Reference is invited to this Department’s O.M. of even number dated 16th February, 2012 and subsequent reminder dated 9th March, 2012 on the subject mentioned above.
2. The requisite information viz. recommendations of the DPC alongwith vigilance clearance of all the eligible officers who are working in their Cadre Units, including those who had been transferred to their Cadre Units from other Cadre Units on their ad-hoc promotion to PA grade of CSSS, and duly filled –in option form (Annexure-VI) from the concerned officers have not yet been received from your Ministry/Department even after a lapse of considerable time. It is, therefore, requested that the requisite information may kindly be furnished to this Department Without any further delay.

Reference: This office earlier circular no.Pay/Tech-I/01 (6th CPC)/2011/04 DTD 11/04/2011.
Kindly refer to the matter regarding payment of OT & PL Bonus to the erstwhile Asst. Foreman/Foreman/Storeholder whose posts are now stands merged with the post of JWM – a Group ‘B’ Gazetted Post, w.e.f 1/1/2006.
2. While implementing the order based on OFB’s circular dtd 04/02/2011, this office raised the issue regarding regularisation of PL Bonus/OT in respect of these JWMs, who now falls under Group-B Gazetted and as such who are not entitled to Bonus/OT as per the extant order. OFB was requested vide our letter dtd 19-04-2011 to take up the matter with Ministry for their consideration and issue of necessary orders. The reply in this regard has not been received till date.
3. In this connection, this office is of opinion that the incumbents were detailed on OT and were paid for it as per the then existing entitlement for the post. Hence, recovery of the amount due to upgradation of the posts retrospectively w.e.f 1.1.2006 is not justified. However, regularisation/sanction due to retrospective withdrawal of entitlement to OT/PL Bonus as a result of up-gradation of the pots is required.
However the matter has been referred to OFB for taking up the case with the Ministry for regularisation action. Till such time the recovery of OT already made may be kept in abeyance, however, it may please be ensured that payment of OT arrear to these officers for the period in question may not be released pending receipt of Govt. orders.

Subject: Continuation of ad-hoc appointments in PS Grade of CSSS – reg.
The undersigned is directed to refer to this Department’s OM No. 4/2/2011-CS-II dated 8.11.2011 and O.M. of even number dated 29.12.2011 on the subject mentioned above and to say that further continuance of the ad-hoc appointments has been reviewed in this Department. Since availability of regular PS of CSSS through normal modes of recruitment prescribed under the CSSS through normal modes of recruitment prescribed under the CSSS Rules is likely to take some more time, it has been decided with the approval of the competent authority that the tenure of ad-hoc appointments in the PS Grade of CSSS be extended for a further period upto 30.09.2012 or till regular PS of CSSS become available, whichever is earlier.
2. Other terms and conditions mentioned in the OM of even number dated 31.05.2006 will remain unchanged.

India Post's gold offer for Akshaya Tritiya
HYDERABAD, APRIL 16: India Post is offering 6 per cent rebate on gold coins of various denominations this Akshaya Tritiya, according to the Chief Postmaster General, Andhra Pradesh Circle. Buying gold is an important aspect of the festival that is on April 24 this year. The festival offer will be available at designated post offices across Andhra Pradesh on gold coins of 0.5 g, 8 g, 10 g, 20 g and 50 g of 24 carat and 99.99 per cent purity, a press release said. India Post, in association with the World Gold Council and Reliance Money Infrastructure Ltd, began selling gold coins made by Switzerland's Valcambi in 2008. Turmeric lowers heart attack risk post surgery
Turmeric may help lower heart attack risk in people post bypass surgery, thanks to curcumin, the yellow pigment present in the spice which has antioxidant and anti-inflammatory properties. Bypass surgery improves blood supply to the heart muscle. However, during the surgery that is usually performed with the heart stopped, the organ can be damaged by prolonged lack of blood flow, increasing the patient’s risk of heart attack. The new findings suggest that curcumins may reduce such risks when added to traditional drug treatments. The results need to be confirmed through further research, said Wanwarang Wongcharoen from Chiang Mai University in Thailand, who led the study, the American Journal of Cardiology reported. Researchers at the Thai university studied 121 patients who had non-emergency bypass surgery between 2009 and 2011. Half the patients were given one-gram curcumin capsules to take four times a day, starting three days before their surgery and continuing for five days afterwards. The other half took the same number of drug-free placebo capsules. The researchers found that during their post-bypass hospital stays, 13 per cent of the patients who’d been taking curcumins had a heart attack, compared to 30 per cent in the placebo group. After accounting for any initial pre-surgery differences, Wongcharoen and his colleagues calculated that people on curcumins had a 65 per cent lower chance of heart attack. “It’s very, very encouraging,” said Bharat Aggarwal of the study. Aggarwal works with the MD Anderson Cancer Center in Houston, Texas, which studies the use of curcumins in cancer therapy, according to the Daily Mail. According to researchers, it is likely that the antioxidant and anti-inflammatory properties of curcumin may have helped limit heart damage in the patients. Online RTI remains far cry for NRIs
