ENHANCING SKILLS OF UNEMPLOYED YOUTHS


       Government is aware of the unemployment problem of youth. In order to improve the employability of the youth, Ministry of Labour & Employment is implementing the following major schemes for skill enhancement:

Craftsmen Training Scheme (CTS)
Apprenticeship Training Scheme (ATS)
Skill Development Initiative through Modular Employable Skills.

       Aforesaid schemes have training capacity of about 1.87 million persons per annum. Besides, 17 other ministries are also providing skill training in the areas of skill concerning their jurisdictions.

       For enhancing employability & capacity building of youth, Sub-Committee of National Council for Vocational Training (NCVT) on ‘Norms & Courses’ has recommended to introduce a subject tilted “Life Skills” in all Industrial Training Institutes / Centres (ITIs/ITCs). The course on Life Skills includes the following modules: Communication Skills, English Proficiency, Basic Computer literacy, Entrepreneurial Development Skills, Quality Management Tools and Occupational Safety and Health.
       The Union Cabinet approved “National Policy on Skill Development” on 23rd February 2009. The policy is a guiding document for implementation of various skill development programmes in the country.
The National Skill Development Policy seeks to:
Ø increase capacity and capability of the existing system to ensure equitable access to all,
Ø promote lifelong learning, maintain quality and relevance according to the changing requirements,
Ø create effective convergence between school education, various skill development efforts of Government and between Government and private sector,
Ø enhance capacity of institutions for planning, quality assurance and involvement of stakeholders,
Ø create institutional mechanisms for research development, quality assurance, etc. and
Ø finally to increase participation of all stakeholders to mobilise adequate financial, physical and intellectual resources.
TRAIN 10 LAKH APPRENTICES EVERY YEAR – SAYS UNION LABOUR MINISTER

       The Union Minister for Labour & Employment, Shri Mallikarjun Kharge has urged the Industry to make concerted efforts to train at least 10 lakh apprentices every year in all sectors of economy. He was addressing the 33rd Meeting of newly constituted Central Apprenticeship Council (CAC), here today. The CAC is an Apex Statutory Tripartite Advisory Body which advises the Government on various aspects relating to formal apprenticeship in the country.

       Shri Kharge said 25,472 establishments were engaging trade apprentices at present. For Graduate, Technician and Technician (Vocational) Apprentices implemented by the Ministry of Human Resource Development, 99,372 seats were located, out of which about 51% i.e. 50,394 were utilized. The Minister expressed his dissatisfaction for not being able to utilize the Scheme and said that we should cover at least one lakh establishments under the Scheme. He urged the representatives of Industry, Trade Unions, State Governments and other stake-holders to give highest priority to Apprenticeship Training and turn out the most highly skilled technicians to meet future challenges.

       The Minister of State for Human Resource Development, Smt. D. Purandeswari, the Vice Chairman of CAC, also spoke on this occasion. The day-long deliberation was attended by the representatives of various Trade Unions and Industries from across the country.

40% of salary of Central government employees based on performance, Dr. Trivedi


     Central Government has introduced accountability across the board with setting up performance targets and top level officers agreeing that upto 40 per cent of their salaries will be placed with in two months, dependent upon level of performance for which self-evaluation process has been evolved, Dr. Prajapati Trivedi, Secretary, Performance Management Division, Cabinet Secretariat revealed here today.

     Stating that the system change in the central government would enable measurable response to public grievance by government officials, Dr. Trivedi declared.

     Inaugurating ASSOCHAM organized 2nd CFOs Roundtable Conference 2010 here today, Dr Trivedi also indicated that all 62 government ministries and departments on board have signed the tool called Results Framework Document (RFD) which will set targets for each ministry and will finally be the basis for yearly evaluation. “Results will be our bottom-line just like profits are the bottom-line of the private sector” he pointed out.

     The formula of assessing the government employees as proposed by performance management division under the cabinet secretariat, has ruled out “not me syndrome and passing the buck”. The Secretaries in turn will have to set performance levels for the officers below them and evaluation would be from bottom to top. “once we fix the performance deficit, other things will follow” Dr. Trivedi said elaborating on the causes of performance deficit. He told the audience that had leading private sector CFOs that “private sector will look up to us”.

     The Cabinet Secretariat also said that the first round of assessment, initially for three months from January to March 2010, there is a strong possibility that a large number of government employees would receive an extra pay once the new formula is adopted.

     He also mentioned that the government is extending the performance monitoring and evaluation system to 62 departments from the current fiscal. According to our system, a department sets a target, fixes the weightages of each target, and if it succeeds meeting all its targets, gets a score of 100.

