Running Staff Issues
Special Meeting held between NFIR & AM (Staff), Adviser (IR) etc., of Railway Board at Rail Bhawan, New Delhi on 24th June, 2011 — Position on each issue — reg.
1) DC/JCM Item 2/2010 — Rates of Running Allowances for Loco & Traffic Running Staff Railway Board’s letter No. 2011/E(LR)II/UT 1-5 dated 13-06-2011 to GS/NFIR.
(I) Background
At the outset NFIR pointed out that in the Joint Committee Meeting held in 4th November, 2008, that 30% and 55% pay element should be continued undisturbed. While retaining the pay element the Board had however doubled the kilometerage rates existed then. Subsequently, T.A. rates got revised by over 3 times, causing serious anomaly in kilometerage rates.
(II) In the special Meeting held today (i.e.. 24th June. 2011) at Rail Bhawan. New Delhi. the aberrations and depression in respect of Kilometerage rates. date of effect were explained by NFIR and placed a proposal as given below in brief for consideration of Railway Board.
(a) Since the pay component is inbuilt in RAC 1980 Formula for calculation of Kilometerage allowances, the rates as on 01-01-2006 should have been revised duly multiplying the mean scale of Passenger Driver / Guard with the VIth CPC fixation factor of 2.118 and correspondingly rates should have been fixed with the then existing T.A. rates and National Average kilometer for all categories of Running Staff.
(b) As on 01-09-2008. the revised KMA rates as per (a) above should have been doubled.
(c) The revised rates as per (b) above are due for upward revision by 25% w.e.f. 01-01-2011, as D.A. had crossed 50%.
(III) NFIR has summed up, urging revision w.e.1 01-01-2006 and thereafter making the rates doubled as on 01-09-2008 and be increased by 25% as on 01-01-2011 as explained vide II (a)(b) and (c) above
2) Grant of Additional Allowance in favour of Loco and Traffic Running Staff, extension of recommendation of VIth CPC (all Grades Pay) — DC/JCM Item No.18/2009.
AM (Staff) stated that the issue has been referred to Ministry of Finance and decision is still
awaited. NFIR has however urged that the matter should expedited.
3) Denial of Allowance in lieu of Kilometerage (ALK) to the Medically decategorised Drivers drafted to Continue duties Power/Crew Controllers — DC/JCM Item No.25/2004
After lengthy discussion, it was agreed to process for allowing ALK
4) Medically decategorised Asstt. Loco Pilots — Grant of alternative posts in appropriate Grade Pay — NFIR PNM item No.7/2010.
The Railway Board (AM (Staff) & Adviser (IR) stated that the issue is under consideration. At this stage NFIR has drawn Railway Boards attention to its letter vide No. IV/RSAC/Conf./II dated 23-06-2011 on the EDs Committee Report. Board stated that the points raised by NFIR will be examined for taking appropriate decision.
5) Re-structuring of Running Staff This will be dealt in the ensuing Cadre Restructuring Meetings in which the Federations will take
part.
6) Fixation of pay and rule 1313 (1)(a)(1)(erstwhile FR 22-C) to the staff promoted to the identical scales of pay carrying higher duties and responsibilities — DC/JCM Item No.14/2007
Board stated that the matter has been referred to Ministry of Finance for consideration.
7) Counting of 30% pay element for calculation of pass entitlement — NFIR’s letters No. 1/15 Pt.1 dated 30-03-2011 & 23-06-2011.
It was stated by the Board that the points raised by NFIR are being considered.
8) Merger of Dearness Allowance equal to 50% of basic pay w.e.f 01-04-2004 — Reckoning as pay for running staff— NFIR DC/JCM Item No. 15/2009.
No finality. Issue is yet to be resolved.