NEW DELHI: Indians living abroad would have to wait longer for a convenient process of filing Right to Information (RTI) applications online. The issue seems stuck for the next six months as government departments are going slow on finalising the procedure. Department of posts had offered its e-commerce portal of department of posts at to help Indians living abroad in filing RTI applications. The matter is stuck now as Reserve Bank of India (RBI) has put a number of technical conditions, including security issues, before the service can be opened up for the consumers. The Department of Personnel and Training (DoPT), the nodal department for implementation of the Act, has also not provided the requisite information to start the project. Indians living abroad had been finding it difficult to use RTI Act effectively as the government had not made specific rules to pay the mandatory fee of 10 in foreign currency through the Indian embassies and high commissions. Applicants were largely depending on their friends back in India to pay the RTI fee. Department of posts had proposed a user-friendly way to generate a postal order of 10 for the customers through its own payment gateway on the portal. The applicant would login to the website and go to "RTI counter" on the portal. Registration would be mandatory for first time applicant. The process would capture basic information about the applicant. The applicant would file RTI application in the format provided on the portal and upload his passport copy. After this, the applicant would buy an electronic postal order for paying the RTI fee. The postal order would be generated from a special series and would be captured by the application. It would then be assigned to the Public Information Officer (PIO) of the department chosen by the applicant. The PIO would log into the system and confirm receipt of fee. A senior official said, "There are several issues that RBI has posed. We will have to sort them out." According to sources, Department of Posts would require a database for all the PIOs so that it can give unique ids and passwords to them. However, the department has not got the information from DoPT for the past two months. RBI has asked the department to create a unique software solution. Consequent upon grant of another installment of dearness allowance with effect from 01st JANUARY, 2012 to Central Government Employees, vide Government of India, Ministry of Finance, Department of Expenditure O.M. No.1(1)/2012-EII(B), dated 3RD APRIL,,2011,duly endorsed vide this Department's letter no.8-1/2012-PAP Dated 3.4.12, the Gramin Dak Sevaks (GDS), have also become entitled to the payment of dearness allowance on basic TRCA at the revised rate with effect from 01-01-2012. It has, therefore, been decided that the dearness allowance payable to the Gramin Dak Sevaks shall be enhanced from the existing rate of 58% to 65% on the basic Time Related Continuity Allowance, with effect from 1st JANUARY, 2012. 2. The payment of arrears of dearness allowance for the month of JANUARY to MARCH, 2012, shall not be made before the date of disbursement of TRCA of March, 2012. 3. Krishnan, Secretary General, NFPE has formally launched the website today at 13.00 hours. The following is the message of Secretary General. AWAKE! ARISE!! UNITE COMRADES!! RALLY ROUND NFPE Dear Comrades, History has its own course. Nobody can prevent it. The Gramin Dak Sevaks (GDS) Union was formed in the year 1999 by NFPE with the guidance and blessings of Com. K.Adinarayana, the Legendary Leader who scarified his whole life for the emancipation of GDS. But the union was hijacked by a group of persons who are totally against NFPE and thus Com. Adi and NFPE was cheated. They even prevented the GDS employees from shouting the slogan - “NFPE ZINDABAD”. They looted the GDS money in lakhs and crores. They purchased flats and buildings. All the benefits achieved by the NFPE through continuous struggle was snatched away by the Government one by one during the period from 1999 to 2011. Sufferings of the GDS increased but the ‘anti-NFPE group” could not do anything. Neros were fiddling when the Rome was burning. They continued to blame NFPE for their inefficiency. They published open letters in their journal challenging the NFPE leadership. Through money power and muscle power this “anti-NFPE group” tried to silence all those who questioned the leadership and those protested