NATIONAL COUNCIL STAFF SIDE ORGANISATINS

JCM National Council Staff side organisations will be organizing a National Convention of all Central Government Employees at New Delhi on 11.12.2014. Railway. Defence and Confederation will participate in the convention. Convention will adopt a joint declaration on future course of agitational programmes on the following demands of the Central Government Employees.

1.      Effect of wage revision of Central Government Employees from 01.01.2014 accepting memorandum of staff side JCM, Grant interim relief and merger of 100% DA, Ensure submission of the 7th CPC report within the time frame of 18 months.
2.      Include the Gramin Dak Sewaks within the ambit of the 7th CPC.
3.      No privatization or FDI in Railways and Defence establishments.
4.      No ban on recruitment/creation of Posts.
5.      No outsourcing, contractorisation and privatization of government functions. Withdraw the proposed move to close down the printing presses, stationery offices and Medical Stores Depots. Regularise the existing daily rated/casual and contract workers.
6.      Scrap PFRDA and restore the defined benefit statutory pension scheme.
7.      No Labour reforms which are inimical to the interest of workers.
8.      Lift the arbitrary ceiling on compassionate appointments.
9.      Revise the JCM functioning at all levels as an effective negotiating forum for settlement of the demands of the CGEs.
10.  Remove the bonus ceiling.
11.  Ensure five promotions in service career.

ALL AFFILIATED ORGANIZATIONS OF CONFEDERATION ARE REQUESTED TO PARTICIPATE IN THE NATIONAL CONVENTION WITHOUT FAIL

LOCAL AGITATION – SHIMOGA DIVISION, KARNATAKA CIRCLE


Mandli NDTBO A/W Shimoga Market SO was ordered for abolition by Superintendent of Post Offices, Shimoga vide his letter dated 24.09.2013 and circulated on 27.09.2013 and order to be effected from 01.10.2013. Immediately Divisional union protested against the order of abolition of BO on the following grounds.

1.      Mandli was a good running BO having about 700 accounts.
2.    The BPM who is a lady had recently redeployed from Sagar, a place which is 75 KM away from Shimoga.
3.  By this abolition and her second redeployment she is forced to loose about Rs.2700/- pay.
4.     Due notice to public for abolition of BO was not served and the suggestions and representations of members of public and users of post office was not taken as per DG’s instructions.

Divisional union has given notice to SPOs against the orders and threaten spontaneous trade union action.  The members of public were also protested and raised slogan shouting against the abolition when ASP went for abolition action.  Local MLA and Councilors were also intervened. Police were called for to restore peace.  In the mean time Circle Secretaries and General Secretaries were also informed and they also intervened.  At last the local leaders were called for dialogue and SP took initiative and  himself contacted the higher authorities and put a halt for abolition.  

NFPE congratulates the Shimoga comrades for organising local agitation and also for their success in stopping the closure of the BO.

Enhancement of ceiling for calculation of ex-gratia bonus payable to Gramin Dak Sevaks

The Union Cabinet today approved the proposal of the Department of Posts to enhance the ceiling for calculation of ex-gratia bonus payable to Gramin Dak Sevaks from Rs. 2,500/- to Rs.3,500/- same as that prescribed for the regular departmental employees. The decision would be applicable with prospective effect that is from the accounting year 2012-13 payable in 2013-14.

The increase in bonus calculation ceiling will restore the long established parity between regular departmental employees and Gramin Dak Sevaks on the issue of payment of bonus. This decision will benefit 2.63 lakh Gramin Dak Sevaks working in the Department of Posts, who play a very vital role in providing postal, financial and insurance services in the rural, hilly and tribal areas of the country.

