Arvind Kejriwal Speaks About Kingfisher Issue Yesterday I was offloaded from Kingfisher flight to Dharmsala. The entire incident is quite bizarre. Was it just the result of callousness of an airline or was it the handiwork of different forces that are out to sabotage the fight against corruption? I was on my way to deliver Anna's message in Kangra. I was asked not to board the flight despite undergoing all security checks and having a stamped boarding pass. Today there is a Public Gathering in Kangra organized by India Against Corruption volunteers. As you must be aware we are on a national yatra to spread Anna.s message related to 25th July across the country. I am on my way to the venue but now by road. Let me take you through the entire incident as it unfolded yesterday. The flight from Delhi to Dharmsala was scheduled at 2:55 PM yesterday and was delayed by more than 1 hour. I had checked in online and reported good 75 minutes before the departure at the airport counter. Kingfisher staff stamped my boarding pass (attached) and asked me to wait for the boarding call. The boarding was announced around 3:30 PM and I got in the queue to board. Just at the boarding gate when they scanned my boarding pass the machine gave an error. The Kingfisher staff asked me to step aside. They allowed all the passengers to board the flight while I waited for my turn. Once the boarding was complete they asked me to leave the scene saying that my ticket has been cancelled!!! I asked them how is it possible that when I have a stamped boarding pass, my ticket has been cancelled. They said that the airlines had called me around 2:45 PM and asked me if I want to fly. According to Kingfisher I answered that call and that too in negative i.e. I said that I do not want to fly. This was ridiculous. First of all I did not answer any such call . the call is still in my missed call list. Secondly, when I had taken the boarding pass, how could the airlines cancel my ticket when I was physically present to board it? Friends, I have been facing such apathy and I am sure each one of you who has raised his voice must be facing such treatment at some level or the other. Such experiences go onto only strengthen our resolve in the fight against corruption. Anna.s message has to reach each and every corner of the country and I am on my way to deliver it in Dharamsala.  Namaskar, Annaji has strongly responded to allegations raised by the Prime Minister's Office (PMO) calling Team Anna members anti-nationals. The PMO had earlier said that they suspected "foreign hand" behind Annaji, Arvind Kejriwal and Kiran Bedi. In a strongly worded Press Note, he asked the Government to act against him and his team members if they were anti-nationals. He has also mentioned that as per former Coal Secretary Mr. Parekh's statement its clear that the PM could have avoided a loss of 2 lakh crore rupees had he acted in a well thought out manner. Annaji has stated that by questioning the credibility of the draft CAG report, the Government is trying to mislead the nation. Lokpal Bill Latest News: Team Anna to fast from July 25 2012 at Delhi's Jantar Mantar
 Jalgaon: With the Lokpal Bill once against stuck in the Rajya Sabha, Team Anna on Monday announced that it would to go on a fast again from July 25 at Jantar Mantar in New Delhi. While addressing a press conference in Jalgaon (Maharashtra) even as the Rajya Sabha was debating whether the Lokpal Bill should be sent to a Select Committee or not, Kejriwal said that Anna Hazare would not fast at Jantar Mantar. "Only Team Anna members will fast," said Kejriwal while adding that the cases against those accused of corruption should be expedited. "Special fast track courts should be set up and special investigation should be carried against those who are corrupt, and if actions are not taken place in two months, then we will agitate and call for a fast on July 25," he said. Hazare said that the no political party was serious about tackling corruption. "It's just an attempt to kill time. They do not want to get Lokpal. Nobody, neither the Opposition party BJP, nor the ruling party wants Lokpal. But I am sure people of the country will force them to get Lokpal," said Hazare. The Congress-led United Progressive Alliance Government tabled the amended Lokpal Bill in the Rajya Sabha on Monday evening even as anti-corruption crusader Anna Hazare once again criticised the political class of not being serious about the legislation. The Lokpal Bill, presented on the second last day of the Budget Session, was sent to a select committee after a heated debate between the government and opposition MPs. While tabling the Bill, Minister of State, Parliamentary Affairs, V Narayanasamy requested the "House to consider the Bill with consensus". Soon after the Bill was tabled Naresh Agarwal of the Samajwadi Party stood up to move the motion that the Lokpal Bill be referred to a Select Committee leading to vociferous protests from the BJP MPs. "I move the motion that the Lokpal Bill be referred to a Select Committee. I propose that the report be given within three months," said Agarwal. The Aamir way versus the Anna wayDemocracy is always inventive, exploiting mediums to create fresh theatre. It seems to create new sites for protest, new forms of dialogue, and new ways of storytelling. Two recent attempts, in particular, provide an invitation to comparison. The double spectacle of Aamir/Anna deserves an analysis. Aamir and Anna are two kinds of socio-drama. Both are spectacles, both thrive on huge audiences. Both take the most mundane of problems and create events around it. Both fight the crime of silence, one around corruption, the other around foeticide and child abuse. Both create larger than life stories around these events. Both are pieces of theatre whose meaning goes beyond