Subject: Grant of Dearness Relief to Central Government pensioners/family pensioners Revised rate effective from 1.7.2010.



The undersigned is directed to refer to this Department’s OM No. 42/18/2010-P&PW(G) dated 31.3.2010 on the subject mentioned above and to state that the President is pleased to decide that the Dearness Relief payable to Central Government pensioners shall be enhanced from the existing rate of 35% to 45% w.e.f. July, 2010.



2. These orders apply to (i) All Civilian Central Government Pensioners/Family Pensioners (ii) The Armed Forces Pensioners, Civilian Pensioners paid out of the Defence Service Estimates, (iii) All India Service Pensioners (iv) Railway Pensioners and (v) The Burma Civilian pensioners/famiiy pensioners and pensioners/families of displaced Government pensioners from Pakistan, who are Indian Nationals but receiving pension on behalf of Government of Pakistan, who are in receipt of ad-hoc ex-gratia allowance of Rs. 3500/- p.m. in terms of this Department’s OM No. 23/1/97-P&PW(B) dated 23.2.1998 read with this Department’s OM No. 23/3/2008-P&PW(B) dated 15.9.2008.



3. Central Government Employees who had drawn Iumpsum amount on absorption in a PSU/Autonomous body and have become eligible to restoration of1/3 rd commuted portion of pension as well as revision of the restored amount in terms of this Department‘s OM No. 4/59/97-P&PW (D) dated 14.07.1998 will also be entitled to the payment of DR 45% w.e.f. 1.7.2010 on full pension i.e. the revised pension which the absorbed employee would have received on the date of restoration had he not drawn Iumpsum payment on absorption and Dearness Pension subject to fulfillment of the conditions laid down in para 5 ofthe O.M. dated 14.07.98. In this connection, instructions contained in this Department’s OM (D) dated. 12.7.2000 refers.



4. Payment of DR involving a fraction of a rupee shall be rounded off to the next higher rupee.



5. Other provisions governing grant of DR in respect of employed family pensioners and re­empIoyed Central Government Pensloners will be regulated in accordance with the provisions contained in this Department’s OM No. 45/73/97-P&PW (G) dated 2.7.1999 as amended vide this Department’s OM No. F. No. 38/88/2008-P&PW(G) dated 9th July, 2009. The provisions relating to regulation of DR where pensioner is in receipt of more than one pension will remain unchanged.



6. In the case of retired Judges of the Supreme Court and High Courts, necessary orders will be issued by the Department of Justice separately.



7. It will be the responsibility of the pension disbursing authorities, including the nationalized banks, etc. to calculate the quantum of DR payable in each individual case.



8. The offices of Accountant General and Authorised Public Sector Banks are requested to arrange payment of relief to pensioners etc. on the basis of above instructions without waiting for any further instructions from the Comptroller and Auditor General of India and the Reserve Bank of India in view of letter No. 528-TA, II/34-80-II dated 23/04/1981 of the Comptroller and Auditor General of India addressed to all Accountant Generals and Reserve Bank of India Circular No. GANB No.2958/GA-64 (ii) (CGL)/81 dated the 21st May, 1981 addressed to State Bank of India and its subsidiaries and all Nationalised Banks.



9. In their application to the pensioners/family pensioners belonging to Indian Audit and Accounts Department, these orders issue in consultation with the C&AG.



10. This issues with the concurrence of Ministry of Finance, Department of Expenditure víde their OM No. 1(4)/EV/2004 dated 24th September, 2010.

Supreme Court rejects plea for deferment of verdict on Ayodhya case



Paving the way for the Allahabad High Court to deliver its judgement in the 60-year-old Ramjanambhoomi-Babri Masjid title suit, the Supreme Court on Tuesday dismissed the plea for deferment of the verdict.



“Having considered in detail the arguments of the parties, we are of the view that the SLP has to be dismissed.



Accordingly, the SLP stands dismissed,” said the apex court’s 3-judge bench headed by Chief Justice S H Kapadia in a brief order.



The court’s order came after two hours of arguments on a plea for the deferment of the judgement by the Lucknow bench of the Allahabad High Court filed by a retired bureaucrat Ramesh Chandra Tripathi seeking time for working out an out-of-court settlement.



However, it did not specify any reason for its decision nor fix any date for the judgement to be delivered by the Allahabad High Court.