     He also highlighted that many countries such as Canada, New Zealand, Australia, Netherlands, Denmark, UK, US and Finland have moved away from the traditional government administrative model to a management model under which officers act like corporate managers as they get greater operational freedom, but are held accountable for results. In fact, New Zealand is considered to be the leader of the pack where performance of government agencies are weighed in by setting targets and adopting regular evaluations. “In New Zealand the Governor of the central bank has his salary linked to inflation level being low and as a result for the last 18 years that country had a low inflation level,” he disclosed.

     The various ministries and departments are preparing their Result Framework Documents (RFD) which is to be submitted to this division and the performance of the ministries will be monitored based on these documents only. First, the ministries are themselves setting their targets and secondly they have huge manpower ranging from senior bureaucrats to employees under central secretariat scheme (CSS).

     The government has already established a performance management division within the cabinet secretariat headed by a professional.
     So, the performance of central ministries is under close watch. By introducing performance-linked payouts, the Indian government is finally going the corporate way which may force central government employees to deliver their best.
     Speaking on the occasion, Mr. Y M Deosthalee, CFO, Larsen & Turbo ltd. said that to improve the competition by reducing the cost, competitive analysis in a qualitative manner and by communication.
     Mr. S C Agarwal, CMD, SMC also said that compliance with all the stakeholders in the Indian capital markets have to meet the highest standards of corporate governance, not only in letter of law but in the spirit of the law as well.
     He further said that the multiple modes of fund raising present in the Market today present another set of challenge s to the CFO of today’s corporations. The importance of having continuous updates about the latest trends in the various instruments of primary market such as IPO’s, FPOs, QIPs, ADRs, GDRs, FCCBs etc cannot be ignored. Many of the company’s that choose to ignore thses instruments of fund raising will only be giving up their chances of entering the next orbit of growth.

How to calculate the amount of Encashment of Leave Salary...


     Here we have taken for reference the Office Order issued by Ministry of Labour & Employment, Labour Bureau dated on 23.09.2010.
     In this order the department calculate the encashment of leave salary for 300 days earned leave for an employee, who retired on 31.08.2010. [As per the Rule 39(2) C.C.S. (Leave) Rules, 1972 - DOPT Office Memorandum No.14028-7-97-Estt(L) dated 7th October, 1997]

The Calculation of leave salary is as under :-
Earned leave standing at the credit on the date of retirement = 300 days.
Pay = 16290

Grade Pay = 4800

DA @ 45% as on 1.7.2010 = 9491

Total = 30581
Calculation for 300 days...
30581 X 300 / 30 = 305810

Total Leave Salary admissible = Rs.3,05,810
(Rupees Three Lakh five thousand eight hundred ten only)

Why Becoming An Early Riser Will Change Your Life


Why? Let me give you some of the benefits of this.
1. Social Advantage

     We’re social animals and a lot of our life is unfolding in groups. These groups have routines and rules. For instance, work starts at 9 AM, this is a widely accepted social routine (I know some work doesn’t start at 9 AM but for the vast majority of the population, this is the case). So, waking up early will give you an enormous advantage in front of your colleagues. You will have a few hours for yourself just before the whole group will start to move.
2. Diurnal / Nocturnal Pattern

     If you’re waking up early, when there’s still dark outside, something subtle will happen. You will always witness the nocturnal / diurnal melting. I’m not talking only about witnessing the sunrise, which is in itself a very powerful experience, but about witnessing this transformation of darkness into light. Even if you don’t realize it consciously, being a constant witness of this transformation will give you much more confidence.
3. Broaden Day Vision

     Every time you wake up early, you put some distance between your “normal” day and yourself. It’s like taking two steps back and observing what’s to unfold before you before the actual unfolding process starts. This gives what I call a broaden day vision. Which in time will become just a broaden vision of stuff, period. If you wake up just before your day starts, you’ll feel a little bit trapped, if not more. It’s like you don’t “have” time.
4. Implementing New Habits

     The first part of the day is the most suitable for implementing new habits. During that part of the day you’re much more aware and available, because your normal routine didn’t kick in. Yet. So, if you can “enlarge” this period, by waking up earlier than what what’s usually the norm, you will give yourself more time for new stuff. The effect will be, in time, overwhelming. Those tiny habits implemented during those solitary mornings will pay off big time.
5. More Choices

     I don’t know about you, but I really like to have more choices in life. Doesn’t matter the exact situation, I just don’t like to be put in front of a situation with only one answer. I want to have many choices. Waking up just before your work day will start will drastically limit your choices. The only reasonable choice would be to shower, eat and go to work. Well, waking up early will give you so many new possibilities to start your day.

     Now, these are only the visible part of the iceberg, things that you can see and experience in the moment. But the most important, long lasting and powerful effect of waking up early is that you will grow an eye for the opportunities. 1. The gift of patience.

