All India Railwaymen Federation General Secretary and one of the member of National Anomaly Committee Shri.Shiv Gopal Mishra has written a letter to the Secretary of DOPT pertaining to the issues pending before the National Anomaly Committee. He expressed in that letter that the long and large number of pending issues has created frustration among all the Central Government employees, particularly Railwaymen. He further stated, need immediate settlement of the long pending anomalies in the next meeting.

The following anomalies are pending and to be settled…


Pay fixation of promotees at the minimum of the grade at par with Direct Recruits.

Treatment of employees selected under LDCE/GDCE at par with direct recruits and their earlier promotions/services rendered should be ignored for the purpose of MACPs as was being done in ACP Scheme

New Delhi, May 26: The central trade unions  BMS, INTUC, AITUC, HMS, CITU, AIUTUC, AICCTU, UTUC, TUCC, LPF and SEWA jointly issued the following statement.

All the central trade unions of the country express deepest concern at the reckless decision of the government to increase the price of petrol more than Rs. 7 per litre, unprecedented dose of increase so far, at a time when the economy is in deep crisis. Food inflation has again crossed double-digit when slow down in the economy is unabated, all round economic crisis has overtaken the country.

When it was urgently necessary to take effective steps to curb the criticality of the economic crisis, government has moved in the reverse way perpetuating the crisis and pushing  the people, particularly the working masses into intolerable hardships.
Trade unions call for roll-back of the increase in petroleum prices, desist from increasing the price  of diesel, cooking gas and kerosene.

It is the economic policy of the government that has put the country in peril, jeopardizing the livelihood of common masses.

Central trade unions call upon the working masses to register their angry protest on 30 th and 31 st May, 2012 taking to effective from of agitation.

Trade unions further  decided to hold the next meeting on July 10-11, 2012 to finalise the future programmes of action.

IIT Merit List to be Based on Advance Exam Subsequent to Screening 

After a process of deliberations and consultations spanning over two years, a meeting of the Joint Councils of Indian Institutes of Technology (IITs), National Institutes of Technology (NITs), Indian Institutes of Information Technology (IIITs) and other Central Educational Institutions approved the conduct of a common admission examination process with weightage to performance in the Class XII Board examinations in its meeting today which was presided over by the Minister for Human Resource Development, Communications & IT, Shri Kapil Sibal. 

The multiplicity of entrance examinations that a student intending to pursue a course in engineering has to appear for has been a cause of concern to society. The burden imposed on the students in terms of time, payment of examination fees and the stress caused in scheduling and preparing for each examination is tremendous. The students have to perforce restrict their choice of institutions for which they can compete. We have been working on reforms in the examination system by moving towards a common national test to reduce the burden on the students and at the same time preserving the autonomy of the State Governments and institutions in devising its admission process. 

Another serious problem with the present system is the neglect of the Class XII examination process while admitting students to engineering institutions. This has led to the almost complete disregard to the secondary school system and neglect of education imparted in schools impacting quality and access. Parents and children have been forced to seek access to outside-the-school instruction methods to enable the student to prepare for the multitude of entrance examinations. The proposed reform attempts to bring focus back to the schooling system by giving weightage to performance in Class XII Board examinations normalized on percentile basis. The reform would, in the longer term, have an impact on the quality of secondary education and enable better quality access. 

The Joint Councils of IITs, NITs & IIITs considered various views that had emerged during the process of consultations. A strong body of opinion amongst the members of the Council was that the importance of the schooling system has to be revived in the larger public interest by giving due weightage to the performance of students in the Class XII Board examinations and at the same time maintaining the credibility and integrity of admissions to higher educational institutions. After detailed deliberations following consensus emerged:- 

(i) A Joint Entrance Examination for admission to the undergraduate programmes in engineering would be conducted in two parts, JEE-MAIN and JEE-ADVANCED. 

(ii) The Class XII Board/equivalent marks normalized on percentile basis through an appropriate formula plus the marks obtained in the JEE-MAIN examination, with equal weightage, would be used by IITs for purposes of gating/screening. Only a fixed number of candidates (five times the number of the seats for admission in the IIT system or a pre-fixed cut-off) screened on the basis of merit assessed on the basis of cumulative score of normalized School Board marks and performance in JEE-MAIN examination would be eligible to be considered for admission. The ranking for admission to undergraduate programmes in IITs would be based entirely on the performance in the JEE-ADVANCED examination from amongst the candidates screened through this process. 

