Forget netbooks, Apple’s iPad is not only crushing that category, but is also making potential laptop buyers think twice about buying their next product. In a conversation with the Wall Street Journal, Best Buy CEO, Brian Dunn, said that the iPad “had cannibalized sales from laptop PCs by as much as 50%.” That’s a ridiculously high number, and it seems even more insane when you realize that Best Buy doesn’t even have iPads in every location. That’s next on the list though, as Best Buy is planning on carrying both Apple iPad models in all 1,093 stores beginning September 26th. Guess what the must-have tech gadget will be this holiday season?

     ಪುಟ್ಟರಾಜ ಗವಾಯಿಗಳ ಜನನ ೧೯೧೪ ಮಾರ್ಚ ೩ರಂದು ಹಾವೇರಿ ಜಿಲ್ಲೆಯ ಹಾನಗಲ್ ತಾಲೂಕಿನ ಹೊಸಪೇಟೆ ಬಳಿಯ ವೆಂಕಟಾಪುರದಲ್ಲಿ ಆಯಿತು. ತಾಯಿ ಸಿದ್ದಮ್ಮ; ತಂದೆ ರೇವಣಯ್ಯ. ಹುಟ್ಟಿ ಆರು ತಿಂಗಳಾಗುವದರಲ್ಲಿಯೆ, ಮಗುವಿಗೆ ಕಣ್ಣು ಬೇನೆ ಬಂದಿತು. ಹಳ್ಳಿಯ ವೃದ್ಧೆಯೊಬ್ಬಳ ಸಲಹೆಯಂತೆ ಸಿದ್ದಮ್ಮ ಮಗುವಿನ ಕಣ್ಣ ಪೊರೆ ತೆಗೆಯುವ ಸಲುವಾಗಿ ತೊನಸಿಯನ್ನು ಉಪಯೋಗಿಸಿದಳು. ಪರಿಣಾಮವಾಗಿ ಕಣ್ಣಿನ ದೃಷ್ಟಿಯೇ ಪೂರ್ಣವಾಗಿ ನಾಶವಾಗಿ ಹೋಯಿತು.

      ಎರಡು ವರ್ಷಕ್ಕೆ ತಂದೆ ಹಾಗು ತಾಯಿಯನ್ನು ಕಳೆದುಕೊಂಡು ಅನಾಥನಾದ ಪುಟ್ಟಯ್ಯನನ್ನು ಸೋದರಮಾವ ಚಂದ್ರಶೇಖರಯ್ಯ ಬೆಳೆಸಿದರು. ಎಂಟು ವರ್ಷದವರೆಗೆ ತನ್ನಲ್ಲಿದ್ದ ಸಂಗೀತಜ್ಞಾನವನ್ನು ಮಗುವಿಗೆ ನೀಡಿದರು. ಆ ಬಳಿಕ ನವಲಗುಂದದ ಗವಿಮಠಕ್ಕೆ ಕರೆತಂದು ಅಲ್ಲಿ ಬಂದಿದ್ದ ಪಂಚಾಕ್ಷರಿ ಗವಾಯಿಗಳ ಉಡಿಯಲ್ಲಿ ಪುಟ್ಟಯ್ಯನನ್ನು ಹಾಕಿದರು. ಈ ಅಂಧ ಗುರು ಹಾಗು ಅಂಧ ಶಿಷ್ಯ ಸಂಗೀತ ಪ್ರಪಂಚವನ್ನು ಬೆಳಗುತ್ತಾರೆಂದು ಆಗ ಯಾರು ತಿಳಿದಿದ್ದರು? ತಮ್ಮ ಗುರು ಕಲಿತಂತೆಯೇ ಪುಟ್ಟರಾಜರೂ ಸಹ ಸುತ್ತಲಿನ ಪಂಡಿತರಿಂದ ಸಂಗೀತವನ್ನು, ಸಂಗೀತವಾದ್ಯಗಳನ್ನು ಅಲ್ಲದೆ, ಸಂಸ್ಕೃತ ಹಾಗು ಕನ್ನಡದ ವ್ಯಾಕರಣ ಮೊದಲಾದವುಗಲನ್ನೂ ಸಹ ಕಲಿತರು. ತಮ್ಮೊಂದಿಗೆ ಜೊತೆಯಾಗಿ ಕಲಿಯುತ್ತಿದ್ದ ಇತರ ಬಾಲಕರಿಗೆ ತಾವೇ ಪಾಠ ಹೇಳಿಕೊಡುವಷ್ಟು ಪರಿಣತರಾದರು. ಕರ್ನಾಟಕ ಹಾಗೂ ಹಿಂದುಸ್ತಾನಿ ಸಂಗೀತಗಳಲ್ಲಿ ಅಲ್ಲದೆ, ಪುಟ್ಟರಾಜರು ತಬಲಾ,ಹಾರ್ಮೋನಿಯಮ್,ಪಿಟೀಲು, ಸಾರಂಗಿ, ಶಹನಾಯಿ ಮೊದಲಾದ ವಾದ್ಯಗಳನ್ನು ನುಡಿಸುವದರಲ್ಲೂ ಸಹ ಪರಿಣತರಾದರು.
ಸಾಧನೆ:
       ತಮ್ಮ ಗುರು ಪಂಚಾಕ್ಷರಿ ಗವಾಯಿಗಳ ನಿಧನದ ನಂತರ “ಶ್ರೀ ವೀರೇಶ್ವರ ಪುಣ್ಯಾಶ್ರಮ”ವನ್ನು ಮುನ್ನಡೆಯಿಸಿಕೊಂಡು ಹೋದವರು ಪುಟ್ಟರಾಜ ಗವಾಯಿಗಳು. ಸಂಗೀತ ಸಾಧನೆಯಲ್ಲದೆ, ಪುಟ್ಟರಾಜರು ಪುರಾಣರಚನೆ ಹಾಗು ಸುಮಾರು ೩೫ ನಾಟಕಗಳನ್ನೂ ರಚಿಸಿದ್ದಾರೆ. ಅವುಗಳಲ್ಲಿ ಪ್ರಮುಖವಾದವು ಇಂತಿವೆ:

