OFFICE MEMORANDUM
Subject: Grant of Dearness Relief to Central Government pensioners/family pensioners - Revised rate effective from 1.7.2013.
The undersigned is directed to refer to this Department's OM No.42/13/2012-P&PW(G) dated 2nd May, 2013 on the subject mentioned above and to state that the President is pleased to decide that the Dearness Relief (DR) payable to Central Government pensioners/family pensioners shall be enhanced from the existing rate of 80 % to 90%0 w.e.f. 1stJuly, 2013.
2. These orders apply to (i) All Civilian Central Government Pensioners/Family Pensioners (ii) The Armed Forces Pensioners, Civilian Pensioners paid out of the Defence Service Estimates, (iii) All India Service Pensioners (iv) Railway Pensioners and (v) The Burma Civilian pensioners/family pensioners and pensioners/families of displaced Government pensioners from Pakistan, who are Indian Nationals but receiving pension on behalf of Government of Pakistan and are in receipt of ad-hoc ex-gratia allowance of Rs. 3500/- p.m. in terms of this Department's OM No. 23/1/97-P&PW(B) dated 23.2.1998 read with this Department's OM No. 23/3/2008-P&PW(B) dated 15.9.2008.
3. Central Government Employees who had drawn lump sum amount on absorption in a PSU/Autonomous body and have become eligible to restoration of 1/3rd commuted portion of pension as well as revision of the restored amount in terms of this Department's OM No. 4/59/97-P&PW (D) dated 14.07.1998 will also be entitled to the payment of DR @ 90% w.e.f. 1.7.2013 on full pension i.e. the revised pension which the absorbed employee would have received on the date of restoration had he not drawn lump sum payment on absorption and Dearness Pension subject to fulfillment of the conditions laid down in para 5 of the O.M. dated 14.07.98. In this connection, instructions contained in this Department's OM No.4/29/99-P&PW (D) dated. 12.7.2000
refer.
4. Payment of DR involving a fraction of a rupee shall be rounded off to the next higher rupee.
5. Other provisions governing grant of DR in respect of employed family pensioners and re-employed Central Government Pensioners will be regulated in accordance with the provisions contained in this Department's OM No. 45/73/97-P&PW (G) dated 2.7.1999 as amended vide this Department's OM No. F. No. 38/88/2008-P&PW(G) dated 9th July, 2009. The provisions relating to regulation of DR where a pensioner is in receipt of more than one pension, will remain unchanged.
6. In the case of retired Judges of the Supreme Court and High Courts, necessary orders will be issued by the Department of Justice separately.
7. It will be the responsibility of the pension disbursing authorities, including the nationalized banks, etc. to calculate the quantum of DR payable in each individual case.
8. The offices of Accountant General and Authorised Public Sector Banks are requested to arrange payment of relief to pensioners etc. on the basis of these instructions without waiting for any further instructions from the Comptroller and Auditor General of India and the Reserve Bank of India in view of letter No. 528-TA, II/34-80-11 dated 23/04/1981 of the Comptroller and Auditor General of India addressed to all Accountant Generals and Reserve Bank of India Circular No. GANB No. 2958/GA-64 (ii) (CGL)/81 dated the 21st May, 1981 addressed to State Bank of India and its subsidiaries and all Nationalised Banks.
9. In their application to the pensioners/family pensioners belonging to Indian Audit and Accounts Department, these orders issue after consultation with the C&AG.
10. This issues with the concurrence of Ministry of Finance, Department of Expenditure conveyed vide their OM No. 1(4)/EV/2004 dt. 1st Oct, 2013.

In modification of this Department’s O.M. of even No. dated 08.01.2013, the rate of DA payable to the executives and non-unionized supervisors of CPSEs (2007 pay revision) may be as follows: Effective Date Average of AICPI Revised DA rates (%) 01.04.2013 221 74.9% 2. The above rates of DA would be applicable in the case of IDA employees who have been allowed revised pay scales (2007) as per DPE O.Ms. dated 26.11.2008, 09.02.2009 & 02.04.2009. 3. All administrative Ministries/ Departments of the Government of India are requested to bring the foregoing to the notice of the CPSEs under their administrative control for action at their end.