(iii) For all other Centrally Funded Institutions, there would be 40% weightage for performance in Class XII Board marks normalized on percentile basis through an appropriate formula, 30% weightage for performance in JEE-MAIN and 30% weightage in JEE-ADVANCED and a combined merit decided accordingly. 

(iv) JEE-MAIN tests shall be multiple choice objective type paper whereas the nature and modalities of the JEE-ADVANCED shall be determined by the Joint Admission Board of IITs. 

(v) The proposed changes will be effective from the year 2013 and both CFTIs and CBSE would work jointly. 

(vi) The Joint Admission Board (JAB) of the IIT system would have complete control on matters such as paper setting, evaluation and preparation of the merit list, etc. over the JEE-ADVANCED and CBSE would provide the administrative support for conduct of the examination. For the conduct of the JEE-MAIN examination an expanded Joint Admission Board shall be constituted including the NIT system, other CFTIs and State Government representatives in an appropriate manner. CBSE will provide the administrative and logistic support for the conduct of JEE-MAIN examination across the country. 

(vii) The process of establishing co-ordination between COBSE & JAB-IITs for implementation of the core curriculum in sciences and maths across the CBSE, ICSE and State Boards shall be put in place immediately. 

(viii) Those students who have appeared in the Class XII Board examinations in 2012 and wish to improve upon their performance can appear again for the Board examinations in 2013. CBSE and State Boards would make appropriate arrangements to facilitate this through a special dispensation. 

(ix) The transparency processes established by the IIT system presently and in AIEEE-2012 shall be adopted for the JEE-MAIN and JEE-ADVANCED too. 

A meeting of State Education Ministers’ is proposed for 5th June where the participation of States in the common national test process would be deliberated upon. States would have the freedom to join in the process and have the autonomy to determine their own relative weightages to normalized Class XII Board marks, performance in JEE-MAIN and JEE-ADVANCED.

MANGALORE: Want to parcel an item safely, but are not able to find suitable packing material? Fret not! Help is at hand at the parcel packing centre of the India Post that started operations at the Hampankatta post office here on Monday.

Take the item that needs to be parcelled to the centre and the staff will help you pack it in cartons before shipping it safely to the intended destination. Started on a trial basis in Chennai industrial area, the India Post has set up such packing centres in Mysore and Bangalore in Karnataka circle. Apart from these centres it has one more centre in south India- in Hyderabad. It was the overwhelming response to the centre in Chennai that encouraged the department to start similar centres in southern peninsular cities. The centre gives an ideal parcel transhipment solution for small and medium industrial entrepreneurs.

According to Chandrashekar Kakumanu, the senior superintendent of post offices, Mangalore division parcels getting damaged in transportation due to lack of proper packaging is a common phenomenon.
"This happens because of lack of awareness on the need to properly package an item meant for transshipment. The packing centre now offers a readymade solution for anyone who wants to ship items to destinations both in India and abroad," he said.

If customers approach the India Post with properly packed item for transhipment, the department will accept and deliver it to the addressee. In case, the staff feels that the items are not properly packed and could be damaged while transporting, the customers will be told to avail the services of the centre.

"However, customers are not obliged to avail the service, but it is advisable for the safe delivery," he said. The India Post will also collect items from doorsteps of entrepreneurs.

"The customers, who book their parcel as express parcel post - registered or speed post - will get the track and trace facility," he said and added the facility was not available for ordinary or logistical category of parcels.

Two-step common entrance examination for IIT admissions from 2013



NEW DELHI: Admissions to all centrally-funded engineering institutions, including the Indian Institutes of Technology, National Institutes of Technology, will have to take place through a two-step common entrance examination from 2013. For the first time Class XII board results will be taken into consideration for admissions. 


This decision was taken at a joint meeting the IIT Council, NIT Council and IIIT Council on Monday. Human resource development minister Kapil Sibal was able to forge this consensus only after conceding to the demand by the IITs that they would have a different formulation for selecting students. 


Even though all engineering aspirants would have to appear for the two-step Joint Entrance Examination (main and advanced) for selecting students and class XII board examination results will count for admissions, the manner in which these scores will be used is different for the IITs and all other Centrally Funded Institutes. Even as Sibal emphasized that there was no "dissent" among the Councils about the move to a common examination system, the minister acknowledged that "resistance from the IITs" was the main reason for not having a uniform system of admissions. 