With this, the way has been paved for the High Court to give its judgement shortly in view of the fact that one of the judges of the three-member bench, Justice D.V. Sharma, is to demit office on October one.



Earlier, Attorney General G.E. Vahanvati said that uncertainty should not be allowed to continue.



Appearing before the bench that included Justices Aftab Alam and K.S. Radhakrishnan, he said the most preferred solution to the problem would be settlement but it has not taken place and the uncertainty which is prevailing should not be allowed to continue.



The three-judge bench headed by the Chief Justice gave an unanimous order.



During the arguments, the Attorney General said “Settlement, if any possible, we welcome it but we do not want any uncertainty.”



Since 1999, the stand of the Union Government has been for settlement which has not taken place, he said.



“We would like a resolution of the matter in one way or the other. We cannot keep the law and order machinery in sustained animation,” Vahanvati said.



The AG said, “My position is very clear. I am of the view for implementation of the decision of the suit. This is what we have to do as per the mandate of 1994“.



Vahanvati also referred to the verdict of the Constitutional bench on the land acquisition at the disputed site in Ayodhya.



He refuted the allegations of senior advocate Mukul Rohatgi, who was appearing for Tripathi, that the Centre sat meekly and only stood as a receiver of the disputed land.



Vahanvati said the Government was committed to maintain the rule of law and was under obligation of the undertaking given by it to the apex court on September 14, 1994 that it will make attempts to resolve the issue through continuous negotiations.



The Attorney General also countered the allegations of Rohatgi that it was not “pro-active” in attempting to resolve the dispute through settlement and process of negotiation.



He said government believed in respecting the rule of law. He also countered the argument that the tenure of one of the retiring judges could be extended as the Centre has no power in this regard, which is vested with the Chief Justice of the High Court and only to a certain extent recommendations can be made by the apex court collegium.



Home Minister takes stock of security



Home Minister P. Chidambaram took stock of the security situation in the country and directed all concerned to ensure peace after the Supreme Court dismissed the plea for deferment of verdict on Ayodhya case.



Chidambaram reviewed the security measures in the wake of the apex court paving the way for the Allahabad High Court to deliver its judgement in the 60-year-old Ramjanambhoomi-Babri Masjid title suit.



The Home Minister also visited his Ministry’s Control Room and Integrated Operations Centre and reviewed its functioning.



The meeting was attended by top Home Ministry officials and chief of Intelligence agencies.



The Home Ministry has identified 32 sensitive locations across the country -- four of them in Uttar Pradesh -- where there is a potential to “evoke sharp reactions” following the verdict and asked states to be fully alert.



The Centre is keeping ready paramilitary forces at some strategic locations, closer to airports, for immediate deployment in the places of trouble anywhere in the country.



The Home Ministry has already prepared a contingency plan to deal with any situation arising out of the Allahabad High Court judgement.



At a separate meeting to review the Commonwealth Games security, which was also attended by Cabinet Secretary K M Chandrasekhar besides others, Chidambaram took stock of the steps being taken to ensure foolproof measures in the Games venues, the Games village as well as the national capital.

PIL on retirement age of civil servants


Lucknow, Sep 24 (PTI) A PIL was filed in the Lucknow bench of the Allahabad High Court today, seeking direction to extend the retirement age of officers of India Civil Services from 60 years to at least 65 years.



Neelendra Pandey, a local social worker, stated in his PIL that he is aggrieved with discrepancies in the retirement policy of different government services.



He said IAS, IPS and IFS officers retire at 60 years, while people of about 80 years and sometime even more continue as President, Prime Minister, Governor and Chief Minister, Minister and MLAs.



Professors and doctors of Central universities and institutions like AIIMS retire at 65 and primary school teachers retire at 62, Pandey said while terming the retirement policies as defective and challenging the same.



He requested the court to direct Central government to consider making a universal retirement policy for all public servants.

It doesn’t take a genius to figure out that the “Bom Sabado!” messages are automatically generated by a script. However, it is not clear if this is simply a script exploiting vulnerability in Orkut, or have the accounts sending the automated scraps been compromised.


If you are amongst those affected, it’s highly recommended that you follow the steps highlighted below:


Switch to the “older version” of Orkut.


Log out of Orkut.


Clean your browser’s cache and cookies.


Log in and change your password and security question.


