Comptroller Defence Accounts and Pension department raises concern over transfer of employees At a meeting of employees and officers of Comptroller Defence Accounts and Pension (CDA-P) held on Tuesday the speakers expressed concern over the decision of the central government to change the character of Allahabad office which, until now has been treated as a static office. Addressing the meeting, the general secretary of employees union, Nirmal Chandra Srivastava said that the policy change has resulted in mass transfer of 15 assistant accounts officer to different parts of the country. The office, which was shifted after independence from Lahore to Allahabad was declared a static office where posting of employees was permanent in nature. However the recent decision of transferring 15 assistant accounts officer would disturb the existing system of Allahabad office given the fact that records of pensioners dating back to 80 years have been preserved safely.Assuring to take up the issue with union defence minister, Samajwadi Party (SP) national general secretary and Allahabad MP, Rewati Raman Singh said that he would persuade the minister to restore static status to Allahabad office. This would also preserve the status of Allahabad, which has always remained a hub of central government offices in the state. He said that issues related to welfare of employees would be fought from the streets to parliament and it would be ensured that ambulance facility for employees would be restored. Besides the status of Motilal Nehru Medical College would be upgraded to the level of All India Institute of Medical Sciences (AIIMS) and land for the same has been earmarked in the Naini Industrial Area. An employee leader Sandhya said that employees of CDA Pension department be provided canteen facilities after retirement also like their counterparts in the army. The allegations are regarding availing of multiple benefits by some ESM in connivance with the officials of DGR. These allegations were investigated by an In-house Enquiry Committee which submitted its report. The matter has been handed over to Serious Fraud Investigation Office (SFIO) under the Ministry of Corporate Affairs for a detailed investigation against the officials mentioned in the report of the In-house enquiry committee. However, to ensure more transparency in the functioning of the DGR's organization, necessary instructions have been issued. Financial assistance to institutions: (a) Paraplegic Rehabilitation Centres (PRC) at Kirkee and Mohali. (b) St Dunstan's After Care Organisation. (c) Cheshire Homes at Delhi, Dehradun, Lucknow. 2. Financial assistance for serious ailments: to the non-pensioners only. 3. Supply of Honda Activa (Self Starter) Scooter to ESM. 4. Tool Kit for Ex-Servicemen Technicians. 5. Re-imbursement of interest by way of subsidy on loan taken from banks for construction of house to War bereaved, war disabled and attributable peace time casualties and their dependents. 6. Grant to Training-cum-Productions Centres in Military Hospitals and other places. 7. War Memorial Hostels: The War Memorial Hostels were constructed with a view to provide shelter to the children of War widows, war- disabled, attributable cases. 8. Reservation for Ex-Servicemen Ministry of Defence Reservation for Ex-Servicemen The Central/State Government provides for the following reservation for Ex-Servicemen in the civil jobs:- Group 'C' Group 'D' (a) Central Ministries/Departments 10% 20% (b) PSUs/Nationalized Banks 14.5% 24.5% (ii) 10% posts of Assistant Commandants in paramilitary forces and 100% posts are reserved for ESM in Defence Security Corps. (iii) Most State Governments also provide reservations to ESM in State Government jobs. Government orders already exist to carry forward unfilled vacancies for Ex-Servicemen to the next year. The reservation policy for Ex-servicemen is implemented by the concerned Government/Departments, Public Sector Undertakings and Banks. It is the responsibility of the concerned organization to implement the same. One Rank One Pension-Defence Demand for One Rank One Pension for Retired Army Personnel The ex-servicemen Associations have been demanding for several years grant of same pension which is granted to new pensioners with same rank and same length of service irrespective of date of retirement, popularly known as "One Rank One Pension" (OROP). The differentials in pension between the past and the new retirees arise on account of the fact that the computation of pension depends on the pay scale of the person at the time of retirement and pension undergoes change as and when the pay scales are revised. Their requests have been considered by the Government and over the years several improvements have been made in pension of past