Price Index Numbers on Base 2010=100 for Rural, Urban and Combined for the
Month of November, 2012
The
Central Statistics Office (CSO), Ministry of Statistics and Programme
Implementation releases Consumer Price Indices (CPI) on base 2010=100 for
all-India and States/UTsseparately for rural, urban and combined every month
with effect from January, 2011.
Provisional
indices for the month of November 2012 and also final indices for October 2012
are being released with this note for all-India and for States/UTs.
All India provisional
General (all groups), Group and Sub- Group level CPI numbers of November 2012
for rural, urban and combined are given in Annex I. The General Indices for
rural, urban and combined are 126.9, 123.4 and 125.4 respectively.
Provisional
annual inflation rate based on all India general CPI (Combined) for November
2012 on point to point basis (November 2012 over November 2011) is 9.90%
as compared to 9.75% (final) for the previous month of October 2012. The
corresponding provisional inflation rates for rural and urban areas for
November 2012 are 9.97% and 9.69% respectively. Inflation rates (final) for
rural and urban areas for October 2012 are 9.90% and 9.46% respectively.
Inflation for specified categories is indicated at Annex II.
State/UT-wise
General provisional CPI numbers for rural, urban and combined are at Annex
III. State/ UT wise Group level provisional indices are available in the
Ministry’s website (www.mospi.gov.in).
Price
data are collected from selected towns by the Field Operations Division of NSSO
and from selected villages by the Department of Posts. Price data are
received through web portals being maintained by the National Informatics
Centre.

Estimates of Index Of Industrial Production and Use-Based Index for the Month
of October, 2012 (BASE 2004-05=100)
The Quick Estimates
of Index of Industrial Production (IIP) with base 2004-05 for the month of
October 2012 have been released by the Central Statistics Office of
the Ministry of Statistics and Programme Implementation.
IIP is compiled using data received from 16 source agencies
viz. Department of Industrial Policy & Promotion (DIPP); Indian Bureau of
Mines; Central Electricity Authority; Joint Plant Committee;
Ministry of Petroleum & Natural Gas; Office of Textile Commissioner;
Department of Chemicals & Petrochemicals; Directorate of Sugar;
Department of Fertilizers; Directorate of Vanaspati, Vegetable Oils &
Fats; Tea Board; Office of Jute Commissioner; Office of Coal Controller; Railway Board;
Office of SaltCommissioner and Coffee Board.
2. The General Index for the month of
October 2012 stands at 171.3, which is 8.2% higher as compared to the level in
the month of October 2011. The cumulative growth for the periodApril-October
2012-13 over the corresponding period of the previous year stands
at 1.2%.
3. The Indices
of Industrial Production for the Mining, Manufacturing and Electricity sectors
for the month of October 2012 stand at 122.5, 181.9
and 160.5 respectively, with thecorresponding growth rates of (-)
0.1%, 9.6% and 5.5% as compared to October 2011 (Statement I). The cumulative
growth in the three sectors during April-October 2012-13 over the corresponding
period of 2011-12 has been (-) 0.7%, 1.0% and 4.7% respectively.
4. In terms
of industries, seventeen (17) out of the twenty two (22) industry groups
(as per 2-digit NIC-2004) in the manufacturing sector have shown positive growth during the month of
October 2012 as compared to the corresponding month of the previous year (Statement
II). The industry group ‘Electrical machinery & apparatus n.e.c.’
has shown the highest growth of 27.4%, followed by 25.9% in
‘Motor vehicles, trailers & semi-trailers’ and 22.2% in ‘Coke, refined petroleum products
& nuclear fuel’. On the other hand, the industry group
‘Tobaccoproducts’ has shown a negative growth of 8.7% followed
by 6.4% in ‘Office, accounting and computing machinery’ and 6.1% in
‘Wood and products of wood & cork except furniture;articles
of straw & plating materials’.