If you haven’t been affected yet, it is strongly advised that you avoid Orkut until the issue has been resolved.






Update 1: The worm appears to have originated in Brazil, where Orkut is still exceptionally popular. Many of the affected users are noticing the Brazilian flag on their status messages. Additionally, the word ‘Bom Sabado’ means ‘Good Saturday’ in Portuguese, which is the official language of Brazil.

How to delete photos tagged in Facebook by someone ?


            Recently some person tagged some bullshit photo to my facebook profile though the pic was tagged four months ago i did not scratched my head at the beginning because it was visible only for me but every time when i opened the photo album on facebook it was very much annoying to see those two pics but lately i decided to get rid of it when i tried to remove the pic and search for the options i was surprised to see facebook did not give any option to remove those pics from our own album and when i googled for the solution i came to know that many of them facing the same issue and only way to get rid of those pics is to request the original poster/tagger to untag me from that pic, really weird and jacka** design isn't it?

            When i came to know that we do not have control on our own album in facebook my blood boiled and cursed the airhead in the facebook who designed it, facebook team has to review on this friggin issue and should allow some rights to override the people tagging without their consent or aleast give them power to remove those annoying tagged pics from our album.
            Facebook is said to be the second most visited website in the world and number one social networking site i thought FB will respect privacy, but its allowing friends to tag our picture with others and themselves i think people should get approval before tagging from owner what ever it is this glitch is bugging me from last two days.

Subject: – Grant of Non-Productivity Linked Bonus (ad-hoc bonus) to Central Government Employees for the year 2009-10.

The undersigned is directed to convey the sanction of the President to the grant of Non-Productivity Linked Bonus (Ad-hoc Bonus) equivalent to 30 days emoluments for the accounting year 2009-10 to the Central Government employees in Group `C’ and ‘D’ and all non-gazetted employees in Group `B’, who are not covered by any Productivity Linked Bonus Scheme. The calculation ceiling of Rs. 3500/- will remain unchanged. The payment will also be admissible to the Central Police and Para-military Personnel and Personnel of Armed Forces. The orders will be deemed to be extended to the employees of Union Territory Administration which follow the Central Government pattern of emoluments and are not covered by any other bonus or ex-gratia scheme.



2. The benefit will be admissible subject to the following terms and conditions:



(i) Only those employees who were in service on 31.3.2010 and have rendered at least six months of continuous service during the year 2009-10 will be eligible for payment under these orders. Pro-rata payment will be admissible to the eligible employees for period of continuous service during the year from six months to a full year, the eligibility period being taken in terms of number of months of service (rounded off to the nearest number of months).



(ii) The quantum of Non-PLB (ad-hoc bonus) will be worked out on the basis of average emoluments/calculation ceiling whichever is lower. To calculate Non-PLB (Ad-hoc bonus) for one day, the average emoluments in a year will be divided by 30.4(average number of days in a month). This will thereafter be multiplied by the number of days of bonus granted. To illustrate, taking the calculation ceiling of Rs. 3500 (where actual average emoluments exceed Rs. 3500), Non-PLB (Ad-hoc Bonus) for thirty days would work out to Rs.3500×30/30.4=Rs.3453.95 (rounded off to Rs.3454/-).



(iii) The casual labour who have worked in offices following a 6 days week for at least 240 days for each year for 3 years or more(206 days in each year for 3 years or more in the case of offices observing 5 days week), will be eligible for this Non-PLB (Ad-hoc Bonus) Payment. The amount of Non-PLB (ad-hoc bonus) payable. will be (Rs.1200×30/30.4 i.e.Rs.1184.21 (rounded off to Rs.1184/-). In cases where the actual emoluments fall below Rs.1200/- p.m., the amount will be calculated on actual monthly emoluments.



(iv) All payments under these orders will be rounded off to the nearest rupee.



(v) The clarificatory orders issued vide this Ministry’s OM No.F.14(1O) – E.Coord/88 dated 4.10.1988, as amended from time to time, would hold good.



3. The expenditure on this account will be debitable to the respective Heads to which the pay and allowances of these employees are debited.



4. The expenditure incurred on account of Non-PLB (Ad-hoc Bonus) is to be met from within the sanctioned budget provision of concerned Ministries/Departments for the current year.



5. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders are issued in consultation with the Comptroller and Auditor General of India.

