All-India Consumer Price Index Numbers for Industrial Workers on Base 2001=100 for the Month of June 2011
All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of June, 2011 increased by 2 points and stood at 189 (one hundred & eighty nine) .
During June, 2011, the index recorded increase of 8 points in Doom Dooma Tinsukia centre, 7 points in Rajkot centre, 5 points each in Puducherry, Varanasi, Guwahati and Chandigarh centres, 4 points in 7 centres, 3 points in 8 centres, 2 points in 19 centres and 1 point in 20 centres. The index decreased by 3 points in Ludhiana centre, 2 points in Nasik centre, 1 point in 6 centres, while in the remaining 10 centres the index remained stationary.
The maximum increase of 8 points in Doom Dooma Tinsukia centre is mainly on account of increase in the prices of Rice, Mustard Oil, Pork, Fish Fresh, Country Liquor, Firewood, etc. The increase of 7 points in Rajkot centre is due to increase in the prices of Rice, Groundnut Oil, Pure Ghee, Milk, Pan Finished, Cooking Gas, Petrol, Washing Soap, etc. The increase of 5 points in Puducherry, Varanasi, Guwahati and Chandigarh centres is due to increase in the prices of Rice, Mustard Oil, Fish Fresh, Milk, Pure Ghee, Vegetable & Fruit items, Tea (Readymade), Tailoring Charges, etc. The decrease of 3 points in Ludhiana centre is the outcome of decrease in the prices of Wheat Atta, Vanaspati Ghee, Vegetable & Fruit items, etc. The decrease of 2 points in Nasik centre is due to decrease in the prices of Wheat, Chillies Green, Vegetable and Fruit items, Sugar, etc.

The All-India (General) point to point rate of inflation for the month of June, 2011 is 8.62% as compared to 8.72% in May, 2011. Inflation based on Food Index is 6.91% in June, 2011 as compared to 7.61% in May, 2011.
The CPI-IW for July, 2011 will be released on the last working day of the next month, i.e. 30th August, 2011.

Mamata declares holiday on Rabindranath Tagore's death anniversary
KOLKATA: West Bengal chief minister Mamata Banerjee on Thursday declared Aug 8 a holiday to mark the death anniversary of poet Rabindranath Tagore.
Banerjee also appealed to the central government to declare a national holiday to mark the occasion, and said she would write to Prime Minister Manmohan Singh in this regard.
"We have decided to declare a holiday on this day in all schools, colleges, other educational institutions and offices so that everyone can take part in programmes to mark the occasion. The Kolkata Municipal Corporation will also be a part of the programme," Banerjee said.
With the state government facing an acute financial crisis, all agencies and departments have been asked to pitch in with funds. "The state government will coordinate with the Tagore 150th birthday celebration committee and the KMC in organising the programmes," she said.
"The main cultural programme will be held Aug 8 at Netaji indoor stadium," she said.
Programmes would be held in all schools, colleges, other educational institutions, government offices, state public sector undertakings and city police headquarters Aug 8-10.
"We have also requested the railways to light up its offices in the state as also the important stations," the chief minister said after a high-level meeting.
"Tagore's 150th birth anniversary has not been suitably celebrated so far. So we have decided to hold programmes around his death anniversary," she said.
Four huge and colourful rallies will be brought out from the Jorasanko Thakurbari - the poet's ancestral house where he was born, Park Circus, College Square and Harish Mukherjee Road at 10 a.m. Aug 8.
All four rallies will terminate at Shahid Minar in the heart of the city.
Banerjee would join the rally from Harish Mukherjee road.
Banerjee said the state government was also renovating a house in Mongpu village in Darjeeling district which hosted Tagore on several occasions. "We have plans to set up a Nepali Academy there."
Tagore in 1913 became the first Asian Nobel laureate and the first non-European to win the Nobel Prize for literature.
He also holds the distinction of having authored the national anthems of two sovereign nations - India and Bangladesh, and the bard's rich, diverse and vast literary oeuvre is virtually unmatched in the world. He was also a painter and a composer par excellence.

OFFICE MEMORANDUM
A Special Recruitment Drive was launched in November 2009 to fill up the backlog reserved vacancies of persons with disabilities as existing on 15-11-2009. While launching the Drive, it was stipulated that all the backlog vacancies will be filled by 15-07-2010. It was, however, noted that progress of the Drive till that date was not satisfactory. Therefore, the period of the Drive was last extended upto 30th June 2011.
