INSTRUCTIONS FROM THE DEPARTMENT OF PERSONNEL & TRAINING (DoPT); CIVIL SERVICES (PRELIMINARY) EXAMINATION. 2014
Candidates taking Civil Services (Preliminary) Examination, 2014, being conducted by the Union Public Service Commission on 24 August, 2014 may note the following:-
1. The Paper II of the CSE (Preliminary) is of 200 marks and 2 hours duration. It contains a section on English Language Comprehension Skills (Class X Level). It contains some questions based on a few paragraphs in English.
2. The Union Government has decided that for the Civil Services (Preliminary) Examination, 2014 to be held on 24th August, this section on English Language Comprehension Skills (Class X Level) will not count for gradation or merit.
3. The Paper-II would contain a section on English Language Comprehension Skills (Class X Level). Candidates must therefore note that they do not have to answer the questions on this English Language Comprehension Skills (Class X Level) section. These questions will not be evaluated.
4. However, the duration of the Paper II would remain 2 hours and candidates can utilize the entire time in answering all questions except those in the Section containing English Language Comprehension Skills (Class X Level).
5. The maximum marks for Paper II would be “200 minus the marks earmarked for the English Language Comprehension Skills (Class X Level)”.
6. Candidates must note that the section on English Language Comprehension Skills (Class X Level) would not count towards gradation or merit. Even if they attempt it, marks will not be counted for gradation or merit.

Service Allocation To Candidates Recommended By UPSC Based On The Civil Services Examination-2013-DOPT
Service allocation to the recommended candidates by the Union Public Service Commission (UPSC) on the basis of Civil Services Examination (CSE), 2013 to lAS, IFS, IPS and Central Group ‘A’ and Group ‘B’ Services has been made and uploaded by the Department of Personnel and Training (D0PT), Government of India in its website on 14.08.20 14.
Service allocation to the candidates is done after taking into consideration the rank obtained, preference of service indicated, status of medical fitness (I.e. fit for all services, ‘fit’ for only technical/non-technical services, temporarily unfit or ‘unfit’ for all services etc), category of the candidate (i.e. Un-Reserved (UR)/Scheduled Caste(SC)IScheduled Tribe(ST)/Other Backward class(OBC)/Physically Handicapped(PH)), vacancy available in a particular service at his/her turn, meeting of Physical Requirement (PR) and Functional Classification (FC) criteria by the PH category candidates etc.
The General Merit (GM) candidates who have qualified without availing of any relaxation admissible to their respective categories (OBC, SC & ST) are first considered for allocation for service against the unreserved vacancy (UR). But in case they get service of their higher preference they are allocated such service in their own category. Allocation to candidates under OBC category against vacancy reserved is done only after satisfying the fact that the candidate falls in the non-creamy layer segment. First, service allocation to Physically Handicapped (PH) candidates is done against the vacancy available in the relevant sub-category (i.e. Visually Impaired (Vl)/Hearing Impaired (HI)/ Locomotor Disability and Cerebral Palsy (LDCP)) as per their rank, findings of medical board, meeting PR&FC requirements, at their turn. Thereafter, service allocation to rest of the candidates other than PH category is finalized.
UPSC has recommended names of 1122 candidates who had successfully cleared the CSE 2013. Service allocation has been done in respect of 981 candidates. Out of 98lcandidates allocated to various services, allocation to some of the candidates has been kept provisional because they have a chance for up-gradation to a better service as per their preference due to non-receipt of medical status or lack of confirmation of creamy layer status in respect of candidates above them in rank. After such medical reports and OBC status are finalized, provisional allocation may be confirmed with or without up-gradation.
In respect of the remaining 141 candidates service allocation has not been done due to following reasons. Some candidates have indicated preference only for limited number of services. As per rules they may be allocated to a service only after service allocation has been done to all candidate from the main as well as the reserve list is complete. OBC status of some candidates is under verification. Candidature of some candidates has been kept as provisional by UPSC due to non-submission of some essential documents by them. In respect of some candidates their medical examination is not final. These candidates would be considered for service allocation after verification of their status. Candidature of some candidates has been cancelled due to non completion of medical examination despite ample opportunities, non-verification of OBC status, non-fulfillment of physical requirement, functional classification of the service to which they were entitled to be allocated in (PH) category.
While every effort is being made to resolve the issues for clearing provisional allocation in time bound manner, the candidates are instructed to get the pending medical examination completed immediately without any further delay.
The candidates are hereby informed that the specific reasons for their non-allocation of service are being uploaded in the DoPT’s site, which can be accessed through the web authentication code provided to the candidates.

