Admissibility of Air Fare for Emergency Medical Treatment - West Bengal Health Scheme, 2008
Air Journey for medical treatment is not ordinarily admissible unless it is essentially advised by the attending physician of the speciality hospital under unavoidable circumstances.
It has been decided by the Government of West Bengal that the employees of state government are allowed to take medical treatment in eight speciality hospitals outside the State under the West Bengal Health Scheme, 2008. Accordingly, an office memorandum has been issued by Finance Department of West Bengal vide their No.9226-F (MED) dated 26-09-2011.
Now, in partial modification of the previous order, which is published by Finance Department on 11.5.2209, the Government has decided that the cost of train journey for medical attendance and treatment in speciality hospitals outside the State with one attendant, both ways, may be reimbursed as per entitled class of travelling allowance rules.
It is also clarified that the air journey is not admissible unless it is essentially advised by the attending physician of the speciality hospital under unavoidable circumstances.

Subject: Guidelines regarding grant of ‘Vigilance Clearance’ to members of Central Civil Services / Posts.
The undersigned is directed to say that it has been decided by the Government that officers who have not submitted the Annual Immovable Property Returns by the prescribed time would be denied vigilance clearance and Will not be considered for empanelment for senior level posts in Government of India.
2. Accordingly, in this Department’s OM No. 11012/11/2007-Estt.A dated 14.122007, laying down guidelines regarding grant of vigilance clearance to members of Central Civil Services / Posts, in para 2 a new sub-para (f) will be inserted as under:
(f) Vigilance clearance shall be denied to an officer if he fails to submit his annual immovable property return of the previous year by 31st January of the following year, as required under Government of India decisions under Rule 18 of the Central Civil Services (Conduct) Rule, 1964.

Sub: Increase in quantum of various advances admissible to the Government servants on implementation of Sixth CPC recommendations in relation to increase of Dearness Allowance by 50%.
A number of telephonic references have been received from PCsDA/CsDA regarding increase in quantum of various advances (viz. Bi-Cycle Advance, Warm Clothing Advance, Festival Advance and Natural Calamity Advance) admissible to the Government servants (namely DAD personnel) on implementation of Sixth CPC recommendations In relation to increase of Dearness Allowance by 50%.
2. In this context, your attention is invited to Para 4 of Ministry of Finance, Department of Expenditure, OM No.12(1)/E.II(A)/2008 dated 7.10.2008 (copy enclosed), which stipulates that the rates of these advances shall be automatically increased by 25% every time the dearness allowance payable on revised pay bands increases by 50%.
3. In view of the above, It is requested to take action accordingly.

The cadre units are, therefore, requested to relieve the officials who have been nominated to other cadre units immediately without an further delay and forward the information in the proforma (enclosed) to this Department immediately. Postal department faces CAT's ire for ignoring order

CHENNAI: The Central Administrative Tribunal (CAT) has initiated suo motu contempt of court proceedings against the Directorate of Postal Services (DPS), Madurai, for not complying with its orders. A bench of G Shantappa, judicial member, and R Satapathy, administrative member, took up the matter on Monday. It has been adjourned to Tuesday.
In its last order dated July 25, 2011, the Tribunal had directed authorities to complete disciplinary proceedings against the petitioner J Prema of Dindigul district within two months. Since no compliance report was filed, the CAT said it amounted to willful disobedience of its orders and hence a contempt.
According to her plea, Prema was sub-postmaster at Kodaikanal observatory in November, 2007. She was placed under suspension two days before she was due for retirement in May, 2009.
A bench of K Elango, judicial member and R Satapathy, administrative member, who heard the matter at the time, passed an order in July 2010 directing DPS Madurai and Superintendent of Post Offices, Dindigul, to complete disciplinary proceedings against Prema within six months. The bench also directed respondents to pay her the May, 2009 salary, arrears of the Sixth Pay Commission and GPF within a period of 10 days of receiving the order.
However, the respondents filed an application in February 2011 seeking an extension of six months. Instead, the bench granted them a window of four months in its order in April 2011. Since it could not be completed, another application was filed in June 2011 seeking a further extension of six months. This was made on the ground that they had to approach the President for compliance of directions of the Tribunal.
In its latest order, the Bench observed, "We are of the view that time and again the respondents are asking for extension of time, even though they have been given sufficient time to implement the directions of this Tribunal." The period was hence restricted to only two months with a rider that suo motu contempt would be initiated if orders were not complied with.
According to R Malaichamy, counsel for petitioner, "She was permitted to retire pending disciplinary proceedings but a charge memo has not been issued against her. The respondents have sought for extension of time on many occasions but she is cooperating. We want them to complete the enquiry."