the event. The beauty is they seem to telescope into each other; two age sets defining the nature of Indian society. One begins with the family, the other with society and both move to the question of values. One talks of the crime against the body, the other points to the crime against body politic. Both want their audiences to write to the politician to put legislation into place. Both are fervent pleas that the right legislation might help create the right kind of society. Anna Hazare appears earthy, speaking a nativist language of Swadesi values and Hindu cosmology. Aamir Khan speaks the secular language of social science combining autobiography and sociology. One looks like a survivor from the Dandi march, the other looks untouched, a model or a hero from a romantic movie. One smells earthy, the other of the latest deodorant. Yet the two seem to be an interesting act of complimentarity through the very play of difference. Both are media lovelies. People even suspected that Anna Hazare was a media creation until they realised what a crusty survivor he was. Aamir is a media entertainer par excellence. Their styles are different. Anna's is an ascetic life and he openly claims he can fast for days because he is a Brahmachari. Such thoughts would not even occur as possibilities to Aamir. He is strictly commercial and proud of his status as an entertainer. His money talks, like his shows. Anna's is a more ascetic style. Money is almost a form of sin to him. He could not dream of Aamir's bank balance. Anna Hazare created history while Aamir uses history to create stories. Hype marks both lives. Media hype turned Anna into a perceived threat to Parliament while hype was considerable in the making of Satyamev Jayate. Aamir Khan is better at controlling theatre. He can shift attention to the participants allowing the survivor to play hero. Anna often looses crowd control by handing over his script to his three colleagues or to Ramdev. Aamir writes his script, Anna thinks he is the text. The theatrical in both is pronounced. Both provide a form of catharsis, one against the relentless pressure of corruption, the other from a form of domestic violence drowned in silence. Both are becoming mythical figures. One by being seen as a continuation of nationalist history, the other by re-reading history to create new myths for the middle class as in Rang De Basanti and Lagaan. Both seek to create a moral universes but Anna is more moralistic. The politics of the two is starkly different. Anna Hazare is a leader of a movement; in fact a collection of movements if one adds Sri Sri Ravi Shanker and Ramdev. His is a search for the ethical, expressing a need to spring clean politics. Hazare is leader of mass movement while Aamir Khan's show is a spectacle that entertains the masses. One is a movement dying to be a spectacle; other is a spectacle forever dreaming of being a social movement. There is a middle class emphasis to both genres. They galvanize the middle class into new issues of politics. Both can be dubbed as experiments in a new middle class politics. There is a difference in body styles and narratives. Aamir is forever the spectator and the listener, content to combine story telling and interrogation to create a visual social science. He plays out the sociological, linking micro-events to macro-processes. Anna is an activist. He does not know any other role. He is cameo Anna and nothing else. But both are stars, charismatic figures who have changed the nature of the Indian perception. Both have created the unexpected. Anna created a movement around middle class discontent at a time when the middle class was seen as apolitical. Aamir created a new genre of public documentary when the social sciences were dormant. They are two forms of creativity which shows democracy always has tricks up its sleeve. In this lies it's magic. MPs are reduced to bonded labour of their parties The People are supreme, not Parliament. But unfortunately, in India, the People do not have any control, whatsoever, on the functioning of Parliament, says Magsaysay Award winner Arvind Kejriwal in this hard-hitting article. Gandhiji wrote this about the British parliament in Hind Swaraj in 1908: 'That which you consider to be the Mother of Parliaments is like a sterile woman and a prostitute. Both these are harsh terms, but exactly fit the case. That parliament has not yet, of its own accord, done a single good thing. Hence I have compared it to a sterile woman... It is like a prostitute because it is under the control of ministers who change from time to time...' 'As a matter of fact, it is generally acknowledged that the members are hypocritical and selfish. Each thinks of his own little interest. It is fear that is the guiding motive... When the greatest questions are debated, its members have been seen to stretch themselves and to doze. Sometimes the members talk away until the listeners are disgusted. Carlyle has called it the "talking shop of the world".' 