Aadhaar Seeding cum Registration Camp being held in Laxmi Nagar today

The Aadhaar Seeding and Regularization for pensioner in Delhi NCR in collaboration with the Punjab National Bank is being held at Auditorium Hall, Scope Tower, Laxmi Nagar of Delhi NCR, today. These camps are being held by the Department of Pension and Pensioner’s Welfare for the benefit of the pensioners. Similar camps were held in Rajendra Place and Civil Lines areas of Delhi NCR on July 13, 2015 and July 14, 2015 respectively. 

Pensioners residing in the Laxmi Nagar area of Delhi NCR may visit an Aadhaar Camp held today at Auditorium Hall, Scope Tower, Laxmi Nagar, Delhi with original PPO, Aadhaar Card, and bank pass book along with photocopies of these documents before 5.00 pm. 

Pensioners who do not have Aadhaar number yet may in addition carry a photo ID like Voters Card. Jeevan Pramaan is in addition to the other existing facilities for submission of Life Certificate. All the Nationalised banks, as also UIDAI will participate in these camps which are proposed to be held later in other parts of the country. 

Aadhaar camp will be held in Sector 1, Noida on July 16, 2015 at Punjab National Bank, C-13 Sector -1 Noida near Sec 15 Metro Station. 

For implementation of Jeevan Pramaan- an Aadhaar based life certification system - all pensioners are requested to furnish their Aadhaar Numbers to their bank, if not already done. The pensioners who do not have “Aadhaar” are requested to obtain Aadhaar number.

Subject:- Aadhar based Digital Life Certificate (Jeevan Pramaan)

The Hon’ble Prime Minister has launched “Jeevan Aadhaar”(Aadhaar based biometric verification system for pensioner). To make its implementation successful Department of Financial Services has constituted a sub-group comprising of RBI, Indian Bank’s Association (IBA),, State Bank of India, Punjab National Bank, Bank of Baroda and Canara Bank.  Accordingly,'RBI, IBA and Department of Financial Services have issued necessary guidelines/ instructions to all banks for their convenience. To implement Jeevan Pramaan it is necessary on the part of banks to seed the Aadhaar number with Pension Payment Order and bank account number. To complete this task, all banks have to take special drive to collect the Aadhaar number of pensioners and make it a part of their master data.

In the above context Addl. CGA has taken a meeting on 24.12.2014 with the discuss the further strategy for speedy implementation of the system. In the meeting, it was decided that to ensure the genuineness of the pensioner it is necessary to seed the Aadhaar number with PPO and pensioners bank account. Because at present banks are not having pensioners’ data base on their server to link them with the details of PPOs and Aadhaar numbers, they were advised to prepare a data-base of pensioners account first at the earliest and link them with Aadhaar server. For this purpose, they will call the pensioners to come to bank alongwith their original Aadhaar card and its photocopy for identification. The designated officer of the bank will identify the pensioner with reference to the PPO and KYC document and seed his pension account with Aadhaar server.

He will keep the photocopy of Aadhaar Card in the pensioners’ folder for record. The bank will apply this strategy immediately with those pensioners whose life certificates are still pending and are interested to opt for digital certification of their life. Thereafier, they may complete this task well before November, 2015, when life certificate becomes dues. 

A column for Aadhaar number has been provided in the format of master data and made available on CPAOs website. All CPPCs are advised to update their master data duly seeded with PPO number & bank account numbers and send the same to CPAO by e-mail at cpao.masterdata{@}gmail.com at the earliest so that CPAO also updates its master data for validation purpose.

This task must be completed on top priority basis.

Reserve Bank of India (RBI) has notified that the Aadhaar Card is a valid proof for opening of a bank account under the Know Your Customer (KYC) scheme. 

RBI vide its circular dated 28.09.2011 has advised banks to accept the Aadhar letter issued by Unique Identification Authority of India (UIDAI) as an officially valid document for opening bank accounts without any limitations applicable to small accounts. Further, the RBI has also advised the banks vide its circular dated 10.12.2012 that if the address provided by the account holder is the same as that on Aadhaar letter, it may be accepted as a proof of both identity and address. 

This was stated by Shri Namo Narain Meena, MoS in the Ministry of Finance in written reply to a question in the Lok Sabha.

This ¡s in reference to Head Office letter No. RI(UID/2010/300351 dated 21.01.2013 on the subject cited above. The issue of expeditious enrolment of the EPF members was discussed with UIDAI Officials. ¡t has emerged that UIDA1 through its registrars has been organising enrollment camps in 18 states only. Register General of India (RGI) has been collecting data in respect of the remaining states through National Population Register (NPR). While the data collected by RGI is also being processed for issue of Aadhaar numbers by UIDAI, the methodology used by RGI for setting up enrolment camps is different i.e. it is being done on the basis of house-to-house data collected by enumerators during Census Operations 2011, unlike UIDAI camps, where any resident, Irrespective  of the place of residence, can get himself enrolled for Aadhaar number. This enrolment may take considerable time.

