Features of Speed Net Ver. 3.1.2 (revision) dated 30.08.2011

Speed Net Ver. 3.1.2 (revision)
Speed Net Team, Centre For Excellence In Postal Technology, PTC, Mysore is releasing an Revision Update to Speed Net Ver 3.1.2 Version with Revision Date as on 30/08/2011.
1. SpeedNet Set-Up for P2P Offices to use it along with UID Booking Module.
2. Two important solutions given as below.
A. Change in the BNPL Booking Message for Excel File Upload and Range Scan - Change in the internal process in the software. This is to fix the problem of Excel File Article Message Data getting mixed up with Range Scan Articles Message Data -when the two types of booking are executed at the same point of time from two different systems. There is possibility of missing Pin Codes due to this mixing of message data which is avoided through this updation.
B. Solution for Shift End error in SpeedNet where it is configured with No Sets.

3. MNOP latest changes to 3 Circles AP ( Rajhamandry New IC hub) / UP ( Varanasi/Allahabad Pin Range Modification) / Punjab (Chandigarh and Patiala
Pin Range Modification). Supervisor has to use the option Master-> Hub Details and Update option to get the latest data. Latest data can be viewed thereafter.
4. Collection of counter Booked Flat Rate Box in SpeedNet with Specific Article Types. Domestic FRB as EPP / Domestic Ins FRB as Ins EPP and Foreign FRB as FRGN (Merchandise). SpeedNet will allow the prefix CF for Domestic FRBs and CP for Foreign FRBs for those types of Articles only.
5. Remarks From Other Office :- Date of Delivery can be any date between the Date of Invoice to the Current Date.
6. Discrepency Report Solution.
Other important issues provided through 23/07/2011 remains same with an additional Read me file on U series Article handling under SpeedNet Documents folder:
23/07/2011 was for providing:
i) Provisions for Prepaid/Advance Customers with Booking/Billing/Reports options.
ii) Enhanced features for Collection Agents including Billing w.r.t. acceptance of articles from Prepaid/Advance/BNPL Customers.
iii) Newly Installed and configured SpeedNet not to have BOs in Office Master - In compliance with the requirement of adding all of BOs of Pin Code Directory into SPC Site Office master data, latest BO data is available at SPC Site.
For more details, please see the New installation Notes as to how to update the latest BO data into local database.
iv) Weight Limit for Foreign EMS Articles as per Dte Lr No. 22-1/2011-DA dated 22/06/2011 is provided.
v) EPP Related : -
EPP Booking for BNPL Articles with Circle allotted Barcode prefix validation, EPP Distance Configuration for Cities, closing separate EPP Bag with EPP Articles was already provided vide release dated 20/05/2011. Delivery of EPP Articles was already available in the SpeedNet earlier version and the same is continued.
In this release we have provided – Circle Wise EPP Bag Barcode Series validation as per Dte Lr. No 10-20/2008 BD&MD dated 06/06/2011.

vi) Article/ Bag Barcode validation for Print To Post Centers who book and bag UID Articles with U series Barcodes as per Dte Lr. No. 51-53/2010-BD&MD dated 14/07/2011. Separate BO Bag Provision is made to Close BO UID Bags.
UID Booking should be done through Excel File Upload with Reference No. column filled with UID Article Reference No.
vii) Handling of U Series Barcoded UID Articles at Delivery Offices: Offices other than Print To Post Centers can receive the Bags from Print to Post Centers and receive the articles, issue to post man for delivery or send for other offices for delivery with U series Barcodes.

viii) BO Bag Close with UID Bundles/Articles at Delivery Office.
When Print to Post Centers close Bags with Bundles of UID Articles to Delivery offices, there may be also Bundles for BOs of those Delivery Offices.
As those UID Bundles shouldn’t be opened at Delivery Office – BO Bag Close with UID Bundles/ Articles if any sent loose, is provided.

ix) MNOP Hub Master Data : Latest revisions to the Hub Master are available in this release. Supervisor has to use the option Master-> Hub Details and Update option to get the latest data. Latest data can be viewed thereafter.
Collection Agent Module:
Collection Agents using the earlier have to be provided with new Collection Agent Module provided in this folder with 18082011 date. Current SpeedNet will work only with the Collection Agent Module 18082011 - reinstalled in the Agent system.
A Summary of all New Provisions of Speednet 3.1.2 Revised version is given at the later part of this document. Please refer for more details.
Please note that – this version can also be used by all offices using SpeedNet 3.1.2 - which have not used subsequent updates of SpeedNet 3.1.2 kept in FTP site earlier to this release. However, in such offices the DB Upgradation has to be firstly done with Database Workshop Site program using the sql files available in database Upgrades folder and then use the EXL files for upgradation through ScriptTool.exe.