2. On expiry of 30th June, 2011, the Minister of State for Personnel, Public Grievances and Pensions reviewed the achievements of the Drive once again and found that a large number of backlog vacancies were still to be filled up. He desired that the Drive should be re-launched to fill up the remaining backlog vacancies by the end of this financial year. It has, therefore, been decided to re-launch the Drive to fill up the backlog reserved vacancies of persons with disability which have not been filled up till now.
3. All the Ministries/Departments are requested to make concerted efforts to ensure that the remaining backlog reserved vacancies of persons with disabilities are filled up by 31st March 2012. Meanwhile progress reopen of the Drive as on 30-6-2011 may be sent to this Department immediately so that the Cabinet may be informed of the present status of achievement of the Drive.

Please refer to Main Office Important Circulars cited above under reference wherein all posts of Group ‘D’ and Record Clerks were merged and classified as Group ‘C’ with the grade pay of Rs.1800/- in PB-1. The merged posts have been re-designated as MTS. Accordingly, the charter of duties to be assigned to the MTS has already been circulated vide this office Important Circulars cited above at reference and the same have also been available in the website of PCDA(CC) Lucknow (i.e. www.pcdacc.gov.in).
2. During 39th Main Meeting of III JCM council of the CGDA HQrs.. the point regarding entrusting of duties of Record Clerks was raised by the Staff Associations and it has been desired by the HQrs office that the erstwhile Record Clerks (now MTS) may be assigned duties as were being carried out by them before the circulation of combined charter of duties for MTS.

Sub: PNM/AIRF Item No. 12/2006- Assured Career Progression (ACP) Scheme for Railway servants - Clarification regarding procedure in respect of selection posts.
Ref : Minutes of the meeting held with the Board on 21-22 December 2010.
With reference to the above, the undersigned is directed to state that the matter has already been examined and it was advised earlier vide Board’s letter of even number dated 23-11-2009 that the earlier ACP Scheme (of October 1999) envisaged fulfillment of normal promotion norms such as bench mark, trade test, departmental exam, seniority-cum-fitness, etc., for grant of financial upgradation. However, the Modified ACP Scheme, which has superseded the earlier ACP Scheme and effective from 1.9.2008, prescribes that financial upgradation would be subject to fitness in the hierarchy of the Grade Pay with in the PB-1. Thereafter, the benchmark of ‘Good’ till the Grade Pay of Rs.6600 in PB-3 and the benchmark of ‘Very Good’ to the Grade Pay of Rs.7600 and above would be applicable for financial upgradation. As such, the MACPS criteria for upgradation are different from the ACP Scheme.
Further, vide Boards letter dated 28.12.2010 (RBE 188/2010), it has been clarified that where the financial upgradation under the MACPS also happens to be in the promotional grade and benchmark for promotion is lower than the benchmark for granting the benefits under MACPS, the benchmark for promotion shall apply to MACPS also

With reference to the Minutes of the meeting held on 21-22 December 2010, the undersigned is directed to state that the details of the rankers & other documents furnished by Western Railway indicate that the concerned employees have earned more than two promotions before being appointed as Motorman. Western Railway have also mentioned that the post of Motorman is filled by holding selection from the working Loco Pilots (Passenger & Goods) and only the remaining untitled posts of Motorman are filled through RRB. This clearly implies that the basic mode for filling the post of Motorman is through promotion by selection from amongst the eligible departmental candidates. Direct recruitment (through RRB) is only resorted to for filling unfilled vacancies.
Further, as per the extant instructions, an appointment to a post is treated as direct recruitment, only when the Recruitment Rules of that post provide that such posts be filled by direct recruitment only. However, if the Recruitment Rules of a post prescribe a promotion quota to be filled on the basis of LDCE (i.e. selection), such appointments will be treated as promotion for the purpose of ACPS. Therefore, only those railway employees who have been appointed as Motorman as per terms and condition as well as procedure applicable for direct recruitment can be granted the benefit of ACP. It is further submitted that the issue of grant of financial upgradation under ACP Scheme in respect of Motorman belonging to ranker’s stream is pending adjudication before Hon’ble Supreme Court in context of the case of R. M. Deshpande & Ors.