Legendary musician Puttaraj Gavai passes away

Noted Hindustani and Carnatic exponent and instrumentalist Puttaraj Gavai passed away in Gadag on Friday at the age of 97 following illness. Also a writer, dramatist and social worker, the Padma Bhushan recipient died at Veereshwara Punyashrama, an institute for differently abled and destitutes run by him for several years.
Gavai, who was suffering from kidney problems and pneumonia, was shifted to the ashram from KLE Hospital in Belgaum as per his last wishes early this week.
A disciple of the great Panchakshara Gavai who carried forward his legacy, Putturaj not only rendered soulful music in both Hindustani and Carnatic, but penned literary works in various languages and staged plays under the 'Sri Guru Kumareshwara Krupa Poshita Natya Company' banner.
Born in a small village in Dharwad, Puttaraj turned blind in infancy. His mother, heeding advise by a fake healer, placed an insect on his eyes to cure him of an infection, an act that caused irreparable damage and robbed him of his vision.
Young Putturaj, guided by the philosophy and inspiration of his guru, went ahead with single-minded determination to pursue music and gain mastery over Sanskrit, Hindi and Kannada.
Chief Minister B S Yeddyurappa expressed condolences over Gavai's death and said his last rites would be performed tomorrow with full state honours. The state had declared a holiday in Gadag on Saturday.
Putturaj, sometimes alluded to as 'Milton of Karnataka', went on to author over 75 books on spirituality, religion, history, as well as biographies of many 'sharanas' of the Bhakti movement of the 12th century.
A storehouse of talent, he went on to master many instruments like tabla, mridangam, violin, veena and rendered several devotional music and vachanas, which were popular.
His prolific writing and much-acknowledged musical ability saw him being crowned with various titles like 'Ubhaya Gayana Vadanacharya', 'Ganayogi', 'Kavishiromani' 'Thribhasha Kavi Rathna' by admirers around the country.
Putturaj's talent saw him bag a string of awards, including Karnataka Rajyotsav, Basvashri award and Kanaka Purandara Prashasti.
He was also honoured by the state government which conferred on him the first Rajya Sangeetha Vidwan' while Bangalore University conferred on him an honorary doctorate.
Putturaj was also a recipient of the Kalidas Samman.
His works include 'Sangeet Shastra Jnana' Tabla Shikshaka and GuruSudha Part volumes 1 and 2 (all books on music). He also penned the 'Shrimat Kumara Geetha', 'Kumareshwara Kavya', 'Shri Linga Sooktha', 'Tatparya Sahit Sri Rudra' and 'Panchakshara Suprabhata' (Sanskrit).
In Hindi, he bagged the President's award for 'Basava Purana'. In Kannada, he wrote several books, including Akkamahadevi Purana, Siddeswara Purana, Purathanara Purana Veerabhadreshwara Purana and Sharana Basaveshwara Purana.

Cabinet approved 10 % DA increase. Dearness Allowance July 2010


Cabinet today clears the order for Dearness allowance (DA) and Dearness Relief (DR) increase for Central Govt employees. The increase in DA is 10 %. The decision will benefit about 90 lakhs of Government employees and pensioners.

Now the DA will be increased to 45 %.
The decision to provide higher DA to employees will cost the exchequer an additional Rs. 9,303.2 crore per annum for the government.

