This is with reference to the above-quoted, The comments/remarks/suggestions as received from various Associations/Federations in response to the letter dated 08-08-2012 quoted under reference above, had been compiled and submitted to Ordnance Factory Board. The Ordnance Factory Board after deliberation upon the subject suggestions/comments in its meeting held on 31-10-2012 has observed that the feasible re-designation may be as under:-
It has been directed to obtain views from all concerned Associations /Federations on the above proposal once again. Accordingly, it is hereby requested to submit/forward your views on the above-mentioned specific proposal immediately so as to reach this office by 22-11-2012, to enable timely compilation and submission to Ordnance Factory Board for consideration, as directed.

Additional DA for Central Government Employees and Pensioners from Jan 2013 – Delays in getting cabinet approval..!
All Central Government employees and Pensioners are expecting the announcement of additional Dearness allowance from Union Government. Today obliviously, Cabinet will declare the enhancement of the Dearness allowance by 8% from Jan 2013 to all Central Government Staff and Pensioners, unfortunately there is no information about the meeting and the agenda yet..! Attention of all OFs is drawn to the provisions contained in Section 11 of the Maternity Benefit Act, 1961 which states as follows:
Nursing Breaks
"Every women delivered a child who retruns to duty after such delivery shall, in addition to the intervals for rest allowed to her, be allowed in the course of her daily work two breaks of the prescribed duration for nursing the child until the child attains the age of 15 months".

Cash Assistance to Pregnant and Lactating Women
The Government of India in the Ministry of Women & Child Development is implementing a centrally sponsored scheme namely, Indira Gandhi Matritva Sahyog Yojana (IGMSY), Conditional Maternity Benefit (CMB) for pregnant and lactating (P & L) women to improve their health & nutrition status to better enabling environment by providing cash incentives to pregnant and nursing mothers. It is being implemented using the platform of ICDS.
The scheme was introduced in October, 2010 on pilot basis now operational in 53 selected districts. The scheme attempts to partly compensate for wage loss to Pregnant & Lactating women both prior to and after delivery of the child. The scheme envisages providing cash directly to the beneficiary through their Bank Accounts/Post Office Accounts, in response to individual fulfilling specific conditions. The scheme covers all pregnant and lactating women above 19 years of age and above for first two live births except Government/PSUs (Central & State).
The Government is conducting an independent evaluation of the scheme in the current financial year 2012-13 to assess the performance of the scheme in the States/UTs. The steps to extend the scheme in all the districts throughout the country will be undertaken on the basis of the results of the evaluation.
This was stated by Smt. Krishna Tirath, Minister for Women and Child Development, in a written reply to the Rajya Sabha today.

Clarification Orders on the payment of terminal benefits and leave salary to MCM in Ordnance Establishments

While implementing this office earlier circular, as issued vide this office even No. dated 05.12.2012, one of our Br. AOs has raised the following doubts for clarification:-
(a) Whether bill of Un-availed Leave salary in respect of MCMs who are in receipt of MACP-III upto 2012, at the time of their retirement, will be kept in abeyance till such time necessary clarification is issued from this end.
(b) Which Grade Pay (Rs. 4200/- or Rs. 4600/-) will be taken into account for calculation of un-availed Leave salary.
The above doubts have been examined and it is decided to restrict the payment of terminal benefit claims including leave salary etc. in respect of the retirees/ death cases taking into account grade pay of Rs.4200/- and not the grade pay of Rs.4600/-, in respect of MCMs who are in receipt of 3rd MACP upgradation in the grade pay of Rs. 4600/- till such time necessary clarification is received from MoD.
In case Govt. agrees to higher Grade Pay of Rs. 4600/- to such MCMs, the arrears for such terminal benefit may be paid to them separately.

Subject : Clarification regarding CD regard for Coronary Angiography and Coronary Angioplasty for CGHS beneficiaries.
With reference to the above mentioned subject the undersigned is directed to draw attention to the Office Memorandum of even Number dated 6/2/2013 and Office Memorandum No.S.11011/23/2009 / Hospital Cell dated 17.08.2010 and other Office Memoranda issued subsequently whereby the CGHS package rates for Coronary Angiography and Coronary NCR and other CGHS cities and to clarify that the package rate for Coronary Angiography and Coronary Angioplasty include the cost of CD record and the medical report for the Coronary Angiography and Coronary Angioplasty performed.

Amendment to SC and ST (POA) Act
The Act is implemented by respective State Governments and Union Territory Administrations. With a view to ensure its effective implementation, following steps are taken by the Ministry:- (i) Central assistance is provided to States/Union Territories, inter-alia, for:- (a) strengthening the enforcement and judicial machinery, (b) relief and rehabilitation of the affected persons, and (c) awareness generation. (ii) Central Government has, by notification dated 23.12.2011, amended rules under the PoA Act and effected an increase -generally of 150% - in the minimum scale of relief for victims of various types of atrocities. (iii) A Committee constituted, in 2006, under the Chairpersonship of the Union Minister for Social Justice and Empowerment, has so far held twenty meetings wherein implementation of the Act in 24 States and 4 Union Territories has been reviewed. Important points emerging from the review are followed up with State Governments. (iv) Offences under the PoA Act are reviewed, inter-alia, in the Conference of Ministers/Secretaries in charge of Social Justice /Welfare, organized by the Ministry every year. (v) The more heinous crimes reported in the media are followed up with the State Governments for effective action. (vi) Dr. Ambedkar Foundation, an autonomous organization under this Ministry, also implements a Scheme to provide relief to SC victims of heinous crimes. (vii) Awareness generation about the provisions of the Act. The Ministry had invited considered views of concerned Ministries, State Government/Union Territory Administrations and concerned agencies regarding amendments in the Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities){PoA} Act, 1989. A Committee under the Chairpersonship of Additional Secretary in the Ministry with members from concerned Central Ministries/State Governments had been constituted in August, 2012, for further considering the matter. The Committee held three meetings, and submitted its report after third meeting on 15.03.2013. Besides it, Union Minister for Social Justice & Empowerment held consultation meetings with concerned Ministers of State Governments, and eminent persons on 20.02.2013 and 14.03.2013, respectively. CENTRAL MINISTER BACKS FOR 7th CENTRAL PAY COMMISSION
Ajay Maken backs cry for seventh pay panel
NEW DELHI: With a little over a year to go before the next general election, the demand for a Seventh Pay Commission has started to gather momentum. Union housing and urban poverty alleviation minister Ajay Maken has taken the lead in endorsing the Central government employees' request for setting up of the new pay panel, citing the erosion of real wages due to high inflation since implementation of the Sixth Pay Commission's recommendations.
In a letter addressed to Prime Minister Manmohan Singh, Maken underlined how every pay panel since the Second Pay Commission, barring the Sixth Pay Commission, were set up in the third year of the decade. "We are again in the third year of the ongoing decade and Central government employees are justifiably looking forward to the Seventh Pay Commission," he said.
Recalling that it was under Singh that the last pay panel was set up in 2005, after the NDA government failed to do so in 2003, Maken, in the communication dated March 14, requested that a decision be "taken on priority" for constitution of the Seventh Central Pay Commission. "A notification for constitution of the 7th Central Pay Commission is the need of the bour, which is bound to have bearing upon about 20 million employees," he said.
Maken concluded by emphasizing that setting up of the new pay panel was in "larger interest of government employees as well as the (Congress) party".