In view of the above, the demand to grant financial upgradation to all rankers (or left over cases) is not tenable as the same is contrary to the policy instructions on the subject.

Regulations while both Husband and Wife are serving in Central Government
The need to have a clarity on this subject gains much significance because treatment of them could differ in each law as each one would treat them according to the intention of the particular law.
For example, both are entitled to draw HRA even if they work in the same station, and live together but not provided with Government accommodation.
But when comes to Allotment of Quarters maintained by Government, only one residence will be provided to them except in the case of Judicial separation.
This article is a compilation of regulations in various service matters in respect of Husband and Wife when both are Central Government Employees.
House Building Advance
HBA can be claimed by either of them. As per Rule 2 of HBA Rules, for the purpose of eligibility based on cost-ceiling of the house to be constructed, pay of both of them can be taken in to account. However, for the purpose of calculating the maximum amount of advance eligible under HBA, only the pay of the employee who prefers to avail HBA can be taken in to account.
Medical Attendance Rules
In non-CGHS areas, central government employees are covered by CS(MA) Rules which provide reimbursement of medical expenses incurred by the Central Government Employees. In the case of Both husband and wife working central government, to avoid double claim for same medical expenses, either Husband or Wife is permitted to make claims for self and entire family. The person who prefers to make claims under Medical Attendance Rules should be clearly mentioned in the joint declaration given by Both Husband and Wife in this regard. In the event of promotion, transfer, retirement, etc this declaration can be revised at any time. In the case of wife prefers to avail this concession for the entire family, she can either choose her parents or parents-in-law as dependents and prefer medical claim for them.
Children Education Allowance
As far as reimbursement of payment of tuition fees and hostel fees are concerned, either Husband or Wife can avail the benefit.
Family Planning Allowance
Either Husband or Wife may prefer to receive Family Planning Allowance. Since FPA is based on pay in pay band and grade pay, it will be beneficial if the employee drawing higher pay prefers to receive the same. In that case, there is no condition specified with regard to the employee who undergone family planning.
Leave Travel Concession

His unmarried minor brothers as well as unmarried, divorced, abandoned, separated from their husbands or widowed sisters residing with and wholly dependent him, provided their parents are either not alive or are themselves wholly dependent on him | 1. The above mentioned provision relating to family members can be separately declared and LTC for those members can be separately claimed by both Husband and Wife, subject to conditions that children will be eligible for the benefit in one particular block as members of the family of one of the parents only and that if husband or wife avails the facility as a member of the family of the other, he or she is not entitled for claiming the concession for self independently.
Travelling Allowance
Travelling Allowance allowed in the event of transfer of one or both of them simultaneously one of the spouses can prefer the claim and the other will be treated as member of family. In such situations only one lumpsum grant can be claimed.
If a husband or wife is transfered after 60 days of transfer of the spouse, but within 6 months, 50% of transfer grant is admissible. However, if both are entitled for reimbursement of cost of travel by personal car, if required they can travel seperatey and claim both of such travel expenses.
Family Pension
Either Husband or Wife is entitled for family pension in addition to own pay or pension, if the spouse dies.
In the case of demise of such husband /wife also, who was receiving family pension for the demise of his/her spouse, the child / children of the deceased parents should be granted two family pensions subject to certain limits prescribed. Please refer to Rule 54 (11), CCS (Pension) Rules in this regard.
House Rent Allowance
HRA will be paid to both husband and wife even if they work in the same station and did not avail Government Quarters. Even if one of them avails the Government residence in the same station where the other spouse is working, he/she will not be entitled for HRA.
Central Government Health Scheme
While both alongwith their family members will be eligible for medical treatement under CGHS, the spouse drawing higher pay will contribute to the Scheme. The scheme does not cover the Parents of the non-contributing employee.
However, women employees can prefer to include her parents-in-law, instead of her parents, in the family for availing CGHS.
If both Husband and Wife prefer to contribute for CGHS, parents of both will be entitled for medical benefits under CGHS.
Allotment of Residence
For the purpose of allotment of residence status of each of Husband and Wife such as designation, pay/grade pay drawn, service experience etc will be considered independently. In other words, higher status of either of two can be taken into account for priority, higher grade of residence etc. In any case both Husband and wife are entitled for allotment of one residence only except in the event of judicial separation.

Employer's responsibility to create a healthy working environment.
