"Placed hereunder is the confederation flag. This is to enable you to prepare the flag and circulate the same to the units of the affiliates so that they can take steps to prepare the flag for hoisting it on 12th July in front of all offices (Please see Circular No.13 and 14 at the Confederation website)".
