Man playing God creating synthetic life form

     Craig venter creates a synthetic life form this was the head lines recently i saw in one of the the online news portal guardian and it is said that it took 10 years 20 scientists and an estimated $40 m to achieve such a incredible break through, scientists created organism that would have never existed before some thing like "life engineering" opening a new branch in scientific world is the man playing god?



    But one thing that shocked me more was what would be the consequence of this curious invention to the mankind what if this falls in the wrong hands with power, greed, hatred it can be use of wrong and unethical purposes and who knows what can go wrong with these new life form could it lead to a new disease? some kind of mutilation with other kind of existing life forms possibilities and questions are endless so as usual for every invention there will always be a criticism!


 
     But what would be the useful side of this discovery like the cons it has a huge list of pros from organ harvesting, new kind of medicine to fight existing diseases such as cancer and aids to human cloning and miracle agents cleaning our atmosphere according to venter the possibilities are unlimited and presently his research is merely the "tip if the iceberg" so my question at the end what could be hidden beneath the tip of the berg disaster or ultimate salvation for many problems?

HOW TO UPGRADE FROM WINDOWS VISTA TO WINDOWS 7?

     Microsoft does say that you can perform an in-place upgrade from Vista to Windows 7 so long as both are the same level of versions and you do not go from 32 bit Vista to 64-bit Windows 7 or vice versa.



    First, back up all documents, pictures, videos, and music files you have on your current computer, and unplug or turn off all USB / FireWire devices. In addition, take out all cards in PCI slots except the video card. The less in and out the computer, the more likely you get a successful installation.



     Turn on the computer and place the upgrade disk in your DVD drive.



     Restart the computer and look at your screen carefully as it reboots. Before getting to the Windows logo screen, you should see an option to change the boot order. Each BIOS is different but for instance it may say "F12: Boot Sequence". Or that option may be inside another option that you initially see during the reboot. Hit the key on your keyboard to enter the boot sequence page of your BIOS. If the screen quickly changes and you miss the chance to hit the key, do not freak out. You can reboot the computer and try again. Once you open the boot order page, you should see that the first or second boot device is set to SATA hard drive. Change the first boot device to CD/DVD drive so that your computer boots from the Windows 7 upgrade disk.



     The computer will start loading files from the disk. ALWAYS be patient and do NOT play with your keyboard or mouse except when you are asked questions.



     When asked, choose Custom Installation (Advanced), not Upgrade.



     After a while, you will see a screen showing all hard drive(s) installed on your computer and they'll ask which hard drive you want the operating system installed on. Highlight the drive and click on a small button Drive "Options" or something along the line which appears in the button right of the same screen. Then DELETE the hard drive, then FORMAT. This completely wipes out everything that exists on your current hard drive.



     Then install Windows 7 on the newly formatted hard drive.



     When asked to enter your license key, do NOT enter the key. UNcheck the box for automatic activation of Windows. And click on Next.



     After the installation is finished, go to:



     Start --> Right click on Computer --> Properties.



     There you can enter your license number. If your Windows is not automatically activated, follow the instruction there. They tell you to call Microsoft to activate it.

A reference is invited to this Department OM of even no. dated July 8, 2008 prescribing the skill test norms on manual typewriters and computers for recruitment to the posts of LDCs and Stenographers. The matter has been reviewed in consultation with the Staff Selection Commission and it has been decided that from the Financial Year 2010-11 onwards, the skill tests for recruitment to the posts of LDC and Stenographers shall be conducted only on computers. The norms of the same are prescribed below.

Time allowed 10 mnts.

(35 w.p.m. and 30 w.p.m. correspond to 10500 KDPH 1 9000 KDPH on an average of 5 key depressions for each word)

Deputy Secretary to the Government of India

Policy on fixing an upper limit on the number of years for which officers can work in the personal staff of Ministers in their entire careers.

The Appointments Committee of the Cabinet has laid out a policy for fixing an upper limit on the number of years for which officers/officials can work in the personal staff of Ministers. This was conveyed by DOP&T's O.M.No. 3116512009-EO (MM-I) dated 04.03.2010.


2. Ministries have raised certain queries regarding the applicability of these instructions.

They are:

0) Whether these instructions are applicable only to serving officers or also to those from the open market, retired and officers of PSU and Autonomous bodies etc.

(ii) Whether these instructions will apply from retrospective or prospective effect and whether they are applicable to new cases of appointments only or to officials working at present in the personal staff of Ministers too.