In view of the discussions held with UIDAI officials and the time required in the process of obtaining Aadhaar numbers, it may not be possible to obtain Aadhaar number / Aadhaar Enrolment number by EPF members by 1st March,2013. Therefore, it has been decided to not to make Aadhaar Number / Enrolment number mandatory for EPF members from 1st March, 2013. However, the field offices would make maximum efforts to obtain the available Aadhaar numbers of the EPF members.

Further your attention is invited to Head Office letter no. MIS-II/ISO-9001/2011-12/24686 dated 9th November 2012 on implementation of ISO 9001 Certification for the field offices which is a mandatory success indicator under the Results Framework Document (RFD). The updation of members’ master in database ¡s one of the standards required for the purpose. In view of the benefits that would accrue both to the EPF members as well as EPFO, It has now been decided to collect the core banking account number of all the contributing members as indicated In ECR.

The Regional offices and Sub-Regional offices should make an all-out effort to collect the core banking account numbers in respect of all the contributing members as indicated in ECR. Compliance of instructions may kindly be ensured in this regard.

Subject:- Leveraging Aadhaar number to improve the services of EPFO.

This is in continuation to earlier letter referred above. It is reiterated that the Aadhar platform can be leveraged to improve the services of EPFO by using it as Know-Your-Customer (KYC) credentials EPF  members. It has been decided to make the Aadhaar numbers mandatory for the new members. However for the existing members, the seeding of Aadhaar numbers has to be done in a time-bound manner.

 To carry out the process of collection of Aadhaar numbers of EPF members the following action plan has been devised:-

(a) The field offices should contact the local UIDAI authorities requesting them to set up camps for enrolment in industrial areas and other places, which they find suitable for the purpose. District authorities may also be contacted if they are organizing camps for such enrolments.

(b) The information may be captured in the format that would be made available along with the instructions for modalities to capture details in the employer portal on the EPFO website. Clear instructions should be given to the employers to maintain the information in the excel format till the facility to capture/upload information on employer portal is made available.

(c) As in respect of the new EPF members joining on and after March 1, 2013, the submission of Aadhaar number would be mandatory, the field offices should inform the employers to collect the Aadhaar details as above mandatorily in respect of all its new members. In respect of the members, who have not been issued Aadhaar number, employers should give the Enrolment ID (EID) which are provided at the time of enrolment Eli) would be converted to Aadhaar number later on. The information is to be kept in the format as explained above till the facility is made available on the employer portal.

(d) The Aadhaar details in respect of pensioners are to be collected direetly or through banks. In this regard, legible copies of Aadhaar letter issued by UIDAI, first page of Pension Payment Order (PPO) and first page of passbook containing Bank Account No. and !ESC code. A provision would be given in the system to generate letters as enclosed at Annexure 'A with PPO number, name and address in English, which can be despatched in window envelope to the pensioners. The local office may print the translation of the letter in vernacular language on a leaflet and attach it with the letter for better communication.

(e) The publicity for the same should be made by field offices through local newspapers. Simultaneously, the publicity would be provided through website, SMS and e-mail (wherever available).

(f) The development of facility to be provided on employer portal for the purpose is under process and would be provided shortly. Thereafter, the Aadhaar details would be captured/uploaded in the format provided through Employer portal.

It is, therefore, requested to take necessary action as above to ensure the collection of data in respect of all new members joining on or after l March, 2013 on monthly basis and in respect of existing members by 30th June, 2013.

UIDAI launches Public Data Portal for Aadhaar

The Unique Identification Authority of India (UIDAI) has launched its ‘Public Data Portal’ (data.uidai.gov.in) for the Aadhaar project in line with the National Data Sharing & Accessibility Policy (NSDAP) 2012. The portal will enable the public to access several anonymised datasets generated in the UIDAI ecosystem. The public data portal is in consonance with the larger vision of the Government of India to make data available through data.gov.in. 

The UIDAI has also been sharing information about the latest developments of the project in the public domain through it’s website www.uidai.gov.in. Apart from adhering to the requirements of the Right to Information Act of providing information suo-moto to the public at regular intervals through the Internet, the UIDAI proactively puts out quarterly statements of its expenditure, various technical documents related to biometrics, proof of concept studies and working papers in the public domain. 