Despite the vast majority (91%) of employees believing that it is their employer's responsibility to create a healthy working environment, nearly a third (32%) of employees feels their Office actually hinders their ability to lead a healthy lifestyle, according to new independent research commissioned by the World Heart Federation and conducted by Opinion Health.
"The survey results suggest links between specific job sectors and the level of engagement in Office-wellness initiatives, or steps taken towards a heart-healthy lifestyle" explains Dr. Kathryn Taubert, Senior Science Officer, World Heart Federation. "As many of us spend over half of our waking hours at work, the Office is the ideal setting to encourage behaviour changes to minimize a person's risk of cardiovascular disease."
The largest global awareness campaign on heart disease and stroke, initiated by the World Heart Federation. Every year, approximately 17.1 million lives are claimed by the global burden of cardiovascular disease, and yet, most heart disease and stroke is preventable.The World Heart Federation and World Economic Forum are encouraging employers and employees to promote a heart-healthy Office by adopting office-wellness programs. Such programmes encourage employees to modify their behaviour, by, for example, the promotion of physical activity via gym memberships or cycle to work schemes, or encouraging employees to stop smoking via the adoption of smoke-free Offices or the provision of smoking-cessation programs.
"Apart from having a responsibility towards employees' health, employers stand to benefit from introducing Office-wellness programmes, as they have been shown to decrease absenteeism, while increasing productivity, retention, creativity and innovation" states Olivier Raynaud, Senior Director, Global Health and Health Industries at the World Economic Forum. "During the past decade many businesses have recognized the importance of employee health and have committed to include health promotion as a priority in their corporate agenda."
The survey compares responses from employees across five job sectors in India, Mexico, Poland and Portugal.* The World Heart Federation's employee survey also revealed that of those questioned:
-- Approximately one out of ten (11%) workers do not agree that their employer supports a healthy Office, despite six out of ten employees(63%) rating support of healthy initiatives, and eight out of ten (80%) rating health insurance, as important or very important when choosing an employee

ಕಬೀರರು ಒಂದು ಬಾರಿ ಕಾಶಿಗೆ ಹೋದಾಗ ಸತ್ಸಂಗದಲ್ಲಿ ಭಾಗಿಯಾಗಲು ಸಣ್ಣ ಬೀದಿಯಲ್ಲಿ ನಡೆದು ಹೋಗುತ್ತಿದ್ದರು. ಮೂರು ನಾಲ್ಕು ದಿನಗಳವರೆಗೆ ಅದೇ ದಾರಿಯಲ್ಲಿ ಹೋಗುತ್ತಿದ್ದಾಗ ಒಂದು ವಿಶೇಷ ಅವರ ಕಣ್ಣಿಗೆ ಬಿತ್ತು. ಒಂದು ಮನೆಯ ಆವರಣದೊಳಗೆ ಒಬ್ಬ ಮನುಷ್ಯ ಮನೆಯ ಮುಂದೆ ಕುರ್ಚಿ ಹಾಕಿಕೊಂಡು ಕುಳಿತಿದ್ದಾನೆ. ಹಾಗೆಯೇ ವಿಗ್ರಹದಂತೆ ಏನೂ ಮಾಡದೇ ಕುಳಿತಿದ್ದಾನೆ. ಕಬೀರರು ಅವನ ಬಳಿಗೆ ಹೋಗಿ, `ಸ್ವಾಮೀ, ನಾನು ನಾಲ್ಕು ದಿನದಿಂದ ನೋಡುತ್ತಿದ್ದೇನೆ. ನೀವು ಹೀಗೆಯೇ ಕುಳಿತಿದ್ದೀರಿ. ಇದರ ಬದಲು ನಮ್ಮಂದಿಗೆ ತತ್ಸಂಗಕ್ಕೆ ಬಂದು ಸೇರಬಹುದಲ್ಲ?~ ಎಂದು ಕೇಳಿದರು. ಅದಕ್ಕೆ ಅವನು, `ಸಮಯ ಯಾರಿಗೆ ಇದೆ ಸ್ವಾಮೀ ಸತ್ಸಂಗಕ್ಕೆ ಬಂದು ಕೂಡ್ರಲು? ನನಗೂ ಸತ್ಸಂಗಕ್ಕೆ ಬರುವ ಆಸೆ ಇದೆ. ಆದರೆ ಮನೆ ಜವಾಬ್ದಾರಿ ಯಾರು ಹೊರುವವರು? ನನ್ನ ಹೆಂಡತಿ ಕಾಲವಾಗಿದ್ದಾಳೆ, ಪುಟ್ಟ ಪುಟ್ಟ ಮಕ್ಕಳ ಭಾರವೆಲ್ಲ ನನ್ನ ಮೇಲೆಯೇ. ಅವರಿಗೆ ಸ್ನಾನ ಮಾಡಿಸಿ ಶಾಲೆಗೆ ಕಳಿಸಿ, ಮರಳಿ ಬರುವುದರಲ್ಲಿ ಊಟದ ವ್ಯವಸ್ಥೆ ಮಾಡಬೇಕು. ಸ್ವಲ್ಪ ದಿನ ಹೋಗಲಿ, ಮಕ್ಕಳು ದೊಡ್ಡವರಾಗಲಿ ಆಗ ನಿಮ್ಮಂದಿಗೆ ನಾನೂ ಸಂತೋಷದಿಂದ ಬರುತ್ತೇನೆ~ ಎಂದ.