Modifications in Civil Services Examination, 2013
The Government has approved the following modifications in the Civil Services Examination, 2013 notified on 5.3.2013:
1. A candidate is allowed to use any one regional language from the 8th Schedule of the Constitution of India or English as the medium of writing the examination.
2. Conditionality of a minimum of 25 candidates in that medium and the requirement to have that language as the medium of examination at graduation level has been dropped.
3. Furthermore, a candidate is allowed to take up literature as his/her optional subject (to be chosen from a list of 23 literature subjects – 22 of the 8th Schedule languages and English) without the conditionality of having to do his/her graduation in that language’s literature.
4. The English component (of 100 marks) from the Essay Paper has been dropped and 2 qualifying papers of 300 marks each in any Modern Indian Language(MIL) and in English have been restored. The Essay Paper is now of 250 marks to be written in the medium/language of candidate’s choice.
Now, the Civil Services Main Examination 2013 will be as under:
a. The candidates may write the examination in any one medium/language chosen from the languages listed in the 8th Schedule of the Constitution of India or English;
b. Paper I and II will be of qualifying nature only– one in any MIL and another in English – of 300 marks each;
c. Paper III will be the compulsory Essay Paper, with no English Comprehension test, to be written in the medium of candidate’s choice. The English component shall be dropped. Now this paper shall be of 250 marks.
d. There will be 4 compulsory papers of General Studies of 250 marks each, namely, Paper-IV (Indian Heritage & Culture, History and Geography of the World and Society), Paper-V (Governance, Constitution, Polity, Social Justice and International relations), Paper-VI (Technology, Economic Development, Bio Diversity, Environment, Security and Disaster Management) and Paper-VII (Ethics, Integrity and Aptitude).
e. Paper VIII and IX: Candidates will have to take one optional subject with 2 papers of 250 marks each. This optional subject can be selected from a list of 25 core subjects and 23 literatures (literature of 22 languages in 8th Schedule of The Constitution of India and English).
f. The personality test/interview will be of 275 marks.

Question 1:
You are driving along in your car on a wild, stormy night,
it's raining heavily, when suddenly you pass by a bus stop, and you see
three people waiting for a bus:
An old lady who looks as if she is about to die.
An old friend who once saved your life.
The perfect partner you have been dreaming about.
Which one would you choose to offer a ride to, knowing very well that
there could only be one passenger in your car?
This is a moral/ethical dilemma that was once actually used as part of a job application.
* You could pick up the old lady, because she is going to die, and thus you should save her first;
* or you could take the old friend because he once saved your life, and this would be the perfect chance to! pay him back.

The candidate who was hired (out of 200 applicants) had no trouble coming up with his answer. Guess what was his answer?
He simply answered:

He got selected.
You know how and why did he say "TEA" when he knows very well that coffee was kept before.
(Answer: The question was "What is before you (U - alphabet) Reply was "TEA" ( T - alphabet). Alphabet "T" was before Alphabet "U")
Question 5:
Where Lord Rama would have celebrated his "First Diwali"?
People will start thinking of Ayodya, Mitila [Janaki's place], Lanka
etc... But the logic is, Diwali was a celebrated as a mark of Lord Krishna killing Narakasura. In Dashavataar, Krishnavathaar comes after Raamavathaar.
So, Lord Rama would not have celebrated the Diwali At all!

The interviewer asked to the candidate "This is your last question of the interview. Please tell me the exact position of the center of this table where u have kept your files."
Candidate confidently put one of his finger at some point at the table
and told that this was the central point at the table.
Interviewer asked how did u get to know that this being the central point of this table, then he answers quickly that
"sir u r not likely to ask any more question, as it was the last question that u promised to ask....."
And hence, he was selected as because of his quick-wittiness. .......

