The difference between pre-Islamic Ramadan and Islamic Ramadan is, pre-Islamic Ramadan was practiced by a Pagan tribe in Arabia, and Islamic Ramadan is practiced by Muslims all over the world.

During Ramadan, Pagan Arabs used to abstain from food, water, sexual contact etc. Muslims practice the same Pagan Ramadan rituals.
It is a well-known fact that Islam adapted the Pagan practice of fasting. There is a Hadith in Sahih Bukhari that mentions the ritual.
Bukhari 5:58:172 – Narrated Aisha: ‘Ashura was a day on which the tribe of Quraish used to fast in the pre-lslamic period of ignorance. The Prophet also used to fast on this day. So when he migrated to Medina, he fasted on it and ordered (the Muslims) to fast on it. When the fasting of Ramadan was enjoined, it became optional for the people to fast or not to fast on the day of Ashura.’

The fasting for Ashura (10th of Muharram) originated from a Quraish Pagan practice. Ramadan fasting came later from Sabian tradition. Sabians are mentioned in several verses of the Quran [al-Baqarah 2:62], [al-Hajj 22:17] , [al-Maa’idah 5:69] along with Christians and Jewish. Sabians, a non-Muslim Iraqi tribe, believed in monotheism, observed fasting 30 days a year, and prayed 5 times a day.
Pre-Islamic Pagans prayed five times a day facing Mecca. Persian Zoroastrian tribe prayed five times a day too, in the direction of the Sun or fire temple. Before prayers, Zoroastrians cleaned themselves or practiced ablution. Ablution and the prayers for 5 times are not something Islam invented. The Hadith [Sahih Bukhari Book 8, no. 345] tells us that when Muhammad met Allah in heaven, Allah demanded 50 prayers per day. But with the help of Moses, Muhammad bargained with Allah and finally he was successful to reduce 50 prayers per day to 5 prayers per day. Even the Quran (4:28) says, ‘God wishes to lighten your burden, for the human being is created weak’.

Apparently, China realizes what the West doesn’t – bet you never thought you’d read that here – namely, that Islam is very dangerous. It’s kind of ironic that the oppressive nation sees what free nations don’t: Islam will turn nasty. It always does. Everywhere the religion/political ideology has been given an inch, they’ve taken a mile. Like a rabid dog, once it gets strong enough, it will bite us.

So what is China doing? It’s declaring an all-out war to make sure Islam doesn’t take over and never gains the strength to attack them. So let me simplify it:

– Female head-coverings are banned. Period. 

– Men are discouraged from growing long beards (often poorly grown ones, might I add).

– Even Islamic restaurants are forced to sell cigarettes and drinks. And …

– They must display them prominently. Any business owner who does not follow this order…will lose their business. Gone.

They’re not tolerating Islam at all. That simple. China sees what’s happening to the West. It sees what happened in France, throughout the European world, in Boston, and even in Texas. And that’s just the tip of the iceberg! They see it, and they’ve decided to stop any kind of political Islamic plague before it grows out of control.

In other words: China learns. Unlike our inept government, it realizes, ‘Hey, Islam wants destroy us.’ It realizes that Islam is political in nature, not just religious. Don’t get me wrong: communism is terrible, but it’s also what absolves China from the shackling burdens of political correctness. They’d rather survive than be politically correct.

Ah well. Maybe one day, the West will realize that freedom can’t exist for those who want to take your freedom. I mean, that’d kinda be like telling your murderer it’s his right to murder you. Wait… what?

China bans Ramadan fasting in Muslim province

Students and civil servants in China's Muslim northwest have been ordered by the state to avoid taking part in traditional fasting during the Islamic month of Ramadan.
Statements posted in the past week on websites of schools, government agencies and local party organisations in the Xinjiang region said the ban would protect students' wellbeing and prevent the use of schools and government offices to promote religion, the AP news agency reported on Thursday.
Statements on the websites of local party organisations said members of the officially atheist ruling party should also avoid fasting, although the month of Ramadan, which began at sundown on June 28, is observed by Muslims. 