'Members vote for their party without a thought. Their so-called discipline binds them to it. If any member, by way of exception, gives an independent vote, he is considered a renegade... Parliament is simply a costly toy of the nation. These views are by no means peculiar to me. Some great English thinkers have expressed them.' It would be useful to examine how much of Gandhiji's observations about the British parliament applies to the Indian Parliament today. India is said to be the biggest democracy in the world. It is the biggest just because we are the most populated country. But is it really a democracy? Do people have any say in governance other than voting once every five years? So we have universal adult suffrage, but can just that be called democracy? I elect someone once in five years. But in the next five years, neither do I have any say nor does my representative have any say in Parliament. That representative never gets back to me or consults me before voting in Parliament. After elections, he is under statutory obligation to take orders from his party and vote in accordance with the whip issued by his party on various issues. MPs are reduced to bonded labour of their parties. If anyone dares to speak against his party, he could lose his membership. For instance, the Congress has 207 members in Lok Sabha today. None of them can vote independently. They will have to vote according to what (Congress President) Sonia Gandhi decides. Likewise, the Bharatiya Janata Party has 114 members in the Lok Sabha. They will have to vote according to what (BJP President) Nitin Gadkari decides. Ilyas Azmi, a former MP, says the Lok Sabha is a chessboard with 542 pawns who are controlled by the leaders of a few political parties. Doesn't India become a dictatorship of the leaders of the ruling party in between two elections? These few men and women control Parliament and the executive for the next five years. They are influenced, either through money power or some other influences, by various lobbies. Who are these leaders accountable to? They are accountable to none. This is a very dangerous situation. So, we have a pretence of elections every five years, through which we hand over the country's control to a few individuals. And there is a very good understanding among the leaders of all parties. They are different and separate only in name and for public consumption. Behind the scenes, they are all the same, united and together. They publicly curse each other, but never punish each other when they come to power. Else, how do you justify that the Bofors scam never reaches its logical end after several decades despite governments of all parties having been in power? Those from the Opposition are also well taken care of by the ruling party by giving contracts to their kin. So, parliamentary democracy, as it exists today, has become a very well-oiled system to systematically loot the country. Public interest is incidental. Is Parliament as sensitive to the pains and sorrows of the people of India as it is to its own members? When (Agriculture Minister) Sharad Pawar was slapped, Parliament moaned for two precious hours. But when farmers commit suicide, when farmers died recently in police firing, when Narendra Kumar (the IPS officer) was murdered, the same Parliament did not spend even a few minutes on it. They debate the Lokpal Bill for 42 years, yet don't pass it. But they pass the Bill to increase their own salaries within a few minutes. Now, let us look at the character of the present Parliament. One hundred and sixty-two MPs in the Lok Sabha and more than 40 in the Rajya Sabha have pending criminal cases against them, and several others face serious allegations of corruption. How can we expect them to ever pass Bills to strengthen the criminal justice system or to punish corruption? There is a direct conflict of interest. And if you raise these fundamental questions, you are threatened with parliamentary privilege. The biggest problem is that Parliament is completely disconnected with the people of India. There is no mechanism for the people to intervene in the affairs of Parliament, to direct Parliament to enact laws on particular subjects, to prevent it from passing certain other kind of laws. The People are supreme, not Parliament. But unfortunately, in the Indian system, people do not have any control, whatsoever, on the functioning of Parliament. In several countries, through the mechanism of referendums, people are able to amend or nullify the laws passed by parliament. Through the mechanism of initiative, people are able to initiate enactment of laws. This not just enables people to directly intervene, it also keeps parliament on its toes and under check. In India, as a beginning, why can't each MP be required to send a copy of a Bill to all the villages and municipal wards falling under his constituency? We can make a beginning with only certain types of Bills which have far-reaching consequences. Let the people in each village and ward assemble as gram sabhas or mohalla sabhas, discuss the contents of the Bill and give their feedback to their MP. The suggestions received from all gram sabhas and mohalla sabhas could be compiled by the MP and presented as his opinion in Parliament rather than the dictates of his party. That would be real democracy. Statement on Shamoom Qasmi There seems to be a well planned conspiracy behind the incident that took place on April 22, 2012, at Noida during the core committee meeting of Team Anna. It appears that some vested interests were conducting a sting operation through Mufti Samoon Qasmi to defame those people involved in the anti-corruption movement in India. The core committee meeting is never done in secrecy and many times people who are not part of the committee sit in the meeting. But to record the proceedings secretly and on being caught raise hue and cry certainly raises suspicion. On being caught not only were the recordings of the proceedings found in Qasmi’s phone but also the personal conversations that took place between various members during the lunch time. It was core committee member Gopal Rai who caught Qasmi fiddling with his cell phone and when asked, Qasmi refused to show his phone and it was only after much persuasion that he handed over the phone Bhibav, who found many recording of the proceedings in it. On finding the recordings many members asked Qasmi to leave. In this entire episode Arvind Kejriwal and Manish Sisodiya didn’t utter a word. Ironically Qasim attacked both Arvind Kejriwal and Manish Sisidiya as soon as he came out of the meeting. The incident clearly shows the script to attack Arvind