Where would we be without humility? Humility opens the door to wisdom and intuition. It makes it possible for us to change, and to grow. If we realize we have believed a lie, for example, or our attitude to someone was wrong — we can change. Humility makes it possible to find meaning and wholeness.

3. The gift of courage.

Courage is the vital creative power that makes it possible for us not only to meet the challenges of our lives but to follow our dream and embrace the unique gift we came into the world to give.

Pregnant and Lactating Woman Employees will get benefit under Indira Gandhi Matritva Sahyog Yojana Scheme - Implementation of Indira Gandhi Matritva Sahyog Yojana on pilot basis in 52 districts approved





          The Cabinet Committee on Economic Affairs today approved the implementation of Indira Gandhi Matritva Sahyog Yojana (IGMSY) on pilot basis in selected 52 districts during the remaining period of XI Five Year Plan at a total cost of 1000 crore. The Scheme will be implemented by using the infrastructure, personnel, systems and structures of ICDS including support of health systems along with the additional personnel on contractual basis as approved in the Scheme.

          The Scheme will be centrally sponsored with 100% assistance from the Centre. Accordingly, Rs.390 crore and Rs.610 crore have been allocated for 2010-11 and 2011-12 respectively. IGMSY will be implemented in all the Anganwadi Centres of the selected 52 districts from all the States/UTs.

          Under the scheme, Cash transfers will be made to all pregnant and lactating women as incentives based on fulfillment of specific conditions relating to mother and child health and nutrition. All Government/PSUs (Central & State) employees will be excluded from the scheme as they are entitled for paid maternity leave. Each pregnant and lactating woman will receive a total cash incentive of 4000/- in three installments between the period from the second trimester of pregnancy to the child attaining the age of 6 months.

          It is expected that in the initial years with cash incentives, around 13.8 lakh pregnant and lactating women in 52 identified districts may avail of the benefit under the scheme. The beneficiaries would be pregnant women of 19 years of age and above for first two live births (benefit for still births will be as per the norms of scheme).
          Each beneficiary will be required to open individual account (if she does not have one already) in the nearest bank or the post office for cash transfer.

          IGMSY will be implemented by the State / UTs through the existing State and District ICDS Cell supported by additional contractual staff. Anganwadi worker (AWW) and Anganwadi helper (AWH) will receive an incentive of ` 200/- and ` 100/- respectively per pregnant and lactating woman after all the due cash transfers to the beneficiary are complete.
          There will be Steering and Monitoring Committees at all levels to oversee implementation and monitor the progress. An IGMSY Cell within the Ministry of Women and Child Development will also be set up.

          The objectives of the scheme are to improve the health and nutrition status of pregnant, lactating women and infants by promoting appropriate practices, care and service utilisation during pregnancy, safe delivery and lactation; encouraging the women to follow (optimal) Infant and Young Child Feeding practices (IYCF practices) including early and exclusive breast feeding for the first six months and contributing to better enabling environment by providing cash incentives for improved health and nutrition to pregnant and nursing mothers.

How to be Rich and Happy - The Choice Of A Personal Path


Philosophers have been debating the meaning of happiness almost since the dawn of time and we still don’t have a definition that everybody agrees upon. Modern day advancements in the field of positive psychology led by Martin Seligman have certainly helped determine what happiness isn’t, but not necessarily what it is.

For example, we know pleasure isn’t happiness. In fact, counterintuitively the denial of pleasure can often lead to an increase in levels of happiness. If you quit something that brings you immediate pleasure, such as drinking or smoking, there is a high probability (once you get over the cranky stage), that will lead to enhanced levels of happiness.

We also know that money has almost zero correlation to happiness once you remove somebody from abject poverty. Billionaires, statistically speaking, are no happier than millionaires, and millionaires no happier than whatever you call people earning 6-figure salaries.

We can take that a stage further when you consider that 7-figure lotto winners, are on the whole, no happier 6 months after their win than somebody that has been paralyzed in a road traffic accident.

That is an amazing statistic uncovered by Harvard Professor, Daniel Gilbert, in his book “Stumbling On Happiness”, and one that demonstrates perfectly why defining happiness is so difficult. The incredible ability of Human Beings to overcome adversity and find happiness in all sorts of unusual situations makes it nebulous at best. Especially when you consider that the reverse applies and many people seem skilled at snatching misery from the jaws of happiness.

On the plus side of the equation, we do know having a sense of purpose in our lives (especially at work) can lead to feeling more satisfied, content and thus happy. Doing work that you know makes a positive difference in peoples lives is often a short-cut to feeling better about yourself, and your life.