The IIT Senates and faculty federations had opposed the idea of using one set formula for all engineering schools. "There was a lot of resistance from the IIT system. In the end I have accepted their point of view, one that I don't understand," Sibal said. 


In order to ensure that IITs participated in the "one nation, one test" formula, the ministry accepted two core demands-first, the IIT merit list would not include class XII results and it would be based on a system set up by the IITs and second, academic control would remain with the IIT system. The IITs will give equal weightage, 50% each, to class XII board and the JEE (main) results. This will be used to filter roughly 50,000 students, corresponding roughly with the top 20-30 % of students who appear for the entrance examination. 


The performance of only these shortlisted students in the JEE (advanced) will be considered. The final merit list for admission to the IITs will be prepared based on performance in the JEE (advanced) exam. For all other Centrally Funded Institutions, admissions would be based on a combined score which gives a weightage of 40% to class XII board results, and 30% each for the JEE (main) and JEE (advanced). 


Even as the process of selection to the IITs would be different then other institutes, he said the counselling to IITs and other institutes will be done jointly and allotment of seats will be done together. "I as a student will get a rank in IIT and also get a rank for NIT and IIIT. I will give my choice in both and depending on which is my first choice in either, I will get a seat," Sibal explained.

The below information was given by the Minister of State in the Ministry of Finance Shri.Namo Narain Meena in a written reply to a question in Lok Sabha on 4th May 2012.

The New Pension System (NPS) was extended to all citizens of India w.e.f. 01st May, 2009.

A total of 21 Points of Presence (PoPs) were registered in the year 2009 with 844 branches of the PoPs acting as Points of Presence - Specified Points (PoP-SPs). As on date, the number of PoPs registered are 53 with 19463 branches of the PoPs acting as PoP-SPs.

As per the information furnished by PFRDA the six states i.e. Haryana, Karnataka, Andhra Pradesh, Jharkhand, Rajasthan and Madhya Pradesh have announced co-contributory schemes for specific occupational groups for the workers of unorganized sector. The quantum of contribution will be decided by States itself.


Funds have been allocated to the interim Pension Fund Regulatory and Development Authority (PFRDA) based on the number of subscribers joining NPS-Lite scheme and demand for the same is indented by PFRDA to the Government. Further, the Union Cabinet has approved the additional funding support towards the Government`s co- contribution as well as developmental and promotional activities under the Swavalamban Scheme from three to five years.

The rate of interest on GPF is generally fixed after taking into consideration the average secondary market yields on government securities. The rates of interest on General Provident Fund (GPF) is 8% for the period from 1.4.2011 to 30.11.2011 and 8.6% from 1.12.2011 to 31.3.2012, whereas the rate of interest on EPF for the financial year 2011-12 is 8.25%.

whereas the rate of interest on EPF is fixed on the recommendation of the Central Board of Trustees (CBT) by the Employees Provident Fund Organisation (EPFO), Ministry of Labour and Employment based on the income earned on the accumulated fund during the financial year.



Ministry of Finance announced on 22nd May 2012, the interest rates on General Provident Fund and similar funds, which has been revised to 8.8% (Eight point six per cent) with effect from 1.04.2012.

New Delhi, May 27, 2012(PTI): In a significant ruling, the Delhi High Court has held that marks obtained by a student in CBSE board exam cannot be revealed under the transparency law as it would “defeat” the purpose of the new grading system.

The court set aside the verdict of a single judge bench and the Central Information Commission, which had asked the Central Board of Secondary Education to reveal marks obtained by a girl in her Class X board examination in 2010.

“We are unable to agree; we feel that the CIC as well as thelearned single judge, by directing disclosure of ‘marks’, in the regime of ‘grades’ have indeed undone what was sought to be done by replacing marks with grades and defeated the very objective thereof.

“The objective, in replacing the marks with grades, as can be gathered from thedocuments on record, was to grade students in a bandwidth rather than numerically; it was felt that difference, between a student having 81 percent and a student having 89 percent, could be owing to subjectivity in marking.”

“There was no reason to otherwise consider a bearer of 81 percentile to be inferior to a bearer of 89 percentile and there was no reason to treat them differently,” the bench said.,” a bench of Acting Chief Justice A.K. Sikri and Justice Rajiv Sahai Endlaw said.

