Business Development Activities - Department of Posts

A Business Development Directorate was set up in 1996 with the objective of marketing and promoting premium services for meeting the needs of specific customer segments. It was reorganised into Business Development and Marketing Directorate w.e.f 1 April 2005, to provide a sharper focus on marketing of the whole continuum of postal products. A separate Parcel and Logistics Division has been created in the Business Development and Marketing Directorate w.e.f 1 April 2005 to focus attention on parcel products. Some of the premium services offered by the Department are given below:

• Speed Post: Speed Post service was introduced on 1 August 1986. Under this service, letters, documents and parcels are delivered within a given time frame failing which full refund of postage is given to the customer. The Speed Post Network comprises 163 National and 953 State Speed Post Centres. This service is also available internationally to 97 countries.An Internet based track and trace service speed net was launched on 3rd January 2002. Apart from providing tracking facility for Speed Post articles to the customers, it also provides information to the management about the quality of service, business performance, marketing customer service etc. It is now operational from all 315 National Speed Post Centres and 857 State Speed Centres.

• Business Post: The Department launched Business Post with effect from 1 January 1997 in order to meet specific needs of bulk customers for pre-mailing activities. Accordingly, it provides value addition to all traditional services offered by the Post in the form of collection, insertion, addressing, sealing, franking, etc. Recently, printing of bills, financial statements, mailers, etc., have also been included among the pre-mailing services extended to customers under Business Post.

• Bill Mail services: Bill Mail Service was introduced from 15 September 2003 to provide a cost-effective solution for mailing of periodic communication in the nature of financial statement, bills, monthly account bills or other items of similar nature, which may be posted by service providers to their customers. A National Bill Mail Service was launched in February 2005 that allows Bill Mail Service items meant for outstation destinations also to be bundled in one package, which can be sent to destination cities as Speed Post, Express Parcel Post, etc., article, on payment by the sender. The individual bills in the package are charged only at Local Bill mail service rates.

• Express Parcel Post: The Express Parcel Post seeks to provide a reliable and time bound parcel service through surface transport. It provides door-to-door delivery and VPP service upto Rs.50,000 to cater to corporate users and business establishments on contractual basis. Express Parcel Post can be booked in 163 stations in the country, where National Speed Post Centres exist.

• Logistics Post: The Gazette Notification to introduce Logistic Post as a new service was issued on 10 August 2004 and the service has already started in many postal circles. Logistics Post is designed to carry consignments from point to point without any maximum limit. Value added services like pick-up, delivery, track and trace are also being provided in Logistic Post.

• Media Post: The Department offers a unique media to help the corporate and government organisations reach potential customers through Media Post. Under this facility, customers can use the following for their branding exercise: (a) Advertisement on Post Cards, Inland Letter Cards, Aerogram and other Postal Stationery. (b) Space sponsorship options on letter-boxes.

• Retail Post: Through its vast network of more than 1.5 lakh post offices, the Department offers the facility to collect all public utility bills and sale of application forms for government and other private organisations. Sale of application forms for UPSC, etc., surveys through postmen, address verifications through postmen, collection of loan applications through postal network, etc., are some of the activities undertaken under Retail Post.

• Direct Post: Many Countries have identified Direct Marketing/Advertising mail as an important component of business mail with high potential for growth. With high economic growth, Direct Mail volumes are expected to grow significantly in India also. A service called Direct Post was introduced w.e.f. 2 June 2005 to deal with delivery of undressed mail to the doorsteps of the target population. A new Direct Post value addition has also been introduced from 18 April 2006, allowing advertising mail to be combined with transaction mail like bills, etc.

• e-Post: e-post service, launched on 30 January 2004, utilises the last mile advantage provided by the Department to enable people to send and receive message or scanned images through e-mail in all post offices in the country. People who would not normally have access to internet are able to send and receive e-mail messages without processing an e-mail ID, thereby bridging the digital divide. To make it useful for business, a corporate version of e-post was also launched on 18 October 2005, which allows simultaneous sending of e-post to a maximum of 9999 addresses.

• e-Bill Posts: A new service, called e-bill Post has been launched by the department as one of the technology enabled services for the customers. Presently this service is available at Bangalore and Kolkata and is likely to start in other cities very soon. This has been designed keeping in view the requirements of the clients. The service is useful for payment of electricity, telephone, mobile, water and other kinds of bills/dues at the Post Office counters by the users. The user can go to a nearby Post Office and pay their utility bills.

The undersigned is directed to invite reference to the Office Memorandum of even number dated 7th October 2010 on the above subject, vide empanelled hospitals under different categories the hospitals were notified and to state that as per the para (iii) of the Office Memorandum mentioned above the hospitals that are on the panel of CGHS who have did not apply in response to the fresh empanelment process initiated by the CGHS in second half of 2009 or have not been approved by CGHS under the fresh empanelment procedure can continue to treat CGHS beneficiaries at old( pre-revised ) rates till 25th October 2010. On 26th October 2010, their names will stand removed from the list of approved hospitals empanelled under CGHS, without any further notice;

In this regard it is clarified that Primus Ortho & Spine Hospital, Chandra Gupta Marg, Chanakya Puri, New Delhi 10 021 would however, continue to be on CGHS, Delhi panel at old( pre-revised ) rates till 11th November 2010 (next date of hearing ) as per the directions of Hon’ble High Court of Delhi in WP( C ) No. 6720 of 2010 filed by ‘Delhi Hospital Society Regd., ‘ v . Union of India and Others.

Pension Process Road Map – From entry to Exit

UPON ENTRY INTO SERVICE
Service Book in prescribed Format to be maintained to record every step in your official life.