Further, we recognize that people with a strong religious faith tend on the whole to be happier with life, as do married people and those that do volunteer work. Although you could undoubtedly find very religious married people that do volunteer work and yet are deeply unhappy.

We talk in How To Be Rich and Happy about ‘the formula’ to a rich and happy life, but this is no A+B=C formula. It’s more dynamic than that and will be different for every person on the planet.

Living in alignment with your core values may not necessarily guarantee happiness, but it hugely stacks the deck in your favor and being out of alignment will certainly lead to, at best, a life of frustration and discontent.

Of course you may slip into alignment by chance, in the same way you may win the lottery, but as a Life Coach it’s not really a plan I‘d advise a client of mine to adopt. You are far better working out what your values are and then doing whatever you can to meet those values than simply hoping things will turn out for the best.

For example if ‘freedom’ is your most important value, think twice about taking that office bound job irrespective of how much money they are paying. All the money in the world will not bridge that gap.

When I say I have no idea what being Rich and Happy is, I mean I have no idea what it is for you.

Of course there will always be occasions when it isn’t possible to do exactly what you want. Few people enjoy a root canal or filing taxes. But if you can utilize the Pareto Principle of doing what you really, really, want for 80% of your time and you are true to your core values, then my guess is you will feel rich and happy irrespective of the amount of money in your bank account.

How to Reach Your Dreams through Willpower


I think I finally understand this quote by Marianne Williamson:

“Our deepest fear is not that we are inadequate – our deepest fear is that we are powerful beyond measure.”
It seemed to say, “Was this power really inside me all this time?”

The short answer: yes
We all have the power to make our dreams real. And I mean ANY dreams real. Think about it. If you truly believe you will fail, then you have no doubt that you will. Every day of your life will be spent succumbing to the detrimental idea of reality you have created for yourself.

Soon, every instance of temporary failure you encounter will only solidify the dream you’ve made in your mind and will eventually come through in your actions.
Now, think about when you truly believe you will succeed. Remember that similarly, if you believe it, you will be more likely to follow the actions leading to your inevitable success, thus resulting in making your success real.

Change the way you perceive reality

Your reality is not set in stone. Although everyone will try and tell you how life will end up for you if you pursue your own dreams, you can rest assured that they are not 100% sure themselves.
They cannot tell you how your reality will end up because all they really know is their own reality.

When you confront other people’s “regular reality” with your idea of a remarkable one, they will criticize it because they do not understand it. People, in general, are naturally following skeptics. In other words, they are skeptical of what other people think is skeptical, rarely drawing from their own observations.
You can end this right now

Are you ready to bring about your own reality? For those of you who wish to continue on the conventional path, thank you. You are the ones that challenge the rest of us to make our dreams real.

And with these tips, you most certainly will:

Speak of your goals only once

This is a bit of an odd technique to start with, but trust me, it works. I got this idea from Derek Sivers, who says that announcing your plans makes you less motivated to accomplish them. That’s why we constantly hear of people who talk constantly of change and achieving their dreams, but ultimately fail at actually carry them out.

I suggest speaking of your intentions only once, just so people around you know your intentions, and then stop talking about them completely. Believe it or not, keeping your mouth shut will increase the actions you take towards your goals.

Instead of telling them, SHOW them.
Do not be afraid of your willpower

Our willpower is one of the most powerful forces on the planet. Our will is what made man go to the moon. Will is what’s going to create the cure for cancer. Will is what made everything we have at our fingertips possible.
Humankind as a whole isn’t afraid of their willpower: don’t be afraid of yours. Realize that the power to get what you want is entirely within your control. You and you alone, are the master of your domain.

Realize that only willpower is not enough
Think of the way we use power in life. Electricity is utterly useless to us when if we let it remain in the atmosphere, but if we harness it, many things become possible. All we have to do is use electricity to power a microwave and we can reheat into our food.

How To Keep Your Mind Virus Free



     Viruses are wonderful living creatures. I know you wouldn’t expected this as a starting sentence, but this the bare truth: in terms of biological life, viruses are one of the most fascinating and powerful living beings.

     Unfortunately, we, humans, seem to have a rather hard time with them. Why? Because we’re on a constant battle to take over the world. Sometimes we win, sometimes the viruses win. But if you take a closer look you’re going to discover some wonderful things about viruses, that even we, humans, can’t say we have at this moment. For instance, the ability to identify and inhabit an appropriate host or to modify some inner key characteristics in order to adapt to new conditions.

     Yes, viruses are a very interesting topic but today I’m not going to talk about viruses as living creatures. Not even about computer viruses. Today I’m going to talk about mind viruses, or, more precisely, how to keep your mind clean from them.