I am directed to say that after the issue of IAS (Pay) 2nd Amendment Rules, 2008 regarding implementation of the recommendations of the 6 CPC, the provisions contained in rule 7 for grant of advance increments to direct recruit IAS officers have been engaging attention of this Department. The amended provisions of rule 7 are as follows:
7. Grant of Advance increments: “Notwithstanding anything contained in rule 13 of the IAS (Probation) Rules, 1954, the State Government shall sanction the 2nd and 3rd increments due to a direct recruit with effect from the prescribed date of increment after he passes the prescribed departmental examination or examinations irrespective of the length of service, after which he shall be entitled to draw pay at the rate corresponding to this position in the pay band.
Provided that the 3rd increment under this rule shall be granted retrospectively from the prescribed date of increment after passing the prescribed departmental examination, or the last of the prescribed departmental examinations, as the case may be, on the successful completion of the probation and confirmation.
2. It is observed that under the above rule, second and third increments can be sanctioned together from the same date of increment i.e.1st July of the particular year after the passing of departmental examination or examinations by the direct recruit IAS officers, However, as per further provisions of 1st Proviso to rule 7, the third increment shall be sanctioned from the said date of increment retrospectively after completion of probation and confirmation. 3. Any earlier clarification with regard to grant of 2nd and 3rd increment, issued by this Department may be treated as modified to the extent of this clarification.

