OFFICE MEMORANDUM

Subject: Appointment of direct recruit Assistants, Central Secretariat Service based on Combined Graduate Level Examination (CGLE), 2012-reg.

The undersigned is directed to nominate the successful candidates recommended by Staff Selection Commission based on the CGLE, 2012 to the various participating Ministries/ Departments (Cadre Units) of Central Secretariat Service as detailed in Annexure.

2. The procedure for joining and imparting training (Foundation Course) to direct recruit Assistants of CSS shall be as per the revised design detailed in this Department O.M. No 7/8/2008-CS I(A) dated 16.10.2012.

3. The Cadre Units shall be responsible for completing the pre and post appointment formalities viz, character and antecedents verification in accordance with the instructions issued from time to time, medical examination etc in respect of nominated DR Assistants. Those candidates who are already in Government servile, their present employers may be requested to furnish copies of Verification/Medical Report The Cadre Units shall issue offers of appointment to the DR Assistants only after completing pre -appointment formalities. In the offer it may be stated in clear terms, inter alia, the mandatory nature of Foundation Course and its direct linkage to their probation period and their subsequent confirmation.

4. The Cadre Units will immediately inform the CS.I Division about the nominated candidates who join the allocated Cadre Units. On their appointment the Cadre Units should immediately enter their complete data in the web based Cadre Management System. The appointed Assistants will be nominated by CS.I Division in batches to the Foundation Course programme at ISTM for a period of 12 weeks Once CS I Division nominates DR Assistants for the training, they shall stand relieved from the concerned Cadre Units. No formal relieving order would be required to be issued by the concerned Cadre Units. It is once again reiterated that the Cadre Units shall indicate in unambiguous terms in the offer of appointment that successful
 completion of training is mandatory for completing the probation by the DR Assistants and their confirmation
.
5. In terms of this Departments OM. No.16/11/1993 dated 26/11/993 if offer of appointment is issued after completion of pre-appointment formalities, the time period allowed to join the post should in no case exceed three months. This condition should also be incorporated in the offer of appointment. After receiving verification and medical reports, the Cadre Units may issue the offer of appointment immediately to the candidates Cadre Units may also pursue the matter with the concerned District Authorities to expedite the matter so as to ensure that the candidates are appointed at the earliest.

6. The original certificates with reference to date of birth and educational qualification etc. shall be verified before appointments are made by the Cadre authorities. Copies of certificates submitted by candidates claiming to belong to the SC/ST/OBCs etc, may also be verified by the Cadre Units concerned.

7. In case of any doubt or suspicion as regards the eligibility or otherwise in respect of any of the recommended / appointed candidates, concerned administrative Ministry/ Department may correspond with the Staff Selection Commission giving therein complete details for getting such case(s) enquired through appropriate Government Agency.

Subject: Managing Committee for Non-Statutory Departmental Canteens located in Central Government Offices.

On the subject cited above, the undersigned is directed to say that provisions relating to the constitution of Managing Committee as contained in chapter VIII of the Green Book have been reviewed, keeping in view various changes which have occurred in status of Canteen employees, provision of funds etc. Accordingly provisions in Chapter VIII of Green Book have been revised. The revised provisions are enclosed. It is also requested that copy of minutes of Managing Committee may also be endorsed to office of Director of Canteens.

2. The Ministry of Agriculture etc. are requested to follow the revised provisions relating to Constitution of Managing Committee.

The undersigned is directed vide Directorate General of Central Govt. Health Services New Delhi Office Order No.S.11045/23/2013/CGHS D.II9HEC)/CGHS(p)/(pt) dtd. 15-7-2013 to Invite reference to Ministry of Health & Family Welfare Office Memorandum no.S.11011/23/2009-CGHS D.II/Hospital Cell (Part.IX) dated 14/2/2013 vide which continuous empanelment scheme was initiated for empanelement of private hospitals/diagnostic centers under CGHS. 