     What Is A Mind Virus?
     The simplest way to describe a mind virus is an addiction. A repeated action, with a consistent harming potential, most of the time performed without our will. Smoking, over drinking, or fighting are good examples of a mind virus. Mind viruses are learned behaviors which are self-propagating and slowly consuming the host. But addictions are only the most visible, and not the most dangerous mind virus.

     The most dangerous viruses are those who are spreading without our knowledge and, even more, without easy to spot symptoms. I mean, smoking and over drinking are so easy to spot, they have a very clear pathology. You can’t miss them. But how can you identify a mind virus which constantly prevents you from being happy? Or a mind virus which creates limiting beliefs about money? Or a virus which constantly makes you feel powerless and defeated?

     How To Identify A Mind Virus
     First of all, a mind virus is something you “caught” from somebody else. Viruses are spreading from host to host. You aren’t born with them. So, the first step in identifying a repetitive behavior as a mind virus would be to identify its origin. Did we have this behavior since we were born? Or we learned it in school, or at work? Most of the time we get mind viruses from social interaction.

     Second, a mind virus is able to adjust to various changes of the host. I think in technical terms this is called polymorphism, but we’re just call it adaptability. If you tried various approaches towards a specific toxic behavior, to no success, that could be a pretty good sign we’re dealing with a mind virus and not with an isolated deviation.

     And third, a very common characteristic of a mind virus would be its ability to replicate itself. It will actually try to propagate itself onto other people around us. And, to some extent, we will help it big time, without knowing, of course. There will be a certain vibe of “I’m right and you’re wrong” every time we’ll be in that mind virus sequence. For instance, if our mind virus is creating limiting beliefs about money, we will reinforce these beliefs constantly while talking with others : “don’t you know money is so difficult to make?”.

     Mind Virus Prevention
     The easiest way to cure an illness is to prevent it. That’s equally true for mind viruses so here are some simple prevention measures which could significantly minimize the chances to be contaminated:

     ■chose safe surroundings. Don’t join groups which seems “infected” or which are good mediums for mind virus spreading (groups which are indiscriminately propagate all sort of ideas, theories or approaches, without backing them up with solid experience and/or arguments).

     ■verify your information sources are often as you can. Many mind viruses are spreading because of your ignorance or laziness. You take for granted anything you read, hear or see and the next second you realize you just caught a nasty mind virus without even knowing it.

     ■do your own experiments. In terms of mind viruses, experiments are like vaccines: they allow you to practice a little bit of something, just to get a glimpse of it and, if you don’t like it, you can move on. But because you took the time to try it first, now you’re immune.

     Mind Virus Diagnose
     Ok, but what happens if we actually caught a virus? How can we tell? How do we know we have a mind virus and not something else?

     First of all, try to analyze if there’s something toxic in that specific behavior. If we’re talking about simple things like addictions (smoking, drinking or over-fighting) that’s easy. You already feel at the physical level you’re doing something wrong. But what happens when we’re dealing with a much subtle mind virus, like one who will prevent you have more money by creating limiting beliefs about wealth?

     In this case, you should assess your life for longer periods of times. Let’s say you’re a person who never had too much money. You may blame this on your current environment, to the world financial crisis or to bad luck. But if you’re really analyzing what’s holding you back, and see that this lack of money somehow followed you despite the environment, world progress or good luck, you’ll most likely find that at the core of this situation is a mind virus. A toxic, acquired behavior which adjusts if you try to change and feeds itself with your own misery and sadness.

     Another way to diagnose a mind virus would be to test its “host” penetration. The biggest challenge in identifying a mind virus is that we can always mistake it as a form of original thinking. No, it’s not a virus, this is how we really are. But testing this “host” penetration will help us see if what we’re thinking it’s just a borrowed pack of nonsenses which are making our life a living hell, or an internal conviction.

     Just look around and try to identify the same behavior in other people. Let’s say your mind virus is about relationships. Which you consider something difficult to obtain, maintain and get satisfaction from. Try to see if there are other people having the same approach. Try to see if there are people which are treating relationships the same way you are. If there’s a mind virus involved, you will identify those people, but you will immediately spot the gap between their real potential as human beings and their toxic behavior. Sometimes it’s easy to spot the illness in somebody else before accepting that you’re having it too.

     Curing A Mind Virus Disease
     Ok, we failed to prevent a contamination, we correctly diagnosed that we do have a mind virus infection, now what? We have to cure it.

     A mind virus illness manifests itself in the form of a constant, toxic activity. To cure the illness all we have to do is to put an end to the associated activity. Without it, the mind virus won’t get enough “food” and will eventually die.