Latest List of Holiday Homes for Central Government Employees
The Ministry of Urban Development has published the latest list of Holiday Homes for Central Government employees. Ministry of Urban Development has Holiday Homes at 10 locations and Touring Officers Hostels at 42 odd locations all over India. Directorate of Estates is an attached office of the Ministry of Urban Development, Government of India. It is responsible for the administration and management of the office buildings for the various organisations of the Government of India as well as residential accommodation for the Government employees in the metropolitan cities of Dlehi, Mumbai, Kolkata, Chennai and five other cities namely Shimla, Chandigarh, Ghaziabad, Faridabad and Nagpur. The Central Government Estates in the remaining cities and towns are managed by the Central Public Works Department(CPWD).
Eligibility of offered the Holiday Homes and Touring Officers Hostels facility is as under... 1. Sitting / Ex Member of Parliament 2. Central Government employees (on official visits) 3. Serving Central Government employees (On leave, LTC or personal visits) 4. State / PSU employees (On duty / Leave) 5. Retired Government Employees.
Beginning of the year 2009, the Directorate of Estates has introduced internet booking facility(Online booking) to Central Government employees for the purpose of LTC and Touring. The new user-friendly system for booking of rooms, to know the status of their application online and to obtain confirmation slips online. The charges of Holiday Homes and Touring Guest Houses are very low. Accommodation is provided for a period not exceeding 10 nights (5 nights in season period). There is no provision for refund of reservation charges. The check-out time : 9 AM, Check-in time : 11 AM to 12:00 noon. Retired Government employees should submit a photocopy of the PPO while presented at the time of checking in. The occupation of more than 4 persons (2 Adults and 2 Children) in the double-bedded rooms is not permitted. Cooking is strictly prohibited in the rooms of Holiday Homes / Hostels and Pets are not allowed.

    All-India Consumer Price Index Numbers for Industrial Workers on Base 2001=100 for the Month of July 2011.
    All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of July, 2011 increased by 4 points and stood at 193 (one hundred & ninety three).
    During July, 2011, the index recorded maximum increase of 18 points in Bhilai centre, 15 points in Bokaro centre, 14 points in Haldia centre, 12 points in Jamshedpur centre, 8 points in 2 centres, 7 points in 6 centres, 6 points in 5 centres, 5 points in 11 centres, 4 points in 12 centres, 3 points in 17 centres, 2 points in 6 centres and 1 point in 10 centres. The index decreased by 2 points in Salem centre, 1 point each in Munkakkayam and Quilon centres, while in the remaining 2 centres the index remained stationary.
    The maximum increase of 18 points in Bhilai centre is mainly on account of Housing Index and increase in the prices of Rice, Onion, Vegetable & Fruit items, Cooking Gas etc. The increase of 15 points in Bokaro centre is due to Housing Index and increase in the prices of Rice, Wheat, Mustard Oil, Vegetable & Fruit items, Firewood, Electricity Charges Soft Coke, Clothing items, Cinema Charges, etc. The increase of 14 points in Haldia centre is due to Housing Index and increase in the prices of Vegetable items, Cooking Gas, etc. The increase of 12 points in Jamshedpur centre is due to Housing Index and increase in the prices of Rice, Vegetable items, Cooking Gas, Soft Coke etc. The increase of 8 points in Monger Jamalpur and Surat centres is due to Housing Index and increase in the prices of Arhar Dal, Groundnut Oil, Onion, Vegetable & Fruit items, Cooking Gas, Firewood, Soft Coke, etc. The decrease of 2 points in Salem centre is the outcome of decrease in the prices of Rice, Arhar Dal, Poultry, Onion, Vegetable items, etc. The decrease of 1 point each in Munkakayam and Quilon centres is due to decrease in the prices of Rice, Coconut Oil, Onion, Vegetable and Fruit items, etc.