Civil Services (Main) Examination, 2011 Results Announced
Civil Services (Main) Examination, 2011 Results Announced The result of the Civil Services (Main) Examination, 2011 has been announced. The Union Public Service Commission (UPSC) had held written part of the examination in October-November, 2011 and the interviews for Personality Test in March-April, 2012. A total number of 910 candidates have been recommended for appointment to – (i) Indian Administrative Service; (ii) Indian Foreign Service; (iii) Indian Police Service; and (iv) Central Services, Group ‘A’ and Group ‘B’. The list of selected candidates includes 420 General (including 21 Physically Challenged candidates), 255 Other Backward Classes (including 8 Physically Challenged candidates), 157 Scheduled Castes (including 4 Physically Challenged candidate) and 78 Scheduled Tribes candidates. Appointment to the various Services will be made according to the number of vacancies available with due consideration to the provisions contained in Rules 2 and 19 of the Rules of the Examination and subject to the final decision of the Hon’ble Supreme Court / Hon’ble High Courts / Hon’ble C.A.Ts. on the S.L.Ps / R.As / W.Ps. / O.As. pending therein. The number of vacancies reported by the Government for the Indian Administrative Service is 170 (85 General, 46 Other Backward Classes, 26 Scheduled Castes and 13 Scheduled Tribes); for the Indian Foreign Service is 40 (23 General, 9 Other Backward Classes, 5 Scheduled Castes and 3 Scheduled Tribes); for the Indian Police Service is 150 (78 General, 37 Other Backward Classes, 21 Scheduled Castes and 14 Scheduled Tribes); for the Central Services Group ‘A’ is 543 (273 General, 148 Other Backward Classes, 81 Scheduled Castes and 41 Scheduled Tribes) and for Central Services Group ‘B’ is 98 (52 General, 15 Other Backward Classes, 24 Scheduled Castes and 7 Scheduled Tribes). Highlight of Civil Services Exam, 2011 Results
Highlight of Civil Services Exam, 2011 Results Following are the important highlights of the Civil Services Examination, 2011, for which final result has been declared today. Ø The Civil Services (Preliminary) Examination, 2011 was conducted on 12th June, 2011. A record number of 4,72,290 candidates applied for this examination, out of which 2,43,003 candidates have actually appeared. Ø 11984 candidates were declared qualified for the Main written examination held in October-November, 2011 out of which 2417 candidates were selected for the Personality Test conducted in March-April, 2012. Finally, 910 candidates (715 male & 195 female) have been recommended for appointment to the IAS, IFS, IPS and other Central Services against 1001 reported vacancies. Vacancies unfilled presently are on account of 91 reserved community candidates qualifying on general standards. Depending on the options exercised by them finally, these vacancies will be filled by candidates recommended for the Reserve List that is maintained by the Commission. Ø The First two positions have been taken by female candidates. The top 25 candidates include 19 male (including 01 visually challenged candidate) and 06 female candidates. In the top 100 candidates, there are 21 female candidates. Ø Ms. Shena Aggarwal (Roll No. 233541) has topped the Examination. She has done MBBS from All India Institute of Medical Sciences, Delhi. This is her 3rd attempt. Ø The 2nd ranker is Ms. Rukmani Riar (Roll No. 27895). She has done Master of Arts (Social Entrepreneurship) from Tata Institute of Social Sciences, Mumbai. The is her 1st attempt. Ø The 3rd position is bagged by Shri Prince Dhawan (Roll No. 1804). He has done M. Tech (Elect. Engg.) from IIT, Delhi. This is his 1st attempt. Ø The result also showcases the pan-Indian distribution of successful candidates of this Examination. Amongst the top 25 candidates, there are candidates claiming domicile from as many as 16 States, i.e., Andhra Pradesh, Assam, Bihar, Chattisgarh, Delhi, Haryana, Jammu & Kashmir, Jharkhand, Kerala, Madhya Pradesh, Maharashtra, Punjab, Rajasthan, Tamilnadu, Uttarakhand & Uttar Pradesh. Ø The top 25 candidates include alumni from some of the premier educational institutions of the country including AIIMS, IIM and IITs. An alumnus of London School of Economics also figures in the top 25. Ø The family background of top 25 candidates show diverse representation from all walks of the life which include farmer, teacher, businessman, army personnel, low and middle level govt. servants, doctors, advocate, professor & civil servants. Ø Amongst top 25 candidates, 6 have made to the merit lift in their 1st attempt; 07 in 2nd attempt; 09 in 3rd attempt; and 01 each in 4th, 5th & 6th attempts. As many as 12 have already been recommended to services other than IAS on the basis of Civil Services Examinations of previous years. Ø Of the top 25 candidates – 13 appeared from Delhi; 3 from Jaipur, 2 each from Mumbai & Chandigarh; and 1 each from Hyderabad, Chennai, Dispur, Patna & Jammu Centres. Reserve List of Candidates from Civil Services (Main) Exam, 2010 Released
The Union Public Service Commission (UPSC) has released the Reserve List of candidates for Civil Services (Main) Examination, 2010. As sought by the Department of Personnel & Training, the Commission has now recommended 119 candidates which include 89 General, 26 OBC and 04 SC, to fill up the remaining posts based on the Civil Services Examination, 2010. A list of these candidates is enclosed. The candidates so recommended will be communicated directly by the DOP&T.
The candidature of 04 candidates bearing Roll Nos. 42771, 196124, 321865 and 332202 is provisional.
The results of the Civil Services (Main) Examination, 2010 were declared vide Press Note dated 11.05.2011 recommending 920 candidates in order of merit for appointment to IAS, IFS, IPS and Central Services Group ‘A’ and Group ‘B’ against 1043 vacancies.
The Commission, in accordance with the Rule 16 (4) & (5) of the Civil Services Examination Rules, was also maintaining a Consolidated Reserve List in order of merit below the last recommended candidate under the respective category.
The list of these 119 candidates is also available on the UPSC website i.e. http//www.upsc.gov.in.

No request for change in the date and time of the Personality Test intimated to the candidates will be entertained. The candidates are advised to notify change(s) in their address, if any, to the Commission immediately through letter or Fax at Telephone numbers indicated above. Candidature of these candidates is provisional subject to their being found eligible in all respects. The candidates will be required to produce the original certificates in support of their claims pertaining to age, educational qualifications, community, physical handicap and other documents such as Questionnaire, Attestation Form, TA form, etc. at the time of their Personality Test. The formats of SC/ST/OBC/PH certificates and Questionnaire, Attestation Form and TA form can be downloaded from the website of the Commission.