were sent out of the union in a most undemocratic manner and adhoc-committees were appointed dismissing the duly elected bodies. Even in the earlier All India Conference, GDS delegates who contested against the leadership were not allowed to contest and were brutally attacked and thrown out from the conference hall. It is at this juncture, the majority of the GDS delegates who attended the All India Conference held at Amaravathi decided to shape their own destiny. The new union of the GDS called “All India Postal Employees Union GDS (NFPE)” was formed on 7th April 2012 by the majority of the delegates. Thus the broken link of GDS with NFPE is restored after a long gap of twelve (12) years. Those black days are over. Once again the GDS are going to march forward under the banner of NFPE. We shall fight together for the cause of GDS. We shall fight against the Govt. which is totally unsympathetic towards the three lakhs Gramin Dak Sevaks. In this joint struggle we shall abide by the great traditions of Com. Tarapada Mukherjee, Dada Ghosh, K.G.Bose, N.J.Iyer and Com. Adinarayana. Com: Adi, who fought many a battle for the emancipation of GDS shall be our guiding spirit and the mighty National Federation of Postal Employees (NFPE) shall be our hope and inspiration. No.1(1)/2011/TA/292 Ministry of Finance Department of Expenditure Controller General of Accounts Dated 31st March, 2012 Office Memorandum Sub:- Payment to Government servants other than salary etc. through e- Payment from 1st April 2012 The Central Government Account (Receipts and Payments) Rules,1983 have been amended, inter alia, to provide for issue of Payment advices to the bank for direct credit by electronic transfer to the specified bank account of the payee. As per the amendments, the Government servants are, permitted to receive their salary by direct credit to their bank accounts through payment advices, at their option Further, the amendment also provides that all payments to government servants other than salaries exceeding the limits as specified from time to time, shall be through payment advices. 2. In accordance to the above, with effect from 1st April 2012, all Ministries/Departments of the Government of India are directed to make all payments to government servants, other than salary, above Rs.25,000. by issue of payment advices, including electronically signed payment advices. 3. Further in accordance to the amended rules, with effect from 1st April 2012, all Ministries/Departments of the Government of India are directed to make all payments towards settlement of retirement /terminal benefits such as gratuity, commuted value of pension, encashment of leave salary,CGEGIS, withdrawals from General Provident Fund, etc. by issue of payment advices, including electronically signed payment advices. 4. All Ministries! Departments and Heads of Accounting Organisations are requested to ensure the compliance of above instructions by Pay & Accounts Offices/ Accounts offices and other payment units under their control. 5. [TO BE PUBLISHED IN THE GAZETTE OF INDIA, EXTRAORDINARY, PART II, SECTION-3, SUB-SECTION (I)] Government of India Ministry of Personnel, Public Grievances and Pensions Department of Personnel and Training NOTIFICATION New Delhi, the 4th April, 2012. G.S.R.....- In exercise of the powers conferred by the proviso to article 309 read with clause (5) of article 148 of the Consititution and after consultation with the Comptroller and Auditor General of India in relation to persons serving in the Indian Auditor and Accounts Department, the President hereby makes the following rules further to amend the Central Civil Services (Leave) Rules, 1972, namely:- 1. (1) These rules may be called the Central Civil Services (Leave) (Third Amendment) Rules, 2012. (2) They shall come into force on the date of their publication in the Official Gazette. 2. In the Central Civil Services (Leave) Rules, 1972, (hereinafter referred to as the said rules), in rules 43-AA, the existing "Note" shall be numbered as "Note I" and after Note I as so renumbered, the following note shall be inserted, namely :- Note 2:- "Child" for the purpose of this rule will include a child taken as ward by the Government servant, under the Guardians and Wards Act, 1890 or the personal law applicable to that Government servant, provided such a ward lives with the Government servant and is treated as a member of the family and provided such Government servant has, through a special will, conferred upon that ward the same status as that of a natural born child". 3. In the said rules, in rule 43-B, the following note shall be inserted, namely: 'Note :- “Child” for the purpose of this rule will include a child taken as ward by the Government servant, under the Guardians and Wards Act, 1890 or the personal Law applicable to that Government servant, provided such a ward lives with the Government servant and is treated as a member of the family and provided such Government servant has, through a special will, conferred upon that ward the same status as that of a natural born child".