and Manish was written by those who had asked Qasmi to carry out the sting operation much before the core committee meeting started. If completed, without being caught, Qasim would have made the same allegation which he made after being caught by the members. We are not against transparency. In fact our struggle has been of truth and transparency against the corrupt. In the core committee meeting the discussion was about how to struggle against corruption and the corrupt and if the details of the meeting would have been leaked it would have only benefitted the corrupt. This is not the first attempt by the enemies of anti-corruption movement to bring the revolution into disrepute. They have tried many times in past and like always have failed. The ultimate victory is of truth of the people who stand for truth. Who is Arvind Kejriwal – Salah Mohammed On the first day of your first job, if you are told: “In the first few years of your service, you should make sufficient money for yourself so that you can appear to be honest for the rest of your life,” how would you feel? These were the words of advice given to Arvind Kejriwal on the first day of his IRS service job by his superior. This article is an attempt to introduce Arvind who has moved India into a new era of freedom struggle. Born in a businessmen family on 16-Jun-1968 at Hisar in Haryana, Arvind spent most of his early life in Hisar, Sonepat and Ghaziabad. His father Gobind Ram was an electrical engineer who held many positions in the corporate world. His mother Gita was a topper at school and so was Arvind. He graduated in Mechanical Engineering from IIT, Kharagpur in 1989. He excelled in studies and was a gold medalist of his batch. He was offered jobs at GAIL and ONGC but he chose to join Tata Steel. His spirituality and his deep sense of moral and ethical values took him first to Nehru Youth Centre, Christian missionaries and later to Ramakrishna mission. Arvind was highly influenced by Mother Theresa and Swami Vivekananda. Arvind says about Swami Vivekananda, “He became a hero for me because he also went out of his house in search of God.” By 1992, he found the job at Tata Steel boring and opted to resign in pursuit of social work. He took up exams for Civil services and joined IRS in Aug, 1992. During the 62-week IRS orientation program in Nagpur, he met his batch mate Sunita, who later became his wife in 1994. His first posting was as Assistant Commissioner of Income Tax at Delhi. He was shocked by the malpractices prevalent in the department and misuse of powers by officers who thrived on corrupt practices. There was ample scope for becoming rich in a very short time but Arvind just could not accept this corrupt lifestyle. Disturbed by the ubiquity of everyday corruption and its oppressive effects on ordinary taxpayers, he started a movement called Parivarthan in 2006 along with two of his friends, Kailash Goduka and JN Pandey. Parivarthan helped citizens to process their IT returns and refunds without having to pay bribe. Parivartan has settled 700 tax-related grievances on behalf of individuals and 2,500 with the electricity board. In Sundernagari, a poor section of New Delhi, Arvind led residents to do a "social audit" of 68 public-works projects, exposing malpractices in 64 of them. Today, residents monitor projects block by block; no project can begin until the contracts' details have been made public. Today, Parivarthan has a much wider agenda for the entire nation. It focuses on participatory democracy that will empower transparency in governance vis-a-vis representative democracy. Arvind got deeply involved in RTI movement. He was one of the leading members of this movement and won many awards and accolades in recognition of his achievements – Ashoka Fellow by the Arlington based NGO Ashoka in 2004, Satyendra K. Dubey Memorial Award by IIT Kanpur Alumni Association in 2005, Ramon Magsaysay Award for Emergent Leadership in 2006. In 2006, Arvind along with Manish Sisodia and Abhinandan Sekhri setup Public Cause Research Foundation to ensure that our society becomes more inclusive, real power vests with the common man and establish empowerment of people through transparent, accountable governance. Arvind Kejriwal along with other eminent citizens has started Swaraj Abhiyan. ANNA CHARCHA SAMUH – A catalyst of Change – Purushotham Gowda A group of volunteers in Bangalore have initiated a ‘Discussion group’ initiative which started on March 9, 2012. The objective is to build discussion groups in nearby areas and localities, thereby adding active volunteers to the movement. The team plans to meet every Friday evening at Krishna Rao park in Basavanagudi to discuss the topics suggested in the IAC website and one local issue. Inspired by this initiative, two more teams in Bangalore have conveyed their keenness to start discussion groups in their locality. Battle against corruption is at a very crucial stage. We are poised to take on the mighty but corrupt political system to bring a strong Lokpal bill. In light of this, it is essential for us to build a strong communication channel across the state to carry the movement's message directly to the people and start a two-way communication with them. People will not only be able to ask their questions through this system, but would also be able to send their suggestions and feedback. This will make it truly a people's movement. Discussion group is the first step to achieve this. When large number of discussion groups start across the country, we can discuss several fundamental topics about our democracy and try to evolve a consensus on possible solutions. These discussion groups could eventually serve as a platform to prepare the nation for a complete transformation. We recommend more and more people to come forward and make this a success.