Release of additional instalment of dearness allowance to Central Government employees and dearness relief to Pensioners due from 1.7.2010 to compensate for price rise The Union Cabinet today decided to release an additional instalment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners w.e.f. 1.7.2010 representing an increase of 10% over the existing rate of 35% of the Basic Pay/Pension, to compensate for price rise.
The increase is in accordance with the accepted formula, which is based on the recommendations of the 6th Central Pay Commission.
The combined impact on the exchequer on account of both Dearness Allowance and Dearness Relief will be of the order of Rs. 9303.2 crore per annum and Rs. 6202.1 crore in the financial year 2010-2011 (for a period of 8 months from July,2010 to February, 2011)

Child Care Leave for Central Government employees - Clarification

          Sub: Child Care Leave in respect of Central Government employees as a result of Sixth Central Pay Commission recommendations - Clarification regarding

The undersigned is directed to say that this Department has been receiving representations from Government Servants through various quarters like the Public Grievances Cell/Associations etc requesting to review the decision to allow Child Care Leave (CCL) only if the employee has no E.L. at her credit.

2. This Department's O.M. No.13018/2/2008-Estt.(L) dated 11/09/2008 regarding introduction of Child Care Leave in respect of Central Government employees and subsequent clarifications vide O.Ms. dated 29/9/2008, 18/11/2008 and 2/12/2008 were reviewed.

It has now been decided in consultation with Department of Expenditure, to delete the condition that CCL can be availed only if the employee concerned has no Earned Leave at her credit, subject to the following conditions:-

(i) CCL may not be granted in more than 3 spells in a calendar year.
(ii) CCL may not be granted for less than 15 days.
(iii) CCL should not ordinarily be granted during the probation period except in case of certain extreme situations where the leave sanctioning authority is fully satisfied about the need of Child Care Leave to the probationer. It may also be ensured that the period for which this leave is sanctioned during probation is minimal.

3. It is reiterated that the leave is to be treated like Earned Leave and sanctioned as such.

4. These orders take effect from 1.9.2008. Earned Leave, if any, availed by women employees before availing CCL subsequent to the issue of the OM 13018/2/2008-Estt.(L) dated 18/11/2008 may be adjusted against CCL, if so requested by the employee.

What are the symptoms of an infected computer?



It’s not always easy to tell if your computer has been compromised. More than ever before, the authors of viruses, worms, Trojans and spyware are going to great lengths to hide their code and conceal what their programs are doing on an infected computer. That’s why it’s essential to follow the advice given in this guide: in particular, install Internet security software, make sure you apply security patches to your operating system and applications and backup your data regularly.






It’s very difficult to provide a list of characteristic symptoms of a compromised computer because the same symptoms can also be caused by hardware and/or software problems. Here are just a few examples:


Your computer behaves strangely, i.e. in a way that you haven’t seen before.


You see unexpected messages or images.


You hear unexpected sounds, played at random.


Programs start unexpectedly.


Your personal firewall tells you that an application has tried to connect to the Internet (and it’s not a program that you ran).


Your friends tell you that they have received e-mail messages from your address and you haven’t sent them anything.


Your computer ‘freezes’ frequently, or programs start running slowly.


You get lots of system error messages.


The operating system will not load when you start your computer.


You notice that files or folders have been deleted or changed.


You notice hard disk access (shown by one of the small flashing lights) when you’re not aware of any programs running.


Your web browser behaves erratically, e.g. you can’t close a browser window.














And what can be done about it?


Don’t panic if you experience any of the above. You may have a hardware or software problem, rather than a virus, worm or Trojan. Here’s what you should do:






Disconnect your computer from the Internet.


If your operating system will not load, start the computer in Safe Mode (when you switch on the computer, press and hold F8 as soon it begins, then choose 'Safe Mode' from the menu that will appear), or boot from a rescue CD.


Make sure your anti-virus signatures are up-to-date. If possible, don't download updates using the computer you think is compromised, but use another computer (e.g. a friend’s computer). This is important: if your computer is infected and you connect to the Internet, a malicious program may send important information to a remote hacker, or send itself to people whose e-mail addresses are stored on your computer.


If you have any problems removing malicious programs, check your Internet security vendor’s web site for information on any dedicated utilities that may be needed to remove a particular malicious program. If your computer is connected to a local area network, disconnect it from the network.


Scan the whole computer.


If a malicious program is found, follow the guidelines provided by your Internet security vendor. Good security programs provide the option to disinfect infected objects, quarantine objects that may be infected, and delete worms and Trojans. They also create a report file that lists the names of infected files and the malicious programs found on the computer.