     Suppose we have a mind virus which prevents us traveling because, well, in order to travel you have to have time. Now, the associated activity of this mind virus is… yes, a job! What do we have to do in order to kill this virus? Kill the job, exactly! Once you won’t have a job anymore (attention: I didn’t say: once you don’t have money, I said once you don’t have a job, because you can make money outside of a job pretty well) the virus won’t be able to manifest, and you can safely start to travel around the world.

     Now, not always the associated activity of a virus would be so easy to spot, but most of the time we will get enough hints to look in the right direction. There will be some trial and error, but if we’re really after that mind virus, we will find its associated activity.

     Mind Virus Rebounds
     As in any other illness, there will be rebounds. Every now and then, our emotional body will be weakened and, since we had this sensitive terrain before, it will be easier to get the same virus again. We grew some sort of sensitivity over a specific virus.

     I don’t think there’s a problem with that, as long as we’re aware. If we know we are sensitive to a certain virus, getting it again at certain time intervals won’t be a huge surprise. The good news is that we already beat it before, so every time we get a rebound we’re going to get rid of it easier and easier.

     As long as we’re working on it, of course.

     A Personal Example
     One of the most resilient mind viruses I had was about “not being good enough”. This mind virus infection made me prove all the time that I have to deserve everything I get. Everything worth having was for me something that I had to fight for. Every time I wanted to express my individuality I had to prove something to somebody. Either by making more money than the average, either by acting riskier. Bottom line: because I was thinking I wasn’t good enough as I was, I always pushed things up trying to prove myself worthy of attention.

     Diagnose:
     At first, I thought this was part of my personality. This is how I am, a bold and courageous individual. I do stuff because I can and because I’m better than others. Alas, that wasn’t true.

     At some point, after a few years in which I took more and more risks just to prove myself worthy of… I don’t even remember of what, I realized there’s a pattern. Every time I was feeling insecure and alone, I was pushing it more. Every time I was in need of relaxation and acceptance I was striving more. Yes, there was a pattern.

     But this pattern alone couldn’t tell me if it was a mind virus or just… well, a pattern. So, I started to identify the “host” penetration. I started to look around for people exhibiting the same behavior like me. People who were courageous, yet eager to prove themselves worthy of attention at all cost. It wasn’t long until I find them, in the same circles like me (most of them were entrepreneurs too). Seeing them from the outside made me realize instantly that this was a mind virus: it was so easy to spot the difference between what they wanted (acceptance and validation) and what they did (taking more risks).
     Cure
     Once I realized my company (and my whole approach as an entrepreneur) was the result of some mind virus, making me push things just to prove myself worthy of attention, I just decided to let go. I didn’t need any title (entrepreneur, business man, etc) to make me feel better. I was ok the way I was. So, I decided to sell the company I created, after 10 years of managing it.

     In a few months after I sold the company, things started to improve. I realized I survived without pushing it and taking risks in exchange of attention. I realized I can be a decent person without proving my worth every day. I realized I am good enough just the way I am.

     Rebounds
     Every now and then this mind virus rebounds. It’s less than 2 years since I finished my role as an entrepreneur and I suspect there are still some uncut strings attaching me from the past. Right now, the rebounds are taking a different form: if I’m not able to finish some tasks, I feel sad.

     But I’m working on it.

Western Railway's first motorwoman



     Mumbai, Oct 12 (PTI) Like lakhs of Mumbaikars, 34-year old Priti Kumari rode a local train today. The only difference was that she piloted it, becoming the first motorwoman of Western Railway (WR) to do so.
     Kumari, who hails from Bihar, drove the 2:29 pm local between Churchgate and Borivli and was guided by a chief loco inspector.
   
     An excited Kumari, who underwent on-field training for six months, said she felt happy with the achievement. Kumari, who was one of three to join WR today, began her day by going to the temple.

     Sixty-nine candidates started training for the post in August 2009, of which three were inducted today.

     Kumari is also the first woman in Indian Railways to gain direct entry to the post. On Central Railway, motorwomen like Surekha Yadav, the first motorwoman in Asia, worked her way up from the post of assistant driver.

Subject: Time limit for framing of Rules and Regulations on conversion of Government Department into PSUs/autonomous/statutory body

The undersigned is directed to refer to the above subject and to state that the instructions on matters relating to regulation of service conditions of Government employees on transfer to autonomous organizations have been issued by the Department of Pension and Pensioners' Welfare. The provisions included in the relevant portion of Rule 37 (A) of the Central Civil Service (Pension) Rules, 1972 refers.

2. This Department has examined issues pertaining to service conditions,promotion / confirmation, etc. in respect of the deemed deputationists on a reference received from the administrative Ministries. It has been decided that in such cases where there is a conversion of a Government Department into PSUs/autonomous/statutory body, there must be a time frame within which a new body shall frame its rules and regulations. At the end of this period, all employees on deemed deputation should have opted either to get permanently absorbed in the new organization or revert to the Government. A maximum period of 5 years for framing of rules and another 2 years for phasing out repatriation to those opting to come back to has been prescribed. All the Ministries/Departments are accordingly advised to adhere to the time frame whenever a proposal for transfer of employees is considered as above.

