Subject : Fixation of ‘range of seniority‘ (zone of promotion) for promotion of Stenographers Grade ‘D’ to Personal Assistant (PA) Grade of CSSS for the Select List Year- 2011 - regarding.
Reference is invited to this Departments O.M. of even number dated 1st January, 2013 and subsequent reminder dated 11th February, 2013 on the subject mentioned above.
2. The requisite information viz, recommendations of the DPC alongwith vigilance clearance of all the eligible officers who are working in their Cadre Units, including those who had been transferred to their Cadre Units from other Cadre Units on their ad-hoc promotion to PA grade of CSSS and duty filled -in option form (Annexure-VI) from the concerned officers have not yet been received from the Cadre Units addressed below, even after a lapse of considerable time.
3. The concerned Cadre Units are requested to expedite the requisite information to this Department without any further delay.

It is announced for general information that during the year 2013-2014, accumulations at the credit of subscribers to the General Provident Fund and other similar funds shall carry interest at the rate of 8.7% (Eight point seven per cent) per annum. This rates will be in force during the financial year beginning on 1.4.2013.

Subject : Recruitment on all India basis by open competition and otherwise than by open competition - Clarification regarding.
The undersigned is directed to say that the Ex-servicemen (Re-employment in Central Civil Services and Posts) Amendment Rules, 2012, inter-alia provides as follows:-
“5 (b) For appointment to any vacancy in Group A and Group B services or posts filled by direct recruitment otherwise than on the results of an Open All India Competitive Examination, the upper age limit shall be relaxed by the length of military service increased by three years in the case of ex-servicemen and commissioned officers including Emergency Commissioned Officers or Short Service Commissioned Officers.
(c) For appointment to any vacancy in Group A and Group B service or posts filled by direct recruitment on the results of an All India Competitive Examination, the ex-servicemen and Commissioned Officers who have rendered at least five years military services and have been released:
(i) on completion of assignment (including those whose assignment is due to be completed within one year) otherwise than by way of dismissal or discharge on account of misconduct or inefficiency; or
(ii) on account of physically disability attributable to military service or on invalidment, shall be allowed maximum relaxation of five years in the upper age limit.
2. This Department has been receiving representations and RTI applications to clarify the meaning of the phrases “recruitment otherwise than on the results of an Open All India Competitive Examination” and “posts filled by direct recruitment on the results of an All India Competitive Examination” mentioned in the above paragraph.
3. it is hereby clarified that instructions on the subject already exist that the expression 'direct recruitment on the results of an All India Competitive Examination’ means (i) all recruitment by UPSC whether through written examination or by interview or both and; (ii) recruitment made by other authorities including Staff Selection Commission or any other appointment authority through written competitive examination or tests (but not by interview only). The expression ‘direct recruitment otherwise than by open competition means’ (i) any recruitment not made by the UPSC or (ii) recruitment not made through written competitive tests held by any other authority.
4. All the Ministries/Departments are requested to bring it to the notice of all establish merits under their control.

The above rates of DA would be applicable in the case of IDA employees who have been allowed revised pay scales (2007) as per DPE O.Ms. dated 26.11.2008, 09.02.2009 & 02.04.2009. 3. All administrative Ministries/ Departments of the Government of India are requested to bring the foregoing to the notice of the CPSEs under their administrative control for action at their end.

Guidelines for Suo Motu Disclosure by Central Government Ministries/Departments and Public Authorities Issued
Government has issued guidelines for suo motu disclosure by Central Government Ministries/Departments and Public Authorities thereunder. These guidelines are based on the recommendation of the Task Force set up by the Government for strengthening compliance with provisions for suo motu (proactive) disclosure as given in Section 4 of the RTI Act, 2005. This task force includes the members of Civil Society, Central Government Ministries/Departments, and the State Governments. The guidelines are on the following points: - a) Suo motu disclosure of more items under Section 4 – This includes detailed guidelines on proactive disclosure of information related to procurement, public private partnerships, transfer policy and transfer orders, RTI applications received and their responses, CAG and PAC paras, citizens charter and Discretionary and Non – discretionary grants. b) Guidelines for digital publication of proactive disclosure to ensure that the Government websites’ disclosure is complete, easily accessible, technology and platform neutral and user friendly. c) Detailing of few sub-clauses of Section 4 (1)(b) of the RTI Act regarding publishing of information by the public authority viz “the procedure followed in the decision making process”, “norms set by the public authority for the discharge of its functions”, “the budget allocated to each of its agency” and “ details in respect of information, available to or held by it, reduced in an electronic form”. Compliance mechanism for suo motu disclosure under the RTI Act, 2005 includes yearly audit of proactive disclosure made by the Ministry/Department by a third party, examination of such audit report and offering advice/recommendation by the Central Information Commission and inclusion of compliance details in the annual report of the Ministry/Department. Section 4 of the Right to Information Act, 2005 lays down the information which should be disclosed by Public Authorities on a suo motu or proactive basis. The purpose of suo motu disclosure is to place large amount of information in public domain on a proactive basis to make the functioning of the Public Authorities more transparent and also to reduce the need for filing individual RTI applications. Since the promulgation of the Act in 2005, large amount of information relating to functioning of the government is being put in public domain. Sub : Recruitment against Physically Handicapped Quota from open market - disability certificate regarding.
A number of references have been received from various sources regarding non-acceptance of the applications/candidatures of persons with disabilities for not producing certificate of disability in a particular format for appointment on the Railways.
2. The issue has been examined, pursuant to the order dated 18.10.12 of the Court of Chief Commissioner for Persons with Disabilities in Case Nos.46, 52-55, 59/1121/12-13 and it has accordingly been decided that recruiting agencies should not insist on a particular format of disability certificate at the time of accepting the ‘application/considering the candidature of the applicant as the medical authority In different states are using different formats, Stipulation made vide Para 4 (I) of Board’s letter No. E(NG)II/2006/RC-2/13 dated 17.09.2007, accordingly, is reiterated which state that Disability Certificate issued by Medical Board constituted either by Central or State Government is acceptable.

Release of additional instalment of Dearness Allowance to central government employees and Dearness Relief to pensioners, due from 1.1.2013
The Union Cabinet today gave its approval to release an additional instalment of Dearness Allowance (DA) to central government employees and Dearness Relief (DR) to pensioners with effect from 01.01.2013 at the rate of 8 percent over the existing rate of 72 percent.
Thus, the combined impact on the exchequer on account of both DA and DR would be of the order of Rs.8629.20 crore per annum and Rs. 10067.36 crore in the financial year 2013-14 (that is for a period of 14 months from January, 2013 to February, 2014).