Plan panel approves Post Bank concept with ATM facility


Soon, post offices in remote areas of the country will serve as banks and offer automated teller machine (ATM) facility. The Planning Commission of India has agreed to allow the Department of Postal Services to install ATMs in post offices. The postal department has a network of 1.44 lakh post offices across India with deposits worth Rs 5,60,000 crore. 
 
Minister of State for Telecom Sachin Pilot said the department proposed the Post Bank scheme in an attempt to use the huge network of post offices to foster inclusive growth and ensure people in far-flung areas get benefit from the government’s welfare schemes. Post offices have 25 crore accounts apart from five crore MGNREGA workers.
The postal department has identified over 830 post offices where the ATMs will be installed. The department’s ATMs will be linked with other public sector banks too.
“Their (post office) saving account will be just like any other bank account,” a senior government official said. The department provides various financial services, including a post office savings bank, postal life insurance, pension payments and money transfer services.
The plan panel recently agreed to the department’s proposal and decided to sanction funds in the 12th five-year plan for installing ATMs in each post office. The panel had sanctioned Rs five crore in the 11th five year plan to conduct a study on the setting up Post Bank of India on lines of the ones in New Zealand and Japan.
The decision is aimed at making the post offices as an important catalyst in improving the delivery of welfare schemes, for which the Central government allocated over Rs 1,80,000 crore in the budget of 2011-12.
Already, a large number of people enrolled under Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGA) have their accounts in post offices where their wages get credited. But the limitation of being able to access their accounts during working hours of the post offices was a cause of inconvenience.

Madhya Pradesh likely to increase DA by 6%


MP likely to increase DA by 6%
Madhya Pradesh government is likely to make its staff happy in the upcoming festive season. Sources said the state government is working on strategies to increase the Dearness Allowance (DA) to its employees.
Sources in the state government said increasing DA is on the cards. The government has already announced exemption of sugar and cloth from Value Added Tax (VAT).
If the state government employees are given DA at par with those of the centre, MP government will have to bear an extra burden amounting to Rs 1820 crore. The central government employees currently get six per cent extra DA compared to their counterparts in the state government.
In addition to a likely increase in DA, sources also said the salaries for the month of October could be released before Deepawali, in view of the upcoming festival.

Reference: MoD letter No 11 (5)/2009/D (Civ.I) dated 14-06-2010 forwarded vide this HQrs office letter of even No dated 29-07-2010 and CDS (RP) Rules, 2008.
Consequent upon the issue of MoD letter No.11 (5)/2009/D (Civ.I) dated 14-06-2010, clarifications were sought by various Controllers’ Offices about certain issues in connection with implementation of the provisions of CDS (RP) Rules, 2008 and revision of pay scales/amendments to CDS (RP) Rules, 2008 in respect of workshop staff of Defence Establishments. The doubts raised have been duly examined and point-wise clarifications/guidelines have accordingly been indicated in the following table.

Para 3 (b) of MoD letter dated 14-06-2010 stipulates that the placement of the individuals in the posts resulting from the restructuring shall be made w.e.f. 01-01- 2006 in relaxation of the conditions, if any, i.e., trade test etc as a one time measure. Thus the Govt has given relaxation for one time only. Further promotions in this grade will be made after passing required trade test.

Whether MoD letter No 11 (5)/2008/D (Civ-I) dated 28-08-2009 and 11( 5)/2009/D (Civ-I) dated 14-06-2010 also cover the Department of MES.
MoD letters dated 28-08-2009 and 14-06- 2010 are applicable for Artisan cadre of all Defence Establishments and as such also for MES formation.

