50 paise postcard costs Rs 7 to postal department
A postcard which is sold for 50 paise actually costs the government Rs 7, according to an RTI response from the postal department listing the costs incurred by it on such services which are proving to be loss-making propositions for it.
In the year 2012-13, the per unit revenue earned from the sale of postcards was 50 paise whereas, to keep the service running, the per unit cost came to Rs 7.18, down from Rs 7.50 during 2010-11, the department said in its RTI response.
Similarly, the printed postcard was bringing a revenue of Rs 6 although the cost incurred on it was Rs 7.19 per unit in the year 2012-13. The RTI query further found that the cost of a letter card was Rs 7.18 per unit whereas the revenue earned from it was Rs 2.50.
The postal department also incurs a loss in dispatching registered newspapers with the per unit cost for a single dispatch being Rs 10.59 while Rs 20.79 is the cost for sending newspaper bundles. However, the revenue earned is a meagre 59 paise for single and Rs 1.63 for bundled dispatches, the reply said.
The postal department also said that while insurance is offered at Rs 55.24, its cost was almost three times at Rs 141.82 during 2012-13. Each dispatch of a book packet costs the department Rs 9.51 but the revenue earned by it for every delivery is Rs 2.90.
Each parcel brings revenue of Rs 40.69 while the cost incurred for sending the same is Rs 46.58. Printed books gave a revenue of Rs 2.90 to the department while the cost of dispatching such material was Rs 12.44, it added.
The response provided to applicant SC Agrawal said, "It is submitted that no annual profit and loss account is prepared in this section. However, allocation of expenditure and revenue to around 30 services is being maintained every year as an annual costing exercise on the basis of data received from different sections of the directorate."

All India Services (Conduct) Rules, 1968 Amended
The Government of India has amended All India Services (Conduct) Rules,1968, in rule 3(1) after sub-rule (1) by inserting sub-rule (1A) and rule 3(2) after sub-rule (2A) by inserting sub-rule (2B) and these rules are called the All India Services (Conduct) Amendment Rules, 2014.
Under sub-rule (1A), every member of the Service shall maintain:-
(i) High ethical standards, integrity and honesty;
(ii) Political neutrality;
(iii) Promoting of the principles of merit, fairness and impartiality in the discharge of duties;
(iv) Accountability and transparency;
(v) Responsiveness to the public, particularly to the weaker section;
(vi) Courtesy and good behaviour with the public.
Under sub-rule (2B), every member of the Service shall:-
(i) Commit himself to and uphold the supremacy of the Constitution and democratic values;
(ii) Defend and uphold the sovereignty and integrity of India, the security of State, public order, decency and morality;
(iii) Maintain integrity in public service;
(iv) Take decisions solely in public interest and use or cause to use public resources efficiently, effectively and economically;
(v) Declare any private interests relating to his public duties and take steps to resolve any conflicts in a way that protects the public interest;
(vi) Not place himself under any financial or other obligations to any individual or organisation which may influence him in the performance of his official duties;
(vii) Not misuse his position as civil servant and not take decisions in order to derive financial or material benefits for himself, his family or his friends;
(viii) Make choices, take decisions and make recommendations on merit alone;
(ix) Act with fairness and impartiality and not discriminate against anyone, particularly the poor and the under-privileged sections of society;
(x) Refrain from doing anything which is or may be contrary to any law, rules, regulations and established practices;
(xi) Maintain discipline in the discharge of his duties and be liable to implement the lawful orders duly communicated to him;
(xii) Be liable to maintain confidentiality in the performance of his official duties as required by any laws for the time being in force, particularly with regard to information, disclosure of which may prejudicially affect the sovereignty and integrity of India, the security of State, strategic, scientific or economic interests of the State, friendly relation with foreign countries or lead to incitement of an offence or illegal or unlawful gains to any person;
(xiii) Perform and discharge his duties with the highest degree of professionalism and dedication to the best of his abilities.

OFFICE MEMORANDUM
Subject: Revision In the rates of Personal Pay In respect of Central Government employees for participating in sporting events and tournaments of national/international Importance.
The undersigned is directed to refer to this Department’s OM of even number dated 19th September, 2013 in terms of which sportsperson is entitled to revise the amount of personal pay subject to a minimum of Rs.210/ per month as indicated In Column 7 of Annexure to this OM. This revised rate is applicable prospectively w.e.f. 1.9.2013 from the date of Issue of this OM.
2. References are received from various Ministries/Department about the applicability of this OM prior to 1.9.2013. It is clarified that as the revised rate of personal pay has been made effective prospectively from 1st September, 2013, sportspersons who have achieved excellence In sporting events of national and International events falling between 1.1.2006 to 31.82013 are entitled to personal pay as per OM No.6/1/97-Estt(Pay-1) dated 8th August, 2001, read with 0M No13/26/92-Estt(Pay-1) dated 23.10.2001. The revised rate of personal pay is applicable w.e.f. 1.9.2013 as indicated in Column 7 of the Annexure of OM dated 19th September, 2013.