"No teacher can participate in religious activities, instill religious thoughts in students or coerce students into religious activities," said a statement on the website of the "Number 3 Grade School" in Ruoqiang County in Xinjiang.
The news agency reported that cities in Xinjiang had set up news portals saying that fasting was detrimental to the physical wellbeing of young students, and also have called in retired teachers to stand guard at mosques in order to prevent students from entering.
Similar bans have been imposed on fasting in the past. This year's ban was unusually sensitive because Xinjiang is under tight security following a number of attacks that the government blames on Muslim rebels who allegedly have ties with foreign armed groups.
On Tuesday, authorities in some communities in Xinjiang held celebrations of the anniversary of the founding of the Communist Party and served food to test whether Muslim guests were fasting, according to Dilxat Raxit, spokesman in Germany for the rights group World Uyghur Congress.
"This will lead to more conflicts if China uses coercive measures to rule and to challenge Uyghur beliefs," Dilxat Raxit told AP.
Violence has escalated in recent years in Xinjiang. The ruling party blames rebels who it says wants independence, while members of the region's Uyghur ethnic group complain that discrimination and restrictions on religion, such as a ban on taking children to mosques, fuels anger at the ethnic Han Chinese majority.
Wary of religious activities
An attack on May 22 in the regional capital of Urumqi by four people who threw bombs in a vegetable market killed 43 people, including the attackers.
On June 22, police in Kashgar in the far west said they killed 13 attackers who drove into a police building and set off explosives, injuring three officers. Authorities have blamed two other attacks at train stations in Urumqi and in China's southwest on Muslim rebels.
The government responded with a crackdown that resulted in more than 380 arrests in one month and public rallies to announce sentences.
According to AP, the ruling party is wary of religious activities which it worries might serve as a rallying point for opposition to one-party rule. Controls on worship are especially sensitive in Xinjiang and in neighbouring Tibet, where religious faith plays a large role in the local cultures.

2. In the window opened click on the button 'Click here to view Beneficiary Details'

3. Click on the button 'Login with Beneficiary ID'

4. In the window opened click on the button 'Register Here'

5. In the window opened enter the details and click on button 'Register'

a) Enter the Beneficiary ID No, date of Birth and the Mobile Number. In case the details entered are matching with data in CGHS Data base a system generated ’One time pass word (OTP) ' will be sent to the registered mobile phone by SMS

b) If, there is a message "details for selected beneficiary not found" please check the details entered or contact CMO i/c of CGHS Wellness Centre for correction of Data / Mobile Phone number in the CGHS Data base

c) In case the pass word is forgotten click on button ’Forgot pass word’ and follow the steps.

6. Once the pass word is received, please go back to Beneficiary sign in page and login using the Beneficiary ID No and password

7. In the window that opens one of the options is 'Update Aadhar No.’ Please click on the button and enter the Aadhar Numbers of the family Members and save.

YEARLY INCREMENT DRAWN ON 1st JULY

Guidelines for Central government Staff check over Increment(1st July) Drawn every years

Some of the employees are having doubts about eligible of increment, in case of remaining on leave as on 1st July of every year, (Annual increment date). To clear those doubts, some guidelines are given below for the awareness of the Central Government Staff, regarding drawing of increment in case of remaining on leave on 1st July every Year.

i. Drawl of increment after 6th CPC Implementation

With effect from 01-01-2006, Increment is drawn at the rate of 3% per year on pay +Grade Pay, drawn by the official in the previous year. For getting this Increment, 6 Months Service from 1st July to 30th June to next year is needed. So, officials availing more than 6th months EXOL without Medical certificate and remaining under suspension, not regularized as duty, will not get increment as on 1st July. Therefore staffs are advised to see that increment drawn, in case of six months eligible service rendered by them from 1st July of last year, to 30th June of next year.


ii. When increment will be drawn in case of officials availing leave on 1st July of the year?

Officials are going on leave during first July, without knowing that Increment will be drawn to them, only on return from leave. The period of leave admissible for getting increment, and not admissible, are given in the table below.