Writing the judgement, Endlaw said the details of marks, obtained by the student in 10th board, cannot be termed as an “information” under the Right to Information Act as its disclosure would defeat the policy of awarding grades instead of marks.

Allowing the plea of CBSE, it said “no weightage can also be given to the plea of respondent (girl’s father) that the marks even if disclosed would not be used for any other purpose.

“The possibility of respondent and his ward, in securing admission and for other purposes, using the said information to secure an advantage over others cannot be ruled out.”

The apex transparency panel had allowed the plea of the student saying“since, the marks were available with the appellant (CBSE) and since none of theexemptions under the RTI Act were attracted to support the non disclosure thereof, the appellant was bound to and directed to provide the information sought.”

Aggrieved by the order, CBSE appealed to the single judge bench of the High Court which upheld the order of the CIC.

The CBSE then filed an appeal against the order before a division bench which allowed its plea that disclosure of the marks would dilute and defeat the grading system.

“We have already held above that disclosure of marks, which though exists with the appellant would amount to allowing play to the policy earlier prevalent of marking the examinees. Merely because the appellant/its examiners for the purpose of grading, first mark the students would not compel this court to put at naught or to allow full play to the new policy of grades,” it said.

Anil Kumar Kathpal, the father of the girl, had sought the details of the marks saying “this information will help me to identify her weak areas in studies and take timely action, so that she can pursue her career after Class XII.”

Aadhaar: The crisis of identity cards

An Aadhaar card is supposed to make you unique and help track your identity. Yet, this Rs 8,000-crore project can’t even tell you where your Aadhaar letter is! For, the Unique Identity Authority of India (UIDAI) has no mechanism in place to monitor the movement of letters despatched to applicants.

UIDAI claims the Authority and the Department of Posts, roped in to deliver the cards, have tracking systems to monitor whether the Aadhaar letter has reached the intended person. But a reality check suggests otherwise.

Try logging on to the India Post website and feed your enrolment details. You are likely to get the message: “Sorry! We could not find item number in our system for this EID number.” The UIDAI is of not much help. The portal indicates, in most cases, whether the ID number has been generated or not. If the ID has been generated, the site will show the date and time.

No monitoring

To check whether the tracking system was working, Deccan Herald sent across four mails. The responses in each case indicated enough that there was no monitoring of the movement of despatched letters. 

Months of waiting had left many applicants impatient. The UIDAI help desk had a routine response for them: “We have checked the status of the enrolment ID furnished by you and are happy to inform that an Aadhaar number has already been generated for the ID mentioned. 

“However, due to the tremendous response we have received during enrolments, we initially faced some challenges in printing and dispatch. We have currently augmented the Aadhaar letter printing capacity and are printing about 15 lakh letters per day to clear the backlog at the earliest,” said the help desk.

The Authority expected the Aadhaar letters for all old cases to be printed by May end. They were supposed to reach the applicants by June 2012.

In one case, the status was updated within a couple of days after the help desk reply stated that the letter would reach the recipient “shortly”. 

The letter, in fact, had been delivered in the second week of December last year. 

Almost an identical reply is now in store for the beneficiaries, who are yet to receive the letters. 

This, more than 10 months after the enrolment in the City. Interestingly, many applicants waiting for the letter had enrolled in the same centre. The UIDAI claimed that the Aadhaar letters are returned in five cases - insufficient address, addressee cannot be located, letter refused by addressee, deceased and unclaimed. 

However, the system will not generate an acknowledgment slip if the address is insufficient. Besides, one has to provide address proof at the time of enrolment.

Our country has been waiting for a strong Lokpal for the past 44 years. Despite a nationwide movement against corruption under the leadership of Annaji last year, what the country got was just a bunch of promises. Who are the people who do not want Janlokpal Bill to be passed?


It is our tainted Cabinet and its chief - 15 out of 34 cabinet ministers including the PM of our country have serious allegations of corruption against them. If Janlokpal Bill is passed, most of these ministers would be in jail. Unfortunately, the ministers who should have been in jail govern our country.

Bugs noticed:
1. When clicked + Button the barcode prefix was changing to RK instead of configured prefix.
2. Barcode starting from 0 was not accepting.
-Both bugs fixed.
3.When exporting,if already export was done once,the file was not rewritten in some systems. Now,while exporting,if the days folder already exists,message will be displayed and the folder will be deleted. Then you can export the data afresh.