While replying to a question regarding sensitive posts in Central Govt Organization in Parliament on 30.7.2014, Minister Dr.Jitendra Singh said that the Central Vigilance Commission and the Government have issued instructions for effecting rotational transfers of officials posted on sensitive posts in each organization which offer scope for corruption.
As per Commission’s instructions issued vide letter Nos. 98/VGL/60 dated 15.04.1999, 02.11.2001 and 004/VGL/90 dated 01.05.2008, 04.01.2012 (for public sector banks) and 11.09.2013, it was prescribed that Ministries/Departments/
Identification of sensitive posts and effecting rotational transfers are continuous processes, and the Commission has asked the CVOs of the organizations to ensure strict implementation of Commission’s guidelines.
As per the functions and powers of the Central Vigilance Commission under Section 8 (1) (c) of the Act, the Commission shall inquire or cause an inquiry or investigation to be made on a reference made by the Central Government in respect of a public servant. Further, the Commission causes inquiry/investigation on complaints received by it under Section 8 (1) (d) of the CVC Act.
Complaints received are processed as per the Complaint Handling Policy of the Commission. Complaints received in the Commission are scrutinized and wherever specific and verifiable allegations of corruption/having vigilance angle are noticed, the complaint are forwarded to CVO/CBI for conducting investigation/inquiry into the matter and submission of report. Details of complaints received during the last three years and the advice tendered by the commission are annexed.

Sub: Interaction meeting with 7th Central Pay Commission on INDWF memorandum – reg.
Indian National Defence Workers Federation is one of the constituents of National Council JCM representing the Central Government employees including Defence. On behalf of National Council JCM being one of the constituent organisations have prepared a common memorandum consisting on the issues of Pay and Allowances and Terminal Benefits as well as retirement benefits etc., for which we are also party and unanimously accepted.
On the issues pertaining of Defence Civilian Employees to which this Federation is representing a separate memorandum has been prepared and submitted to the VII Central Pay Commission and was sent by e-mail as well as hard copy was handed over to the commission on 30.07.2014 at the office of VII CPC for consideration.
Defence Civilian employees consisting around 3.75 Lakhs next to the Indian Railways which is the second largest Central Government employees in India. These employees are mostly covered under the Factories Act and working in Industrial Establishments such as Ordnance Factories, DRDO, EME, AOC, MES, DGOA, DGAQA, Airforce, Navy, Army installations including Technical, Clerical, Storekeeping, Scientific, Paramedical, Teaching Staff, Security, Fire Staff and so on.
The Defence Civilian Staff are considered as fourth Arm of the Defence force in India and working side by side alongwith service personnels of the Armed Forces.
To consider the unique activities of the Defence Civilian employees we have proposed certain improvement and grant of benefit to Defence Civilian at par with service employees by the Pay Commission for a discussion alongwith the representatives fo the concerned Departmental category. The interaction meeting may also be convened for explaining the case of miscellaneous and isolate categories.
We request you to kindly consider to give dates for us in advance in a month’s time keeping in mind the holidays during the period to prepare ourselves to meet the Pay Commission. If the tentative dates are conveyed to us it will enable us to keep our other programmes accordingly so as to keep time spared for the meeting the commission.

In Parliament Dopt Minister Shri Dr.Jitendra Singh said in a written reply to a question on 5.8.2014 regarding confirmation of Central Government employees after probationary period.
He said, the onus of confirmation lies with the Organisation concerned. As per the extant instructions on satisfactory completion of the period of probation or extension thereof, the Government i.e the employer/Organisation may confirm a temporary Government servant from the date of completion of the period of probation or extension thereof.
As per extant instructions, the confirmation of a Government Servant is delinked from the availability of permanent vacancy in the grade. In other words, an officer who has successfully completed the probation, as prescribed under relevant rules, may be considered for confirmation.
Under Rule 23 of Central Civil Services (Classification, Control & Appeal) Rules, 1965, an employee has the right to appeal against any Order which denies or varies to his disadvantage his pay, allowances, pension or other conditions of service as regulated by rules or by the service agreement.
As per extant instructions save for exceptional reasons, probation should not be extended for more than a year and in no circumstance an employee should be kept on probation for more than double the normal period.