As per para 3 & 4 of MoD letter dated 14.6.2010, the Executives to maintain the ratio between skilled, highly skilled and MCM category of employees but no guidelines have been issued to audit authorities to keep watch and justify the ratio maintained by the executives.
The responsibility of restructuring of cadre of artisan staff strictly in accordance with the MoD letter dated 14-06-2010 rests with the executive authorities. However to check the correctness of the ratio, the executive authorities may be requested to forward the strength statement along with pay bills.

As per para 4 (i) of MoD letter dated 14.6.2010 post of MCM shall be part of the hierarchy and the placement of highly skilled Grade-I in the grade of Master Craftsman will be treated as promotion. It is not clear as to whether any pay fixation is involved by virtue of MoD letter dated 14.6.2010 and if at all pay fixation is involved, then how it is to be carried out, i.e. by treating it as placement or by treating It as promotion, or intention of the Govt order is only to impart benefit of grade pay.
The placement of highly skilled Grade-I in the grade of Master Craftsman is to be treated as promotion; the benefit of pay fixation is to be given.

As per para 3 (a) of MoD letter dated 14-06- 2010, HS-ll and HS-I are to be divided to 50% each. It is not clear as to whether pay fixation is to be carried out in these cases or not.
As per para 2(i) of the MoD ID No 11 (5)/2009-D (Civ-I) dated 01-12-2010, the placement of 50% of the existing HS Workers (Grade Pay Rs 2400) as HS-I Grade (Grade Pay Rs 2800) w.e.f 01-01- 2006 will be treated as promotion for the purpose of ACP. As such, the pay fixation is to be carried out in these cases.

As intimated vide this HQrs letter dated 25- 11-2009, DOP&T has decided to file a writ petition in Hon’ble High Court of Madhya Pradesh against Hon’ble CAT Jabalpur Bench decision against withdrawal of scale of Rs 4500-7000 granted to MCM grade from original date of becoming MCM on grant of ACP in the sale of Rs 5000-8000. Whether decision of DOP&T to file writ petition will have any bearing/standings in light of provisions of the Govt letter dated 14-06-2010.
The decision of DOP&T to file a writ petition against Hon’ble CAT Jabalpur Bench decision against withdrawal of scale of Rs 4500-7000 granted to MCM grade is in respect of pre 01-01-2006 cases and this does not have any bearing/standings in the light of provisions of MoD letter dated 14- 06-2010.

As per clarification No 1 in the MoD letter dated 01-12-2010, 50% of the existing HS category of employees will be placed as HS-I (i.e., from Grade Pay Rs 2400 to Rs 2800). This 50% may be inclusive of employees those who already got their promotion as HS-II to HS-I from the date 01-01-1996 to 19-05-2003 and got their pay fixed on promotion from the grade of HS-II to HS-I with a minimum benefit of Rs 100/- and recategorised as HS category from 20- 05-2003 because of merging of both the categories. Some of the employees of HS category will be getting benefit of FR 22 (1) (a) (i) twice for the same post of HS-II, and there is a chance of getting their pay fixed at a higher stage than the employees of HS category who become MCM and got their 2 ACP in the scale of Rs 5000-8000 prior to 01-01-2006.
PCDA (SC) Pune may be requested to forward a concrete case, if any, to substantiate their point of doubt. The other controllers may also intimate any factual cases in this regard.
This issues with the concurrence of Jt CGDA (AT—I).

Thereafter, orders will be issued for the payment of PLB to the Railwaymen".

Indian Railways introduced new mode of ticket verification
Electronic Reservation Slip (ERS) - The printout in standard specified Performa containing reservation particulars, and instructions for use which cn be used by the passenger along with the relevant authorized Identification, as travel authority for performing the journey.

Virtual Reservation Message (VRM) - A screen-shot of the e-ticket displayed through laptops/palmtops/ Mobile phone is referred as Virtual Reservation Message (VRM).