 1.Casual Leave (CL)
 1.Earn Leave (EL)
 2.Restricted  Holiday (RH)
 2. Leave not due (LND)

 4. Paternity Leave (PL)

 5. EXOL (With and Without Medical Certificate)

 6. Commuted Leave (With and Without Medical Certificate)

 7.Half Pay Leave (HPL)


For Example: If an official preceded on Earn leave (EL) / Commuted Leave / Half Pay Leave (HPL), and EXOL with Medical certificate from first July of the Year, he will get his increment, after period of the leave, on the date of rejoining. On 1th July of that year, suppose he processed 45 days of any kind of leave, he will get his increment only on 15th August of that Year. Therefore, it is advisable to be on duty on 1st July, and to proceed on Leave, after 1st July of any year.

From the below illustration, if an employee was on EL for 45 days from 11-06-2015 to 25-07-2015 and reported to duty on 26-07-2015, increment will be drawn as follows:

From 11-06-2015 to 25-07-2015 → pay and allowances will be drawn @Rs.10000+2400 =12400 as leave salary

From 26-07-2015 to 31-07-2015 → pay and allowances will be drawn @ Rs.10380+ 2400=Rs.12780 (by adding due increment of 3% after return from leave)

For services rendered for 6 months of qualifying service in a post, between the period from 1st July of previous year and 30th June of the current year, i.e from the date of last drawl of increment in the previous year, Increment can be drawn on 1st July.

i. Effect of dies non period and EXOL without Medical Certificate

Period’s dies non, and availed EXOL without medical Certificate, those periods could not be counted as eligible qualifying service for getting increment, as per rules. Therefore, staff are advised to avail EXOL with on Medical Certificate only, as much as possible up to the limited period of 6 months, if not, they will lose increment as on 1st July, and they are able to get their next increment only on1st July of Next Year. Therefore, all officials joining newly or promoted to higher posts, should avail EXOL on Medical Certificate (or) should not be absent without sanction off leave by the leave sanctioning authority so as to avoid avoiding dies non for the period 1st January to 30th June of that year.

ii. Determination of increment amount every year

Increment is drawn on 1st July of every year, which causes increase in the Pay and Grade Pay last drawn as on 30th June. If the amount arrived is one and above, it will be raised to next ten rupees. In case, if it is less than one rupee, the increase will be ignored and the round figure arrived by 3% increase, will be shown as increment.

iii. Giving option for drawl increment on getting promotion before increment date

The officials given option for fixing of their promotional pay,after accrual of increment on 1st July, they should see that two increments are drawn on 1st July (Annual increment) and another three percentage increase (as notional increment for promotional purpose)

A government servant is drawing pay of Rs.10000+2400 as Grade Pay in the Pay Band I 5200-20200+2400 with effect from 01-01-2014. He was promoted to higher post carrying Grade Pay of Rs 2800 and involving higher responsibility, in the same Pay Band, on 15-01-2015 and he exercised option to fix his promotional pay.

In this case, his pay will be fixed as follow.

The attention of all central government employees is on the 7th Pay commission which is going to be implemented on 1/1/2016. We come to hear that the meetings convened to know the demands of the employee federations of various departments have come to an end and in the month of August, the commission is going to submit its recommendations to the government.

When all this is happening on one side, there is an unknown sense of fear and unease in the minds of the central government employees. The reason for this is the thought that there might a change in the retirement age of employees. Will the retirement age be reduced? Nobody could stop this question from arising in the minds of employees. Even when the government has clearly announced that the retirement age will not be reduced, there is still doubt and confusion in the minds of the employees.

Nation's economic growth; employment for youth and the increase of work efficiency in offices and factories thereby can happen but at the same time thousands of employee families will be very adversely affected. 

In order to repay: the housing loan installment applied with the desire of owning a house, the loan arranged for children's betterment, the money owed due to marriage expenses, the employees would have considered their service period as extending up to the age of 60. When the retirement age is suddenly reduced, the consequences appear unthinkably terrifying.