Speaking on the occasion, UIDAI chairman Shri Nandan Nilekani said that the “public data portal is a major step in enabling transparency for improving UIDAI’s operations. Using data to enhance decision making capabilities and informed decision making is at the core of the rationale for the public portal”. The Government of India notified the National Data Sharing & Accessibility Policy (NSDAP) 2012 on 17th March, 2012. The NDSAP policy is designed to promote data sharing and enable access to central government-owned data for national planning and development. 

UIDAI Director General,Shri Ram Sewak Sharma, said: “The public data portal will enable big data analysis using crowd sourcing model for the benefit of the society at large.” 

UIDAI is currently releasing five data sets pertaining to Aadhaar Enrolment and another five data sets pertaining to Aadhaar Authentication.These datasets provide insights on enrolment and authentication request processed by UIDAI distributed by geography, by ecosystem partner and by certain demographic characteristics. 

Data sets are available in human and machine-readable formats. Programmatic access to the data sets is also provided for the convenience of researchers. The datasets only provide compiled anonymised information. Due care has been taken to maintain privacy of personal information of individuals.

Subject: Incentive scheme for delivery of letters carrying Aadhar number of the residents.

 Department of Posts (DoP) has signed a Memorandum of Understanding (M0U) with Unique Identification Authority of India (UIDAI) on 30 April, 2010 wherein the DoP agreed to offer postal and mail services to UIDAI on the various terms and conditions laid down in the MoU.

2. The Standard Operating Procedure for Printing, Booking, Transmission & Delivery of letters carrying Aadhar number of the residents has already been circulated to all concerned vide BD&M Directorate letter no. 51-58/2010-BD&MD dated 06.06.2011.

3. It has now been allowed to give incentive to the postmen Re 0.50 per letter which are delivered in a timely manner i.e. within 14 days from the date of booking in case of Departmental Delivery Offices & within 17 days from the date of booking in case of Branch Post offices OR within 7 days from the first attempt of delivery whichever is later subject to the condition that the delivery information in respect of all such articles be uploaded on Speed Net.

4. Before the payment of incentive to any postmen, the sanctioning authority shall satisfy himself that the concerned postman had been prompt in delivery of letters for which the incentive is being paid and there was no un-necessary delay at the part of postmen in delivering such letters

5. The terms & conditions as in the case of normal Speed Post articles would be applicable.

An Aadhaar card is supposed to make you unique and help track your identity. Yet, this Rs 8,000-crore project can’t even tell you where your Aadhaar letter is! For, the Unique Identity Authority of India (UIDAI) has no mechanism in place to monitor the movement of letters despatched to applicants.

UIDAI claims the Authority and the Department of Posts, roped in to deliver the cards, have tracking systems to monitor whether the Aadhaar letter has reached the intended person. But a reality check suggests otherwise.

Try logging on to the India Post website and feed your enrolment details. You are likely to get the message: “Sorry! We could not find item number in our system for this EID number.” The UIDAI is of not much help. The portal indicates, in most cases, whether the ID number has been generated or not. If the ID has been generated, the site will show the date and time.

No monitoring

To check whether the tracking system was working, Deccan Herald sent across four mails. The responses in each case indicated enough that there was no monitoring of the movement of despatched letters. 

Months of waiting had left many applicants impatient. The UIDAI help desk had a routine response for them: “We have checked the status of the enrolment ID furnished by you and are happy to inform that an Aadhaar number has already been generated for the ID mentioned. 

“However, due to the tremendous response we have received during enrolments, we initially faced some challenges in printing and dispatch. We have currently augmented the Aadhaar letter printing capacity and are printing about 15 lakh letters per day to clear the backlog at the earliest,” said the help desk.

The Authority expected the Aadhaar letters for all old cases to be printed by May end. They were supposed to reach the applicants by June 2012.

In one case, the status was updated within a couple of days after the help desk reply stated that the letter would reach the recipient “shortly”. 

The letter, in fact, had been delivered in the second week of December last year. 

Almost an identical reply is now in store for the beneficiaries, who are yet to receive the letters. 

This, more than 10 months after the enrolment in the City. Interestingly, many applicants waiting for the letter had enrolled in the same centre. The UIDAI claimed that the Aadhaar letters are returned in five cases - insufficient address, addressee cannot be located, letter refused by addressee, deceased and unclaimed. 

However, the system will not generate an acknowledgment slip if the address is insufficient. Besides, one has to provide address proof at the time of enrolment.

In order to weed out the problem of fake PAN cards and to ensure an accurate biometric data, the government has initiated a mammoth project to bring together both the Aadhar and the PAN databases.

The Nandan Nilekani-led Unique Identification Authority of India (UIDAI) issues the Aadhar number which is now being synchronised with the Permanent Account Number database maintained by the I-T Department.