3. In clarification, the ACC has approved that:

(i) The 10 years limit would be applicable to all appointments in the personal staff of Ministers even for retired or private persons.

(ii) The ACC directions would be applicable with prospective effect and not with retrospective effect as these instructions are clearly for processing 'future' appointments. It would not be practical to open cases of all appointments with Ministers at all levels and recalculate their tenure or cancel their appointments as the case may be. These instructions would be effective from the date of issue of the 0.M mentioned in para 1 above. No future appointments will be made which are not in accordance with these instructions.

Model RRs for Stenographer Grade II post in non-Secretariat Organizations

A reference is invited to this Department OM of even no. dated 10thMarch, 2010 enclosing the Model RRs for the post of Stenographer Grade II in Non-secretariat Organizations.


The matter relating to Skill Test norms for recruitment to the post of Stenographer has been considered. Staff Selection Commission (SSC) will conduct all skill tests in typing and transcription of stenography 'only on computers' from the Financial Year 2010-1 1 onwards. Accordingly, the entries pertaining to Skill Test Norms prescribed in the Col. 8 of the Model RRs for the post of Stenographer Grade I1 may be modified to include the Skill Test Norms 'only on computers' . All the Ministries and Departments are, therefore, requested to amend the M s for the posts of Stenographer Grade II accordingly.

Model RRs for the post of Lower Division Clerk

A reference is invited to this Department OM of even no. dated 7th October 2009 enclosing the Model RRs for the post of Lower Division Clerk.


2. The matter relating to Skill Test norms for recruitment to the post of I,DC has been considered. Staff Selection Commission will conduct all skill tests in typing only on computers from the Financial Year 2010 - 11 onwards. Accordingly, the entries pertaining to Skill Test Norms prescribed in the Col. 8 of the Model RRs for the post of LDC may be modified to include the Skill Test Norms 'only on computers'. POSTAL JCA OF NFPE AND FNPO AND GDS UNIONS UNANIMOUSLY DECIDED FOR LAUNCHING A SERIES OF PROGRAMMES INCLUDING NON-COOPERATION CULMINATING IN AN INDEFINITE STRIKE OF POSTAL EMPLOYEES



NFPE - FNPO - GDS Unions came together under the

banner of Postal Joint Council of Action once again



Considering the mounting attacks on the Postal Services and Staff and the total unilateralism on the part of the Department of Posta on all major issues as well as non-settlement of several major issues of Postal Employees, the Postal JCA came to the conclusion that there is no alternative before the Postal Trade Union Movement than organise a sustained movement of Postal Workers



Indefinite Strike would commence from 13th July 2010 followed by a nationwide Non-cooperation Movement - The Programme of Action containing several stages will commence from 1st June 2010 when the Strike Notice would be served on the Department at Directorate as well as at all levels of Postal Administration.

Dear Comrades,





     After a long time the Joint Council of Action comprising of the NFPE and FNPO leadership has decided to go on an indefinite strike from 13th July 2010. This was the day we have been waiting for in consolidating the entire Postal employees on the war front. The charter of demands will be placed in a couple of days in the NFPE Blogspot where the demand of the System Administrators will be in the prime place.

Many of the System Administrators are actually new to the organizational trends and hence do not get into any unnecessary speculations or debate whether the “STRIKE WILL HAPPEN OR NOT”. The date declared is declared hence start your preparation right now. If we are missing this last bus we will never catch up in future. Ensuring full participation and bringing the Technology implementation to a COMPLETE 100% STAND STILL during the indefinite strike should be our target.

A complete stand still is expected from all ends including Divisions, The Regional Office Technology cell, The Circle Office Technology Wing, Software Development Center of all Circles, CEPT Mysore (to some extent), iMO Help Desk, PLI Technology Cell and all other inter-related technology wings. In order to ensure this we have to do a complete ground work. System Administrators of respective circles go on a complete campaigning tour within your circles in groups to ensure full participation I the strike. Especially Rajasthan and Madhya Pradesh Circle. While approaching the Circle Office Technology wings go in groups and have some private conversation with them and ensure their participation in the strike. Normally our SAs working in the Circle Office and Regional Office think themselves as part of the administration and they don’t take part in such common movements. The SAs try to approach them and bring them out from such a tendency.