A helicopter was flying above Seattle when an electrical malfunction disabled all of the aircraft's electronic navigation and communications equipment. Due to the clouds and haze, the pilot could not determine the helicopter's position and course to steer to the airport.

The pilot saw a tall building, flew toward it, circled, drew a handwritten sign and held it up in the helicopter window.

The pilot's sign said, "Where am I?" in large letters.

The people in the tall building quickly responded to the aircraft, drew a large sign and held it to the window of their building.

Their sign read, "You are in a helicopter."

The pilot smiled, waved, looked at the map, determined the course to steer to the SEATAC airport and landed safely.

After they were on the ground, the copilot asked the pilot how the "You are in a helicopter" sign helped determine their position.

The pilot responded, "I knew that had to be the Microsoft building because, similar to their help-lines, they gave me a technically correct but completely useless answer!"

Microsoft to sell Ad space in error messages

Microsoft announced that it is selling advertising space in the error messages that appear in Windows. Acknowledging for the first time that the average user of their operating system encounters error messages at least several times a day, Microsoft is trying to take financial advantage of the unavoidable opportunity to make an ad impression.

"We estimate that throughout the world at any given moment several million people are getting a "general protection fault" or "Illegal operation" warning. We will be able to generate significant revenue by including a short advertising message along with it," said Microsoft marketing director.

The Justice Department immediately indicated that they intend to investigate whether Microsoft is gaining an unfair advantage in reaching the public with this advertising by virtue of its semi-monopolistic control over error messages.

Govt announces bonus for non-gazetted employees


New Delhi, Sep 22 (PTI) In a festival gift to non-gazetted central government employees, the Centre today announced a bonus of up to Rs 3,500 for 2009-10. All the central government employees in Group C and D and all gazetted employees in Group B who are not covered by any productivity linked bonus scheme will get bonus equivalent to 30 days emoluments, Finance Ministry said in an office memorandum.







The payment will also be admissible to the Central Police and para-military personnel and personnel of armed forces, it said. Only those employees who were in service on March 31, 2010 and have rendered at least six months of continuous service during the year 2009-2010 will be eligible for payment, it said.






Meanwhile, the Central Government also issued notification for enhancing the Dearness Allowance for its 88 lakh employees and pensioners by 10 percentage points. This comes as a follow up to the approval given last week by the union Cabinet to hike the DA from 35 per cent to 45 per cent of the basic salary of the central government employees with retrospective effect from July 1, 2010.






The increase in DA comes just a few days after the organised workforce was cheered by one percentage point increase in the interest rate on the provident fund to 9.5 per cent.

Subject: Rate of monthly subscription and insurance cover under CGEGIS-1980 for erstwhile Group 'D' employees placed in PB-1, Grade Pay Rs.1800/- and classified as Group 'C'.

          The undersigned is directed to invite the attention of all Ministries/Departments of the Central Government to this Ministry's O.M. No.F.7(5)-EV/89 dated 15th May, 1989 updating the Central Government Employees Group Insurance Scheme, 1980.
          2. The 6th Central Pay Commission in para 4.9.4. of its report has recommended that the rate of monthly subscription and the amount of insurance cover under the Central Government Employees Group Insurance Scheme (CGEGIS) should be enhanced 6 times. The Commission has also recommended up-gradation of Group D in the Government with all existing Group D employees being upgraded and placed in the entry grade of Group C. Accordingly, no separate slab for Group D has been recommended.
          3. In view of the recommendations of 6th CPC, Department of Personnel & Training vide notification dated 9/4/2009 has classified the posts carrying the Grade Pay of 1800/- as Group C.
          4. Therefore, it has been decided to enhance the monthly subscription towards CGEGIS and insurance coverage to the erstwhile Group 'D' employees placed in PB-1 with Grade Pay of 1800 and classified as Group 'C', @ '30/- per month from 1st January of the next calendar year i.e. January, 2011.

Kharge rejects Finance ministry's 'advice'

 
           Bangalore, Sep 18 (UNI) Union Labour Minister Mallikarjuna Kharge today said his Ministry will not heed to the 'advice' made by the Finance Ministry to invest 15 per cent of the funds in the Provident Fund account in stock market.

           At present, only five per cent of the Rs 3,00,000 crore in the fund is being invested in the equity market under the strict advice of the financial consultants hired by the Employees Provident Fund Organisation (EPFO).