ERS/VRM along with any one of the eight prescribed ID proofs in original and the indication of the passenger(s)' name(s) in the Reservation Chart will authorize the passenger to travel.
VRM combined with valid photo-id in original will be treated as an instrument on par with the ERS.

ERS/VRM along with one of the eight prescribed proofs of identity in original will also authorize the passenger to enter the platform on the day of journey and he/she will not be required to purchase platform ticket. ERS/VRM along with original id proof will be required to be produced on demand of Ticket Checking Staff on the platform.

    BSNL to trim staff, plan to introduce VRS, employees to agitate


     State-run Bharat Sanchar Nigam Ltd is working on a revised plan to reduce its workforce as salary payments have affected its revenues.
     The PSU telecom firm’s net loss of Rs 5,997 crore during 2010-11 can be attributed to hefty payments made towards salaries and the purchase of 3G and BWA (broadband wireless access) spectrum, company officials said.

     BSNL had suffered a loss of Rs 1,823 crore in 2009-10 for the first time since its inception in 2000. “Around 47 per cent of BSNL’s revenue go towards staff salary. The company is working on plans such as voluntary retirement scheme (VRS) to reduce the headcount,” officials said.
     The department of telecom (DoT) had rejected BSNL’s proposal to trim its workforce by 21,000 as the number was too low considering the financial burden.
     The DoT had suggested that the company should reduce its workforce by about 1,00,000, as proposed by the Sam Pitroda panel set up by Prime Minister Manmohan Singh to improve the financial health of the firm.
     The PSU, with an employee base of about 2,80,000, has been struggling to survive in the industry because of high employee cost, declining revenues and low tariffs.
     The VRS scheme may require the company to make a one-time payment of about Rs 2,000-3,000 crore, while the DoT will shoulder the remaining financial burden.

    Udupi: 'Department of Posts Solely Free from Corruption' - Oscar Fernandes


    Udupi, Sep 19: 'Corruption has been all-pervading. It is being talked about everywhere. But the department of posts has been functioning without any corruption' - these were the words of appreciation that came from Rajya Sabha member Oscar Fernandes here on Sunday, Sep 18.
    He was speaking at the 28th biannual joint circle conference of the RMS and MMS staff in Shri Narayana Guru auditorium in Bannanje as chief guest. He added that if the department looked after its staff, they could serve the society well. No lobbying would work in this department to get jobs. It has its own selection process. This helps the department to have competent and intelligent staff, he further said.
    Fernandes also said that with the advance in technology, adaptations in accordance with changes was a must. Serious thought should be given to the rejuvenation of the postal department. Mail system could remain as long as man would exist. Changes could make mobile system grow as alternatives to computers. The practice of letter-writing could ultimately cease in the 3G era. Yet, significantly enough, technology did not reach even 30% of the population.
    Reception committee chairman A C A Karim said that excepting for the railways, the department of posts was the largest set-up in India. He urged that the extra-departmental staff be confirmed in their jobs. The department, with a view to introducing a systemic improvement in the Speedpost service, had commissioned Chicago-based McKenzie Consultants to conduct a study and submit a report. The recommendations from a firm, with least knowledge of India's geography, could be detrimental to the department, he cautioned.
    Karim further said that if the McKenzie report was implemented, there could be delays in Speedpost service and a large number of extra-departmental personnel would land in streets.
    He also said that a Lokpal Bill was necessary and no one was above law. The Lokpal should function in the fashion that Justice Santosh Hegde functioned as the Lokayukta.