Everybody really accepts that graduated and unemployed youth should be given jobs. No doubt, in a country like ours which has lakhs of unemployed youth, a reduction of retirement age will be desirable. 

Considering the future of India, a new pension scheme was introduced and is in force now for the employees who joined after 1/1/2004, like this for those who join employment after a certain date (for example, from 1.1.2016), the retirement age can be reduced from 60 to 58 or even to 56. Nobody will be affected due to this. Those who join service, will know their retirement age well before and so will make their future plans accordingly. Due to this method, there is no problem for the employees who are in service presently. Also, the new employees will not be affected. If the government has plans of reducing retirement age this can be a suitable solution.

Centre should implement One Rank, One Pension immediately: Congress

Congress asked the Union government on Monday to immediately implement 'One Rank One Pension' for ex-servicemen who have been protesting over delay in implementing the policy.

Referring to Prime Minister Narendra Modi's announcement to implement the scheme, Congress spokesperson P L Punia asked when it would done.

"During (2014 Lok Sabha) poll campaign, they asserted they will allow One Rank, One Pension. But what happened now? In his radio programme Mann Ki Baat he says he will do it. Do it, but when? He should tell or whether this too will remain mere announcement? The ex-servicemen today find themselves cheated. Then UPA-II Government's decision should be implemented and we support the ex-servicemen's agitation. We are part of their fight," Punia said.

He also came down heavily on Defence Minister Manohar Parrikar's reported remarks that importance of Indian Army has gone down because it had not fought any war in past 40 years, saying the BJP leader should refrain from making such statements.

"Defence Ministry is a very sensitive Ministry. And the Minister must think well before speaking. He keeps giving such statements which are irresponsible and he should refrain from making such statements," he said.

Referring to the attack on a journalist in Uttar Pradesh's Pilibhit yesterday, Punia said the situation the state was "grim" and demanded Chief Minister Akhilesh Yadav to "sternly" act against culprits.

The journalist, Haider, was allegedly attacked by four persons while he was working on robbery report.

Reacting to media reports that 53 per cent of accounts opened by Centre under Jan Dhan Yojana have become inactive, Punia said it has been dumped into cold storage by BJP.

"They launch any programme with lot of fanfare and dump it in cold storage. They opened 10 crore accounts with much fanfare. But according to media reports, 53 per cent of it have become inactive due to non-transaction. The accounts will work only if there is arrangement for transaction," he said.

Retired Defence Personnel Protesting Over One Rank One Pension Begin Relay Hunger Strike

NEW DELHI:  Ex-servicemen across the country began an indefinite relay hunger strike today, demanding that the government announce a date for the introduction of the 'One Rank One Pension' policy.
Hundreds of retired defence personnel held protests yesterday too, and sought President Pranab Mukherjee's intervention. Defence Minister Manohar Parrikar has assured them the "promises" made would be kept and that they should be "patient".

The OROP was a key poll promise of the BJP-led government, but its introduction has been delayed. What made it more difficult was that it involved various departments. Sources told NDTV that the file is shuttling between the finance and defence ministries.
The Narendra Modi government has said that it is committed to the policy but has refused to specify a timeline for its implementation. Last month, the Prime Minister touched upon the issue during his monthly radio address, Mann ki Baat, saying, "You have been patient for 40 years, wait for some more time. This is a complex issue... I promise we will hold discussions and resolve it."

"The Prime Minister's voice still echoes in our minds when he roared at the ex-servicemen rally on September 15, 2013, in Rewari and demanded a white paper on OROP from the UPA Government. He did not stop there, but declared that had there been BJP government in 2004, OROP would have been a reality by now," read a statement released by the Indian Ex-Servicemen Movement, which is spearheading the agitation.

The scheme seeks to ensure that defence personnel who retire at the same rank and with the same length of service, will get equal pension, irrespective of when they retired. Close to 22 lakh ex-servicemen and over six lakh war widows stand to be its immediate beneficiaries.

Currently, the pension for retired personnel is based on the Pay Commission recommendations at the time when he or she retired. So, a Major General who retired in 1996 draws less pension than a Lieutenant Colonel who retired after 1996.