5. As per Use-based
classification, the growth rates in October 2012 over October
2011 are 4.1% in Basic goods, 7.5% in Capital goods and 9.4%
in Intermediate goods (Statement III). The Consumer durables and
Consumer non-durables have recorded growth of 16.5% and 10.1% respectively,
with the overall growth in Consumer goods being 13.2%.
6. Some of
the important items showing high positive growth during the current month over the same month
in previous year include ‘Telephone Instruments including Mobile
Phones and Accessories’ (20.0%), ‘Passenger Cars’ (37.4%), ‘Diesel, High Speed’
(24.3%), ‘Conductor, Aluminium’ (54.9%), ‘Cable, Rubber Insulated’
(29.0%), ‘Carbon Steel’ (23.3%), ‘Sugar (including sugar cubes)’ (95.5%),
‘Cotton Cloth’ (21.7%), ‘Gas, Liquefied Petroleum’ (21.5%), ‘Petrol (Motor
Spirit)’ (24.7%), ‘Rice’ (24.7%) and ‘Cashew Kernels’ (26.8%).
7. Some of
the other important items showing high negative growth are:
‘Razor blades/safety blades’ [(-) 28.1%], ‘Ship Building &
Repairs’ [(-)
44.1%], ‘Grinding wheels’ [(-) 37.6%], ‘Fruit Pulp’ [(-) 54.6%] and ‘Colour TV
Picture Tubes’ [(-) 62.7%].
8. Along with
the Q.E. of IIP for the month of October 2012, the indices
for September 2012 have undergone the first revision and those
for July 2012 have undergone the final revision in the light of
the updated data received from the source agencies.
It may be noted that these revised indices (first
revision) in respect of September 2012 shall undergo final (second)
revision along with the release of IIP for the month of December
2012.
9. Statements giving Quick Estimates
of the Index of Industrial Production at Sectoral,
2-digit level of National Industrial Classification (NIC-2004) and by Use-based
classification for themonth of October 2012, along with the growth rates over the corresponding month
of previous year, including the cumulative indices
and growth rates, are enclosed.

How IDA increase is calculated?
How IDA increase is calculated?
We have been reporting the increase in IDA every three months, always before official announcement is made.
We have not been making predictions or assumptions. Our reporting has always been based on standard calculation used for the purpose. We feel that the members also should be aware of the calculation. Hence this article.
The IDA rate revision is based on All India Consumer Price Index. After Second Pay Revision w.e.f. 1.1.2007, the base index has also been revised to 1.1.2007, which is 126.33
For arriving at IDA increase we need to know the All India Consumer Price Index for Industrial Workers [CPI(IW)] for the previous three months. For IDA revision w.e.f. 1st July of a year, the CPI of March, April and May are required. For IDA revision w.e.f.1st October, CPI of June, July and August are required and so on.
The average CPI of the three months is then taken for calculation and the following formula is used:
New IDA rate = (Average CPI – Base Index) x 100 / Base Index
Increase in IDA rate = New IDA rate – Old IDA rate
Example:
CPI for
June 2009 - 153
July 2009 - 160
August 2009 - 162
Average: 158.33
Calculation: 158.33 – 126.33 x 100
-------------------------- = 25.3
126.33
IDA rate w.e.f. 1.7.2009 was 18.5
Therefore Increase in IDA rate w.e.f.1.10.2009 was = 25.3-18.5 = 6.8
CPI for a month is notified on the last day of the next month in Labour Bureau Website at http://labourbureau.nic.in/ indnum.htm. This information is also published in ‘The Hindu’ on the first day of every month in Business column.
That’s all. It is so simple. Now, any one can on his own calculate the IDA rate increase w.e.f. 1.4.2010, on 31st March 2010 itself. Those who don’t want to take that little effort can login to http://www.aibsnloa.org/ related/idacalculation.xls and just fill in the CPI for February 2010 and get the magic figure of Increase in IDA rate w.e.f.1.4.2010.