ಸಮಯ ಸರಿಯಿತು. ಮತ್ತಷ್ಟು ವರ್ಷಗಳ ನಂತರ ಕಬೀರರು ಕಾಶಿಗೆ ಹೋದಾಗ ಅದೇ ಬೀದಿಯಲ್ಲಿ ಹೋಗಬೇಕಾಯಿತು. ಅವರಿಗೆ ಆಶ್ಚರ್ಯ. ಅದೇ ಮನುಷ್ಯ ಈಗ ಸ್ವಲ್ಪ ಹಿರಿಯರ ಹಾಗೆ ಕಾಣುತ್ತಾನೆ, ಆದರೆ ಹಾಗೆಯೇ ಮನೆಯ ಮುಂದೆ ಕುಳಿತಿದ್ದಾನೆ. ಕಬೀರರು ಹೋಗಿ ಈಗಲಾದರೂ ತಮ್ಮ ಜೊತೆಗೆ ಸತ್ಸಂಗಕ್ಕೆ ಬರಬಹುದೇ ಎಂದು ಕೇಳಿದರು. ಅವನು ನಿಟ್ಟಿಸಿರು ಬಿಟ್ಟು, `ನೀವು ಪುಣ್ಯಾತ್ಮರು, ನಿಮ್ಮ ಹತ್ತಿರ ಅಷ್ಟೊಂದು ಸಮಯವಿದೆ. ನನಗೆಲ್ಲಿ ಪುರಸೊತ್ತು ಸ್ವಾಮೀ? ನನ್ನ ಮಕ್ಕಳಿಬ್ಬರ ಕಲಿಕೆ ಮುಗಿಯುತ್ತ ಬಂದಿದೆ. ಅವರ ಜವಾಬ್ದಾರಿ ನನ್ನದೇ. ಅವರು ನಂತರ ಕೆಲಸ ಹುಡುಕಬೇಕು. ಅವರಿಗೆ ಮದುವೆ ಮಾಡಬೇಕು. ಅವರ ಮದುವೆಯಾದ ಮೇಲೆ ನಾನು ಸ್ವತಂತ್ರನಾಗುತ್ತೇನೆ. ಆಗ ನಿಮ್ಮಂದಿಗೆ ಸತ್ಸಂಗಕ್ಕೆ ಬರುತ್ತೇನೆ .
ಮತ್ತಷ್ಟು ಕಾಲ ಕಳೆಯಿತು. ಮತ್ತೆ ಕಾಶಿಯಲ್ಲಿ ಅದೇ ರಸ್ತೆಯಲ್ಲಿ ಹೋಗುವ ಅವಕಾಶ ಬಂತು. ಕುತೂಹಲದಿಂದ ನೋಡಿದರೆ ಆ ಮನುಷ್ಯ ಮತ್ತೆ ಹಾಗೆಯೇ ಕುಳಿತಿದ್ದಾನೆ. ವಯಸ್ಸಾದಂತೆ ತೋರುತ್ತಾನೆ. ಶರೀರ ಕುಗ್ಗಿದೆ. ಕಬೀರರು ಹೋಗಿ ಮತ್ತೆ ಸತ್ಸಂಗಕ್ಕೆ ಬರಲು ವಿನಂತಿ ಮಾಡಿಕೊಂಡರು. ಆತ ಇವರ ಕೈ ಹಿಡಿದು ಹೇಳಿದ, `ಮಹಾತ್ಮರೇ ತಾವು ನನ್ನ ಮೇಲಿಟ್ಟ ಕರುಣೆಗೆ ನಾನು ಋಣಿಯಾಗಿದ್ದೇನೆ.