    OFFICE MEMORANDUM
    Subject: Empanelment of Exclusive Cancer Hospitals / Units under CGHS.
    The undersigned is directed to draw attention to the Office Memorandum of even number dated 23rd June 2011 and to state that this Ministry has been receiving representations seeking clarification about the rates applicable for treatment of CGHS beneficiaries at Exclusive Cancer Hospitals / Cancer Units empanelled under CGHS. The matter has been examined by this Ministry and it has now been decided to clarify that the rates applicable for Cancer treatment are as per the details given below.
    2.1 The duration of treatment for different Categories of Surgery will be as follows.
    Category - I -------------- 1-2 days
    Category - II ------------- 3-5 days
    (7-10 days in respect of operations involving Abdominal / thoracic cavity)
    Category - III, IV & V ---14 days.
    2.2. The surgical procedures are enlisted under Categories - I, II, Ill, IV & V and the list is annexed to this Office Memorandum (at Annexure-I).
    2.3. Rates applicable for room rent (Accommodation Charges) for different categories of wards as given below:
    General ward -------- Rs 1000/- per day
    Semi-private ward --- Rs. 2000/- per day
    Private ward ---------- Rs 3000/- per day.
    CGHS beneficiaries are entitled to facilities of private, semi-private or general ward depending on their basic pay / pension. The entitlement is as follows:-

    For any day care procedure requiring short admission — a few hours to one day—accommodation charge for one day as per entitlement shall be applicable, provided the patient has been admitted in a room as per his/her entitlement.

    2.4 The Super-specialty rates of CGHS Delhi for Cancer Radio-therapy and Chemotherapy shall be applicable as CGHS rates for Cancer Radiotherapy and Chemotherapy (placed at Annexure —Il). In case of Chemotherapy the rates prescribed are procedural charges only. Room rent, investigations and cost of medicines are reimbursable in addition to the procedural charges. Chemotherapy medicines shall be procured from, CGHS wherever feasible and as per available brand. In case, medicines are supplied by hospital, they shall provide the same on credit basis to pensioners and a shall offer a discount of 10% on MRP. The hospital in such cases shall certify that the Chemotherapy medicines have not been supplied by the CGHS.
    2.5 Consultation fee shall be as per CGHS rates applicable for NABH Accredited hospitals.
    2.6 Investigation rates shall be as per CGHS prescribed rates of concerned city.
    2.7 Cost of Implants I stents I grafts is reimbursable in addition to package rates as per CGHS ceiling rates for Implants I stents I grafts or as per actual, in case there is no CGHS prescribed ceiling rates.
    2.8 The rates applicable for Anaesthesia, Operation Theatre and Surgery Charges under Categories —I, II, III, IV & V are given below

    2.9 The admissible amount for Cancer surgery shall be calculated as per the formula given below Room rent as applicable + Anaesthesia charges (as per category) + OT charges (as per category) + Surgery charges (as per category) + Investigations at CGHS rates + Cost of Medicines and Surgical Disposables.’
    Anaesthesia charges (as per category) + OT charges (as per category) + Surgery charges (as per category) prescribed above are applicable for semi-private ward. If the beneficiary s entitled for general ward there will be a decrease of 10% in these rates for private ward entitlement there will be an increase of 15%.
    5. Other conditions as prescribed n Office Memorandum of even number dated the June 23, 2011 remain unchanged.

    Grant of Sunderban Allowance to Railway employees working in West Bengal

    Sub: Grant of Sunderban Allowance to Railway employees working in West Bengal. Ref: Board’s letter No.F(E)96/AL-4/11 dated 24-8-2001.
    Sanction of the President is hereby conveyed for the continued grant of Sunderban Allowance at the existing rates (based on the notional pay in pre-revised scales) to the Railway employees posted in the Sunderban areas of West Bengal for a further period from 01.01.2003 to 31.08.2008 and at the revised rates (indicated in the Table below) from 01.09.2008 onwards and upto the period for which the Government of West Bengal continues to pay this allowance to its employees, subject to the fulfillment of the existing terms and conditions in this regard.

    2. In case of those employees who have opted to retain the pre revised scale of pay after the Sixth Pay Commission, their entitlement to the Sunderban Allowance would be determined with reference to pre-revised pay range indicated in column (1) of the table above and the rate prescribed in Column (2) will apply from 1.1.2003 to 31.8.2008 and that in column (4) of the table will apply w.e.f.1.9.2008.