WHAT THE GOVERNEMENT SERVANT SHOULD DO…

1. He should ensure that his home town is correctly indicated in his service records. Otherwise he should take action to have his home town entered therein.

2. Whenever he intends to avail of the concession under this scheme, he should inform the Controlling Officer before commencement of the journeys.

3. When he intends to avail of the concession to visit “anywhere in India” by himself or by any member(s) of his family, he should declare the intended place of visit to the Controlling Officer. The official and / or member(s) of the family must visit the place to become eligible for reimbursement of the claim.

4. If there is any change in the intended place of visit, he should intimate the same to the Controlling Officer before the commencement of the journey.

5. He should produce evidence of his having actually performed the journey, for example, serial numbers of Railway tickets, etc.

6. If he takes an advance under this scheme, he should ensure that the outward journey is commenced within 30 days from the date of grant of the advance, or refund the full advance. In case of journeys by rail, advance can be drawn sixty days before the proposed date of outward journey. In all cases, Railway/Bus tickets should be produced within ten days of drawal of the advance.

7. He should see that half the advance is refunded if the period of absence exceeds 90 days.

8. He should prefer the bills adjusting the advance taken within one month from the completion of the return journey. In all cases, the claim will stand forfeited or deemed to have been relinquished if the same is not preferred within three months of the return journey.
WHAT THE CONTROLLING OFFICER SHOULD DO…
1. A record of all assistance granted under the scheme should be maintained. Entries should be made in the service books indicating the dates of commencement of the outward journey.
2. He should maintain, for his own convenience, a register of home town in respect of the staff under his control.
3. Relaxations of a minor nature, viz., waival of prior intimation of journey can be made by the Head of Department in genuine cases.
4. He should keep a watch over the position of outstanding advances paid up to the end of the previous month and issue necessary orders regarding recovery of advances due for adjustment.

Sub: Interest bearing advance /Sixth Central Pay Commission recommendation on House Building Advance-enhancement in past – regarding

The undersigned is directed to invite attention to this Ministry's O.M. No. 1-17011/11(3\4)/2008-H.III dated 27th November, 2008 on the above subject and to say that it has been decided in consultations with Ministry of Finance to make the afore-said orders applicable with effect from 1st January, 2006. Accordingly, an enhancement of House Building Advance, if applied for, may be granted for an amount equivalent to the difference between the previously sanctioned amount and the new amount determined on the basis of pay in the pay band, in past case, where HBA was sanctioned on or after 1-1-2006 but before 27-11-2008 subject to complying following conditions:

(a) The Government servant should not have drawn the entire amount of HBA sanctioned under earlier orders and /or where construction is not completed /full cost towards acquisition of house /flat is yet to be paid.
(b) There will be no deviation from the approved plan of construction on the basis of which the original sanction of House Building Advance was accorded. The revised cost of the original plan can, however, be considered for determining the additional amount, subject to the prescribed maximum limits.

(c) Supplementary Mortgage Deed, Personal Bond and Sureties will be drawn and executed at the expense of the loanee.

(d) The actual entitlement will be restricted to the repaying capacity computed on the basis of the formula laid down in this Ministry's O.M. No. 1-17015/16/92-H.III. dated 17.10.2000. It should be ensured that the entire amount of advance with interest is recovered before retirement on the Government servant.

(e) Rate of Interest: The rate of interest chargeable in such cases would be as per the slab applicable to the total sanctioned amount i.e. amount already sanctioned on or after 1-1-2006 but before 27-11-2008 plus the enhanced sanction. However, the new rate of interest would be chargeable only on collective amount that would remain outstanding on grant of enhancement of HBA i.e., the unpaid portion of previously sanction HBA plus the enhancement so granted. Thus, the amount of HBA that has already been re-paid on old rates will not attract the fresh interest charges.

2. However, the existing limit of maximum admissible amount of Rs. 7.50 lakh for the purpose of construction /purchase of new house /flat and Rs. 1.80 lakh would remain unchanged. In other words, the sum total of previously sanctioned HBA and the enhancement granted under these orders cannot exceed the aforesaid limits. In nay case, not more than one enhancement is admissible to Govt. employees.

3. The applications for enhancement HBA should be submitted within six months from the date of issue of this order.

4. Ministries/Departments whose branch offices are situated in the far flung areas like in case of Ministry of Defence, etc., are advised to give wider publicity to these orders through modern communication means like facsimile, e-mail, web-site, etc. so that there is no occasion for any representationfor extending the time limit of six months on the grounds of receiving these orders late.