In response to the O.M. dtd. 14/2/2013 the following hospitals/diagnostic centres have applied for emapanelment under CGHS, Ahmedabad :-

1. Apollo Hospitals International

2. Shalby Hospitals

3. Nidhi Hopspitals

4. Parekhs Hospitals

5. Diva Eye Institute

6. Vasan Eye Care hospital

7. Supratech Micropath Laboratory & Research Centre Ahmedabad

On recommendation of the committee, constituted for verification of application, the above hospitals/diagnostic centers who are signed MOU and submitted Performance Bank Guarantee are empanelled as per Annexure under CGHS, Ahmedabad. The HosptiaIs/Diagnostic centers will treat CGHS beneficiaries and charge at the revised rates per MOU from the date of issue of this office memorandum.

All Tax Payers should file their Income Tax returns even after deadline...

A press release of PIB Mumbai said that those who missed the deadline of August 5 can still file their income tax returns...

IT Department urges all those tax payers to file their IT Returns, who missed even the extended deadline of August 5.

The Income Tax Department has urged all those tax payers who have not filed their Income Tax Returns, even by the extended deadline of August 5, 2013, to file their returns at the earliest to keep away unavoidable difficulties.

Those who missed the deadline of August 5, 2013 can still file their IT Returns.  If all your taxes are paid and there are no refunds to be claimed it is quite straight and simple. The IT return can be filed before March 31, 2014.  If the return is not filed by March 31, 2014,  there will be a penalty of Rs 5000 that will be levied.  Those with tax dues will have to pay late payment fee leviable for every month of delay since April 2013.

All those with total income of Rs 5 lakh and above and all those having foreign assets have to mandatorily file their IT returns online. More than 1.23 crore tax payers filed their returns online this year. Those with total income less than Rs 5 lakh can file their returns off-line.

While Income Tax Department gives taxpayers certain grace period to file their returns, there are certain disadvantages associated with late filing of IT returns.  Those who file their returns late, can not modify their returns if there are any mistakes. They also can not carry forward any short term and long term losses.

The Department keeps a close watch on transactions and possesses necessary tools to detect tax evasions. A person defaulting in filing returns of income could be liable for prosecution u/s. 276CC of the Income Tax Act, 1961.

Conviction may result in rigorous imprisonment for a term not less than six months but which may extend to seven years and a fine, if the tax liability which has been evaded exceeds Rs 25 lakhs.  In other cases ( tax evasion below Rs.25,00,000/-), a defaulter would be liable for conviction for not less than three months but which may extend to two years and a fine.

It may be recalled that recently, the Additional Chief Metropolitan Magistrate, New Delhi sentenced a tax payer to six months imprisonment in one assessment year and one year imprisonment in subsequent Assessment Year for repeating the offence of not filing return of income.

Subject: Model RRs for the posts of Administrative Officer (Group A & B)

The Model RRs for the post of Administrate Officer (Group A & B issued in this Department OM No. AB 14017/82/2007-Estt.(RR) dated 25th January 2008 have been reviewed in the light of 6th CPC recommendations on revision of pay scales, instructions issued by this Department, etc. Accordingly, the revised Model Recruitment Rules for the same are enclosed as Annexure to this Office Memorandum.

2. Ministries / Departments may review the existing rules and notify the revised rules conforming to the Model Recruitment Rules. These may also be forwarded to all autonomous/statutory bodies for adoption. The Ministry of Home Affairs is also requested to forward these Model RRs to the UT Administrations for appropriate action.

Aadhaar Card as Address Proof 

Reserve Bank of India (RBI) has notified that the Aadhaar Card is a valid proof for opening of a bank account under the Know Your Customer (KYC) scheme. 

RBI vide its circular dated 28.09.2011 has advised banks to accept the Aadhar letter issued by Unique Identification Authority of India (UIDAI) as an officially valid document for opening bank accounts without any limitations applicable to small accounts. Further, the RBI has also advised the banks vide its circular dated 10.12.2012 that if the address provided by the account holder is the same as that on Aadhaar letter, it may be accepted as a proof of both identity and address. 

This was stated by Shri Namo Narain Meena, MoS in the Ministry of Finance in written reply to a question in the Lok Sabha.