Do not give flimsy reasons like the the Demand of System Administrators is not placed on top for your non-participation. Charter of Demands is placed for the prime reason that all the demand should be settled. However department authorities only misinterpret that the Top demands are the priority for the Service unions. Whereas, from the organizational point of view all the demands are of a Top priority and given equal importance. Administration always takes a tactical line in dividing the employees in settling one demand and leaving the other in order to create confusion among employees and applying the principle of divide and rule. Hence don’t be a prey for such tactical line take by the department. For instance, time again the demands of GDS has been placed in the TOP position but even till date the demand has not been settled by the department. Hence do not get into any unnecessary debates which is not the need of the hour.

Your duty now is that the Command has been given by the leaders who are Commander-in-chiefs. You are playing the role of a Military soldier. Your job is just to obey the command. That all and nothing else.

However in a Special session of System Administrators held with our National leaders in Ernakulam, Kerala on 16.5.2010 our leaders have agreed to place the Demand of Separate Cadre creation of System Administrators separately in the Charters of Demands. This was also given more emphasis by me personally and also by the System Administrators of Kerala who gathered there.

Hence gear up comrades. The indefinite Strike will be followed by a Total Non-Cooperation movement which is new to many young Comrades. However a detailed discussion on how to go ahead with the Non-Cooperation movement with respect to Technology should be analysed by us in detail. Suggestion are very much welcome in how to go ahead in Non-Cooperation with respect to Technology. Please mail your suggestion.

Point of Sale

1. Problem: RPLI transactions cannot be booked.

Solution: Do not enter Date of Acceptance and Agent Code while doing RPLI transactions.

2. Problem: ‘Stored procedure missing’ error or ‘too many arguments specified’ error while doing Submit Account.

Solution: Ecounter, EMO and counter database upgradation has to be done in a sequence. If the sequence is not followed, this error will appear. Upgrade Ecounter, then EMO and then do counter upgradation. .

3. Error after counter database upgradation; a typical error log:

Solution: These error messages will come if counter database is upgraded twice. These error messages can be ignored.





4. Active X component cannot create object.



Solution: Reinstall the application after deleting the old installation cab files. If you are getting any error while registering the dlls then do the following



Register the dll by entering the following in the Run dialog box window.(Start - Run)

Regsvr32 ApplicationPath\dllname

eg.Regsvr32 H:\POS\cash.dll



5. While doing submit accounts ‘Server not configured for RPC’



Solution: Run the following query using query analyzer (replace ‘myserver’ with your server name):

Note: The above error is related to SQL Server configuration settings and not related to the application. (RPC is Remote Procedure Call).



6. While doing submit accounts error ‘Operation is not allowed when the object is closed’



Solution : Run Counter13042010.exl using script tool.



7. While booking MO Videsh, Countries and currencies are not coming



Solution : Patch is available in ftp site...

8. While performing Day End the following error is encountered:

‘Multiple step operation generated errors. Check each status value’

Solution: Download the zip file from http://www.sendspace.com/file/r7xz78. Unzip it and follow the instruction given in readme.

9. Invalid object name 'ECounter..ENVIRONMENT'.

Solution : Upgrade eCounter database

TREASURY

10. In treasury module while entry in postman returns error shown ‘POSTMAN DATA BASE IS NOT AVAILBLE QUITTING’



Solution: Run the following query using query analyzer (replace ‘myserver’ with your server name):

Note: The above error is related to SQL Server configuration settings and not related to the application.



11. Accounts Heads not coming



Solution: Please run treasury130410.exl using script tool.



After executing the script, run query analyzer and execute the following query selecting treasury database.

update_megh66_accountheads_bydate 'ddmmyy'

ddmmyy stands for the date on which account heads not appeared. eg: if the date is 06/04/2010 then ddmmyy will be 060410



After that prepare the HO summary afresh



DESPATCH

12. While performing Day End the following error is encountered:

‘Multiple step operation generated errors. Check each status value’

Solution: Download the zip file from http://www.sendspace.com/file/r7xz78. Unzip it and follow the instruction given in readme.

13. Station articles are not fetching in Despatch

Solution: Local delivery / Station articles will not be fetched for despatch in the Despatch module. Fetch local articles for delivery through Postman module. The data will be correctly reflected in DET.

POSTMAN

14. Local articles are showing not sent out for delivery in DET

Solution: The option "Fetch from Counter" should be used on the day of invoicing these articles to Postman beats. For ex: If you have booked local articles today and you want them to be sent to beats on tomorrow, you should not use the Fetch from Counter option today. This option to be exercised on the next day only.

In such a situation, even if you don’t fetch today, all these local articles will be treated as "Despatched" in DET. Hence please use the Fetch from Counter option on the date of invoicing the articles to postman.