    The All-India (General) point to point rate of inflation for the month of July, 2011 is 8.43% as compared to 8.62% in June, 2011. Inflation based on Food Index is 6.25% in July, 2011 as compared to 6.91% in June, 2011.
    The CPI-IW for August, 2011 will be released on the last working day of the next month, i.e. 30th September, 2011.

    An office memorandum has been issued today by Dopt regarding the furnishing of vacancies in the grade of LDC for the Select List Year 2011. It may be noted that as per the decision of the Cabinet 85% of the posts in the grade of LDC, meant for Direct Recruitment, will be abolished every year till the strength reaches 15% of the sanctioned strength of the cadre unit as on 03/10/2003.

    Subject: Furnishing of vacancies in the grade of LDC for the Select List Year 2011- regarding
    This has reference to this Departments O.M. of even number dated 5th July 2011 on the above subject. As stated therein this Department has already nominated candidates to various cadre units on the basis of the vacancies intimated by them for the Select List Years 2008. 2009 and 2010. As another 26 candidates are still available for nomination on the basis of Clerk’s Grade Examination 2008 (Limited Departmental), this Department has decided not to participate in the CIerks’ Grade Examination (for erstwhile Group ‘D’ Staff now Group 'C') for the Select List Year 2011 and to nominate these remaining candidates as per the pre-amended rules i.e. Central Secretariat Clerical Service (Lower Division Grade Qualifying Examination for Group 'D' Staff) Regulation, 1969.

    2. While reporting vacancies for the Select List Year 2011, it may be noted that as per the decision of the Cabinet 85% of the posts in the grade of LDC, meant for Direct Recruitment, will be abolished every year till the strength reaches 15% of the sanctioned strength of the cadre unit as on 03/10/2003. Accordingly, the remaining vacancies which are to be filled up by Seniority as well as Limited Departmental Examination mode shall be filled up making necessary reservation for SC/STs candidates. All cadre units are, therefore, requested to prepare Post Based Reservation Roster for the pot of LDC from the Select List Year 2004 onwards by providing necessary reservation as per the extant Reservation Policy.

    Regarding payment of interest on delayed payment of gratuity

    “In all cases of payment of interest on delayed payment of gratuity attributable to administrative delays action will be taken against officials responsible for such delays which may include recovery of the amount of Interest paid on account of delayed payment of gratuity from the salary of delinquent officers/officials”.

    Subject: Regarding payment of interest on delayed payment of gratuity.
    A number of proposals are being received from various departments seeking approval for payment of interest on delayed payment of gratuity in respect of retired government servants on account of administrative lapses.
    The attention of all the Departments is invited to the provisions laid down in RuIe-68 of CCS (Pension) Rules, 1972 and Government of India’s decisions thereunder. It has been provided that, if the payment of gratuity has been authorized later than the date when its payment becomes due, and it is clearly established that the delay in payment was attributable to administrative lapses, interest shall be paid at such rate as may be prescribed, and in accordance with instructions issued from time to time. In all cases where the payment of interest has been sanctioned by the department with the approval of the competent authority, such department shall fix responsibility and take disciplinary action against the government servant or servants responsible for the delay.
    All necessary steps should, therefore, be taken by the Head of Office for ensuring that payment of interest on delayed payment of gratuity is avoided. Officials dealing with such files should be held accountable and responsibility be fixed for not taking timely action in this regard.
    However, where disciplinary or judicial proceedings against a government servant are pending on the date of his retirement, no gratuity is to be paid until conclusion of the proceedings and issue of final orders thereon.
    Henceforth, it has been decided that in all cases of payment of interest on delayed payment of gratuity attributable to administrative delays [barring cases where disciplinary or judicial proceedings against a government servant are pending on the date of his retirement] action will be taken against officials responsible for such delays which may include recovery of the amount of Interest paid on account of delayed payment of gratuity from the salary of delinquent officers/officials.

    MCD employees to get terminal benefits on day of retirement
    New Delhi : Employees retiring from Municipal Corporation of Delhi -MCD will get their terminal benefits on the day of retirement itself from now onwards.
    This was announced by Municipal Commissioner K S Mehra while presenting cheques of terminal benefits to 156 employees who retired from the civic agency on yesterday.
    Terminal benefits such as leave encashment, gratuity, provident fund, commutation of pension were presented to these employees.
    "The payment of terminal benefits is now paid on the day of retirement itself since three years to enable the retiring employees utilize the amount as per their future requirements," Mehra said.