    1)Cadre Review Committee: - The first sitting of cadre review committee will be held on 29.9.2011 at Directorate. We are updating our proposal and suggestions if any can be sent before 29.09.2011

    2) Filling up of vacancies for 2011: - When the Directorate called for vacancy position, it is alarmingly felt that still there are many vacancies for the earlier years left unfilled up. The Directorate sought for information from all circles to furnish all the current & previous unfilled vacancies in all cadres and also to mention the oldest vacancy still unfilled up - On receipt of particulars, process similar to last recruitment will be conducted at Directorate before December 2011 to fill up all the remaining vacancies.

    All our Branch/Divisional Secretaries are requested to verify the establishment sanction actual staff strength available and calculate the actual vacancies of their divisions and to intimate the same to circle union immediately so that the circle union can pursue at circle level ensuring that no post is left unfilled up.Unless Branch/Divisional Secretaries act vigilantly, nothing is probable to come out from the issue of shortage of staff.

    3) HSG I Recruitment Rules: - UPSC has not approved yet the HSG-I Recruitment Rules. It raised objections that the number of Posts in feeder cadre HSG-II and HSG-I is similar and to reduce the number of HSG I posts to the ratio of at least 2:1. The Department replied about the justification and functional requirements. It is expected that the recruitment rules will be released from UPSC within a fortnight or maximum a month.

    In the revised HSG-I Recruitment Rules, all HSG-I posts including the posts which are now reserved for IPO line are being brought under general line. DOPT informed that after the approval of the Recruitment Rules for HSG-I, the conditions of minimum service in HSG II( 5 years) will be relaxed as before considering the requirements of the department.

    4) Filling up of Postmaster Grade III Posts: - According to the scheme, Postmaster Grade-III posts will be carved out only when the posts are filled up. As such, technically there is no Postmaster Grade III post in existence. After the finalization of HSG I Recruitment Rules and offered regular promotion to the present adhoc HSG I official and others, option will be called for among them whether they will opt for Postmaster Grade III. The posts will be filled up at first with the HSG-I officials opted for the cadre and the remaining Postmaster Grade III posts will be declared for promotion under the channel of Postmaster's cadre. After the creation of Grade III, the Department assured to consider the one time relaxation to fill up all the unfilled up Grade II & Grade III posts by relaxing the minimum service conditions required.

    5) Filling up of Postmaster Grade I unfilled up posts: - We placed a demand to consider the remaining candidates in the selection list of Postmaster Grade I exam for filling up the vacancies caused due to declination by some candidates after declaring the results. This was agreed. All circles will be addressed soon to ascertain the number of officials declined. We are expecting orders shortly.

    6) Gradation List: - This is one of the major problems prevailing in all circles. All circles have been addressed to compile Gradation list of all cadres at once. All divisional Secretaries should follow up the same since this is most important document now to determine the promotional aspects of the employees.

    7) Tenure posting in Single handed offices: - Despite strong objection from vigilance section of the Directorate, as assured during discussions on the strike charters, the Department is issuing orders for reposting officials to sub offices if the officials have not come out with any cases in preceding 10 years. Orders are expected to be released shortly.

    8) Allowing P. H. candidates to IPO Exam: -The Department has formalized the reservation for promotion in I.P cadre for P. H. candidates and forwarded the file to Ministry of social Welfare for formal approval. This will definitely become a boost to the physically challenged Postal Assistants.

    9) Doubling the Treasury Allowance: - A specific clarification about Treasury Allowance to Treasurer is under issue.

    10) Problems of Casual Labourers: - An internal committee headed by the Chief PMG, Assam has been constituted to study the problems of casual labourers like regularization, alternate method of appointments for subsequent requirements, Pay related issues as per the Sixth CPC etc. The first preliminary sitting is expected to be held at Kolkata on 19.09.2011. DDG (P) & DDG (Establishment) are the other members. DDG (PCC) will be the member (Secretary). In respect of application of Sixth CPC wages to casual labourers, it is being delayed due to non receipt of information from five circles. They have been reminded by the Directorate.