10. Secretary (Expenditure) expressed his condolences at the demise of Sh Purohit. He then mentioned that the issue of the Terms of Reference (TOR) of the 7th CPC was handled with great sensitivity and it was not correct to say that the views of the Staff Side have not been taken into account. Almost 90% of what Staff Side had suggested for the TOR for the 7th CPC was taken very seriously and only in the case of Grameen Dak Sevak (GDS) and Interim Relief there were certain issues due to which these could not be included in the TOR.
In regard to the date of effect of the recommendations, this is also one of the ToR of the 7th CPC. The date of effect of the recommendations of a Pay Commission is suggested by the Commission itself. This was the practice followed in respect of the previous central pay commissions. Therefore, the date of effect of the recommendations of the 7th CPC cannot be suggested upfront, since this would be recommended by the 7th CPC itself having regard to various factors that they may take into account.
In regard to the Interim Relief, he mentioned that this is normally given when there is delay in constitution of the Central Pay Commission. Since the 7th CPC has been set up well on time, question of interim relief was not considered necessary.
11. On the issue of merger of DA with pay he pointed out that the 6th CPC in its Report had specifically recommended against it.
As to the inclusion of a representative of labour in the composition of the 7th CPC is concerned, the composition of the 7th CPC was broadly in line with the composition of the previous three Central Pay Commissions and Government did not want to make it unwieldy.
So far as the issue relating to Pensioners is concerned, the same has been amply included in para (f) of the ToR. As regards the pay anomalies, the same would be considered by the 7th Central Pay Commission as part of its overall ToR. Since the terms of reference enable the CPC to send interim report, Secretary (Expenditure) suggested that the Staff Side might approach the 7th CPC for a report on Interim Relief and Merger of Dearness Allowance.

The undersigned is directed to refer to this Departments O.M. of even number dated 23rd July, 2013 and subsequent orders bearing No. 4/14/2011-CS.I(D) dated4.6.2013. No. 4/3/2013-CS.I(D) dated 18.6.2013 & 7.8.2013, No.4/2/2013-CS.l(D) dated 12.8.2013 and No.3/1/2013-CS.l(D) (Pt.1) dated 30.9.2013, for extension of period of ad-hoc promotions / promotions of Under Secretaries of the CSS to the grade of Deputy Secretary on ad-hoc basis. The tenure of ad-hoc appointment of some of the officers covered under the above orders is for different periods.
2. The Competent Authority has approved the extension of the period of ad-hoc appointment of all the Deputy Secretaries upto 30.6.2015 or till the posts are filled up on
regular basis or till the further orders, whichever is earlier.
3. The above stated approval for extension upto 30.06.2015 will be applicable to all such officers who are holding the post of Deputy Secretary on ad-hoc basis as per aforementioned orders and also to those officers who have retired between 03.06.2014 to the date of issue of this Office Memorandum. This approval will, however, not be applicable to those officers whose promotions were cancelled subsequently. The continuation of the ad-hoc promotion is subject to the conditions mentioned in this Department’s aforementioned orders.

Change in Commission's visit to Bengaluru
There is a slight change in 7th CPC's visit to Bengaluru. The Commission now proposes to visit Bengaluru between 24th and 26th August, 2014 instead of the earlier announced date of 25th-27th August, 2014.
The commission has, in its first phase of interaction, been seeking the views of various stakeholders on its terms of reference. To this end, meetings have been held in Delhi with various organisations and heads of various agencies.
In its second phase of interaction, the Commission plans to hold meetings in different parts of the country to facilitate stakeholders staying in various areas to present their views personally before the Commission and ensure larger representation. This exercise is being undertaken to enable the Commission to get a firsthand impression about the functioning and the condition of service prevailing in different parts of the country.
Accordingly, the Commission, headed by its Chairman, Justice Shri A. K. Mathur, proposes to visit Bengaluru between 24th August and 26th August 2014. The Commission would like to invite various entities/associations/

Payment of DA on Pension of Ex-Servicemen
Guidelines issued by the Department of Pension and Pensioners Welfare for payment of Dearness Relief to re-employed pensioners have been extended by this Ministry to the ex-servicemen re-employed in civil posts. These guidelines are as under:-
• The pay of re-employed pensioners who held posts of the ranks of Commissioned Officers at the time of their retirement is fixed at the same stage as last drawn before their retirement. These pensioners are not entitled to any Dearness Relief on pension on their re-employment in civil posts.
• The pay of re-employed pensioners who held posts below the ranks of Commissioned Officers (PBOR) at the time of their retirement is fixed at the minimum of the pay scale of the post in which they are re-employed. Such pensioners are entitled to Dearness Relief on pension on their re-employment in civil posts.
• If the pay of re-employed pensioners who held posts, below the ranks of Commissioned Officer (PBOR) at the time of their retirement before attaining the age of 55 years, is fixed at a higher stage because of advance increments and no protection of the last pay drawn is being given, the pay is treated as fixed at a minimum of the pay scale for the purposes of ignoring the entire pension and allowing Dearness Relief on pension.
It is expected that the aforesaid guidelines are being implemented by all banks uniformly without prejudice to the ex-servicemen category. This information was given by Defence Minister Shri Arun Jaitley in a written reply to ShriMahendra Singh Mahrain Rajya Sabha today.