The Finance Ministry, which had first mooted the proposal of generating and issuing biometric PAN in 2006, had kept the decision pending for sometime as it was felt that both the agencies (UIDAI and I-T) would be “duplicating the effort” to reach a common goal — biometrics-based identity.

“It has been decided to integrate both the Aadhar and the PAN database which will help the agencies to maintain a correct database for ensuring two things.

While the Aadhar will ensure effective disbursal of government schemes to citizens, the biometric PAN card database will help stop the forgery of PAN cards which begets economic crimes,” a senior Finance Ministry official said.

The Finance Ministry, under the then Finance Minister P. Chidambaram in 2006, had proposed that the biometric PAN cards would have the I-T assesses’ fingerprints (two from each hand) and the face.

This will now be achieved by collating the Aadhar database with that of the PAN.

Aadhaar may ditch India Post


Of the 130 million numbers allotted so far, only around 50 million people have received letters



New Delhi: After sparring with the home ministry over biometric data collection and national security concerns, the Unique Identification Authority of India (UIDAI) has found itself in a new row, this time with the state-owned postal network. The authority says India Post is delaying the delivery of letters informing residents of the unique identity numbers allotted to them under the government’s Aadhaar project.
The upshot is that the authority, led by Infosys Ltd co-founder Nandan Nilekani, is considering handing the job of delivering the letters to private sector firms.

While UIDAI has allotted Aadhaar identities to 130 million residents, only around 50 million have received letters sent by the authority through India Post informing them about their 12-digit unique identification numbers. The letters have been mailed since the the first set of Aadhaar numbers were issued in September 2010. Some 450,000 letters have been returned to UIDAI.
“The backlog is of 8 crore letters as of now,” Kumar Alok, deputy director general of UIDAI, said in an interview on Wednesday.
“We have been receiving a lot of complaints about the letters not reaching the right people or not reaching at all,” he said. “So we are trying to gauge the interest from private players for this job.”
Although India Post has the widest reach in the country, the state-run postal network hasn’t been able to cope with the pressure, Alok said.
India Post, which comes under the ministry of communications and information technology, was engaged by UIDAI in 2010 to print and deliver letters containing Aadhaar numbers. The postal agency was guaranteed revenue of at least Rs. 400 crore for the delivery of the initial 200 million Aadhaar letters, so its loss will be considerable if the job is taken away from it.
The job of printing the letters has already been taken away from the agency which, according to its website, is the world’s largest postal network with 155,015 post offices as on 31 March 2009. Three private sector firms were given the printing job in January-end after India Post wasn’t able to take the load.
UIDAI, which is implementing one of the key projects of the Congress-led United Progressive Alliance government, has had its share of rough weather since it was established in 2009. Most recently, in January, the cabinet had to step in to resolve a conflict between the authority and the National Population Register, which is ultimately overseen by the home ministry, over the collection of biometric data.
UIDAI has the mandate of providing unique identities to 600 million people by 2014, enabling them to access the government’s welfare programmes and services such as banking for financial inclusion. For the government it will serve as a tool to better target social spending by making sure that benefits such as subsidies reach the poor.
UIDAI is now exploring the option of roping in private sector express delivery firms to deliver the Aadhaar letters, Alok said.
The authority invited expressions of interest in mid-February from private companies.
“The crisis should be over in the next three to four months,” he said. “We may split the order” between India Post and private companies to clear the backlog and ensure the letters are delivered on time.
An official at India Post acknowledged that there had been several issues with the delivery of Aadhaar letters and conceded the fact that the state network may lose out on the lucrative contract if private sector firms are enlisted for delivering the letters.
“Yes, there have been delays. They are blaming us for it but they are as much to blame,” said the official, who didn’t want to be identified. “There has been a complete lack of planning from their side.”
When it won the contract for printing and delivering the Aadhaar letters, the order was for 2.5 million letters a year, he said. When the printing job was taken away from India Post, there was no backlog and the department was delivering almost one million Aadhaar letters a day, the official said.
“We thought it was a small order but then the work increased tremendously to almost 3-4 crore letters every year,” he said. “We are being misunderstood as a printing press, which we are not.”
The India Post official said it would be “unethical” for UIDAI to split the order in such a way that private firms get to deliver the letters in cities and towns and India Post is retained only for rural areas. Some 90% of its post offices are located in rural areas.
“Our cost of delivering in rural areas is compensated by the profits made in urban areas. If they split the contract, it will be not be fair,” said the official.
Beyond protesting, there isn’t much that India Post can do. “We being a government department can’t take another government department to court but we will surely protest if this happens,” said the official.