    11) Internal Committee to review Allowances: - Another committee has been constituted to review the allowances available in the Department under the chairmanship of Sri. Santosh Gauriar, Chief PMG, M. P. Circle, Sri. V. P. Singh, DDG Establishment, Sri. B. Selvakumar PMG Agra, Sri. D. Manoj, G.M. Finance Maharashtra Circle will be the members. Sri. S. V. Rao ADG (Establishment) will functions as ADG (Member Secretary)

    1) The allowances, which are to be examined by the Committee, are as under:

    (a) Grant of Special Allowance to all Group 'A' & Group 'B' officers working in Circle offices and Regional offices irrespective of their designation.

    (b) Grant of Travelling Allowance and Daily Allowance to Mail overseers instead of Nigh Halt Allowance.

    (c) Revival of Cash Handling Allowance to Postmen.

    (d) Removal of distance criteria for grant of Cycle Maintenance Allowance (CMA) to Postmen.

    (e) Revision of Cash Allowance to SPMs in the absence of Treasurers.

    (f) Upward revision of Conveyance Allowance to PRIs (P)

    (g) Grant of Road Mileage Allowance to staff entrusted with the work of clearance of cheques.

    (h) Grant of Fixed Conveyance Allowance to Marketing Executives.

    (i) Enhancement of Split Duty Allowance.

    (j) Grant of Special Allowance to unqualified accounts irrespective of financial up gradation granted under TBOP/BCR/MACP

    (k) Special Allowance to PO & RMS accountants on grant of financial up gradation under MACPs.

    (l) Grant of Treasury Allowance to those officials who are given financial up gradation under MACP

    2) The terms of reference of the Committee will be to examine and give specific recommendation on each allowance indicated above with a view that:

    i) Any upward revision is required in the current scenario in the allowances.

    ii) Whether the already discontinued allowances or allowances not being paid to specific cadre are needed to be restored or allowed.

    3) The Committee will submit its Report within Three months.

    Our CHQ is sending a proposals to the said committee on all issues and also to restore charge allowance to Postmasters as existed prior to introduction of TBOP and also to restore MPCM allowance to counter Assistants. Our letter will be published in the Bhartiya Post.

    12) Departmental Council (JCM): - it was intimated to hold the Departmental Council (JCM) in the month of October 2011. The last date for submission of subjects has been fixed as 28.09.2011. If any specific issue is to be taken up, the Divisional/Branch/Circle secretaries are at liberty to e-mail the issues before 25.09.2011 to CHQ.

    13) Dropping of Confirmation exam: - It is under process. Orders will be expedited.

    14) Revised Recruitment rules for Postal Assistants: - As per the RR 2002, there are 49 categories eligible to appear the LGO exam and most of the categories are not in existence. Hence the process of eliminating such categories is under progress. Thereafter it will be finalized by including the agreed demands of thrown open the unfilled vacancies of LGO to GDS without any mark condition. The deletion of confirmation examination is included in the revised R. R.

    15) Permission to opt for General line from Accounts line: - We demanded that the options obtained at the time of TBOP become obsolete and the option exercised only at the time of regular promotion to LSG accounts shall be taken into account. This has been accepted by the Department and orders issued.

    16) Training Allowance to WCTU instructors: - Proposals for creation of regular trainers will be taken up. Revision of training allowance to instructors is training centre & introduction of training allowance to regular trainers appointed in WCTU is under consideration.

    17) Revision of honorarium for Departmental Exam: - The file is under process. The allowance, as it is told, will be doubled.

    18) Counting of past services to RTP: - The CHQ has written one more letter department to implement the decision of Mumbai CAT decision to all the similarly situated persons. This will be discussed further with the Secretary in the ensuing Department Council Meeting.

    19) Counting of Special Allowance for pay fixation - Case of PO & RMS Accountants: - We are demanding for implementation of Karnataka High court judgment and not to file SLP. This is being pursued.

    20) Irregular attachment of unoccupied staff quarters as post attached quarters: -Today the relevant rulings of 1929 & others were towed handed. It is assured to cause necessary orders at the earliest.

    21) Training to Postmaster Grade I: - All Training Centres have been instructed to finalise the Grade I training before 15.1.2012. The Training Centre have accordingly allotted seats to the circles.