FORWARD TO ALL INDIA GENERAL STRIKE
20 AND 21ST FEBRUARY, 2013

For the first time in the history of India all the eleven (11) Central Trade Unions and thousands of Independent Federations have given a call to the workers to observe 2 days All India General Strike on 20 and 21stFebruary, 2013 protesting against the policies of the Government. Millions of workers across the country in private sector, public sector, Central & State Govt. employee sector etc. will join the strike to make protest louder and stronger as never before keeping in view the total unity of the trade unions.
Today is the right moment to rise in protest against intolerable price rise, mounting unemployment, mass contractualisation of permanent posts, accentuating poverty, violation of labour laws, failure to provide social security to the workers like Gramin Dak Sevaks demanding Rs.10,000 p.m. as minimum wage, maternity benefit, old age pension and food at cheap price through Public Distribution System. The AIPEDE appeals to all Gramin Dak Sevaks and postal workers to join this massive historic protest breaking all barriers to mount the counter offensive against the non-performing govt. who have brought the country to the brink of a disaster. Let all of us stand up and fight. This is perhaps one of the rarest moments. People are boiling in anger against poverty, corruption, mis-governance etc.
A dreadful spell of slow down of the economy has set in, the recession is causing loss of wages and erosion of income. Inflation is hitting the sky, rise in the price of atta, dal, oil, all that is essential for daily life are sky-rocketing.
Disparity of income is becoming intolerable. The rich and super rich alone  benefit from the so called economic development. In contrast, nearly 70 per cent of the people live in poverty. Even safe drinking water is not provided let alone the question of supply of power to the mute millions. The vast sections of the population have been bypassed by the course of economic development.
The workers in the organized sector also face grim violation of the labour laws. There is a massive inflow of contractual labour who are forced to work at  very low wages almost ten hours a day. It is only the contractual job that is being provided by the private corporate and by the govt. In Postal, Gramin Dak Sevaks workers are facing discrimination in all respects. Repeated requests are yielding but no positive result.
Let us all rise in protest and ensure total participation of the Gramin Dak Sevaks workers in 2 days All India General Strike on 20-21 February 2013. It is the right time to go into the action because of the total unity of the trade unions. The Postal workers including Gramin Dak Sevaks must join this national programme of militant action on 20 and 21st February, 2013.

TRCA FIXATION TO NEWLY APPOINTED GDS - CLARIFICATION


THIS CLARIFICATION REITERATES THAT THE FIXATION OF TRCA TO THE NEWLY APPOINTED GDS & BPMs ON OR AFTER 01-01-2006 WILL BE AT THE MINIMUM STAGE BUT NOT THE MINIMUM TRCA ... CORRESPONDING TO THE NEW TRCA SLABS....
ACTUALLY THE FIXATION OF TRCA TO GDS & BPMs APPOINTED AFTER 01-01-2006 WAS MISINTERPRETED IN MANY QUARTERS AND THE TRCA SLAB WAS FIXED AT MINIMUM (LOWER) CAUSED HEAVY LOSS TO THE INCUMBENT THOUGH THE WORK LOAD JUSTIFIED FOR ELIGIBLE HIGHER TRCA. NOW IT IS CLARIFIED WITH THE EXAMPLE FOR CORRECT FIXATION.
THE GDS REPRESENTATIVES OF OUR UNION NOW WILL TAKE UP THE ISSUE WITH THE CONCERNING AUTHORITIES AT DIVISIONAL LEVEL FOR JUSTIFIED FIXATION OF TRCA TO ALL THE ELIGIBLE GDS & BPMs FROM 01-01-2006 POSITIVELY.

Sub: Clarification on fixation of allowances of newly appointed Gramin Dak Sevalts (GDS) —reg.

Kindly refer to Directorate letter No. 6-l/2009-P.E.-II dated 9. 10.2009 wherein the orders were issued for Revision of Wages Structure of Gramin Dak Sevaks (ODS) based on recommendations of Shri R.S. Nataraja Murti Committee vide Annexure - IV (A), (B) and (C) of the orders regarding fixation of allowances of newly appointed Gramin Dak Sevaks. It was clarified that “in respect of Gramin Dak Sevaks newly appointed on or after 1.1.2006, their TRCA will be fixed at the minimum of new TRCA slab and the next annual increase shall be allowed alter completion of one year's continuous service, from the date of their engagement.”

2. In view of the clarifications issued vide Dte letter no. 6-1/2009-PEII dated 04-01-10 on fixation of allowances of newly appointed GDS, it is reiterated that allowances of newly appointed Gramin Dak Sevak (GDS) BPMs appointed on after 01.01.2006 may be fixed at the minimum of the corresponding TRCA slab borne by the post against which the appointment is made. For example, if the post of the GDS BPM has a workload of 100 Points, the new TRCA will be Rs.3660, i.e., at the minimum of TRCA-slab of Rs 3660-70-5760 and not at the minimum of lowest slab of Rs.2745-50-4245. The next annual increase shall be allowed after completion of one year’s continuous service from the date of their engagement The same principle has to be adopted for other categories of GDS in fixation of TRCA.

