST students.
c) 3776 Entrepreneurship development training programmes have been held.
d) 13825 SC/ST students have been provided free education
e) 463 companies have adopted Voluntary Code of Conduct.
f) 3754 SC/ST candidates have been employed.
iii) Associated Chamber of Commerce and industry (ASSOCHAM)
a) 1021 companies have adopted voluntary Code of Conduct
b) 161 ITIs adopted for upgradation
c) 2299 scholarships provided to SC/ ST students for studying in premier institutions like IITs/ IIMs
d) 3 districts have been adopted
e) 221 Entrepreneurship Development Programmes have been held.

Simplification of Pension Procedure
The Ministry of Rural Development is administering National Social Assistance Programme (NSAP), Indira Gandhi National Old Age Pension Scheme (IGNOAPS), Indira Gandhi National Disability Pension Scheme (IGNDPS), Indira Gandhi National Widow Pension Scheme (IGNWPS), National Family Benefit Scheme (NFBS) and Annapurna. These Schemes are for the households living Below Poverty Line (BPL). Under these schemes pension/assistance is provided to the eligible BPL households on fulfilling the eligibility criteria prescribed by the Government.
On the basis of representation received from various quarters for simplification of procedure and process for implementation of schemes under NSAP, the Ministry of Social Justice & Empowerment has issued two advisories, requesting States/UTs to adopt such procedure and process which do not put the onus of identification and selection on the beneficiaries and as far as possible adopt a procedure which is simple and requires minimum documents and certification. Copies of the Advisories issued.

In May 2001, the Defence Industry sector, which was hitherto reserved for the public sector, was opened up to 100% for Indian private sector participation with FDI permissible up to 26%, both subject to licensing. Vide Press Note No.7 (2014 Series), Department of Industrial Policy & Promotion (DIPP), Ministry of Commerce & Industry has raised the FDI limit in Defence Sector up to 49% through FIPB route and above 49% through Cabinet Committee on Security (CCS) on case-to-case basis, wherever it is likely to result in access to modern and state-of-the-art technology in the country. FDI limit of 49% is composite and includes all point of foreign investments i.e. Foreign Direct Investment (FDI), Foreign Institutional Investors (FII), Foreign Portfolio Investment (FPI), Non Resident Investments (NRIs), Foreign Venture Capital Investor (FVCI) and Qualified Foreign Investors (QFI).
FDI policy in the Defence Sector is applicable to Defence Industries, subject to Industrial Licensing under the Industries (Development and Regulation) Act, 1951. The list of defence products requiring industrial license has been notified vide Department of Industrial Policy & Promotion (DIPP) Press Note-3 (2014 Series) dated 26th June, 2014.
The Defence Production Policy, 2011 aims at achieving substantive self-reliance in the design, development and production of equipment / weapon systems / platforms required for defence in as early a time frame as possible; creating conditions conducive for the private industry to take an active role in this endeavour; enhancing potential of SMEs in indigenisation and broadening the defence R&D base of the country. The policy also highlights the need to build up a robust indigenous defence industrial base by pro-actively encouraging larger involvement of Indian private sector, design, development and manufacture of defence equipment.

The Minister of State (IC) for Labour and Employment, Shri Bandaru Dattatreya has said that the Employees’ Provident Funds & Miscellaneous Provisions (EPF & MP) Act, 1952 is applicable to the establishments employing 20 or more workers. The Employees’ Pension Scheme 1995 is one of the Schemes under the Act. Government has notified a minimum pension of Rs. 1000/- per month to the pensioners under Employees’ Pension Scheme, 1995. Further, the Government is implementing Indira Gandhi National Old Age Pension Scheme. All citizens above the age of 60 years and living below poverty line are eligible for benefits under the scheme. For persons above the age of 80 years, the amount of pension has been raised from Rs. 200 to Rs. 500 per month.
In a written reply in the Lok Sabha today, Shri Bandaru Dattatreya said that the statistics regarding total number of workers employed in the organised sector in the country is not maintained centrally. However, as on 31.03.2014, total number of members under the EPF & MP Act, 1952 are 1178.13 lakhs. There are 310 lakhs contributory members as on 30.06.2014.
The Minister said that a proposal to reduce the threshold limit from 20 to 10 for coverage under EPF & MP Act, 1952 is under consideration of the Government to bring more workers under the ambit of the Act.

In order to encourage the women to join Government service, they are provided some special facilities as maternity leave, child care leave, child adoption leave, special allowance to women with disability, provision of crèche facility, posting of husband and wife at the same station, special priority in allotment of residential accommodation, provision for protection of women from acts of sexual harassment, age relaxation for appointment to widows, divorced woman and woman judicially separated from their husbands and who are not remarried, special dispensation for woman officers of All India Services of North East cadre, change of Cadre in case of marriage of All India Service Officer and exemption from payment of fee for examinations conducted by the Union Public Service Commission and Staff Selection Commission.
As per the recommendations of the 62nd Department Related Parliamentary Standing Committee, publicity to encourage women to prefer/join Government Service is being given. There is a provision for age relaxation for appointment in Government service for Widows, divorced Women and Women judicially separated from husbands and not re-married upto 35 years for posts of Group C filled through Staff Selection Commission/Employment Exchange (upto 40 years for members of Scheduled Castes/Scheduled Tribes).

Onus of confirmation lies with the Central Government employees
In Parliament Dopt Minister Shri Dr.Jitendra Singh said in a written reply to a question on 5.8.2014 regarding confirmation of Central Government employees after probationary period.
He said, the onus of confirmation lies with the Organisation concerned. As per the extant instructions on satisfactory completion of the period of probation or extension thereof, the Government i.e the employer/Organisation may confirm a temporary Government servant from the date of completion of the period of probation or extension thereof.
As per extant instructions, the confirmation of a Government Servant is delinked from the availability of permanent vacancy in the grade. In other words, an officer who has successfully completed the probation, as prescribed under relevant rules, may be considered for confirmation.
Under Rule 23 of Central Civil Services (Classification, Control & Appeal) Rules, 1965, an employee has the right to appeal against any Order which denies or varies to his disadvantage his pay, allowances, pension or other conditions of service as regulated by rules or by the service agreement.
As per extant instructions save for exceptional reasons, probation should not be extended for more than a year and in no circumstance an employee should be kept on probation for more than double the normal period.

Development of Armed Robots by DRDO
Defence Research and Development Organisation (DRDO) has not started any project to develop Robots who can work like soldiers posted at the border. However, DRDO has developed Remotely Operated Vehicle (ROV) – ‘Daksha’, which is an automated mobile platform for multi-purpose payloads.
It is an electrically powered state-of-the-art Robot capable of being remotely controlled over a distance of 500 metres line-of-sight and can be utilized continuously for 3 hours before recharge. It has stair climbing capability and can be used primarily for handling Improvised Explosive Devices (IEDs). This remotely operated vehicle has been developed indigenously.