It must contain Family Details and Nominations for Retirement/Death Gratuity and GPF.
EVERY YEAR 
You must check your Service Book so as to verify correctness of entries made therin.
AFTER TWENTY FIVE YEARS OF SERVICE 
Issue of Service Verification Certificate of your Qualifying Service by Head of Office. 
FIVE YEARS BEFORE RETIREMENT 
Verification of your Qualifying Service,  five years before retirement by Head of Office.
TWO YEARS BEFORE RETIREMENT 
Head of Office should write to Directorate of Estate for issue of No Demand Certificate in respect of period of preceding eight months before the date of your retirement, in case you occupy Govt. Accommodation.
NOT LATER THAN TEN MONTHS BEFORE RETIREMENT 
Head of Office will issue you a certificate regarding length of Qualifying Service proposed to be admitted for purpose of pension and gratuity and as to emoluments and average emoluments for purpose of reckoning of retirement gratuity and pension for your acceptance. Head of Office will issue you Form 5 for completion.
NOT LATER THAN EIGHT MONTHS BEFORE RETIREMENT 
You may submit Form 5 duly completed in all respects to the Head of the Office.
NOT LATER THAN SIX MONTHS BEFORE RETIREMENT 
Head of Office shall ensure completion of Part-I of Form 7 and he shall forward the pension papers to the PAO. 
THREE MONTHS BEFORE RETIREMENT 
You may apply for commutation of pension in Form I-A to the Head of Office for onward transmission to the PAO. You may please ensure that your DDO has stopped making GPF recoveries in your case.
TWO MONTHS BEFORE RETIREMENT 
Head of Office shall communicate to the PAO, Govt dues recoverable from DCRG in your case.
ONE MONTH BEFORE RETIREMENT 
After checking of your Pension case received from your Head of Office, Pay & Accounts Officer shall issue PPO & authority for Gratuity.

Speednet MIS in DET is not tallying with Abstract - Solution




This is relating to SpeedNet MIS data showing more articles than the Daily Abstract of Office.

There may be articles in deposit in SpeedNet database for which returns are not taken or articles not dispatched in the package etc .. MIS checks the status of all the articles in the tables of SpeedNet and figures all those old articles in MIS.

Abstract works with the correction of OB and it will not take those deposit articles into account as the correction is given to the Opening balance for the current working day. This correction is allowed way back in the software inorder to facilitate smooth function of speednet everyday without stopping the module work for previous days non tallying of accounts and continues use of Abstract.

Non Tallying of Abstract - Reasons:

Wrong balance in Abstrcat occur when all the articles are not dispatched in the package, retuns are not taken correctly in the package etc. Also it is observed that most of the offices working with more than one operators and transfering articles between themselves or Supervisor are not using the <Bulk Transfer> option hence never the abstract talles.

Solution to Project Arrow offices:

Hence it advisable that at Project Arrow offices, where the disposal status for all old articles are not propely given, , SpeedNet software is reinstalled so that previous days wrong data accumulated in the database doesn't get accounted in the MIS. Thereafter everday supervisor has to confirm the absolute tallying of accounts in the software. Any problems of non tally thereafter can be taken up for immediate solutions. Read the Problems and Solutions file in the Knowledge Base here for all the available solutions in SpeedNet and also read the Speednet 3.1 hand book for the smooth working of Speednet at office.
Note:
Though package has Delete Old data option, it will not delete the articles for which disposal status is not complete in the package.
We can't give the solution to delete the old data in the package as it may lead to data inconsistence in future and it may lead to some other problems.
Instead of deleting the Old Data through solution file, it is advisable to reinstall the package once and take care of every day accounts.

Pay fixation is done for an employee if he/she gets a promotion. There is a slight difference of Pay Fixation in Promotion and MACP upgradation…

We are receiving a number of queries as comments regarding the Pay Fixation from the viewers and we try our level best to reply to all queries. But due to non-availability of certain individual information, we are unable to answer everything they have asked for.

As the employees are in different departments of the Central government establishments, the line of promotion (hierarchy) also differs. If any inputs from the departments regarding the line of Promotion and MACP can be obtained from your side, the confusion related to the Promotion and MACP may be clarified.

Attention is invited to Board’s letters quoted above delegating powers to the General Managers and other Heads of Organisations directly controlling allotment of quarters to railway servants for sanction of House Rent Allowance in accordance vith the prescribed conditions to the categories of railway employees specified therein. This delegation of powers was valid upto 31-3-2010.

2. The question of renewing this delegation of powers beyond 31.3.2010 has been engaging the attention of the Board. On the basis of the reports received from the Zonal Railways and Production Units, the matter has been considered and the Board have decided to renew the sanction contained in para 5 of their letter dated 16.5.1988 ibid and as amended modified from time to time, w.e.f 1-4-2010 upto 31-3-2017 whereafter the question of renewing this delegation will be considered by the Board and a fresh sanction, if necessary, issued on the basis of reports received from the General Managers etc. Directly controlling allotment of quarters, in regard to the position of availability of railway accommodation under their control.

3. In case at any point of time it transpires that some accommodation is likely to remain vacant/un-occupied due to lack of demand, it should be made compulsory to submit applications for such types where there is surplus accommodation, and consequently, the employees entitled for such types would not be eligible to draw House Rent Allowance.

4. This delegation is also subject to the over-riding condition that these orders are liable to be withdrawn/modified at any time during this period, if it is considered necessaiy by the Board to do so.

5. This has the approval of the President and issues with the concurrence of the Finance Directorate of the Ministry of Railways.