ನನಗಿನ್ನೂ ಮುಕ್ತಿಯಾಗಿಲ್ಲ. ನನ್ನ ಮಕ್ಕಳು ಇಬ್ಬರಿಗೂ ಮದುವೆಯಾಗಿದೆ. ಆದರೆ ಇಬ್ಬರು ಸೊಸೆಯಂದಿರೂ ಕೆಲಸ ಮಾಡುವವರೇ. ಬೆಳಿಗ್ಗೆ ಎದ್ದ ತಕ್ಷಣ ನಾಲ್ಕೂ ಜನ ತಯಾರಿಯಾಗಿ ಕೆಲಸಕ್ಕೆ ಹೊರಡುತ್ತಾರೆ. ಅವರಿಗೆ ನಾನು ವ್ಯವಸ್ಥೆ ಮಾಡಬೇಡವೇ? ಅವರು ಹೋದ ಮೇಲೆ ಅವರ ಮಕ್ಕಳ ಜವಾಬ್ದಾರಿ ನನ್ನದೇ ತಾನೇ? ಇಬ್ಬರಿಗೂ ಎರಡೆರಡು ಮಕ್ಕಳಿದ್ದಾರೆ. ನಾಲ್ಕು ಮಕ್ಕಳನ್ನು ನೋಡಿಕೊಳ್ಳುವುದು ಸುಲಭದ ಕೆಲಸವೇ? ಒಂದು ಸಲ ಈ ಮಕ್ಕಳು ಶಾಲೆಗೆ ಹೋಗತೊಡಗಿದರೆ ನಾನು ನಿಶ್ಚಿಂತನಾಗುತ್ತೇನೆ. ಆಗ ನನಗೆನು ಕೆಲಸ? ನಾನು ನಿಮ್ಮ ಜೊತೆಗೆ ಸತ್ಸಂಗಕ್ಕೆ ಬಂದು ಬಿಡುತ್ತೇನೆ.~ ಮತ್ತೊಂದು ಕೆಲವು ವರ್ಷಗಳು ಸರಿದವು. ಕಬೀರರು ಕಾಶಿಗೆ ಹೋದಾಗ ಮತ್ತದೇ ಮನೆಯ ಮುಂದೆ ಹೋಗುವ ಪ್ರಸಂಗ ಬಂದಿತು. ಈಗ ಆ ಮನುಷ್ಯ ಕುಳಿತಿದ್ದು ಕಾಣಲಿಲ್ಲ. ಅವನ ಬದಲಾಗಿ ಕುರ್ಚಿಯ ಪಕ್ಕದಲ್ಲಿ ಒಂದು ನಾಯಿ ಮಲಗಿಕೊಂಡಿತ್ತು. ಪಿಳಿಪಿಳಿ ಕಣ್ಣು ಬಿಡುತ್ತ ಮನೆಯನ್ನೂ, ಆವರಣದ ಬಾಗಿಲನ್ನೂ ನೋಡುತ್ತಿತ್ತು. ಒಳಗೆ ಹೋಗಿ ವಿಚಾರಿಸಿದರೆ ಯಜಮಾನರು ಕಾಲವಾಗಿ ಎರಡು ವರ್ಷವಾಯಿತೆಂದು ಹೇಳಿದರು. ಆಗ ಕಬೀರರು ತಮ್ಮ ಶಿಷ್ಯರಿಗೆ ಹೇಳಿದರು, `ಪಾಪ! ಈ ಮನುಷ್ಯನ ಹಣೆಬರಹ ನೋಡಿರಿ. ಅವನಿಗೆ ಮನೆಯ ಬಗ್ಗೆ ಎಷ್ಟು ಮೋಹವೆಂದರೆ ದೇಹ ಬಿಟ್ಟರೂ ನಾಯಿಯಾಗಿ ಬಂದು ಮನೆ ಕಾಯುತ್ತಿದ್ದಾನೆ. ಅವನಿಲ್ಲದೇ ಮನೆ ನಡೆದಿಲ್ಲವೇ? ಮಕ್ಕಳೂ, ಮೊಮ್ಮಕ್ಕಳೂ ಚೆನ್ನಾಗಿಯೇ ಇದ್ದಾರೆ. ಆದರೆ ಆತ ತಾನು ಇಲ್ಲದೇ ಸಂಸಾರವೇ ನಡೆಯುವುದಿಲ್ಲವೆಂದುಕೊಂಡು ತನ್ನ ಸ್ವಂತ ವ್ಯಕ್ತಿತ್ವವನ್ನು ಬೆಳೆಸಿಕೊಳ್ಳದೇ, ಮನಸ್ಸಿಗೆ ಶಾಂತಿಯನ್ನು ತಂದುಕೊಳ್ಳದೇ ಹೋಗಿಬಿಟ್ಟ.~