I would like to share this interesting discovery from a classmate's son who has just recovered from dengue fever. Apparently, his son was in the critical stage at the ICU when his blood platelet count drops to 15 after 15 liters of blood transfusion.
His father was so worried that he seeks another friend's recommendation and his son was saved. He confessed to me that he gave his son raw juice of the papaya leaves. From a platelet count of 45 after 20 liters of blood transfusion, and after drinking the raw papaya leaf juice, his platelet count jumps instantly to 135. Even the doctors and nurses were surprised. After the second day he was discharged. So he asked me to pass this good news around.
Accordingly it is raw papaya leaves, 2pcs just cleaned and pound and squeeze with filter cloth. You will only get one tablespoon per leaf.. So two tablespoon per serving once a day. Do not boil or cook or rinse with hot water, it will loose its strength. Only the leafy part and no stem or sap. It is very bitter and you have to swallow it like "Won Low Kat". But it works.
*Papaya Juice - Cure for Dengue*
You may have heard this elsewhere but if not I am glad to inform you that papaya juice is a natural cure for dengue fever. As dengue fever is rampant now, I think it's good to share this with all.
A friend of mine had dengue last year.. It was a very serious situation for her as her platelet count had dropped to 28,000 after 3 days in hospital and water has started to fill up her lung. She had difficulty in breathing. She was only 32-year old. Doctor says there's no cure for dengue. We just have to wait for her body immune system to build up resistance against dengue and fight its own battle. She already had 2 blood transfusion and all of us were praying very hard as her platelet continued to drop since the first day she was admitted.
Fortunately her mother-in-law heard that papaya juice would help to reduce the fever and got some papaya leaves, pounded them and squeeze the juice out for her. The next day, her platelet count started to increase, her fever subside. We continued to feed her with papaya juice and she recovered after 3 days!!!
Amazing but it's true. It's believed one's body would be overheated when one is down with dengue and that also caused the patient to have fever papaya juice has cooling effect. Thus, it helps to reduce the level of heat in one's body, thus the fever will go away. I found that it's also good when one is having sore throat or suffering from heat.
Please spread the news about this as lately there are many dengue cases. It's great if such natural cure could help to ease the sufferings of dengue patients.
Furthermore it's so easily available.

Blend them and squeeze the juice! It's simple and miraculously effective!!

Love is an “equal opportunity employer”



I was browsing a few favorite blogs last evening when I came upon a post entitled “Love and Survival,” by Robin Easton, author of Naked in Eden. It’s so beautiful and inspiring I’m still thinking about it.

Robin exhorts her readers to “let love in” regardless of experiences we may have had as babies or as children suggesting we were somehow flawed and imperfect — unworthy of love.

“As adults we are now strong enough to see that we were never flawed,” says this brave and wise woman. “We are now strong enough to embrace the honest reality that people sometimes cannot give us what we really need.

“In embracing this reality we are better equipped to let go of old pain and forgive. In this way we can once again connect to love. We can now fully embrace those who CAN love us. We can marvel at the tenacity and survival skills of the human spirit.

“Love consciously and actively every day, and let others love you. Let love in. The more love you let in, the more love you will give your children, your family, your friends… and yourself.”

Letting love in

The one thing I know for sure about love is that we will never understand it. What love really is, and where it comes from, is unknowable, which is a good thing, because otherwise someone or other would probably try to get in there and improve it or change it in some way.

But the fact that we will never understand love doesn’t matter. It’s irrelevant, because what we CAN do is experience it. We can “let it in,” as Robin suggests — just like JoAnn’s daughter Sherrie did yesterday.

JoAnn needed to be taken to the hospital for a procedure. I wasn’t in the best of shape after some emergency dental work, so Sherrie offered to take her Mom instead. When they came back home around 5pm I thanked Sherrie.

She looked at her Mom and said simply, “You know I’d do anything for you.”

Love is letting go

Another example of love that comes to mind as I write this post is this: love is sometimes letting go.

When I was a young man of 23 – an only child — I had a burning urge to go to British Columbia. I never really thought about it much at the time, but it was an act of tremendous courage and love on the part of my mother and father to let me go, not knowing what would become of me – or even if they would see me again.

Love is an equal opportunity employer

It doesn’t matter how rich we are, or how poor we are, or where we live, or what our age is, or what culture we come from, or anything else. We all have the same opportunity as far as love is concerned.

Love is an “equal opportunity employer,” isn’t it?

I don’t know about you, but I can’t think of a better use for my life than to make it available as fully and completely as I can to the purposes of this most gracious and trustworthy employer.