If your Internet security software doesn't find anything, your machine is probably not infected. Check the hardware and software installed on your computer (remove any unlicensed software and any junk files) and make sure you have the latest operating system and application patches installed.


If necessary, contact your Internet security vendor’s technical support department for further advice. You can also ask them how to submit a sample file for analysis by a virus researcher.

Sir/Madam,

 
 

    I am directed to refer to this office of even no. dated 21.12.2009 regarding rates of Honorarium for fixation of pay in revised scales consequent on implementation of recommendation of 6th Central Pay Commission was communicated.

 
 

2.    The demand of staff side for extension of the Honorarium rates to those officials entrusted with fixation of Time Related Continuity Allowance (TRCA) and payment of arrears to Gramin Dak sevaks was engaging the attention of the department for quite some time past. Now, the Competent Authority in consultation with Integrated Finance Wing has approved grant honorarium to the officials entrusted with the fixation of Time Related Continuity Allowance (TRCA) and payment of arrears to Gramin Dak Sevaks consequent on implementation of recommendations of One-man Committee and in pursuance of the order no. 6-1/2008-PE.II dt. 09.10.2009. The rates of Honorarium applicable are as under:

3.    The honorarium is applicable to such case where the fixation of Time Related Continuity Allowance (TRCA) has been found to be certified as correct by the Postal Accounts office. The Honorarium shall not be applicable, where the fixation of Time Related Continuity Allowance (TRCA) was done irregularly and paid erroneously.

 
 

4.    The Prescribed ceiling on grant of Honorarium has to be kept in view while payment of Honorarium and on no account should it exceed the prescribed Ceiling.

 
 

5.    The Expenditure for payment of Honorarium has to be met within the Budget Grant provided for the year.

 
 

6.    This issues with the concurrence of Integrated Finance Wing vide their Diary no. 188/FA/10/CS Dated 25.08.2010.

Union Cabinet approved Direct Tax Code (DTC)

Direct Tax Code gets nod


Paving the way for radical reform and simplification in the Direct Tax system the Union Cabinet on Thursday approved the much-talked about Direct Tax Code (DTC) Bill proposing to provide more Income Tax relief to salaried class.

The DTC Bill, which seeks to replace the archaic Income Tax Act, 1961, proposes to raise the Income Tax exemption limit from existing Rs 1.6 lakh to Rs Two lakh, highly placed sources said. The Income Tax exemption limit for senior citizens is proposed to be raised to Rs 2.5 lakh.

Under the moderate tax slab suggested in the DTC Bill the government proposes tax rate of

10 per cent for income between Rs 2 lakh and Rs 5 lakh,

20 per cent for income between Rs 5 lakh -

Rs 10 lakh and 30 per cent for income over Rs 10 lakh.

Currently the Income Tax rate is 10 per cent on income above Rs 1.6 lakh and upto Rs 5 lakh, 20 per cent on income above Rs 5 lakh and upto Rs 8 lakh and 30 per cent on income above Rs 8 lakh.

The first draft of the DTC bill had suggested

10 per cent tax on income between Rs 1.60 lakh and Rs 10 lakh,

20 per cent on income between Rs 10 and Rs 25 lakh and

30 per cent beyond that.

The DTC Bill proposes to levy Corporate Tax at 30 per cent and there will be no cess and surcharge on it, sources said. The DTC Bill will be introduced in the ongoing Monsoon session of Parliament.

The Cabinet at its hour-long meeting chaired by the Prime Minister discussed at length various provisions of the DTC Bill, which will seek to bring about radical reforms and simplification in direct tax structure including the Income Tax rates and exemptions.
The overall thrust of the DTC Bill will be on bringing about simplification of direct tax system including personal Income Tax and Corporate Tax with “an in-built bias” in favour of moderation of tax rates, sources close to the preparation of draft legislation said.
Provisions of the DTC Bill stipulating the tax rates in direct tax front including Income tax and Corporate Tax will come into effect once it the legislation is approved by both houses of Parliament.

The government plans to implement various provisions of the DTC Bill with effect from April One 2011.

It is learnt that the government is likely to introduce the DTC Bill either tomorrow or next Monday in both houses of Parliament. After its introduction the draft DTC will be sent to Select Committee of both houses for scrutiny.

After examining the recommendations of the Select Committee the government will move the DTC Bill for approval of Parliament in the Winter Session.


Later, talking to newspersons, the Finance Minister Pranab Mukherjee said, “The whole objective is that a plethora of exemptions will be limited. (Income) tax slabs will be three. Rate of taxes will be taken in the schedule so that they need not be changed every year,” he said. The Finance Ministry submitted the draft DTC Bill for consideration of the Cabinet after examining responses from various stake holders including trade, industry and corporate sector.