3. This issues with the concurrence of Integrated Finance Wing vide their Advice in Dy. No.174/FA/12/CS dated 02-0112.

Unite all GDS for the cause of our justified demands.
You are all aware that Com. Krishnan & Co are continuously making false propaganda against AIPEDEU through SMS and print Media when AIPEDEU launched struggles for the cause of GDS justified demands. We all faced such type of ill motto and false propaganda during historic indefinite strike in the month of October, 2012

We would like to bring the realities and facts to our GDS fraternity. During our indefinite strike, Department of posts positively recommended for enhancement of bonus ceiling Rs. 3500/- to GDS employees. Hon’ble Minister for Communications & IT Sri Kapil Sibal also recommended positively by writing letter to Finance Minister. After examining the issue Finance Minister sent back the file to the department for seeking some clarifications.

Com. S.S. Mahadevaiah, General Secretary and Com. B.V. Rao, Asst. General Secretary met Hon’ble Secretary, Department of Posts Smt. Manjula Prasher, on 01.01.2013 at Secretary’s Chamber. The leaders were informed that a committee of three officers of Directorate headed by Sri Alok Saxena, DDG(Estt.) was constituted to discuses and decide the issues raised by finance ministry. Hon’ble secretary assured our leaders that the report of the committee will be submitted to the Finance Ministry within one month. She also assured that she will try her level best to grant Rs. 3500/- bonus to GDS officials as early as possible. Our leaders expressed heartful thanks and New Year Greetings on behalf of GDS fraternity to the Secretary Department of Posts.
Appeal to Branch/Divisional Secretaries
Meet your local M.Ps and request them to send letters to Finance Minister and communication Minister to grant enhancement bonus ceiling Rs. 3500/- to GDS employees.

All our Branch/Divisional Secretaries are requested to meet your local M.Ps between 7th January,2013 to 16th January, 2013 at your convenient and requesting them to send letters to the Finance Minister and communication Minister to recommend for bonus enhancement to GDS employees. Submit the note on Bonus demand to your M.Ps. We are sending the note along this circular. After obtaining the letter from M.Ps, it may be sent to our CHQ to publish in Rural Postal Employees.

MEDICAL SCHEME
Regarding Medical scheme department started software work for preparing health cards. After completion of this work, Medical Scheme will be implemented. Date Collection i.e. particulars of GDS and his family members will be done at divisional level.

              
Due to continuous efforts of our CHQ, the department of posts is seeking information from all divisional heads to review the Nataraja Murthy committee recommendation regarding one point for Rs. 20000/- cash handling. All our divisional/branch secretaries are requested to ask the divisional heads for sending in formation what directorate required as early as possible.

Two days strike in February 2013
All Central Trade Unions, Independent Federations and All India Unions have taken decision to go on two days strike i.e. 20 and 21st February 2013 against anti workers policies of the central Government. This is the first strike conducting two days against the policies of the central Government after independence. We appeal all our members to participate and conduct two days strike effectively. Charter of demands and strike notice will be sent soon.  
CHQ Quota
All the Divisional/Branch Secretaries are requested to send quota/arrear quota to CHQ as early as possible. We have not received quotas from the most of the circles for last one year. Circle Secretaries are requested to motivate Divisional/Branch Secretaries to clear quota to CHQ. Treat this an urgent. Otherwise it is difficult to maintain CHQ for day to day activities and struggles.

Note on Bonus to submit your local Hon’ble Member of Parliament
Grass injustice and discrimination has been done to Gramin Dak Sevaks of postal department by denying Bonus Ceiling of Rs. 3500/- at par with Departmental Staff. Grant bonus Ceiling Rs. 3500/- to GDS without any discrimination as this section is neglected, discriminated and ill treated throughout right from British regime to till date. It is not the Agency system in existence but the Sevaks are really sevaks for the department of posts and the rural India. Unscientific assessment of workload, compensation of Rs.500/- for the work of 3-5 hours daily, incentive for insurance (not commission like LIC), detaining GDS at the office to assist departmental staff etc., are a few examples how this section of the society is exploited in the system. So, we feel grave injustice would be caused if the benefit already given to GDS like Bonus ceiling is snatched. The 2.7 lakh GDS employees are urging in one voice to end this blatant injustice without any further delay. If there was not justification, the Bonus file would not have been resubmitted by the communication ministry time and again. It is high time we believe to settle the issue in favour of the GDS who are the key nerve of the postal net work.
Kindly look into the matter in the best interest of this toiling GDS and cause to grant Bonus ceiling of Rs.3500/- at the earliest for which we are ever grateful.