ನಮಗೂ ಅದೇ ಭ್ರಮೆಗಳಿವೆ. ನಾನಿಲ್ಲದೇ ಮನೆ ಹೇಗೆ ನಡೆದೀತು? ಸಂಸ್ಥೆ ಹೇಗೆ ನಡೆದೀತು? ಮಕ್ಕಳು ಏನು ಮಾಡಿಯಾರು? ಯಾರು ಅವರನ್ನೆಲ್ಲ ನೋಡಿಕೊಳ್ಳುವವರು? ಈ ಚಿಂತೆಗಳಲ್ಲಿ ತೊಳಲಿಬಿಡುತ್ತೇವೆ. ನಾನು ಹುಟ್ಟುವ ಮೊದಲೂ ಪ್ರಪಂಚವಿತ್ತು, ಚೆನ್ನಾಗಿಯೇ ಇತ್ತು. ನಾನು ಹೋದ ಮೇಲೂ ಪ್ರಪಂಚವಿರುತ್ತದೆ, ಚೆನ್ನಾಗಿಯೇ ಇರುತ್ತದೆ ಎಂಬ ಚಿತ್ರ ಮನದಲ್ಲಿ ಮೂಡಿದಾಗ ನನ್ನ ಅನಿವಾರ್ಯತೆಯ ಭ್ರಮೆ ಕರಗುತ್ತದೆ. ಪ್ರಪಂಚಕ್ಕೆ ಬಂದ ಮೇಲೆ ನನ್ನ ಶಕ್ತಿಯನ್ನೆಲ್ಲ ವೃದ್ಧಿಸಿಕೊಂಡು ನನ್ನದೇ ಆದ ಕೊಡುಗೆಯೊಂದನ್ನು ಪ್ರಪಂಚಕ್ಕೆ ಕೊಟ್ಟು ಹೋಗಬೇಕೆಂಬ ಆಸೆ ಮೂಡುತ್ತದೆ. ಅದೇ ನಮ್ಮ ವ್ಯಕ್ತಿತ್ವ ವಿಕಸನಕ್ಕೆ ದಾರಿ.
ಸಮಯ ಸರಿಯಿತು. ಮತ್ತಷ್ಟು ವರ್ಷಗಳ ನಂತರ ಕಬೀರರು ಕಾಶಿಗೆ ಹೋದಾಗ ಅದೇ ಬೀದಿಯಲ್ಲಿ ಹೋಗಬೇಕಾಯಿತು. ಅವರಿಗೆ ಆಶ್ಚರ್ಯ. ಅದೇ ಮನುಷ್ಯ ಈಗ ಸ್ವಲ್ಪ ಹಿರಿಯರ ಹಾಗೆ ಕಾಣುತ್ತಾನೆ, ಆದರೆ ಹಾಗೆಯೇ ಮನೆಯ ಮುಂದೆ ಕುಳಿತಿದ್ದಾನೆ. ಕಬೀರರು ಹೋಗಿ ಈಗಲಾದರೂ ತಮ್ಮ ಜೊತೆಗೆ ಸತ್ಸಂಗಕ್ಕೆ ಬರಬಹುದೇ ಎಂದು ಕೇಳಿದರು. ಅವನು ನಿಟ್ಟಿಸಿರು ಬಿಟ್ಟು, `ನೀವು ಪುಣ್ಯಾತ್ಮರು, ನಿಮ್ಮ ಹತ್ತಿರ ಅಷ್ಟೊಂದು ಸಮಯವಿದೆ. ನನಗೆಲ್ಲಿ ಪುರಸೊತ್ತು ಸ್ವಾಮೀ? ನನ್ನ ಮಕ್ಕಳಿಬ್ಬರ ಕಲಿಕೆ ಮುಗಿಯುತ್ತ ಬಂದಿದೆ. ಅವರ ಜವಾಬ್ದಾರಿ ನನ್ನದೇ. ಅವರು ನಂತರ ಕೆಲಸ ಹುಡುಕಬೇಕು. ಅವರಿಗೆ ಮದುವೆ ಮಾಡಬೇಕು. ಅವರ ಮದುವೆಯಾದ ಮೇಲೆ ನಾನು ಸ್ವತಂತ್ರನಾಗುತ್ತೇನೆ. ಆಗ ನಿಮ್ಮಂದಿಗೆ ಸತ್ಸಂಗಕ್ಕೆ ಬರುತ್ತೇನೆ .