pensioners in accordance with the recommendations of successive Pay Commissions, as accepted by the Government. The Cabinet Secretary Committee constituted by the Government of India to look into the demand of OROP and related issues gave seven recommendations to reduce the gap between past and current pensioners. All the seven recommendations were accepted and implemented which has significantly reduced the gap between the past and present pensioners and also considerably improved the pension of disabled ex-servicemen. TIE-up of Delhi University with DRDO According to the information furnished by the University of Delhi, the University has entered into a Memorandum of Understanding (MoU) with Defence Research and Development Organization (DRDO). One of the objectives of the MoU is to initiate the process to identify core technology research areas of mutual interest and to establish a centre of excellence at the University, preferably within a period of three years, through appropriate funding from the DRDO. Though inviting proposals from the colleges for funding of innovative projects is not a part of the MoU, the University has invited proposals from its colleges in this regard through its newly initiated Cluster Innovation Centre. A Monitoring and Assessment Committee has also been constituted to work on the objectives defined in the MoU. This information was given by Dr. D. DRDO’s Big Participation at 99th Indian Science Congress

Ministry of Defence DRDO’s Big Participation at 99th Indian Science Congress DRDO presents a grand exposition of its technologies and series of invited talks from its leading scientists during the ensuing “99th Indian Science Congress”.Scheduled to be inaugurated by the Prime Minister Dr. Man Mohan Singh tomorrow in Bhubaneswar at the Kalinga Institute of Industrial Technology (KIIT) University. Glimpse of technological might of the Defence Research & Development Organisation-DRDO, like the tradition of earlier years, will be on display at the “Pride of India-Science Expo”, a part of the “99th ISC”, where DRDO scientists from over 30 laboratories will be present for lively interactions with the visitors, especially students. The main aim is to present the science and technologies in strategic sector for national security and the excitement of scientific challenges to the young creative minds. The star attractions among the outdoor models are strategic and tactical missiles Agni and Prithvi, Nag, Akash, BrahMos and Astra. The indoor models will cover the entire gamut of R&D in DRDO. Prominent will be India’s own Light Combat Aircraft-Tejas; UAVs NISHANT and Lakshya, Bridging systems Sarvatra& BLT T-72; Autonomous Underwater Vehicle; Torpedoes; and Decoys. Military Communication equipment; Electronic Warfare systems, Night Vision Devices: Microwave Devices; NBC protective systems; Agro-animal technologies and “Packaged Food products” will be the other attractions. A key ingredient of the DRDO presence will be the public lecture “Innovations in Science & Technology - A DRDO Perspective” by the noted scientist and well known expert in missile technologies Dr. Vijay Kumar Saraswat, SA to RM, Secretary, Department of Defence Research and Director General DRDO, on Wednesday, Jan 04, 2012. He will also interact with the participants of Children’s Science Congress later the day. Dr. W Selvamurthy, Distinguished Scientist and Chief Controller (R&D), will chair a Session on NBC Defence Technologies for Armed Forces and Civilians on Thursday and deliver the Theme Lecture. DRDO has developed many products related to NBC Defence for Service use like NBC Recce Vehicle to monitor and demarcate the contaminated area and transmit the data to the command and control centres for further planning, response and management;NBC water purification system; self-contained underground field shelters to house about 30 men for four days; highly effective antigen kits; individual protective suits and respiratory management and resuscitative devices. Sixty four products/systems have been developed for early detection, personnel protection, decontamination and medical management. Most of these products are already productionised and inducted into armed forces in large quantities. All these items are in production and being used by the Services making the country self-reliant in this vital area. They also have the potential to be used in the civil sector. The session comprises four lectures by Directors of DRDO Laboratories on various aspects of NBC Technologies. The Session II of Women’s Science Congress on Thursday will be chaired by Dr. ShashiBala Singh, Director, DIPAS, Delhi. DrChitraRajagopal, Associate Director, CFEES, Delhi and DrTessy Thomas, Project Director, Agni 4, ASL , Hyderabad will be Co-Chairs.