           Speaking to UNI, Mr Kharge, who is the Chairman of the Central Board of Trustees of the EPFO, said safety of the PF funds will be of paramount importance for his ministry and the organisation would continue to invest only in recognised institutions like RBI, SBI, public sector units and other governmental organisations, which give guarantee of certain percentage of returns.

           ''We cannot take risk when it comes to the funds saved for years by the employees. PF is their lifetime savings and the only guarantee that will help them lead a comfortable retired life.

           ''Finance Ministry has asked us to increase the funds placed in open market to 15 per cent. But this will not happen. If the government gives us guarantee for our original capital and the returns in terms of interest or dividend, then we can see. But we cannot play into the hands of the open market'' he stressed.

Postman to Become business correspondent in Department of Posts

              India Post is all set for a facelift. The Department of Posts (DoP), represented by the unassuming postman, will shortly add another role for him as Postal Business Correspondent.
The postmen will not be only responsible for the delivery of the mails/ money order as they have been doing traditionally. Instead, they will work as the business correspondents of the India Post. They will sell other services of India Post like, speed post, registered post, logistics post, electronic money order [EMO], postal life insurance, and rural postal life insurance, saving banks etc.
              India Post has unveiled an ambitious plan to train its 55000 postmen as the business correspondents to take on the challenges of market and competitors, chief postmaster general Mrs Hilda Abraham said at Bhubaneswar while inaugurating a five day “training of trainers” on Monday at the city-based B-school, Xavier Institute of Management (XIMB). Twenty five officers from different parts of the country are participating in training programme.
              “XIMB will be training about 200 trainers of India Post to train the postmen. It is a gigantic task to train the all the postmen because of their huge number, diversity in their working languages, difficult working conditions, and more than 150 years of history of the department,” coordinator of the training programme and XIMB faculty, prof Niraj Kumar on Tuesday told “The ET”.
              These trainers are being trained to train the postmen in skills in business etiquettes, customer relationship management, self initiatives and work planning. It is planned to convert postmen into a professional postal business correspondents by providing trainings in their business approach and also in their presentation skills.
              “You should not be surprised if you find a smartly dressed postman delivering you a speed post with all professional business etiquette,” added Prof. Kumar.
              In its bid to bridge the gap of about Rs 6000 crore in revenue generation and expenditure, Indian post is looking to tap the non-core business opportunity to enhance its revenue generation. “Our government has made a lot of capital investment in India Post, particularly in 11th plan, and now we need to take benefits of those investments. This is right time to grab the opportunity to give good competition to competing organization not only in our core business, mail delivery but also in other services which we are offering. Our postmen could be the brand ambassador of India Post" Mrs Abraham said.
              “Entire country has been divided in to four regions and during the initial phase 50 officers from each region will be trained who will have responsibility of training of the postmen of given region. While selecting the potential trainers, India Post is ensuring that all the language and geographical conditions are adequately represented” informed Prof. Niraj Kumar.
              XIMB had done a detailed training need analysis of the postmen before developing the training module. The B-school has done training need analysis of selected front line officers of India Post, like, assistant superintendent of posts (ASPs), inspector of post (IP), and postmen. In first stage, XIMB did the Training Need Analysis of all the Assistant Supdt. Of Posts (ASPs) and Inspector of Post (IP) the middle level most crucial cadre of India Post.
              “We identified rural marketing and marketing communication skills, team building and leadership skills, selling techniques and target setting and creating and managing appropriate management information system as the major issues and accordingly trained more 250 officers from across the country”, Mr Kumar said.
              In second stage, XIMB did the training need analysis of Postmen and decided to put the trained officers on the job to train the postmen as the postal business correspondents. As the postmen meet many customers personally, it will be easier for them to have one to one communication and to convince the customer.
              “Postmen know customers and their requirements very well. In rural areas they are still part of the rural community and with such a huge network, postmen can play a crucial role to increase contacts with customers and increase business”, Mr Kumar added.
              The union government has already earmarked Rs 1877.20 crore for the deployment of the information communication technology (ICT) network over a three year period covering 2010-13. The government is also mulling to give banking license to India Post. The postal department already works as a quasi bank, providing a host of savings products, postal life insurance, pension payments and money transfer services through its 1.55 lakh branches, more than any other bank.