ಮತ್ತಷ್ಟು ಕಾಲ ಕಳೆಯಿತು. ಮತ್ತೆ ಕಾಶಿಯಲ್ಲಿ ಅದೇ ರಸ್ತೆಯಲ್ಲಿ ಹೋಗುವ ಅವಕಾಶ ಬಂತು. ಕುತೂಹಲದಿಂದ ನೋಡಿದರೆ ಆ ಮನುಷ್ಯ ಮತ್ತೆ ಹಾಗೆಯೇ ಕುಳಿತಿದ್ದಾನೆ. ವಯಸ್ಸಾದಂತೆ ತೋರುತ್ತಾನೆ. ಶರೀರ ಕುಗ್ಗಿದೆ. ಕಬೀರರು ಹೋಗಿ ಮತ್ತೆ ಸತ್ಸಂಗಕ್ಕೆ ಬರಲು ವಿನಂತಿ ಮಾಡಿಕೊಂಡರು. ಆತ ಇವರ ಕೈ ಹಿಡಿದು ಹೇಳಿದ, `ಮಹಾತ್ಮರೇ ತಾವು ನನ್ನ ಮೇಲಿಟ್ಟ ಕರುಣೆಗೆ ನಾನು ಋಣಿಯಾಗಿದ್ದೇನೆ.

ನಮಗೂ ಅದೇ ಭ್ರಮೆಗಳಿವೆ. ನಾನಿಲ್ಲದೇ ಮನೆ ಹೇಗೆ ನಡೆದೀತು? ಸಂಸ್ಥೆ ಹೇಗೆ ನಡೆದೀತು? ಮಕ್ಕಳು ಏನು ಮಾಡಿಯಾರು? ಯಾರು ಅವರನ್ನೆಲ್ಲ ನೋಡಿಕೊಳ್ಳುವವರು? ಈ ಚಿಂತೆಗಳಲ್ಲಿ ತೊಳಲಿಬಿಡುತ್ತೇವೆ. ನಾನು ಹುಟ್ಟುವ ಮೊದಲೂ ಪ್ರಪಂಚವಿತ್ತು, ಚೆನ್ನಾಗಿಯೇ ಇತ್ತು. ನಾನು ಹೋದ ಮೇಲೂ ಪ್ರಪಂಚವಿರುತ್ತದೆ, ಚೆನ್ನಾಗಿಯೇ ಇರುತ್ತದೆ ಎಂಬ ಚಿತ್ರ ಮನದಲ್ಲಿ ಮೂಡಿದಾಗ ನನ್ನ ಅನಿವಾರ್ಯತೆಯ ಭ್ರಮೆ ಕರಗುತ್ತದೆ. ಪ್ರಪಂಚಕ್ಕೆ ಬಂದ ಮೇಲೆ ನನ್ನ ಶಕ್ತಿಯನ್ನೆಲ್ಲ ವೃದ್ಧಿಸಿಕೊಂಡು ನನ್ನದೇ ಆದ ಕೊಡುಗೆಯೊಂದನ್ನು ಪ್ರಪಂಚಕ್ಕೆ ಕೊಟ್ಟು ಹೋಗಬೇಕೆಂಬ ಆಸೆ ಮೂಡುತ್ತದೆ. ಅದೇ ನಮ್ಮ ವ್ಯಕ್ತಿತ್ವ ವಿಕಸನಕ್ಕೆ ದಾರಿ.