SUB ACCOUNTS

15. For any type of error not covered in the above paras please do the following:

Restore the backup of Sub accounts, Sub Treasury, BO Sub accounts taken before upgradation....and continue your work till solution is provided by CEPT.

eMO

16. Object reference not set error while doing paid verification



Solution: Please ensure that eMO Account heads are created properly. SubAccount and SupplySubaccount databases are running and correct treasury server name is given while configuration. Ensure that SOcodemapping is done correctly. Ensure that HOAccount date and SOaccount dates are entered correctly both in eMO operator and subaccount modules.



17. All EDSOs are downgraded to BOs; How eMOs for these offices will be handled .

Concerned divisions are expected to give the new PIN Code info in respect of these offices, so that the PIN Code database is updated. Presently we are getting many faxes asking us to change the pincode of payee/remitter (wrong pincode). In order to tide over this problem, two options are provided to Divisional administrators 'Change the Payee Pincode' and 'Change Remitter Pincode' under Tools Menu.









































SCHEDULE AND MEGHDOOT-NICPLI BRIDGE

Solution: Download the csv files from NIC website again. Upgrade the NICPLI database using Service Pack 1. After that upgrade the schedule database. Use new Meghdoot-NIC PLI Bridge software and then transfer the records from the files.

While transferring the records, first select the “Delete old records and insert new records” option button, transfer records and then subsequently select “Append records” option button for transferring other types of master records.

Solution: Until the cashbook is generated, you will not be able to see the account heads and consequently, you will not be able to tally the cashbook. So, generate the cashbook and then generate the schedule.

22. Premium cannot be edited in the Schedule module’s transaction screen.

Solution: According to the requirements premium is not editable for the policies which are available in the NICPLI database. If the premium in the NICPLI database itself is wrong, then what should be done - this issue is under correspondence with PLI Directorate. Only After clarification from the PLI Directorate, this issue will be resolved.

23. Default fee and Rebate are not coming in the Premium Report:

Solution: As per the Directorate orders, Default fee and Rebate will come in separate report. Default fee will come in ‘Other Than Premium’ Report on receipt side and Rebate will come in ‘Rebate’ report on payment side.

24. Account head is not seen while going for generation of Premium report.

Solution: Since there have been major changes in the account heads, the restriction of tallying schedule with cashbook has been removed and you will get straight away the report of premium transactions for the selected period as it is from schedule database. This report is not tallied with the cashbook. You will have to make sure that it is tallied with the cashbook.

The same holds good for Other Than Premium and Rebate report.

And also, during the generation of CSV file, Premium transaction will not be asked to tally with the cashbook. They will come as it is from the schedule database in the finally generated csv file. You should make sure that these transactions are tallied with the cashbook.

Note: During this month, the new heads and the old heads are coexisting & it is not feasible to tally the schedules with the cashbook through the system. From next month onwards, it is proposed to reintroduce the condition of tallying with the cashbook.

OFFICE MEMORANDUM



Subject:- Departmental proceedings against Government Servants Procedure for consultation with the Union Public Service Commission.



The undersigned is directed to say that all Ministries and Departments were requested vide this Department's OM No. 39011/4/87-Estt(B) dated 15/4/87 to ensure that references to the Commission in disciplinary matters 320(3) (c) of the Constitution of lndia read with Regulation 5 of the UPSC (Exemption from Consultation) Regulations, 19581 are made without any avoidable delay so that adequate time is available for the Commission to give their advice and also for the department to take a decision in time.



2. The Commission has again brought to the notice of this Department that the references on disciplinary matters from various MinistrieslDepartments are being received in the UPSC only a few days before the officer is due to retire or where a deadline set by a judicial order is to expire shortly, thereby leaving little time for the Commission to tender its advice.



3. The disciplinary proceeding being quasi- judicial in nature, the Commission tenders its advice after a thorough judicious and independent consideration of all relevant facts, which is a time-consuming process. While the Commission tries to give its recommendation most expeditiously, the process generally takes 3 to 4

months. All MinistrieslDepartments are once again requested to ensure that the complete reference on disciplinary matters [under Article 320(3) (c) of the Constitution of lndia read with Regulation 5 of the UPSC (Exemption from Consultation) Regulations, 19581 is made to the Commission allowing sufficient time to the Commission to give its advice. The Commission would expect that the complete reference is received in the Commission at least six months in advance of the retirement of the charged officer in order to get advice of the Commission and the implementation thereof.
